State Collaborates to Establish Coal
County Emergency Operations Center
The
Oklahoma
Department of Agriculture,
Food, and Forestry, working
in conjunction with Coal
County
commissioners
and other state officials,
has transferred property to
Coal County that will now
serve as the Coal County
Emergency
Operations

State

Secretary Jim Reese, Sen.
Josh Brecheen, Rep. Donnie
Condit,
representatives
of the Choctaw Nation of
Oklahoma and other state
and local officials were on
hand for the official transfer
of the building that took
place Wednesday, January
7.
The
5,000-square-foot
building, which is located
on six-plus acres of land
just west of Tupelo, was
originally obtained as an
emergency
management
response facility for the
Oklahoma
Department
of Agriculture, Food, and
Forestry (ODAFF) to
respond to both animal
health and wildland fire
emergencies. Due to the
2009-2010
economic
downturn, ODAFF did not
fully develop the facility,
which led to an opportunity
for Coal County.

mean something to Imogene.”
So that’s what happened.

State Collaborates to Establish Coal
County Emergency Operations Center
Continued from Front Page
Management now has a
facility to call home that
will allow for effective
response to any emergency
situation that may arise.
Allen Leaird was credited
as the ‘driving force’
behind the lengthy process
that ultimately resulted in
the facility transfer to Coal
County.
Reese said when Allen
Leaird came to his office to
talk to him about the facility,
he saw an opportunity for
a productive use of the
building. Sen. Brecheen and
Rep. Condit, as well as Rep.
Paul Roan (who preceded
Condit), were interested in
the facility being utilized,
he said, “And that’s the
whole goal…the state wants
to make the best use of all
its facilities.”
“It is always beneficial
to Oklahoma citizens when
a facility can be used in
the most efficient manner,”
Reese stated. “Coal
County will now have a
fully functional Emergency
Operations Center to better
assist everyone in the
area.”
Sen. Brecheen echoed
Reese’s sentiments.
“I
am always glad to have
facilities in my district
that will contribute to the
health and well-being of my
constituents. This facility
will be a great resource
for Coal County and the
surrounding areas.”
“This is a great example
of how the federal level is
working with the state level,”
Condit stated. “I hate to see
a facility like this just sitting
and nothing happening. I
can definitely see where
Emergency
Management
will have a use for it. This
center will help us to be
prepared for any emergency
situation that may arise.”
Coal
County
Commissioners Johnny D.
Ward, Michael Hensley and
Brock Jones said the facility
will be a large asset to Coal
County and they’re happy to
have it. They expressed their
appreciation to Secretary
Reese and other parties
involved.
Coal County Emergency
Management Director Aaron
Blue looks forward to having
the facility as a resource.
“A large part of emergency
management
is
being
prepared for the unexpected
and this facility will allow us
to do just that,” he said.
Blue presented an overview
of Coal County Task Force
operations, why the task
force was formed several
years ago, the extensive
preparedness training that
members go through, and
the various types of rescue
operations for which they are
qualified.
The Coal County Task
Force consists of 25

to honor Imogene Mowdy

established, and the plaque now hangs on a prominent wall
in the law office.
The inscription reads:
Created in January of 2015, the Pillar Award is a $25,000
endowment that honors the service and commitment of
Imogene Mowdy to the Coalgate community.
She moved to Coalgate when she was 14 years old. For
nearly 30 years she has been and continues to be a “pillar”
of the Coalgate Law Office at 28 N. Main Street. She serves
as a board member of the Coalgate Hospital and is very
active in the Coalgate First United Methodist Church.
Whether it was the tragic loss of her husband, being
diagnosed with cancer, or a later battle with painful arthritis
– she never complains and remains a positive example to all
of us as to how we should strive to live our lives.
At present, a $1,000 scholarship will be awarded annually
to a Coalgate senior who articulates the importance of what
a “pillar” in the community means to a young person.
The scholarship award process starts with the submittal
of a 500 word essay. Applicants are encouraged to focus
their essay on overcoming adversity, the importance of a
positive attitude, and the importance of character, hard
work, family, and spirituality – all attributes of Imogene
Mowdy.
The essays are confidentially evaluated and rated by a
committee consisting of the pastor of the First United
Methodist Church in Coalgate, a designee of the Coalgate
Hospital Board, and a member designated by the Coal
County Bar Association.
After evaluation of the essays, the committee will make a
final determination based on student merit and need.
For more information on the scholarship, contact Lauren
Garey, Scholarship Director, at lgarey@fmiokc.com.

