Seat of Govt setto function in Srinagar from today
SRINAGAR, May 4:
Darbar Move, seat of the Government, including the offices of Governor, Chief Minister,
his cabinet colleagues and bureaucrats, is all set
to start functioning in the summer capital,
Srinagar, from tomorrow for next six months.
Meanwhile, hundreds of workers, mostly
outside painters, were busy cleaning and painting footpaths and roads while security forces and
state police deployed additional personnel while
traffic police announced a traffic plan for the darbar move. The seat of the government was closed
on April 24 at winter capital, Jammu after functioning from there for six months. Similarly the
offices will function from Srinagar for next six
months. Hundreds of trucks were used to shift
the official record from Jammu to Srinagar.
Similar was the case when offices shifted from
Srinagar to Jammu in October-November last
year.
Similarly, crores of rupees are being spent
on TA and DA of employees who shifts alongwith
the darbar move. The divisional authorities
were busy for the past several months to repair
and renovate the official and private accommodation for employees.
Civil Secretariat, which houses the office of
Chief Minister Mufti Mohammad Sayeed, his
cabinet colleagues, all bureaucrats, was given a

September last year, damaging record and furniture. A correspondent who visited Moulana
Azad road saw workers and painters busy giving
final touch to roads and footpaths. The Srinagar
Municipal Corporation (SMC) had put into service hundreds of sweepers to clean the road,
which will be used by ministers and bureaucrats
to reach secretariat from their official and private residences. A number of flower pots could
be seen on both sides of the footpaths.
Besides Road Opening Party (ROP), additional paramilitary forces and state police personnel had been deployed in the civil lines to
keep a close watch and thwart any attempt to
cause disturbance. Security forces, holding auto-
matic weapons, could be seen deployed on the
last floor of the secretariat besides on watch towers keeping a close watch on main road and from
others sides with the help of binoculars. Foot patrolling has also been intensified by security
forces in the areas adjacent to secretariat.
In 90s militants were targeting civil secretariat by firing rockets and rifle grenades .
Darbar Move is the name given to the bi-annual
exercise of shifting the secretariat and all other
government offices from capital city to another
in the Jammu and Kashmir, which is the only
state in the country having two capitals.
The tradition was started during Dogra rule
in 1872 by Maharaja Ranbir Singh though it
evoked opposition by people who alleged that it
costs crores of rupees to state exchequer annually. A number of attempts were made in the past to
suspend the darbar move which evoked mixed
response from the people in the state. People
from Jammu opposed the move as large number
of people from Kashmir valley and Ladakh region shifts to Jammu during winter when valley
is facing harsh winter and shortage of essentials.
Former Chief Minister Omar Abdullah had
once said darbar should function from Srinagar
during winter when people need the help from
the government because of snowfall, power cuts
and shortage of essentials. Similarly, he said, offices should function from Jammu in summer

Srinagar, May 4:
The Jammu and Kashmir government
Monday sought to put at rest the controversy over
issuing Permanent Resident Certificate (PRC) at
school level saying it will follow the legal procedure
and certificates would not be issued at educational
institutions. “There is no controversy. We will issue the state subject certificates according to the legal procedure only and PRCs would not be issued at
the school level,” Minister for Roads and Buildings,
Altaf Bukhari told reporters here.
Bukhari said the government had taken the decision not to issue the certificates at the school level
after receiving complaints and it wanted to streamline the system. “Ours is a new government and we
may be a little inexperienced. So there may be some
aberration, but we do not want to do anything
which is against the law. There were complaints
about the issuance of such certificates, so we
thought to streamline the procedure, “he said.
“Some officer might have suggested that we
should distribute them at the school level, so we
gave it a thought. Some 40-50 certificates distributed, but they were issued by the proper issuing authority,” Bukhari said. “Law will not be subverted.
Let us put this controversy to rest. There is no such
scheme there will be nothing like that. (And) we do
not want to give state subject certificates to the people who are not state subjects,” he said.
However, Bukhari said the government
checked the PRCs which were issued at a function
in Jammu by a BJP MLA and found them right.
“We have checked those certificates which
were issued at a function and found that they have
been issued by the respective tehsildars and deputy
commissioners. Yes, they were distributed by
someone, but there is no controversy,” he said.
The minister also said there was a perfect coordination between the coalition partners and PDPled government would work for betterment of the
state. “There is perfect coordination between the
PDP and the BJP. We are two parties with two (different) ideologies and have come together for the
betterment of the state. And we are governing on
the agenda of the people,” he said. (PTI)

He specifically referred to the

which leads to closure for several

Man shot dead
by militants in

Suspected militants today
shot dead a person inside his
house in Hazratbal area on the
outskirts of Srinagar, police
said. Abdul Ahad Dar, a resident of Astan Mohalla locality
of Hazratbal, was shot by two
unidentified gunmen inside
his house, the police said.
Dar, who was working in
the Mechanical wing at
Rainawari hospital, was
rushed to Soura medical institute where he succumbed to injuries. The gunmen fled the
scene after shooting Dar and a
hunt has been launched to nab
them, the police said. No militant outfit has so far claimed
responsibility for the incident.

With the arrest of a woman and
her husband, police on Sunday
claimed to have worked out a mysterious missing case of a 23 year old girl
who was found to be ‘brutally murdered’ here by a couple.
According to the police, Vaishno
Devi wife of Sher Singh Jaral of
Swena Chanani in Udhampur approached police Gandhi Nagar with
complaint that their daughter namely Shivani Jaral (23) has gone missing from her rented accommodation
at Sanjay Nagar.
Following the complaint, police
started investigation and sounded
alert all the police stations. However,
on May 2 the mother of the victim girl
gave a written application in police
station accusing Sunil Kumar son of
Gyanu Kumar of Chinore and his
wife Rajni Devi in alleged kidnapping and illegal confinement of her
daughter.
Based on the fresh claim by the
victim family, a case under FIR
Number 105 of 2015 under section 364
of RPC was registered and police a
team led by SHO Gandhi Nagar
Inspector Paramjit Singh conducted
raid the house of the allegedly accused persons and arrested the couple. After thorough and in-depth

separate road accidents
Jammu, May 4:
Four youths were killed and eight others injured in
separate road accidents in Jammu, Kishtwar and Kathua
districts, police said today.
Two persons died and another injured when the motorcycle on which they were riding hit a divider while negotiating a curve at Sidhra on the outskirts of Jammu last
evening, they said.
Locals rushed the trio to hospital where doctors declared two of them as brought dead, they said, adding the
deceased have been identified as Narinder Sharma (21) and
Chanchal Singh (20).
In second mishap, two persons died on the spot and another injured when the vehicle they were travelling in fell
into a deep gorge near Kishtwar town in the district yesterday, they said. The deceased have been identified as Sajjad
Hussain (25) and Muzaffar (24), police said adding the injured were hospitalised.
In the third accident, six passengers were injured
when a bus in which they were travelling hit a truck
parked on wrong side of the road at Thien area in Kathua
district last evening. Cases have been registered in connection with the three accidents and further investigations are

Under fire for failure to stop
massive grabbing of thousands of
acres of forest land in the lower
Shivalik range here, Jammu and
Kashmir government has set up a
demarcation committee for cracking down on the "heavyweight encroachers".
As per the forest department,
14,345 hectares of forest land had
been encroached upon with
9,463.39 hectares in Jammu and
4877.62 hectares in Kashmir.
"We are going on offensive
against the encroachers of forest
lands in a big way. We will start
from top and heavy weight land
grabbers in Jammu. We will not
spare anyone", State Forest
Minister Bali Bhagat told PTI
here today. The Forest Minister
assured that a committee has been
set up and demarcation process is
going on. "I have instructed them
to start from heavy weight and influential people," he said. There
have been reports of massive encroachment of forest land by influential people in Sunjwan,
Bathindi, Raika and Sidhra areas
in Jammu district during the last
two decades and huge forest lands
were grabbed and sold by the politically influential to those wanting to set up colonies.
A five member panel headed
by the Chief Conservator of
Forests, Jammu would deal with
the encroachment and eviction of
forest lands in Sunjwan, Bathindi,
Raika and Sidhra areas in
Jammu.
"Sanction is hereby accorded
to the constitution of following
Committee headed by the Chief
Conservator of Forests, (S&D),
J&K, Jammu to conduct the demarcation of the identified disputed locations in the context of J&K
Forest (Conservation) Act 1997",

panel include Divisional Forest
Officer; Regional Director, Survey
& Land Records; Divisional Forest

would ascertain the status of land
and delineation of forest land
from others to avoid the encroachments on the forest land.
"It will get the demarcation
conducted on the identified locations and finalize its report and
recommendations within a period
of two months", he said.
Expressing concern over the
encroachments of forest lands, the
Forest minister said, "Even the
record of these forest lands seems
to have been destroyed. This is serious thing. This is deliberate and
there might be involvement of po-
litical class." The state Forest
Minister reiterated the commitment of the government in retrieving back the encroached forest land and said that the forest department has fixed a target of retrieving 5,000 hectares by March
2016. The directions have been
conveyed to the officers to check
the smuggling of timber in the
area, he added. "To generate more
revenue by the forest department
collection centres for minor forest
produce, establishment of furniture and forest industry etc are in
offing", he added.
The government has issued
notices to 90 people to vacate
1,792.65 hectares of encroached
forest land in Poonch district of
the state. "Around nine acres of
forest land have been retrieved
from 19 people since 2010 and 35
such cases are pending before the
court of law," he said. "533.40

low-cost air travel for tourists
NEW DELHI, May 4:
Jammu and Kashmir government
plans to run chartered planes on DelhiJammu and Delhi-Srinagar sectors at a
fixed price of Rs 5,000 in an attempt to
provide low cost air travel option as part
of encouraging tourism.
After working out all details, the
state government intends to start operating these flights from next month so
that many domestic tourists, especially
from Delhi, can visit Kashmir during
summer vacations in educational institutions, official sources said.
According to the sources, the state
government has received quotation
from Air India and is awaiting prices
from other operators before the deal is finalised. “At present, the state government intends to operate three flights daily from Delhi to Srinagar via Jammu.
After calculating the operating cost and
other things, we expect that a passenger
will have to shell Rs 5000 irrespective of
whether the journey ends in Jammu or
in Srinagar,” a senior state government
official said.
The move comes after several representations by various travel associations to Chief Minister Mufti
Mohammed Sayeed, who also holds the
portfolio of Tourism.
The associations have said that it
was difficult to get air tickets at an affordable price during tourist season as
airlines were charging at times Rs 20,000
between Delhi and Srinagar, official
sources said. The state Chief Minister
was petitioned by many tour operators
who had spoken about not being able to
convince domestic tourists to travel to
Kashmir as it was cheaper to fly to any
foreign destination than to the Valley
because of high prices, the sources said.

