SUBJECT:
Purchase of Para-Transit Bus Utilizing a Cooperative Purchase Agreement
Recommendation
1. Approve the Purchase of One (1) Glaval Para-Transit bus at a cost of $85,410 utilizing a
cooperative purchase agreement with Cal-ACT/MBTA (Morongo Basin Transit
Authority).
2. Approve the attached resolution accepting $40,000 in grant funds towards the purchase
from PTMISEA (the State’s Public Transportation Modernization, Improvement and
Service Enhancement Account), commonly known as Proposition 1B.
3. Approve the attached Budget Adjustment appropriating the PTMISEA grant funds into
the Fleet Services budget.
Fiscal Impact
The purchase cost of one Para-Transit bus utilizing the cooperative purchase agreement is
$85,410 and will be paid with the following funding sources:

The FY 14/15 adopted budget already includes the Federal Transit Authority (FTA) funds and
the net auction proceeds from the sale of two previously replaced Para-Transit buses, in the Fleet
Services Purchase and Disposal Program.

Background and Analysis
The City has four fully accessible Para-Transit buses in its vehicle fleet. These buses are used by
Davis Community Transit (DCT) to transport ADA eligible customers. ADA eligible customers
qualify by having a disability that prevents them from using the local fixed route, transit system.
The four buses travel within the Davis city limits, for a total of approximately 100,000 miles per

year. One of these buses, #557, has exceeded the FTA’s established vehicle life service
requirements, and is scheduled for replacement in FY 14/15.
The bus will be purchased from A to Z Bus Sales in Sacramento, California, through a
Cooperative Purchase Agreement with the Morongo Basin Transit Authority, as per section 3.0
(9.1) of their contract #11-03, issued March 23, 2012 through 2016. This bid allows flexibility
of purchasing buses which are in full compliance with FTA requirements and statutes.
In the past, the Para-Transit buses have been purchased with 80% Federal Transit Authority
grant funds and a 20% City match. The proposed bus purchase has a slightly more complicated
funding plan than prior purchases because earlier funding assumptions have changed. In
September 2013, the City sold two Para-Transit vehicles (#555 and #556) that had been taken out
of service and replaced with new vehicles funded from a prior FTA grant. The net proceeds
from this sale amounted to $9,062 and $8,602, respectively. FTA regulations require that
proceeds from the sale of federally funded assets of $5,000 or greater be applied to the total cost
of a future project in an FTA grant, which in this case is the purchase of a replacement for the
#557 Para-Transit vehicle. The application of the $17,664 in net proceeds from the sale of Bus
#555 and #556 yields a balance of $67,746 to fund.
In September 2014, Unitrans and City staff became aware of an opportunity to obtain PTMISEA
funds to help purchase Para-Transit vehicles for DCT. On behalf of the City, Unitrans
subsequently submitted a grant allocation request in the amount of $40,000 for FY 2015, which
was approved by the SACOG Board of Directors in November 2014. The Public Transportation
Modernization, Improvement, and Service Enhancement Account Program (PTMISEA) was
created by Proposition 1B. PTMISEA funds may be used for transit rehabilitation, safety or
modernization improvements, capital service enhancements or expansions, new capital projects,
bus rapid transit improvements, or rolling stock (buses and rail cars) procurement, rehabilitation
or replacement.
On December 16, 2014, the City Council approved resolution #14-173, authorizing the City
Manager to submit and then execute an FTA grant application for transit capital and operating
assistance. The FTA grant will provide the remaining $27,746 funding needed to purchase a
replacement for the #557 Para-Transit bus for DCT.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DAVIS APPROVING THE
PURCHASE OF (1) ONE PARA-TRANSIT BUS AND THE ACCEPTANCE OF THE
PTMISEA GRANT FOR FISCAL YEAR 2014/2015
WHEREAS, in September 2014, Unitrans submitted a grant request, on behalf of City staff, for
$40,000 of the State’s Public Transportation Modernization, Improvement, and Service
Enhancement Account Program funds for FY 2015, which was approved by the SACOG Board
of Directors in November 2014; and
WHEREAS, the Public Works Fleet Services Division obtained quotes for a Para-Transit bus to
replace bus #557 for Davis Community Transit (DCT) from A-Z Bus Sales, utilizing a
cooperative purchase agreement with Cal ACT/MBTA (Morongo Basin Transit Authority); and
WHEREAS, the City will use the awarded funds to purchase a new 2015 Glaval Para-Transit
Bus from the local dealer, A-Z Bus Sales in Sacramento;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Davis hereby:
1. Accept the $40,000 in grant funds awarded from the Public Transportation Modernization,
Improvement and Service Enhancement Account (PTMISEA) to be used as matching funds
to purchase a new 2015 Glaval Para-Transit Bus for DCT; and
2. Approve the purchase of one (1) Glaval Para-Transit Bus, utilizing the Cooperative Purchase
agreement with Cal Act/Morongo Basin Transit Authority Contract #11-03, from the local
dealer, A-Z Bus Sales in Sacramento, CA.

recommendation or endorsement of this product by the Cooperative. City of Davis, as
the purchaser, is responsible for its choice of vehicle product and options selected. City
of Davis is responsible for vehicle inspection, acceptance and enforcement of all
contract provisions.
By accepting assignment, City of Davis agrees to hold harmless, indemnify and defend