Voters should apply now
for absentee ballots
Voters in Coal County
who want to have absentee
ballots mailed to them for the
February 10 School Board
Election and/or the Coalgate City Council Election
should apply now, County
Election Board Secretary
Vicky Salmon said today.
Although the County Election Board can accept applications for absentee ballots
until 5:00 p.m. on Wednesday, February 4, Salmon
urges voters who want to
vote by absentee ballot to
apply early.
The following offices are
at stake in the election:
Coalgate City Council
Ward 4: Candidates - Muriel Parker, Scott Wright.
Coalgate School Board
Office 5: Candidates - Tommie Gay Barnett Stanberry
and J.W. Barnes.
Absentee ballot application forms are available at
the Coal County Election
Board office at 18 N. Michigan Street in Coalgate (behind the post office). The
forms also can be downloaded and printed at www.
elections.ok.gov.
At least two mail transactions must be made, Salmon
said. “The County Election
Board must mail the ballots
to the voter and the voter
must return the voted ballots by mail.” Ballots must
be in the hands of the Election Board by 7:00 p.m. on
Election Day in order to be
counted.
Any registered voter
may vote by absentee ballot in any election in which
he/she is eligible to vote.
However, a voter must be
registered and reside at an
address within the geographical boundaries of a
school district or a municipality to be eligible to vote
in school district or municipal elections. It is not necessary to give a reason or
excuse for voting absentee.
“While anyone can vote
absentee without giving
a reason, the law still provides several excuses, and

it is to the advantage of some
voters to use one of them,”
Salmon said. By stating one
of the following reasons on
their applications, these voters can activate some special
conditions that make it easier for them to use absentee
ballots. The reasons are:
Registered voters who are
physically incapacitated and
voters who care for physically incapacitated persons
who cannot be left unattended may vote absentee. They
may apply only by mail, by
fax, or by telegraph.
Registered voters who
are confined to nursing
homes in the county may
vote absentee. An absentee
voting board actually goes
to the nursing home a few
days before the election, sets
up a small polling place and
allows these persons to vote
under circumstances similar
to those at a regular precinct
polling place. They may apply only by mail, by fax, or
by e-mail.
Military personnel, residents of Coal County living
overseas and the spouses and
dependents of each group
are eligible to receive absentee ballots. These voters
may apply only by mail, fax,
or by e-mail.
Military personnel should
contact the Voting Service
Officers in their units for
application forms and additional information or visit
the Federal Voting Assistance Program website at
www.fvap.gov/oklahoma
for more information and instructions.
Residents of Oklahoma
living overseas can obtain

as well as on the FVAP website.

As a current resident
of Ruth Wilson Hurley
Manor in Coalgate,
Lee contributes her
longevity to strong work
ethic. “I spent my early
life picking cotton and
gathering corn,” reflects
the centenarian.
As one of nine siblings,
Lee said they all had
to pull their weight to
contribute to the family.
Lee visited with Keith
Dobbs recently. Dobbs
is the president and
CEO of the Coalition
of

for

a non-profit organization
that represents seniors,
frail,
and
disabled
residents
across
Oklahoma.
His visit
to Ruth Wilson Hurley
Manor, in tandem with the
Oklahoma Association of
Health Care Providers
(OAHCP),
was
approximately the 275th
facility he’s toured during
the past 16 months.