PDP-BJP Govt taking State towards

Abdul Gani Vakil today said that present
PDP-BJP Government is taking the State towards undeclared bankruptcy and plunging
it into a deep economic instability. While ad-
dressing party workers at Nadihal and
Budden in Rafiabad District Baramulla,
Vakil said prior to forging alliance with BJP,
leaders of PDP played the ploy of liberal
funding from Modi Government and tried to
build the castles in air and befooled innocent
masses of the State. He said that
Government must come clear on the present
fiscal position of the State because all the developmental activities have come to halt and
people all over the State are suffering from
basic amenities besides government employees of most of the departments are without salaries for couple of months due to
which their life has become miserable for
want of sustenance.
He said people at the helm of affairs
must put the facts at fore which led to the
present deep financial crisis and delay in obtaining financial allocations from the centre
well in time. He said that how PDP-BJP alliance emphasizing upon so called development and prosperity can be justified when
the work on ongoing developmental projects
started by the previous regime stands abandoned half way.
Former minister while declaring the
government directionless said that it has
even failed to convene DDB meetings till
date and is behaving as a mute and helpless
spectator of the ongoing mess. He said that
the Chief Minister must himself explain the
reason for delay in convening DDB meetings
so that the credibility of this government
could be proved for time being.
Vakil declared the efforts of PDP-BJP
government in respect of the rehabilitation
of flood affected as half hearted and inadequate. He said that relief announced by the
prime minister himself has not been released by the union government till date and
talk of full rehabilitation during the present
regime is completely impossible.

Showering the nectarian bliss of his spiritual discourses at
Ranjri on the eve of Poornima, Madhu Param Hans ji Maharaj, the
head of Sahib Bandgi panth, said that man makes plans for the future. He makes both long term as well as short term plans.
Addressing gathering, he said, “Man doesn’t know what is going to
happen in the very next moment. Still he has cherished desires for
years together. The bodily machinery can stop functioning at anytime. The body can perish due to severe diseases like heart attack,
nervous breakdown etc. Sometimes, small ailments also prove fatal.
Still we remain absorbed in attaining the short lived pleasures”
“Four kinds of people live in the world. The nature & thinking of
all is different. Firstly, there are those who don’t believe in soul &
God. Their sole aim of life is to eat, drink & enjoy. In the worldly language, such kind of people have been called as Pamar. Secondly,
there are those who are God fearing. Neither they tease anyone nor
commit any sin. But still they remain engrossed in the world.
Whenever they get some chance, they attend satsangs & perform noble tasks as well. Such people are called as the worldly jivas”, he
added. Madhu Param Hans ji Maharaj, the spiritual head of the
Sahib Bandgi panth, while scattering the nectarian showers on the
devotees at Ranjri Ashram said that the Nam blessed by the Sant
Satgurus is not the common one as the worldly people think.
No religious scripture is bad. There are two main aims related to
these religious scriptures. These are— the life style & the God related element. Every scripture, at first, teaches the way of living. It
throws light on sin & merit & the way one should lead one’s life.
Secondly, it throws light on all that is related to God, he added.
“Two kinds of worship Sagun & Nirgun are to be found everywhere. Both of these talk about the performance of noble deeds.
Significance of the acts of charity is also to be found in them. The gurus are usually family holders. They ask the devotees to perform pilgrimage of the four Dhams, do acts of charity & merit & to attain the
heaven & other kinds of Lokas”, Madhu Paramhans said.

Global Family bestowed on the
United Nations its Shanti Doot
(Messenger of Peace) Award for
2014. At a brief ceremony in the
UNIC office in New Delhi, a delegation from the NGO presented
the award – a statue of the
Buddha and a hand-woven stole
– to the UNIC Director who accepted the honour on behalf of
the UN Secretary-General.
The delegates spoke about
how Mahatma Gandhi was inspired by the Buddha’s message
of peace and non-violence. They
said that the UN planted seeds of
peace, but it was up to civil society organizations to nurture
those peace saplings and tend
them to fruition. The NGO
praised the work of the United
Nations as a beacon of international hope for the poor and the
marginalized. In her response,
UNIC Director Mrs. Kiran
Mehra-Kerpelman thanked the
Gandhians for bestowing the
award on the United Nations, especially in the year marking the
organization’s seventieth anniversary.
She explained that the UN’s
commitment to peace was a complex continuum of peace, development and human rights. She
hoped that civil society organzations like the Gandhi Global
Family would catalyse more and
more young people to join the

State Government for its callous
and lackadaisical approach towards the people of District
Ramban especially in Banihal
Constituency till date.
Addressing media persons
here today, Sewa Singh Bali said,
“The State Government has not
provided an adequate supply of
free Flour (Atta) to the poor people of Banihal Constituency for
the last three months”. “They
are languishing in lurge and
looking at the local administration for mercy. He also demanded road connectivity from Khari
to Mahumangat, Ukhral to
Alanbass, Senibati to PogalPanchal-Neel etc. as several general commuters including the local population of the area have
been marooned from reaching
their destinations.
He further maintained that
these areas are also deprived of
electricity and other civic
amenities”, he added. Bali urged
the Education Minister to open a
Girl Higher Secondary School in
Ukhral without further delay.
He added that the GHSS in
Ukhral has a strength of almost
1200 students but to the irony the
school is under staffed and deficient of teachers.
He said that the Central government has started that four

Despite serving ultimatum upto 5th May to State as

clear their stand over opening
of AIIMS in Jammu, State
President, Shri Ram Sena,
Rajiv Mahajan said both the
government fails till date and
decided to sit on strike from 6th
May. In a statement issued today, Rajiv said that the
Jitendra Singh, who is in the
PMO office, should tackle the
problem of AIIMS at his own
level and the date for the commencement of work for the development of AIIMS should be
announced.

Municipal Toilet near Dental
College, Ambphalla Chowk.

the occasion. The project of the toilet is estimated at a cost of Rupees
4.50 lakhs which will be completed
under the supervision of JMC’s
(Jammu municipal Corporation)

said that with the construction of
this toilet in the area there will be
relief to the people not only belonging to the area but also to the

Monga demands complete
rehabilitation of flood victims

and MLC GN Monga Monday demanded complete rehabilitation of
September 2014 flood victims and
urged the government to take immediate steps in this regard.
In a press statement issued here
today, Monga said more than eight
months have passed since the floods
devastated large parts of Kashmir
and especially Srinagar city. “But beyond the lip service PDP-BJP government has done nothing so far for
their rehabilitation. Thousands of
people have lost their houses and
many more their livelihood. But it
seems the government is least bothered about their rehabilitation.”
While lashing out at the PDPBJP government for failing to deliver
on its promises and especially on rehabilitation of September 2014 flood
victims, he lamented the apathy of
central government in releasing the
flood relief package the victims.
“The response shown by the government of India to floods in
Kashmir is insufficient and reflects
an insensitive approach of the union
government towards the tragedy
stricken Jammu and Kashmir.
There is a dire need for rehabilitation of the flood affected people especially those who have lost their bread
and butter,” the Congress leader demanded. He said government can’t
shy away from its responsibilities after disbursement of meagre relief
amount. “There is immediate need of
providing relief amount as per the
losses caused to the property and the
standing crops. Government should
provide them complete relief and ensure their rehabilitation,” he added.

Kupwara, Baramulla to get alternate connectivity
After two decades of wait, Sopore Bypass Bridge to be commissioned this year

Srinagar, May 4:
Having failed to meet innumerable
deadlines during the past almost two
decades, the crucial bridge on Sopore bypass is finally set to be completed this
year, courtesy personal intervention of
the Minister for Public Works, Syed
Mohammad Altaf Bukhari. The State
Government is going to throw open the
226-meter long bridge by August this
year. “The bridge will be thrown open by
August this year and there will be no
more delay in the work as I am personally monitoring its progress,” Bukhari
said. According to officials, the bridge
was initially approved in 1980’s, it then
got stalled for some years and work was
again started in 1992-93. However, the
work was stalled again and the construction of the bridge was resumed in
2004 by M/S Mir Constructions after they
got the contract from Border Road
Organization (BRO). The construction
work was supposed to be completed within four years and bridge was to be thrown
open in 2008. However, it could not meet
the deadline forcing the present
Government to take up the matter with
the concerned authorities in the
Government of India. “We are committed to complete the bridge before the fruit
season as it not only provides alternate
to
Kupwara
and
connectivity
Baramulla, but also connects country’s
second largest Fruit Mandi through the
shortest link,” the Minister said adding
the fruit growers have been anxiously
waiting for decades for its completion.
He said Border Road Organization (BRO)
will be handing it over to R&B
Department by July end and it would be
commissioned in August. The completion of bridge will also help ease frequent
traffic jams in the Sopore town.
Pertinently, after assuming charge
as Minister for Public Works, Bukhari
on the directions of Chief Minister Mufti
Mohammad Sayeed rushed to New
Delhi to sort-out the issues hampering
work on the roads and bridges being constructed and maintained by the BRO. He
held threadbare discussions with the
BRO officials and Union Minister for
Transport and Highways to expedite
work on these projects including
Srinagar-Jammu highway.
Bukhari said the government has
constituted a high-level committee to
monitor progress of some crucial projects in R&B sector including Sopore
Bypass Bridge, Parimpora-Narbal road,
Srinagar-Qazigund stretch of the highway, Mughal Road and some important
roads in Srinagar city. Regarding the di-
lapidated condition of Srinagar-Jammu
highway, the Minister said the clear instructions have been passed on to the executing agency to expedite work on the
project and he will be tomorrow personally visiting the worst affected stretch of
the highway from Panthachowk to
Qazigund for on-the-spot review of the
work. Regarding, maintenance of roads
in Srinagar city, the Minister said that a
multipronged strategy is being used to
regulate traffic movement in the summer capital.
He said on one hand all the bottlenecks will be removed from crucial road
links while on the other upgradation and
black-topping would be carried out simultaneously to ensure hassle-free
movement of traffic. He said the upgradation work has already been kick-started
in several parts of the city, which saw
massive devastation of public infrastructure in September 2014 floods.

then reap the fruits of development.
Regarding the issue of development of
Galigarh as a tourist attraction destination, Minister sought the cooperation of the
people and donate land adjacent to the
Galigarh water stream so that it could be
developed as a Picnic spot which will have
Parks, Huts, beautification work etc. he
said that an amount upto Rs. 50 lacs to Rs. 1
Crore will be provided by the Government
for the creation of tourist attraction Centre
if the land is donated. Minister also announced that as demanded by the people of
the area, an Extension Ration Sale Depot
will be opened by the CA&PD Department
so that people don’t have to travel long distance to get ration from the distant Ration
sale Depots. Regarding supply of
Agriculture Seeds, Fertilizers and
Pesticides, Mr. Sharma said that any interested person who wants to open Seed centre, Fertilizers centre or Pesticide outlet in
area
can
approach
District

License to establish the centre/ unit in the

said that for the establishment of PHC at

Jammu Municipal Corporation (JMC) for its inability to concede the demands of the
public and provide them civic conditions in Dogra Hall. Expressing concern over
the slaughter house at Dogra Hall, he demanded immediate shifting of Slaughter

Government will set up an
apex tobacco research lab and
four other regional labs to test
the the contents and emissions
of various tobacco products like
cigarettes and bidis and set a
limit to the toxic chemicals in
them. "The aim is to evaluate
both smoking and smokeless tobacco products. These labs
would be testing the identified
chemicals of priority like nicotine, ammonia and carbon
monoxide for which the WHO's
TobLabNet has already established Standard Operating
Precedures (SOPs)
"These labs will be the first
of its kind in South Asia and initially may be regulatory laboratories to verify the declarations
of the tobacco industry about
the contents and emissions of
their products," said a senior
Union Health Ministry official.
The work will be carried out in
two phases. In phase-I, an apex
research lab will be set up in
Food Research &
Standardisation Laboratory
(FRSL), Ghaziabad and two regional labs in Regional Drugs
Testing Laboratory in
Guwahati and Central Drugs
Testing Laboratory in Mumbai.
In phase-II, two more regional labs will come up in
Central Drug Testing
Laboratory, Hyderabad and
Regional Drug Testing
Laboratory in Chandigarh.
The Ministry is in the
process of procuring the equipment like environmental chamber, weight, circumference,
pressure drop and ventillation
measurement apparatus, fully
automatic smoking machine
with stand alone carbon monoxide (CO)analyser etc centrally.
Team from The Directorate

(DGHS) along with the Central
Design Bureau (CDB) architect
had visited the identified labs
and suggestive lay outs have
been prepared.
The tobacco testing laboratories will not be built de-novo
but they will be housed in the
existing Food and Drug testing
laboratories. At present there is
Central Tobacco Research
Institute in Andhra Pradesh
(under the agriculture ministry), which tests tobacco content for the industry. The
Cigarettes and other Tobacco
Products (Packaging and
Labelling) Act makes it mandatory for all tobacco manufacturers to mention the amount of
nicotine and other chemicals in
their products. Once the testing
labs will be step up, we will ask
the industry to follow the norm.

The annual general meeting (AGM) of
Parivartan, NGO was held here today. The
meeting was chaired by Minister for PHE
Sukhnandan Kumar, who was the chief
guest on the occasion, while Chief Bureau
head of Dainik Bhaskar newspaper, Udhay
Bhaskar was the guest of honour. During
the meeting, Chairman of Parivartan,
Vikas Sharma give a detail about the objectives of their NGO and the future plans and
programmes which would be organised by
the NGO in current financial year were also discussed with the Chief Guest and
Minister Sukhnandan Kumar.
Speaking on the occasion, the minister
for PHE, Sukhnandan Kumar appreciated
the works done by the NGO regarding the
welfare of poor and needy people by organizing free medical camps in the far flung areas of the state, during which the poor and
needy children as well as the people were
provided free medical treatment and free
medicines by the specialist doctors, who attended the camps for the welfare of people.
The chairman, Parivartan, Vikas Sharma
also assured that their NGO would continue to provide their services to the people by
organising more camps in near future so
that the people in the far flung areas would
get the best treatment at their door steps.
He further expressed gratitude to the chief
bureau Dainik Bhaskar, Udhay Bhaskar
for devoting their previous time for participating in the AGM of the NGO. He also expressed his desire to join the NGO as a
member. Among others who were present
in the meeting included Rajinder Singh

More laws lead to corruption
One wonders why, the powers that be do not do anything to put
right things that are drastically wrong. Since long we have been listening to tall talks of ‘good governance’. Unfortunately, nothing much
has been done about this. Though the world and the prevailing situations have changed, we are stuck with the laws and methods introduced by the British. There more than 3,000 laws in our country. In
most of the cases, officers, charged with enforcing a law do not have
the access to the concerned law books. The situation has not changed
even now, as there is no provision for the copies or the applicable
laws to be available to the relevant department in our country. The
problem is that we have too many laws, of which, neither the enforcer
nor the person who is expected to comply, is aware. In fact, there is a
multiplicity of authorities and the right hand does not know what the
left hand is doing. The BJP-led NDA Government had made a good
beginning by deleting some obsolete laws but is now back to square
one. It came as a surprise that in the national capital, to run a metro
on a single line, a law is required. It is possible to confront absurdities, but in our governance, we have even crossed all common sense
limits. The result is an utter mess, as nobody can be held responsible.
No one really knows who has to ensure compliance of a particular
law or aspect of the governance or functioning. More laws do not
mean better governance, but more bewilderment and misunderstanding. The laws, if not enforced or too difficult to be enforced, lead to
more corruption and not better governance. Some politicians believe
that orders on the files are sufficient for development and progress
of the country. But the movement of a file comes at a price. A builder,
who could get completion certificate for his multi-storied cooperative
society complex, was the envy of everybody. When asked about the secret of his success, he said that he put wheels on the file, so that it
could move faster from table-to-table. I asked, How can you put
‘wheels’ on a file, consisting of a dozen or more pages? He looked at
me and wondered at my ignorance. He clarified that putting wheels
meant spending hard cash, so that no queries would be made about
the project and the file would promptly be sent to the next table. He
said that he spent Rs 22 lakh on the concerned department that was
charged with the function of giving completion certificates. There
is a law which says that the possession of assets beyond known
sources of income is an offence. But to the best of my knowledge, it
has not been implemented. The result is that petty officials from all
Government departments make tonnes of money and live in fancy
bungalows. They have cars not only for themselves but also for their
children. Indian bureaucracy was rated the worst in Asia with a 9.21
score out of 10, according to a report filed sometime back by a prestigious consulting firm, Political & Economic Risk Consultancy Ltd
based in Hong Kong.The report said India’s inefficient bureaucracy
was largely responsible for most of the complaints from business executives. The complaints included inadequate infrastructure and corruption, where officials were willing to accept under-the-table
payments, and companies were tempted to pay to overcome bureaucratic inertia and gain Government favours. The report added that
dealing with the court system in India was an unattractive option for
companies and companies want to avoid it. The bureaucrats are
rarely held accountable for wrong decisions and it is extremely difficult to challenge them. “This gives them (bureaucrats) terrific powers
and could be one of the main reasons why average Indians as well as
existing and would-be foreign investors perceive India’s bureaucrats
as negatively as they do,” said the report. This is also the 10th consecutive year that India has ranked worst in the company’s study of bureaucracy in Asia. It is not that the position is irredeemable. Political
rulers need to make up their mind to weed out the corrupt and put
the onus on bureaucrats so that whatever property or money the latter have is accounted for. Instead, there are layers of appeals and the
influential bureaucrats get political support. A funny thing is that nobody is bothered about corruption in the lower levels of the bureaucracy. Laws should be equally and vigorously applied to them, as it is
at that level from which the files start moving. The total number of
laws should also be cut down and there should be adequate training,
as well as sufficient law books and manuals for the staff. If somebody
goes to the court, his case must be decided in two months and for this
the Government should strengthen the judicial and criminal justice
system. If we can have a first rate, independent and honest judiciary,
we can also have a good bureaucracy. But accountability is key. Indians have to take governance seriously. Otherwise, we have had before
and will continue to have the kind of corrupt Government we deserve.

Saudi Arabia’s war in Yemen

espite growing American reservations, Saudi Arabian hardliners seem
determined to impose a military solution on the Yemen crisis. Instead, Riyadh
is likely to find itself mired in Yemen for a
long time in an unwinnable war. The intense fighting that resulted in the virtual
takeover of Yemen by the Shia Houthis earlier this year sent foreign nationals fleeing
the chaos, resulting in the recent, splendidly
executed, and deservedly, well-publicised
rescue of more than 5,000 Indian and foreign
nationals by the Indian government. It also
sent shock waves through neighbouring
Saudi Arabia which chose to react robustly
though there was no attack on Saudi Arabia
by Yemenis. To properly understand the situation, one first needs to study Yemen, its
politics and its turbulent history. The Shia
Imams ruled Yemen for over 1,000 years till
1962, when the Imamate was overthrown by
nationalist military officers led by Col. Abdullah Sallal. Both Col. Sallal and Republican Yemen’s second President, Abdul
Rahman Yahya Al-Iryani, were Zaydi Shias;
Ali Abdullah Saleh, President for 34 years,
is also a Zaydi. In fact, Mr. Saleh waged a bitter military campaign against the Houthis
from 2004 to 2010. The Muslim Brotherhood
is quintessentially a Sunni entity, but in
Yemen, its chairman and secretary general
are Zaydis.
CHRONIC INFIGHTING
A unique attribute of Yemeni society is
that every individual has several firearms.
As a result, the country is awash with millions of weapons. Rockets and missiles,
Kalashnikovs, machine guns, and even
tanks have been on sale openly for decades.
Also, resorting to violence is the usual
medium of settling disputes. Both the
Imams/Kings of Yemen in the 20th century
were assassinated; a President too. Two oth-

he devastating earthquake in Nepal,
and India’s spontaneous response to it
has been widely depicted and discussed. Yet, it has thrown up many facets
that merit our attention. To begin with, undoubtedly, India’s overwhelming response
to the earthquake was but natural. Though
strategic experts sought to project it as a
strategy to contain China’s growing clout in
our Himalayan neighbour, the fact remains
that any Indian reaction, short of what was
done, would have distressed Indians more
than the Nepalese. What the strategic analysts and think tanks tend to forget is the
human bonding which is beyond all strategic thinking. Indians and Nepalese are one
people culturally, ethnically, religiously,
civilisationally though they reside in two
sovereign countries. That is, perhaps, one
reason, India shares an open border of hundreds of kilometers with only one country in
all its neighborhood, notwithstanding occasional concerns over security implications,
including enemy countries using Nepal as a
transit to carry out anti-India activities.
In India, Nepalese people have never
been seen as foreigners. There has never
been hesitation by Indian firms in employ-