“It is so rewarding
to meet the residents
and their caregivers,”
stated Dobbs.
“They
have so much to share.
They’ve lived things
that younger generations
take for granted, such
as electricity, cars, and
the invention of the
television.”
Dobbs shared that
there’s a wealth of
information that the
seniors have that we need
to document, including
some of their secret
family recipes. “I don’t
cook much anymore, but
I could make some pretty
good meals in my day,”
she shared.
“In addition to her
stories, what I enjoyed
most about my time with
Bethel was her great
smile and beautiful blue
eyes,” he concluded.
“She’s a sweetheart!”

Wildcats overpower Antlers by 19 points
—Coalgate boys hoping for more success in Roff Invitational this week
By HERMAN BROWN
Coalgate correspondent
The Coalgate Wildcats
were able to add to the win
total once last week during
a 2-game stretch of varsity
basketball action.
Coalgate took down the
visiting Antlers Bearcats 6243 on Tuesday evening at
Coalgate High School. The
19-point win was followed
by a 69-61 loss Friday to the
visiting Konawa Tigers.
There will be more chances
to put wins on the board this
week.
However, Coach
Lance Weeks’ Wildcats will
have to step up and play solid
basketball in the week-long
Roff Invitational Basketball
Tournament.
Coalgate was set to open
play against the New Lima
Falcons at 5:20 p.m. Monday
in the first round of the
tournament. CHS entered
the week with a record of
4-8.
The Wildcats will face
Konawa or Tupelo in the
second round later in the
week.
The first-round
losers are set to meet at
5:20 p.m. on Thursday in
the consolation semi-finals.
The first-round winners will
play at 5:20 p.m. Friday in
the semi-finals.
As for last week’s play,
Coalgate got off to a nice
start with the 62-43 triumph
over the Antlers Bearcats.
The Wildcats erased an
11-9 first quarter deficit with
a 16-10 surge in the second
quarter. The effort lifted
CHS into a 25-21 halftime
lead.
After the break, Coalgate
outscored the Bearcats 1911 to extend the advantage
to 44-32. The Wildcats then
sealed the deal with an 18-11
surge in the fourth quarter.
The effort locked up the 6243 win for the Wildcats.
Dakota Powell fueled
the victory with a 19-point
scoring
performance.
Brandon Ragland added 12
points to the winning total.
Nate Hardy just missed
double figures with a total
of 9 points. Rob Penney and
Bear Francis followed with
7 points. Cody Franks and
Brandon Courson rounded
out the scoring with 4 points
each.
On Friday, Coalgate was
hoping for another strong
start. However, the highflying Konawa Tigers
erupted for a 27-13 lead
in the first quarter. That
14-point deficit would spell
doom for the Wildcats.
CHS outscored the visitors
16-14 in the second period.
The Wildcats went to the
break down by 12 points at
41-29.
Coalgate dominated the
third quarter by outscoring
Konawa 20-9. The scoring
parade brought the Wildcats
to within a single point at
50-49.
The game was wide
open when the final quarter
began. Coalgate’s hopes of
a continued comeback were
dashed when Konawa won
the period 19-12. The Tigers
used the late push to pull
away to an 8-point win at 6961.
Coalgate scoring was
a very balanced attack.
Dakota Powell and Brandon
Courson scored 12 points
each. Brandon Ragland and
Nate Hardy added 10 points
each. C.J. Bills just missed
double figures with 9 points.
Rob Penney followed with 5
points and Nathaniel Daniel
provided the final 3.

Bill Cummings Coal County
US Marshal
By Robert “Tot” Calvert
Over 200 miles to ride,
one way, as I was told. Practically 100 years of history,
beginning in the teens, it
was reported that there were
horses stolen from Coal
County.
Bill Cummings,
the young US Marshal, was
notified. Bill and his fellow officers soon got on the
trail and began looking for
clues. The trail led them out
of Coal County, across hills
and streams into Arkansas.
One of the stolen horses was
pulling a buggy. This soon
caught the young marshal’s
eye because he would see a
blunt mark near the buggy
trail. He spoke up and said,
“Well, boys, when we get to
the end of the trail we will
find that the thief that is driving the buggy has a wooden
leg.”
The officers would stop
for time to time in a settlement and ask if anyone had
seen anybody with a certain
description of horses. Sure
enough they had, and this
helped in the trailing. Bill
was riding his black pacer,
Prince. His comrades had to
be riding a fast pace to keep
up. This was for a reason to
not let the trail get cold.
On the second day, they
were well over into Arkansas. Bill was calling the shots
and went over the plains