ing Nepalese nationals. The very fact that
lakhs of Nepalese continue to serve in the Indian Army, is a testimony to the trust that
the Indians have in the Nepalese people —
that the latter will never turn against India,
irrespective of the flip flops in the relations
between Governments in both the countries.
Unlike the case with Bangladesh, Indians have never been concerned about the
large-scale immigration of the Nepalese people into India in search of employment opportunities. The Nepalese royal family has
always shared close blood relations with Indian royal families. The civilisational bonds
are so strong that centuries after the advent
of Adi Shankara, the Prophet of modern Hinduism, Nambudiri Brahmins from the
southern-most Indian State of Kerala continue to enjoy privileged positions as priests
at the world famous Pashupatinath temple
in Kathmandu. From Sita to Buddha and beyond, an umbilical cord connects the people
of the two countries, which cannot be comprehended in terms of strategy or foreign
policy. The very fact that the Nepalese relief
personnel feel more at home with Indian
teams more than any other foreign missions,
reflects this natural bonding. No wonder, Indians never complained that Prime Minister
Saudi rhetoric has focussed on Iranian
involvement. Yemeni Zaydi Shias are
“fivers” whose ideology is closer to the Sunnis than to the Iranian “twelver” Shias.
There is no record of significant Iranian involvement with the Zaydi Shias of Yemen
beyond some Houthis pursuing religious
studies in Iran in the early 1990s. Among
them was Hussein Badr Al-Deen Houthi, the
founder-leader of the Ansar Allah, during
which he picked up what became the Houthi
motto: “Death to America, Death to Israel,
Damn the Jews, Victory to Islam.” Iranian
interest was kindled by the six-year conflict
between Mr. Saleh and the Houthis from
2004 to 2010 but truly meaningful interaction
between the two began only after the
Houthis took control in Sana'a. Direct flights
between Tehran and Sana'a started in
March 2015 after a gap of 25 years. Iran has
signed agreements with the Houthi-led
Yemeni authorities to supply Iranian oil, for
help in the construction of power plants, and
the modernisation of strategic ports. Implementing these agreements will take a long
time, if ever. There is little credible evidence
that Iran has provided large enough consignments of weapons to the Houthis to
make any tangible difference on the ground;
logistically, it is almost impossible to do so.
However, with several airports and ports
now under Houthi control, the possibilities
of Iranian weapons supplies to Yemen exist,
if needed. From being an interested bystander at best, Saudi actions, policies and
rhetoric in the past few years have enabled
Iran to acquire credible locus standi and become an active player in the processes of determining Yemen’s future. Iran’s influence
throughout West Asia has risen dramatically since the so-called Arab Spring unrest
began it has become the most influential
power in Iraq, Lebanon, Syria and now
Yemen also.
THE SAUDI RESPONSE
Netaji’s forgotten Indian Army

ithout diminishing the Congress’s contribution to the Indian
independence movement, we
must ask ourselves: Did the British leave
just because we spun our own cloth, refused to pay tax on salt, and protested
peacefully? It can only be poetic justice
that an innocuous leak of an Intelligence
Bureau document, of the snooping on Netaji Subhas Chandra Bose’s kin for 20
years after independence, has snowballed
into a scandal of epic proportions, the
contours of which, we are yet to understand. The leak has also resulted in the
veil being ripped on the events leading to the independence. Conventional wisdom and constructed
history will have us believe — and
the Congress will not have us forget
— that the Indian National Congress, led by Jawaharlal Nehru, in
conjunction with Mahatma Gandhi’s
strategy of Ahimsa and Satyagraha,
non- violence and non-cooperation,
was able to out-manoeuvre the British
Raj and break its will to stay on and rule
India. All of this, just within 18 months
since the end of World War II from which,
the British and their allies had emerged
victorious and more powerful than ever.
While there is no reason to cast aspersions
on the sacrifices of the many Congress
leaders we venerate today, there is a need
to ask ourselves: Did the British leave just
because we spun our own cloth, refused to
pay tax on salt and opposed their rule
through peaceful non-cooperation methods? Fortunately, our high school syllabus
does devote a few short pages to the exploits of those who believed that the only
way Britain would grant us independence
was through the force of arms. For example, in 1916, the Ottoman Indian Volunteer
Corps was raised with Turkish assistance
and went on to fight the British in
Afghanistan in the First World War. After
the commencement of World War II, the
Centro Militare India was established with
Italian help, and Bose’s Indian Legion, established with German assistance in Europe and Asia, the Indian National Army
or the Azad Hind Fauj established in Sin-

Rebuilding India-Nepal ties

in 1932, it invaded Yemen in 1934 and absorbed the Yemeni provinces of Asir, Jizan
and Najran. In the Yemen civil war of 19621967, Saudi Arabia supported the Zaydi
Imam. Since then, Saudi Arabia has sought
to influence internal political dispensations
by providing billions of dollars in aid.
Yemen was among the four Arab countries
convulsed by massive demonstrations from
February 2011 onwards. Alarmed by its protégé, Mr. Saleh’s inability to control burgeoning unrest, mediation by the Saudi-led
Gulf Cooperation Council (GCC) forced him
to step down in February 2012, while power
was redistributed among the other existing
power holders Mr. Saleh’s General People’s
Congress, the Mushtarak, the “loyalist” Opposition and the Sunni Islah party, leaving
out the Houthis even though they had participated very actively in the 2011 uprising.
Abd Rabbuh Mansour Al Hadi, Vice-President under Mr. Saleh, was elected President
without any candidate to oppose him. However, he lacks legitimacy in the eyes of the
people, especially after fleeing the country
and operating from Saudi Arabia. He has no
tribal or political support base in northern
Yemen and even in the south, outside Aden.
With both Mr. Saleh and the Houthis shut
out, the stage was set for an alliance between
these erstwhile bitter enemies. Having
headed the Army for so long, Mr. Saleh enjoys considerable support within it and particularly among the powerful Republican
Guard. The Army’s huge weapons inventory
became the key factor that enabled the
Houthis to take control of Sana'a in September 2014, and later, of many of the country’s
main cities and ports, and more crucially, its
administrative, energy, financial and governmental apparatus.
THE IRANIAN ANGLE
Narendra Modi’s gesture of extending all assistance to our Nepalese brethren under ‘Operation Maitri’ in their hour of need was
extravagant by any means. The massive relief work being carried out by Indian voluntary organisations in Nepal is only
indicative of the popular mood of the country. Yet, it is important to ensure that our enthusiasm and eagerness to help should not
be perceived as any interference in Nepal’s
internal affairs. Over the past few decades,
with the emergence of the Maoists and increasing activities of Islamists, there has
been a tendency to project India as a bully, a
big brother who wants to ‘gobble up’ and
‘Sikkimise’ Nepal. As an outcome, the
Nepalese, particularly the intelligentsia and
sections of the media, have become hyper
sensitive to even innocent Indian remarks
and observations. They smell in them, a conspiracy to undermine their sovereignty. In
fact, one may feel that, other than catering
to its development needs, the growing proximity between Nepal and China is to send a
categorical message to India not to treat
Nepal as its fiefdom. Even an innocuous remark by Mr Modi regarding the ongoing
Constitution-making process, during his
otherwise successful visit to Nepal, drew
flak from sections of Nepalese intelligentsia,
including pro-India groups who felt the Indian leader could have avoided the comment. In this context, the patronising
comments being made by sections of the Indian media, who have flooded Nepal along
with relief supplies, deserve a detailed study.
The Indian media is considered nationalistic
by its counterparts when it comes to foreign
relations but that should not turn into jingoism. Many reports, particularly television
coverage, gave an impression that India was
doing a great favour to a small country, with
correspondents making references such as
gapore with Japanese assistance. Though
originally raised by Rash Behari Bose and
Mohan Singh, the latter was galvanised
into becoming a true Army when Netaji finally arrived in Singapore and appointed
himself as the head of the Arzi Hukumat-eAzad Hind or the Provisional Government
of Free
India.
The
Indian
National Army
consisted of approximately 43,000 men and
women volunteers and engaged the British
in combat in Burma and India. It went on
to raise the tri-colour at Moirang, in Manipur, and in the Andaman Islands after
their liberation with Japanese help. Having faced insurmountable odds and incurring extensive casualties, they were finally
forced to surrender and after imprisonment and interrogation they returned
home to their villages. Defeated, but not
vanquished, they proclaimed their cause
loudly till their shouts became a roar and
people began to pay heed to what they said.

Dhillon, ironically instead of projecting
British authority and resolve as they had
envisaged, became not just a symbol of the
‘bada bhai’ (elder brother) and ‘chota bhai’
(younger brother). Our reporters, some of
them being sent out on foreign reporting for
the first time, must realise that despite all
similarities and affinity, Nepal is an independent country and an equal partner in the
comity of nations. Second, apart from India,
there are many others who have rushed relief to the quake-hit country. Maybe in the
long run, countries such as China and the
US may invest much more in reconstruction
of the devastated country than India. India,
as the largest country in the South Asian region and as a friend for all seasons, provided
whatever humanitarian assistance it could
extend, but rebuilding Nepal is going to be a
major challenge where other developed
countries too have to play a significant role.
And the Nepalese too are courageous
and resilient people who have weathered
harsher storms in the past and come out
with flying colours. At best, they require a
helping hand and certainly not a perennial
life support system. Untrained and uninitiated Indian media personnel have unknow-
freedom movement but also a catalyst for
growing dissidence within the British Indian forces that had helped establish the
British Empire and sustained it for over
200 years. While most prominent historians would have us believe that the exploits
of the Azad Hind Fauj was just a side show
in our fight for independence with nothing
really tangible to show, there were some
who suggested that it was fear of insurrection within the British Indian Forces,
such as, not just the Royal Indian Navy
mutiny at Mumbai and Lahore,
which received much publicity, but
also lesser mutinies and cases of
individual and collective disobedience within the other services
as well. There is now ample documentation to show that this indeed was the case and the rising
tide of disaffection and disloyalty within the services forced
the British to hastily abandon
“an Empire on which the Sun
never set.” There are even minutes of British Cabinet meetings,
now available to the public in the
British library, that refer to the
plans formulated to evacuate British
citizens from selected cities with the assistance of the British Army and Royal Air
Force in the event of the British Indian
Army mutinying. As the BJP-led NDA
Government contemplates declassifying
documents pertaining to Netaji, one would
not be wrong in assuming that public opinion will probably force complete disclosure, regardless of consequences. Indeed,
it will be silly of the Government to insist
that relations with friendly foreign powers
may be adversely impacted by their declassification more than 70 years after the
events in question. Whether these disclosures will lead to the mystery regarding
Netaji's disappearance being solved is difficult to predict. However, one thing is certain: The unknown soldiers of this
‘Forgotten Army’, as Professor Peter Ward
Fay has referred to them in his book of the
same name, will finally come in from the
cold and their noble endeavour and untold
sacrifices will finally receive recognition
that was their due.

They must be cautious this time around.
They are not reporting from any Indian
State capital and they cannot be over-critical
of the Nepalese Government’s response
given the fact that most Government employees there too have been badly hit and it
is not practical to reach out to every nook
and corner of the country, which has a difficult terrain, within a short span. They must
appreciate the concerns and the constraints.
There are no quick fix solutions given the
magnitude of the crisis. We cannot be insensitive as the Pakistanis, who deliberately or
otherwise, dispatched food packets containing beef masala, which instead of earning
the goodwill of the people of Nepal, turned
into a fiasco. Blowing one’s own trumpet
after doing a good work has never been part
of Indian culture. It would rather look good
if the beneficiaries talk about it. As they say,
neki kar, dariya mein daal (Virtue is its own
reward).
Saudi King Salman ascended the throne
on January 23, 2015, and within hours appointed his son, less than 30 years old, with
no governmental experience, as Defence
Minister. Ambitious, brash, and oozing selfconfidence, he is believed to be the driving
force behind Saudi Arabia’s extremely muscular reaction to events in Yemen. Within
hours of President Hadi fleeing Yemen,
Saudi Arabia launched “Operation Decisive
Stsorm” on March 25. The Defence Minister
has been personally supervising these operations. Rather impressively, Saudi Arabia
has successfully forged a “grand Sunni alliance” in a matter of days and committed
100 fighter jets, 150,000 soldiers deployed
along the border and some naval units, with
Bahrain, Kuwait, Qatar, Jordan, Sudan, the
United Arab Emirates and even faraway
Morocco joining the air strikes. Egypt is deploying an unspecified number of naval and
air force units; ground forces will be deployed “if necessary.” The United States is
only providing “logistical, intelligence and
technical support”. Concerted efforts led by
King Salman personally to persuade Pakistan to join have failed. This could have
consequences for Pakistan later. Despite initial support for the air strikes, Turkey now
feels that a negotiated solution is a better approach. “Operation Decisive Storm” has involved extensive daily air strikes against
Houthi and Saleh forces mainly in and
around Sana'a, Saada, Taiz, Hodeidah and
Aden. Despite almost 2,500 air strikes, the
overwhelming majority by Saudi Arabia,
killing many Houthi and allied fighters and
resulting in the large-scale destruction of
their weaponry, the Houthi/Saleh dominance has not been meaningfully dented.
The air strikes are causing mounting civilian casualties and wholesale destruction of
villages, sending thousands fleeing from
their homes; this is causing a further alienation of Yemenis from Saudi Arabia.
Disaster Plan 2034

took part in a television debate on the day
the Development Plan 2014 to 2034 was
scrapped by Maharashtra chief minister
Devendra Fadnavis. The Bharatiya Janata
Party spokesperson was jubilant, “This just
shows what a responsive and caring party we
are.” The Congress spokesman too took credit:
“We put so much pressure on the government
that they had to drop it.” The Shiv Sena
spokesman also tried to score brownie points,
forgetting that it’s his party that controls the
Brihanmumbai Municipal Corporation (BMC)
and was, therefore, responsible for the plan in
the first place. All of these reactions are typical, wouldn’t you say of our country, where
everyone’s rushing in to take credit, not for
creating something, but for cancelling something! Not that Development Plan 2034 didn’t
need scrapping. Over the days when it was revealed to the public, newspapers and television
channels carried gleeful reports of its many
bloopers: major heritage sites not shown or
wrongly labelled; roads going right through
housing colonies, or through century-old structures like Bandra’s Mount Mary Church; large
swathes of mangroves disappearing from the
plan and reappearing as development zones.
The bloopers, in fact, were totally extraordinary: cemeteries marked for housing and
roads, Jehangir Art Gallery as a veterinary
hospital, the already constructed Lokhandwala township as a no-development zone, the
newly constructed Bandra-Kurla Complex
shown as a water body, the iconic Marine
Drive, Asia Society and Prince of Wales Museum ceasing to exist. There are many more,
but these will do to show that they are so glaring that they couldn’t possibly be mistakes. I
am not usually a conspiracy theorist, but in
this case I am beginning to wonder if this wasn’t a well-planned exercise. Suppose the “mistakes” were calculated, and suppose they were
made deliberately massive so that they
couldn’t be missed? In such a scenario, uproar
was guaranteed and protests by the hundreds
to be expected. A successful diversion would
thus be created and the chief minister would
have no option but to cancel the development
plan and order its revision. The revision given
a four-month deadline would then correct
these “blunders” and everyone would be
happy. And the development plan could then
have achieved its sinister objective, which is
to make Mumbai a huge development zone a
bonanza for builders and developers. Sounds
far-fetched? I once attended an iftar party
hosted by a Mumbai builder. He is a prominent
one, but by no means one of the top guns. Yet,
the then chief minister downwards, every Cabinet minister was present, breaking bread with
the man. That’s just a small illustration of the
lobby’s clout. If you remember Prithviraj Chavan’s tenure as chief minister, there were daily
reports in the papers about his departure from
the chair. Why? Because he had issued a diktat
that he would not meet any individual developer on a one-on-one basis, but would only
meet the association’s office bearers.
The furore caused by the extraordinary
mistakes of Development Plan 2034 was justified, but it has succeeded in hiding its major
flaws. In concentrating on errors which are
easily corrected, we have overlooked the longterm disaster the plan will bring to the city.
For example, there’s the matter of increase in
FSI (floor space index), the proportion of land
to the permissible built-up area. The development plan raises this alarmingly through the
city from one and 1.33 to two. There is also an
increase to the staggering figure of eight in certain parts. This is justified on the grounds that
the increase to eight is only in already highdensity areas like railway stations. But surely,
the purpose of a development plan is to improve intolerable conditions, not to perpetuate
them? The argument for the general increase
in FSI is that an artificial freezing results in
limited residential spaces, totally inadequate
for a growing population. This, then, results in
slums. But if you study all the new residential
towers that have come up, you will see that
their cost is so prohibitive that no lower-middle class person can afford this accommodation.

Congress will continue to
oppose land bill: Ramesh

The Congress will continue
its tirade against the land bill as it
is "anti-farmer and dilutes the
pro-farmer provisions of Land
Acquisition Act 2013" which was
passed with the consent of all parties, former Union Minister
Jairam Ramesh said on Monday.
Ramesh also dubbed as "totally rubbish" the claim of Prime
Minister Narendra Modi that under the 2013 Act, it will not be possible to acquire land for hospitals, schools and roads among
others and clarified that there
was no bar on acquiring land for
government, including defence
projects.
"We are against the amendments made in the 2013 Land Act
by the Modi government through
Ordinance without calling an allparty meeting, despite the fact
that it was passed with the consent of all parties," he told reporters here.
"In the current scenario, it is
impossible for this Bill to get
passed in the Rajya Sabha as the
SP, BSP, JD-U, TMC, DMK and
even NDA allies like Shiv Sena
and Akali Dal are opposed to it,"
the senior Congress leader said.
The Congress is opposing
these amendments on five
grounds, he said.

on the farmers' issue, Union Food
and Consumers Affairs Minister
Ramvilas Paswan on Sunday said
the Congress could do little for the
farmers during its stint in power
for two terms at the Centre. We
have done more for the farmers'
welfare in past one year that the
UPA government could do during
its decade-long rule at the Centre
(in two terms)," he told reporters
replying to a question. Paswan's
comments came in the backdrop
of Rahul having raised the farmers' issues in Parliament and outside after coming out of nearly
two months' sabbatical last
month. Claiming that NDA government had lived up to Prime
Minister Narendra Modi's promise to the farmers to provide them
generous compensation in lieu of
crop damages due to natural
calamities, Paswan said the
Centre has already directed giving minimum support price for
procurement of harvest from
them. In the event of crop damage
due to unseasonal rains or other
vagaries of nature, it has been decided to compensate the farmers
by scaling down extent of damage
by 33 per cent against the earlier
50 per cent, Paswan said, adding
that compensation amount too
has been hiked substantially by
one and a half times higher than
the previous amount.

was no longer able to accommodate requests for adjacent postings and that a
serious view would be taken of any such
request of the women officers for such
postings," recalls Ghose.

Aam Aadmi Party was on
Monday hit by another controversy as its leader Kumar
Vishwas was accused by a party
volunteer of not dispelling "false
rumours" of his having an illicit
relationship with her, saying it
has ruined her reputation.
The Delhi Commission for
Women summoned Vishwas and
his wife, asking them to appear
before it tomorrow after the volunteer approached it. The
woman claimed that she had also
written separate letters to Delhi
chief minister Arvind Kejriwal
and police commissioner apprising them of the same but neither
of them have responded.
The woman, who claimed to
have campaigned for Vishwas in
Amethi in 2014 Lok Sabha election, has alleged that Vishwas
took no action towards dispelling
the "rumours" while Kejriwal did
not take note of her complaint.
Vishwas, a member of AAP's political affairs committee, and the
party, however, said the allegations were false and baseless and
it was part of a defamation campaign against the AAP by rival
parties.

is not used within five years, then
it will be handed back to its owner, but this clause was also removed in the 2014 Land Bill, he

one-km stretch of land on either
side of the major road is being
done with an intention to help
private companies, and Congress
is opposed to it as it is impractical, Ramesh said.
The Congress is opposing removal of the provision for providing four times compensation
from back date to those land owners who were not satisfied with
the award they got at the time of
acquisition, he said.
Ramesh said that the
Congress demands implementation of 2013 Land Act in toto and
will not allow any dilution of it.

police complaint that some persons on social media are spreading lies against her, including a
BJP spokesperson, that she has

now? Thereafter, our AAP's legal
cell asked her to register an FIR
in this regard," said Vishwas.

there is something fishy.... we are
with that woman and will support her," BJP's Vijender Gupta

posting in South Korea she ensured that
the Foreign Office did not include such
events in the programme, (as I felt that
the young girls were in a sense being exploited by their employers) much to the
amusement of diplomatic colleagues
CCFI Files Defamation Case Against
Greenpeace Over Tea Report

Mumbai, May 4:
Crop Care Federation of
India (CCFI), the apex body representing the agrochemical industry in India, has filed a criminal
defamation case in a Magistrate's
court against NGO Greenpeace
over its report on alleged overuse
of pesticides in the tea industry.
Greenpeace India had in August
2014 released a report 'Trouble
Brewing: Pesticide Residues in
Tea Sample', which claimed that
tea being sold by 8 of the 11 biggest
tea brands in India contained pesticides.
According to the report, the
NGO claimed to have found 34 different pesticides in tea samples
taken from the retail markets in
India. Greenpeace tested 49 samples, of which 46 allegedly tested
positive for one or more pesticide.
Aggrieved by this report, CCFI
had last year sent a legal notice to
Greenpeace asking it to substantiate its claims with concrete data. Greenpeace, however, refused
to provide details of its study.
Following this, CCFI filed a criminal
complaint
against
Greenpeace India before a metropolitan magistrate court in suburban Bandra. The complaint is
likely to come up for hearing on
June 20.
The complaint has been filed
under relevant sections of Indian
Penal Code against Greenpeace
India and three members of the
NGO. These sections provide
punishment for defamation with
imprisonment extending upto
two years and fine. Greenpeace
India and its members have made
several defamatory statements
against the tea industry as well as
pesticides industry in the defamatory report. These remarks are
highly defamatory to the manufacturers and marketers of pesticides in India who have suffered
loss of reputation amongst their
buyers, distributors and the public at large," the complaint said. It
further says that Greenpeace has
made defamatory imputations
and innuendos against CCFI and
its members.
"The said imputations and
innuendos have caused great injury to the impeccable reputation
of CCFI. Inspite of calling upon
Greenpeace for retraction of the
defamatory report, they have
failed to do so," the complaint
said. CCFI has also written a letter to the Union Home Minister
appealing to him to take strict action against Greenpeace India
while alleging that the NGO is trying to derail progress in Indian
agriculture.
Greenpeace, however, refuted the allegations and said they
have not received any intimation
about the complaint.
"The report on tea was prepared after careful and extensive
research over a period of a year.
This research involved 49 samples of branded and packaged
teas, which were purchased between June 2013 and May 2014
from retail outlets in Mumbai,
Bangalore, Delhi and Kolkata,"
the NGO said.
It added that the samples
were sent to an independent, accredited laboratory to be tested
for the presence of over 350 different pesticides and all necessary
protocols were followed during
the testing process.
CPI to stage protest against Land Bill on May 14