when they caught up with
the lawbreakers. After riding two days and part of one
night, they rode into Hope,
Arkansas. The officers soon
located the stolen remuda.
They kept hidden until the
thieves came to untie the
horses from the picket line.
Bill displayed his poker face
and told the lawbreakers
they were under arrest.
I am sure the pace was
slower coming back to
Coalgate. The miles were
taking its toll on the horses.
Bill gave the orders that he
and the other officers would
sleep in shifts coming back
to Coalgate.
After talking to Hugh
Graham, Sr., twenty years
ago, he remembered part of
that historical ride and told
me that the marshal and his
fellow officers were gone
over a week.
Young Bill Cummings
from Lehigh, Oklahoma,
first city marshal, to US
Marshal, to deputy sheriff.
He was elected as sheriff
in 1928. After two terms,
he retired. His wife, Eddie
Calvert Cummings, and one
child moved to his ranch
near Roundhill and spent
the next few years where
they would farm and raise
Hereford cattle.
Bill told me several stories while he was an officer
of Coal County. He was
appointed US Marshal by
the President of the United
States and this could have
been Woodrow Wilson.
When I visit Uncle Bill’s
grave and see the star on
his tombstone, I think of
the other two: the one that
shined on him and the other
officers while they were on
that long ride and the other
one that his cows carried
on their hip as a brand for
years.
The area where the Atoka
Lake is now was free range
for years.

New Business:
Johnny Ward asked if Clerk Loudermilk had heard anything about the countyʼs 2 year audit. He
said he heard it was online and wanted to know if Clerk Loudermilk had seen it or heard anything from the
auditors. Clerk Loudermilk said she was not aware that it was online but that she will look and see, but
she has not heard anything from the auditors.
Brock Jones said he had calls over the holidays from citizens regarding EMS not being able to
find their homes. Hensley asked Jones if he had spoken with Berney Blue on this subject. Jones said he
has not spoken with Berney. Ward and Hensley both agreed to have Berney contacted regarding this
issue.
After New Business was discussed the board members walked across the street to inspect the
jail. The only noted deficiencies were: chipped paint on the walls and floors, and the window on the
maximum security cell was cracked and needing replaced.
Michael Hensley made a motion to adjourn at 10:17 a.m. Johnny Ward seconded the motion.
Hensley, Ward and Jones approved.

Coal County Sheriff’s Report
Attempted Arson
A Tupelo man accused of
setting a bale of hay on fire on
New Year’s Eve was charged
January 6 with felony attempted
arson in the third degree.
Investigator Jarel Bailey
said he was dispatched at
approximately 11:00 p.m. New
Year’s Eve to a residence on
Old Owl Road where a man
reported he witnessed Robert
Henry Blanchard, 40, set a bale
of his hay on fire. The man said
he was inside his house when
he saw headlights pull into
his driveway and recognized
the pickup as belonging to
Blanchard.
He said Blanchard exited
the pickup and set the hay on
fire. When he exited his house,
Blanchard got in the pickup
and drove away at a high rate
of speed. The one bale of hay
that was burning was among a
stack of several hundred bales,
Bailey said. The man was able
to extinguish the fire.
Bailey, Undersheriff Bobby
Hatton and deputy Jeff
Wortman drove to Blanchard’s
residence, but Blanchard would
not answer the door. When
Hatton called Blanchard on his
cell phone, he agreed to let the
officers in.
During
questioning,
Blanchard said he had been
to church that evening, but
nowhere else. When Bailey
told him they had witnesses
to attest to his setting the hay
on fire, Blanchard stated that if
his pickup was at the victim’s
residence, he wasn’t the one

told him they would go question

He then became “very evasive”