The CPI will stage a nationwide protest against the Land
Acquisition Bill on May 14
through a "jail bharo" agitation,
party general secretary S
Sudhakar Reddy said here on
Sunday. Reddy said after the party's state council meeting here
that the CPI wanted the Land
Acquisition Ordinance to be depromulgated in the interest of
farmers and masses.
"We are not against industrialisation, but the way the Centre
is promoting it by bringing the
Land Amendment Bill can't be
accepted. We will hold protestdemonstrations across the country on May 14 through jail bharo
movement," he said.
Describing the Land
Acquisition Ordinance as "atrocious and against people", Reddy
said his party had also taken up a
series of programmes protesting
against the anti-people, pro-rich
and pro-corporate policies of the
Modi government. Reddy also
slammed the BJP government
for giving tax concession to the
rich and the corporate sector.
"The Modi wave is on the
wane because of its pro-rich and
pro-corporate anti-people policies. Instead of rectifying its policies, the Modi government is
adamant on snatching land from
the poor farmers to satisfy the industrialists," Reddy said.
"We will fight against all
these anti-people policies along
with other Left parties," he said.
He also said that the Centre
should make use of barren lands
and land under government's
possession to allocate it for industries instead of forcefully relinquishing fertile land of farm-
ers. He charged BJP leaders in
Parliament with not allowing the
Opposition to function and suppressing their voices. "The
Centre should abide by the
Constitution and respect the
clause 'Right to Speech'," he said.
Alleging that the Sangh
Parivar issued a stricture
against eating beef, Reddy described it as "an attack on people's food habit. This will not only
affect the food habit of the
Muslims but food habits of several other communities too." To a
question, if he would invite West
Bengal Chief Minister Mamata
Banerjee to their agitation,
Reddy said, "Independently our
party has given a call for movement against Land Acquisition
Bill and Land Acquisition
Ordinance."
The party's senior leader,
Gurudas Dasgupta, however, accused Banerjee of maintaining a
"double standard".
"While her party TMC is
protesting against the Land Bill
in Parliament, her government
is using batons against protestors against the same Bill. See
how honestly she is fighting
against the Land Bill and Land
Ordinance.
Is it not double standard?"
Dasgupta questioned.
Dasgupta, a trade union
leader, said that the central trade
unions were contemplating a
move to decide a date for calling a
nationwide general strike to
protest against the Modi government's anti-people policies including Land Acquisition Bill,
economic reforms and attempt to
amend Labour Act. "A meeting in
this regard will take place on
May 26 to finalise the date of general strike," he said. To a question, Reddy said the CPI would al-
so observe a 'law violation' programme on May 14 in Kolkata
protesting against the alleged
state-sponsored terrorism and
unprecedented violence by the
Mamata Banerjee-led TMC government during the recent civic
polls in the state.
On Trinamool Congress's
(TMC) landslide victory in the
just concluded civic polls in the
state, Reddy alleged the Mamata
Banerjee-led party indulged in
"mass rigging" and violence to
win votes. Condemning the alleged violence, Reddy said "It was
not an election under democratic
system.

cover up its losing popularity
and indulged in rigging to win
this election," he said while demanding immediate restoration
of democratic process. Reddy
said the strength of Left is intact
and they are gearing up for
Assembly elections in West
Bengal next year. Asked if the

such prejudices against women is far
from being India-centric and is found
across all societies in the world.
"Diplomacy remained a male-dominated bastion until recently," she says.
"The 'normal' was seen to be male, suave,
tactful immersed in discussions on matters of state, or more recently, on matters of commerce,...While women played
a decorative role, supportive but subordinate ..." says Ghose.
The stereotype about a woman
diplomat, according to Ghose, is that
"women liked to gossip about household
matters,
servants,
curtains,
menus...Would be susceptible to flattery
and there untrustworthy of keeping
state secrets and unable to comprehend
the complexities of international commerce, much less international relations." Ghose also found the prejudice
against women in the international media during one of the high points of her
career when she headed the Indian delegation at the multilateral negotiations
on the Comprehensive Nuclear Test Ban
Treaty (CTBT) in Geneva in 1996.
The international press covering
the negotiations described her as a
"small sari-clad woman facing down a

Ambassador" and "often even mentioned the colour of the sari as though
that had any significance," she recalls.
"It was not India's arguments that
were the focus, but the appearance of the
Indian Ambassador," says Ghose.

Congress may be playing the role

tough
opposition
in
Parliament and in the state
which goes for assembly elections in exactly an year but she
has decided to take a break from
her tour of the districts and receive Prime Minister Narendra
Modi when he lands in Kolkata
on May 9 on a two-day visit.
Banerjee's calibrated stance
in dealing with the Modi government was evident when she met
the PM for the first time since he
came to office on her last visit to
the capital, during the first half
of Parliament's budget session.
That Banerjee will be at the
airport to receive Modi, hold a
meeting with him and also be
present for the two programmes
that the PM is scheduled to at-
tend on May 9 and 10 is also seen
as an extension of the same tactical approach to project that her
party may be politically opposed
to BJP but as chief minister, she
is not only honouring the protocol but also cooperating with the
Centre for the benefit of the state.
TMC sweeping the municipal elections across the state last
week and checking BJP's
progress in the state, with the
party drawing a blank, seems to
have boosted Banerjee's confidence a year before assembly
elections.
It is also important for
Banerjee to get the most that she
can from the Centre to be able to
talk progress and development
before the assembly polls, especially when her government and
her party have been marred by
the Saradha scam.
It is not without reason that
TMC has been supporting the
NDA government's bills on GST
and the land boundary agreement with Bangladesh even as it
is opposing the land bill and the
real estate bill in Parliament.
Modi will announce the government's mega scheme on social security insurance and pension, on the lines of the Jan Dhan
Yojana, in Kolkata on May 9, after which other central ministers along with chief ministers
will announce them from other
cities. There will be simultaneous functions across states with
participation from CMs and
Cabinet ministers.
"It would be like the Jan
Dhan scheme launch so that we
have maximum awareness in
minimum time," department of
financial services secretary
Hasmukh Adhia told reporters
here. On May 10, Modi will attend a function at IISCO in
Burnpur, near Kolkata. In both
programmes, Banerjee will be
present with Modi.
Bridge connecting Assam,
Arunachal to come up in a year

The 9.1 kilometre
long Dhola-Sadia bridge
linking Assam with
Arunachal Pradesh will
be completed in a year at
an investment of Rs 876
crore, a top ministry official said. The work on
the Dhola-Sadia bridge
in Assam will be completed within a year,"
Road Secretary Vijay
Chibber told a news
agency. During this winter season (starting November) we
should be able to finish the work,
he added.
The bridge is slated to be
completed by December 2015 but
a delay of few months will not
have an impact on the cost.
"It is annuity based project so
there is no cost escalation plus
hopefully there will be no delay,"
he added. An annuity is any continuing payment with a fixed total annual amount. The bridge,
touted to be country's largest, will
come up at a cost of Rs 876 crore of
which Rs 592 crore financial support has been given by the
Ministry of Road Transport and
Highways.
The bridge will connect the
villages of Beshoni Mukh,
Laopani, Sesenigaon, Balijan
Chapari, Padumphula gaon,
Lakhimpuria gaon, Mugalpur,
Islampur,
Lakhimpuria,
Chapakhuwa,
Ghogdri,
Santipur, Kukurmara, in Assam.
"This project will not only
save about 4 hours of travel time
between Assam and Arunachal
(Pradesh) but will also promote
socio-economic activity around

Meanwhile, Minister for
Road Transport and
Highways
Nitin
Gadkari, last week announced that the central
government will award
road projects worth Rs
15,000 crore in the region
by December. Of the total

North-East, Rs 6,000 crore worth
highways will be developed in
Arunachal Pradesh, Rs 2,000
crore projects each in Nagaland
and Meghalaya and the remaining ones in other parts of the region. The Centre has also asked
the north-eastern states -- Assam,
Meghalaya, Manipur, Nagaland,
Mizoram,
Tripura
and
Arunachal Pradesh -- to acquire
land and obtain the necessary
regulatory clearances after
which the Road Ministry and the
National Highways Authority of
India (NHAI) will build those

stop asylum-seeker boats after

turning back these boats.
Another 5,800 migrants
desperate to reach Europe
were rescued this weekend as
they tried to cross the
Mediterranean, more than
2,150 of them on Sunday, the
Italian coastguard said.
The number rescued was
one of the highest recorded in
recent years, raising fears that
the tide of people risking their
lives to reach Europe from
Africa and the Middle East has
not been slowed by recent
drownings.
"My understanding is that
there has been some contact at
level
between
official
people
and
Australian
Europeans," Abbott said, when
asked if Europe had sought advice on how to deal with the issue.

before 7 PM when the two gunmen pulled up in a car and shot
an unarmed Garland ISD security officer. Seconds later,

India for deeper engagement
of ADB for smart cities, railways
Baku/New Delhi, May 4:
Finance Minister Arun
Jaitley on Monday sought "deeper engagement" of the ADB for
development of smart cities, industrial corridors and railways
as part of flagship initiatives
like 'Make In India' and 'Skill
India'. "India is expected to grow
at 7.5-8 percent in both 2015 and
2016. This only reaffirms India's
fascinating growth prospects. In
a time span of less than a year,
our government has taken a
number of steps to revive the
economy. "Our goal is to place
the Indian economy on a high
and sustained growth trajectory
through focus on infrastructure
development, skills development, improving ease of doing
business and economic reforms
including comprehensive social
safety net and fiscal discipline,"
he said. Jaitley was speaking at
the First Business Session of the
48th Annual Meeting of the
Asian Development Bank (ADB)
at Baku in Azerbaijan.
The ADB should aim at an
annual business of USD 20 billion by 2020, he said, adding,
"Twenty by Twenty should be
(ADB's) corporate goal, the
Mantra ... ADB not only needs to
become bigger, it also needs to
become better, as a model
among the MDBs (multilateral
development banks)".
Observing that India is ADB's
largest client, Jaitley said the
partnership should now move to
the next level.
"In addition to supporting
conventional infrastructure
projects, we would like a deeper
engagement on development of
Smart Cities, Industrial
Corridors, Rail transport and
manufacturing and job creation
through flagship initiatives of
'Make in India' and 'Skill India',"
the Finance Minister said.
Referring to the world economy, Jaitley said the ADB meeting is taking place at a time
when the global economy is
looking slightly better than 2014
but not by much. Beneath the
headline numbers, he said, increasingly divergent trends
seem to be at work both in the
developed and emerging market
economies. "In midst of the continuing global economic vicissitude, the Asia-Pacific region appears to be the functional
'growth engine' for the world
economy," Jaitley said. Asian
Development Outlook 2015 estimates Asia to grow at 6.3 percent
in 2015 and 2016.
The Finance Minister also
appreciated the plan of merger
of ADF (Asian Development
Fund) resources with OCR (ordinary capital resources) and reforming ADB, saying it would
help in promoting growth in
Asian region. "This was critical
to securing the unanimous consent of all ADF donors. To use
the enhanced lending capacity,
thus available, ADB has to build
a strong project pipeline for implementation from 2017," Jaitley
said. The ADF was set up in 1973
to provide concessional loans.
In the Meeting of the Board
of Governors last year, India
had stressed the need of capital
increase to enable the bank to
support the member countries.
"President Takehiko Nakao
also echoed this in his statement
today. I urge my fellow members
to respond favourably to enable
ADB meet the aspirations of its
clients in Asia and Pacific,"
Jaitley said. Jaitley also talked
about the recent devastating
earthquake in Nepal which
caused loss of precious lives and
widespread damage. "Nepal is
our close friend and neighbour.
We stand with them in coping
with this tragedy," the Finance
Minister said. The Finance
Minister further said the ADB
should look beyond Strategy
2020, which was formulated in
2008. "While Strategy 2020, formulated in 2008, continues to remain relevant, considering the
new opportunities and challenges, we should start work on
our Strategy to guide ADB
Operations post 2020. "Our vision should not be constrained
by what we can do with existing
resources but must be guided by
what we need to do. We must do
everything that is needed to support our member countries fight
poverty and inequalities and to
help them realise their growth
potential," he said.
Referring to regional cooperation, Jaitley said in a world
that is becoming increasing
more flat, regional cooperation
is at the centre stage of growth
strategy. "We welcome setting
aside of USD 500 million for regional cooperation under OCR
in response to our persistent demand. I urge ADB to continue
with its thrust on regional cooperation not only within South
Asia but also between South
Asia and rest of Asia," he added.
In 2014, ADB's total loans and
grants operations were USD 13.5
billion, slightly less than the previous year. The project co-financing was about USD 9 billion.(PTI)

process of identifying
chairmen for PSU banks
New Delhi, May 4:
The Finance Ministry has
initiated the process of identifying persons like retired bureaucrats and bankers who
could be appointed as non-executive chairmen of various public sector banks. Vacancies for
the position of non-executive
chairman have arisen following the government decision to
bifurcate the post of Chairman
and Managing Director at PSU
banks last year. There are eight
vacancies for this slot at various public sector banks including Punjab National Bank,
Bank of Baroda, Syndicate
Bank and Canara Bank. The
government is also looking for
appointing chairmen at Bank
of India and IDBI Bank in place
of
the
incumbents.
In
December, the government
had appointed Managing
Director and CEO in four stateowned banks -- Indian
Overseas Bank, Oriental Bank
of Commerce, United Bank of
India and Vijaya Bank.
According to sources,
people would be shortlisted as
per the eligibility guidelines
issued by the Finance
Ministry. There would be no
interviews for these people
who could either be former
private or public sector
bankers or retired bureaucrats, they said. The Finance

Taxability of LPG subsidy unclear; experts seek clarification
New Delhi, May 4:
Taxability of LPG subsidy and other direct benefits paid directly into
bank accounts of beneficiaries is unclear with tax experts divided on the issue and want an explicit clarification
from the government. Finance Bill,
2015, as passed by the Lok Sabha last
week, has expanded the definition of income, that is taxable under the Income
Tax Act, 1961, by inserting a sub-clause
on subsidies, grant, cash incentive and
duty drawback. Tax experts are, however, divided if the insertions mean
that assesses will have to pay tax on
subsidies they receive in their bank accounts. According to the amendments
to the Finance Bill, the income shall include "assistance in form of a subsidy or
grant or cash incentive or duty draw-
back or waiver or concession or reimbursement by the central government
or state government or any authority or
body or agency in cash or kind to the as-

Benefit Transfer (DBT) are taxable. "In
case the above proposal is enacted as law
and specific exemption is not provided
for LPG subsidy (or other benefits under
DBT scheme), such subsidy is likely to
be taxable for recipients," he said.
Beginning with 54 districts last fiscal, the programme to enable consumers to buy domestic cooking gas at
market price has expanded to entire
country from April 1. The government
continues to subsidise 12 cylinders of
14.2-kg each to households in a year.
This subsidy is paid directly into
bank accounts of users and the beneficiary then uses it to buy cooking gas at
market price. The subsidy transfer this
month is Rs 198.18 per cylinder. It was
Rs 203.18 in the previous month.
Considering Rs 200 as average subsidy payout for the year, an assessee
will receive Rs 2,400 in a year.(PTI)
Gold imports up 19.5% at
$34.32 billion in FY15
New Delhi, May 4:
Gold imports surged 19.5 percent to reach USD 34.32 billion in
2014-15 due to declining prices and easing of restrictions by the
Reserve Bank. Imports of the metal were USD 28.7 billion the previous fiscal, 2013-14. Increase in gold imports impacts the country's trade deficit, which has reached USD 137 billion in 2014-15,
and the current account deficit (CAD). The imports almost doubled in March to USD 4.98 billion which pushed the trade deficit to
a four-month high of USD 11.79 billion for the month, according to
the Commerce Ministry data. India is the largest importer of gold,
which mainly caters to the demand of the jewellery industry.
The Reserve Bank and the government have maintained that
the CAD level is comfortable, but the spike in gold imports may
spark fresh worries. It has narrowed to 1.7 percent for the first
nine months of the previous fiscal. According to the Reserve
Bank data, in the April-December period of last fiscal, CAD stood
at USD 31.1 billion or 2.3 percent of GDP. On November 28, RBI
had scrapped the controversial 80:20 scheme.
Under the programme, which was put in place in August 2013
to put a tight leash on gold inflows, at least 20 percent of the imported gold had to be exported before bringing in new lots.(PTI)
Sensex surges 479 points,
rebounds from 4-month low
Mumbai, May 4:
The benchmark BSE Sensex on Monday soared 479 points to
settle at 27,490.59 on across-the-board buying led by auto, realty
and refinery stocks, as investors took fresh positions after persistent selling in April. Moreover, the 50-share NSE Nifty rose by
150 points to recapture the 8,300-level.
Across-the-board buying at the beginning of May series, rallies in refinery stocks and the passing of Finance Bill, 2015 boosted sentiments, brokers said. Meanwhile, the BSE market capitalisation regained Rs 100 lakh crore-level, helped by robust gains in
stocks like ONGC, RIL and Infosys. Amid persistent taxation concerns faced by foreign investors, the indices had near four-month
low in last trading session on Thursday. Finance Minister Arun
Jaitley in Parliament on Thursday clarified that minimum alternate tax (MAT) will not apply to capital gains on the sale of securities, royalty, technical service fees and interest income.
Brokers also attributed today's rebound to value-buying
from an "over-sold" position after persistent fall in stock prices in
the April series as participants snapped recently beaten down
blue-chip stocks. The Sensex resumed higher at 27,204.63 and shot
up further to a high of 27,537.85 before ending at 27,490.59, registering a rise of 479.28 points or 1.77 percent. The 50-share NSE Nifty
recaptured the 8,300-level to hit a high of 8,346.00 points, before
settling 150.45 points or 1.84 percent higher at 8,331.95. This is the
best single-day gain in two months for the index.
Overseas, European stocks were trading higher after latest
data showed that euro zone's manufacturing sector expanded in
April. Key indices in France and Germany rose in the range 0.39
to 0.84 percent, while the UK market was closed today.
Meanwhile, Foreign portfolio investors sold shares worth Rs
3,157.61 crore and Domestic institutional investors bought shares
worth Rs 2,460.80 crore on Thursday as per provisional data.
Asian stocks ended mixed as weak China factory activity reinforced views that Beijing will roll out fresh support measures
soon. Key indices in China, South Korea and Taiwan moved up by
0.24 percent to 0.87 percent, while indices in Hong Kong and
Singapore moved down by 0.03 percent to 0.13 percent.(PTI)

not happy with the content and the certification process might take longer than anticipated.” When producer Rangita Nandy was asked to comment on the issue, she said, “I am
sorry but I am unable to comment on this matter since it is currently before the CBFC.”

has failed to fulfil the people's
aspirations the BJP had generated during the Lok Sabha election campaign and its steps

and said "the slogan should be
'Make for India', that is by India
and for India". "It (policies)
cannot work. I will give you the

Singh government earlier, is
that greater investments will
create new job opportunities

growth. But there is a serious
flaw in this argument, why this

Coming down heavily on the Kerala government for
taking up a feasibility study for the construction of a new
dam at Mullaperiyar, the opposition parties in Tamil
Nadu on Monday urged the central government to immediately step in and halt the process as it violates a Supreme
Court order.
The Kerala government has taken up the study after
the National the National Board for Wildlife of the ministry of environment and forests cleared the state's plan
last year for an environment impact assessment for a new
dam. The board's standing committee under the environment and forest minister Prakash Javedekar cleared the
proposal in its meeting in mid-August. "This has created
fear and anxiety among farmers. This initiative of Kerala,
which will jeopardize interstate relationship, is condemnable," said PMK leader S Ramadoss. In its order in
2014, the Supreme Court permitted Tamil Nadu to raise the
storage level to 142 feet and then to 152 feet after completion
of the maintenance works at the baby dam. The five-member Supreme Court bench headed by Justice R M Lodha
held that there was no apprehension about the safety of the
century old dam. Kerala abandoned an earlier attempt to
conduct surveys at 15 places in the Vellakadavu region following strong protests from Tamil Nadu. "Now it is trying
to exploit the presence of an incapable government in
Tamil Nadu by renewing its attempts. It is very disturbing
that the Tamil Nadu government is a mute spectator," the
PMK leader said. He recalled the unrest in Madurai and
Theni districts in 2011, which even escalated into a law and
order issue. MDMK leader Vaiko criticised the Modi government for supporting the Kerala government on the issue. "The environment ministry's nod for a feasibility
study is violating the Supreme Court order," he said in a
statement. He urged the Centre to stop Kerala from conducting the study.