Assault and battery on police
officers and EMT; malicious
injury to property
Edgar Arnold Buchanan, 28,
Coalgate, was charged January
8 with four counts of felony
battery/assault and battery on
police officer, assault and/or
battery on emergency medical
technician, and misdemeanor
malicious injury to property.
Coalgate Chief of Police
Kenny
Pebworth
and
Undersheriff Bobby Hatton
responded to a domestic
disturbance at Buchanan’s
residence the morning of
January 6. Buchanan was
arrested and transported to the
Coal County jail.
A probable cause affidavit
filed by Undersheriff Bobby
Hatton states that upon arrival
at the jail, Buchanan became
agitated, uncooperative and
combative. He is charged with
assaulting deputy Nic Davis,
Chief
Hatton states in his affidavit
that when Buchanan complained
that he couldn’t breathe, EMS
was called to the jail to check
his wellbeing. Then, while
waiting on EMS, Buchanan
began banging his head on the
floor, which caused abrasions
to his forehead area. EMS
advised that Buchanan should
be taken to the hospital.
Upon arrival at the hospital
and Buchanan was being
unloaded from the ambulance,
he managed to unbuckle one
of the straps restraining him to
the cot. He swung his arms,
causing the strap buckle to
strike EMT Audrey Gage on
the nose.
Buchanan was treated,
released and returned to jail
where he was placed in the
drunk tank. Since he was
still unruly, uncooperative,
and combative, the decision
was made to transport him to
Pontotoc County for his safety
as well as the safety of the other
inmates.
He had threatened to cause
“all kinds of trouble” while he
was in jail, Hatton said. He
managed to slip his restraints
and used them to bust the glass
out of the drunk tank door. For
that action, he was charged
with misdemeanor malicious
injury to property.

COALGATE RECORD REGISTER—JANUARY 21, 2015—PAGE B-7
—Coalgate girls begin to develop
additional scoring options
By HERMAN BROWN
Coalgate correspondent
The
Coalgate
Lady
Wildcats continue to improve
in offensive production as the
season moves along. While it
has been a gradual process, the
recent games reflect positive
progress.
“We are getting better
offensively,” said Coach
Scott Roe. “I can see the girls
improving in this area. But
what I really like is the fact that
we are getting more balanced
in our scoring. We are seeing
different players scoring for
us. You can’t have just one
player do all the scoring. We
are sharing that and it will
give us more chances to be
consistent in team scoring.”
Last Tuesday, Coalgate
hosted the Antlers Lady
Bearcats in basketball action
at Coalgate High School. The
Lady Wildcats fell behind
10-5 in the first quarter and
trailed 24-17 at the half.
Antlers came out in the third
quarter and built up a 37-24
cushion. The Lady Bearcats
then sealed the victory by
outscoring the home team 1510 in the fourth quarter. The
effort snagged a 52-34 win for
Antlers.
In the loss, Coalgate had
seven different girls generate
points. Taylor Hall erupted
Scam Alert
Scam artists are constantly coming up with plots to get our money.
Here are some current scams that have been reported to the Coal County
Sheriff’s Office.
Tech Support Scam
Scam artists are now using the phone to try to break into your computer. They call, claiming to be computer techs associated with wellknown companies like Microsoft. They say that they’ve detected viruses
or other malware on your computer to trick you into giving them remote
access or paying for software you don’t need.
These scammers take advantage of your reasonable concerns about
viruses and other threats. They know that computer users have heard
time and again that it’s important to install security software. But the
purpose behind their elaborate scheme isn’t to protect your computer; it’s
to make money.
Scammers have been peddling bogus security software for years.
They set up fake websites, offer free “security” scans, and send alarming
messages to try to convince you that your computer is infected. Then,
they try to sell you software to fix the problem. At best, the software is
worthless or available elsewhere for free. At worst, it could be malware
— software designed to give criminals access to your computer and your
personal information.
The latest version of the scam begins with a phone call. Scammers
can get your name and other basic information from public directories.
They might even guess what computer software you’re using.
Once they have you on the phone, they often try to gain your trust
by pretending to be associated with well-known companies or confusing
you with a barrage of technical terms. They may ask you to go to your
computer and perform a series of complex tasks. Sometimes, they target
legitimate computer files and claim that they are viruses. Their tactics are
designed to scare you into believing they can help fix your “problem.”
If you get a call from someone who claims to be a tech support person, hang up and call the company yourself on a phone number you know
to be genuine.
More information on tech support scams is available at http://www.
consumer.ftc.gov/articles/0346-tech-support-scams.
Lotteries and Sweepstakes Scams
If your caller ID shows area code 876, beware. The caller may tell
you that you’ve won a lottery or other big prize. All you have to do is pay
taxes or fees and the big jackpot is yours.
Area code 876 sounds like a toll-free number – but it’s actually for Jamaica. If you call the number back, you will be billed at the international
long distance rate, which is not cheap. According to the Federal Communications Commission, scammers can also make money by getting their
victims to call them back, because they earn a fee for each call.
Other prefixes that sound like domestic area codes are 649 (Turks
and Caicos Islands), 809 (Dominican Republic) and 284 (British Virgin
Islands).
Regardless of the area code, do not send money to ANYONE who
claims to have a prize for you. Odds are good that it’s a scam.
Government Scams
Some imposters pretend they’re with the government to scare you
into sending money. They say you owe taxes or some other unpaid debt,
and, hoping you’ll panic, warn that you’re about to be arrested if you
don’t pay up. Before you can investigate, you’re told to put the money
on a prepaid debit card and tell them the number — something no government agency would ask you to do.
You really can’t rely on caller ID. Scammers know how to rig it to
show you the wrong information (“spoofing”). Scammers might have
personal information about you before they call, so don’t take that as a
sign they’re the real thing. If you’re not sure whether you’re dealing with
the government, look up the official number of the agency. That way you
know who you’re talking to.
The Federal Trade Commission website at www.ftc.gov has a wealth
of information about scams. You can even sign up to receive e-mail scam
alerts.
The Grandparent Scam
You’re a grandparent, and you get a phone call or an e-mail from
someone who identifies himself as your grandson. “I’ve been arrested
in Mexico (or some other country),” he says, “and need money wired
quickly to pay my bail.” He begs you not to tell his parents because it will
scare them.
This is an example of what’s come to be known as “the grandparent
scam”—yet another fraud that preys on the elderly, this time by taking
advantage of their love and concern for their grandchildren.
The grandparent scam has been around for a few years—the FBI Internet Crime Complaint Center (IC3) has been receiving reports about it
since 2008. But the scam and scam artists have become more sophisticated.
Thanks to the Internet and social networking sites, a criminal can
sometimes uncover personal information about their targets, which makes
the impersonations more believable. For example, the actual grandson
may mention on his social networking site that he’s a photographer who
often travels to Mexico. When contacting the grandparents, the phony
grandson will say he’s calling from Mexico, where someone stole his
camera equipment and passport.
Sometimes, the “grandchild” call is followed by another criminal
who claims to be a law enforcement or U.S. Embassy official.
While this scam is commonly called the grandparent scam, criminals
may also claim to be a family friend, niece, nephew, or another family
member.

others scored 2 points each,

“We played pretty well that
game,” said Coach Roe. “We
just came up short in the scoring
department. Our free throw
shooting cost us. We were not
able to take advantage of the
(free throw) opportunities.”
On Friday, Coalgate was
back at home for another
contest. The Konawa Lady
Tigers invaded the gym and
scratched out a 59-43 victory.
The two teams were locked
in a tight battle for the first
three quarters. Konawa led
15-13 after a quarter, 30-25 at
the half and 43-36 after three
quarters. It was the fourth
quarter when the game finally
got away from Coalgate. The
Lady Wildcats were outscored
16-7 down the stretch, which
left them on the short end of a
59-43 final score.
Shaylyn Coslow scored a
team-best 13 points in a losing
cause. Taylor Hall followed
closely with 9 points. The
balanced scoring attack also
included Jessie Sexton and