Meanwhile, the Nepal government today asked hundreds

been provided and the remaining tasks will be carried out by
its army and police.

The

Natural
Disaster Relief Committee headed by Home Minister Bam
Dev Gautam, who is also the

adieu to the foreign rescue
teams yesterday, eight days after the deadly earthquake hit
the Himalayan nation.
Around 4,500 people from
around 34 nations, including
National Disaster Response
Force (NDRF) teams from
India, came to Nepal after the
April 25 earthquake to carry
out the rescue work and pull
people out of the debris.
Most of the rescue teams
were carrying out operations
in the worst affected districts of
the
Kathmandu
Valley,
Sindhupalchowk and Gorkha
districts. "Its more than eight
days after the earthquake. The
rescue teams have served their
purpose and we are very thankful to them. The Central
Disaster
Relief
Natural
Committee has recommended
the government to thank these
teams for the work they have
done for Nepal so that they can
exit the country.
It is up to the government
to take a call now," home ministry official Laxmi Prasad

"According to the guidelines of International Search
and Rescue Group (INSRAG)
guidelines, the search and rescue teams have to be carried
out for 7 days, when the survival chances are highest. The

The medical teams are expected to be in the country for

Nitish Kumar has failed to support farmers affected by unseasonal rains and
claimed that the recent suicide of a debtridden farmer was the first such incident

Rafale Negotiations With
France to Start in May: Parrikar

Ahead of French Defence Minister
Jean-Yves Le Drian's visit to New Delhi

buying 36 Rafale fighters off the shelf will
commence this month and will be wrapped
up in a time- bound manner.
"The government-to-government committee will be set up which will begin negotiations on the (Rafale) deal. The negotiations will start anytime in May and we
have to conclude them as early as possible," Defence Minister Manohar Parrikar
told PTI here.
Jean-Yves Le Drian is scheduled to visit India on May 5 and hold talks with
Parrikar and National Security Advisor
Ajit Doval on May 6 to carry forward the
proposed deal.
Last month, during Prime Minister
Narendra Modi's visit to Paris, India and
France had agreed to get into a government
to government contract for 36 Rafale jets in
fly-away condition keeping the critical requirement of the Indian Air Force in mind.
The deal is estimated to be over USD 6
billion and will have about 30-50 per cent
offset.
Parrikar said the government-appointed committee will complete the negotiations in a "time-bound manner".
"He (Drian) will visit only for the purpose of working out the modalities and to
take the process forward. We will not be directly involved in future talks. The committee is being appointed for it by two governments to kick-start the process and fix
the modalities," he said.

field for everyone, and also excise duty will
be common across the board. We are also
working on other areas to have more transparency and easier modes," he added.
The Minister said the DPP, which establishes parametres for India's defence
procurement process, is going to be the
biggest step for the Ministry which has already taken up some action including allowing 49 per cent foreign direct investment (FDI) in the sector and in some cases
even 100 per cent.
"The second step is that most of the
procurements are done with majority of
the component with Make In India. The
Defence Ministry has also delisted some of
the items for exports. In the last 6-8 months
the export NOCs are granted online," he
added.
"Earlier, the NOCs used to take
months to get cleared.. Now we give them
within specified time frame... I have been
intimated by industry that export NOCs
are getting cleared faster," Parrikar commented.
The Minister said the entire idea of
DPP is to ensure that 'Make In India' initiative is a success and also long term guarantee is provided to the suppliers.
"Today, if someone makes an item for
defence, there is no guarantee that he will
get the order for five years at a stretch. Who
will develop something and spend energy
unless he is clear on what is the amount of
business that he would be able to do ? If
someone develops something he needs a
long term guarantee," said the minister
adding "the Ministry will treat suppliers as
partners."
Parrikar said when someone develops
something he should be given initial support. This aspect would be considered in
DPP.

Age Home, Division Bench of High
Court comprising Justice Dhiraj
Singh Thakur and Justice Bansi Lal
Bhat, directed to file fresh status report with a view to inform this Court
regarding the complete steps taken
for identifying the land as also the
steps initiated for the construction of
the composite homes. When the matter taken-up for hearing, AAG
Ravinder Gupta on behalf of Social
Welfare Department wherein a stand
has taken that land measuring 16
Kanals situated at Village Bhalwal
has been identified for construction
of composite home and in regard to
which some steps have already been
taken by the Revenue Filed Agencies.
Division Bench after gone
through the status report observed
that nothing has been stated with regard to land for construction of a similar composite home at Srinagar and
observed that this report appears to
be contradictory to the earlier filed
by the Divisional Commissioner,
Jammu wherein it was stated that 16
Kanals of land has been identified in
Tehsil Nagrota Village Sri Khurd and
Panjgraina and a similar chunk of
land at Samboora Tehsil Pampore.
With regarding to confusion created between the two reports, Sr.
AAG Seema Shekhar undertakes to
clarify the stand by next date of hearing and Division Bench directed respondents to file fresh status report
with a view to inform this Court regarding the complete steps taken for
identifying the land as also the steps
initiated for the construction of the

In a Public Interest Litigation filed by
an Advocate Parimoksh seth in which he
submits that inspite of the fact that penal
provisions of RPC make slaughtering or
killing of bovine animals an offence punishable u/s 298-A and even when possession of
such slaughtered animal, an act punishable
u/s 298-B of the RPC, yet slaughtering and
sale of such slaughtered animals in rampant
in some parts of the state of Jammu and
Kashmir and it is also stated that this goes on
with the active connivance of the authorities who are otherwise supposed to check
this practice, which severely affected the religious sentiments of a section of the society
in which Division Bench directed

In a series of revelations about 'marriageable age' among girls in the country, the freshly released data from 2011 census has found
out around 41.3 per cent of all girls aged 19 are
married, Times of India reports.
According to the report, of over 10 million
19-year-old girls at the time of the census,
more than 4.1 million were married, or already divorced, separated or widowed.
The trend is dominating in the states of
Bihar, West Bengal, Jharkhand and
Rajasthan, where teenage brides are in majority. In states like Tripura (49.6%) and Madhya
Pradesh (46.6%), 19-year-old brides are in minority. Compared to the previous census of
2001, the new data also affirms that the age of
marriage is getting pushed back. In 2001 census, about 25 per cent of girls aged 15 to 19 were
married. However, the same figure has
shrunk to 20 per cent in 2011 census.
It also underlies a naked rural-urban divide. An apparent difference between the marital status of teenage girls in urban and rural
areas helps to understand the case. For exam-
ple, 47.3 per cent of 19-year girls are married in
rural areas as compare to the figure of 29.2 per
cent in urban areas, the report says.
In most states, a majority of girls seem to
be married by the time they are 20 years old,
the report further added. Which are the states
that fare better with respect to this data?
With Nagaland being the best, the list
criss-crosses from south to north including
Kerala, Tamil Nadu and Goa to Jammu and
Kashmir, Himachal Pradesh, Punjab and
Uttarakhand. Not surprisingly, Delhi, with a
19.6 per cent figure, is among the front runners. But then again, the capital is almost entirely an urban entity.
The census data also punctures the notions of 'backward' and 'advanced' states having any correlation with the marriageable age
of girls. Data shows little difference between
the comparatively advanced and backward
states. While UP (38%), Odisha (33.3) and
Chhattisgarh (37.5%) do better than the national average, well-developed states like
Gujarat (38.3%), Maharashtra (39.4%) and
Karnataka (39.7%) are not far from the national average.

Nepal Asks Foreign Rescue Workers to Return Home
KATHMANDU | MAY 04:
Nepal government today asked hundreds of foreign rescue workers to leave the
quake-hit country as immediate relief has already been provided and the remaining tasks
will be carried out by its army and police.
The major rescue work in Kathmandu
and surrounding areas is over and the remaining operations can be handled by local
workers, Information Minister Minendra
Rijal said. However, there was work remaining in the villages and remote mountainous
areas that could be carried out by foreign aid
volunteers along with local police and army,
he said. The Central Natural Disaster Relief
Committee - headed by Home Minister Bam
Dev Gautam, who is also the Deputy Prime
Minister - had asked the government to bid
adieu to the foreign rescue teams yesterday,

of Guru Nabha Dass Community Hall at Dogra
Hall here today.
On the occasion, the Minister for CAPD Ch.
Zulfkar Ali was the chief guest besides MLA
Chamb, MLA Samba and President All J&K Dalit
Chetna Manch were also present.
While inaugurated the function with the
lightening of lamp, the Minister throw light on
the significant role played by Baba Sahib for the
welfare of the weaker section, poors and
Downtrodden. He recalled Baba Sahib Dr. B.R
Ambedkar as a great social reformer and legal luminary who played a pivotal role in framing the
constitution of India.
He also remembered Dr. Ambedkar's great
contribution in public welfare, upliftment of the
poor, downtrodden and weaker sections of the society. All J&K Dalit Chetna Manch also presented a chatter of demands to the Minister for their

Scheduled Caste and Scheduled Tribes and below
poverty line people also, he added.

Gaaw (Brown Cow), which is supposedly daughter of Gura Dand (Red
Bull). A Budgam resident, who managed to get the hall ticket for his
Brown Cow to write a professional
entrance examination, said he is determined to take the bovine to write
the papers. “You are invited. It is my
legal right to take my cow for the exam. I have paid the fees, so it is my
right to take the cow there,” Abdul
Rashid Bhat told reporters. “It was
not my intention to hurt anyone’s
feeling or make a joke of someone. I
filled this form only to check the system,” Bhat, who hails from
Chadoora area of central Kashmir
Budgam district, said. In an attempt
to expose the loopholes in the online
registration system of Jammu and
Kashmir Board of Professional
Entrance Examination (BOPEE),
Bhat had managed to acquire an admit card for his cow to write the examination for admission to Diploma
in Polytechnic College. The admit
card was issued by the Board in the
name of Kachir Gaaw (Brown Cow),
which is supposedly daughter of
Gura Dand (Red Bull). The cow has
been allotted a seat at Government
Degree College, Bemina for writing
the examination scheduled to be
held on May 10. Bhat said the present
system of BOPEE allows all and
sundry to register for the examinations. “You also know how BOPEE
exams are conducted – it can be a
cow, calf or Buffalo. I thought of trying to fill a form for a cow and I completed all formalities including payment of the fees,” he added.

Sayeed, today visited the residence of
late Mohammad Yousaf Shah, former
Chairman of J&K Cooperative Bank,
who passed away last week.
Late Shah was also the father-inlaw of Minister for Public Works,
Floriculture, Gardens and Parks, Syed
Altaf Bukhari.
Minister for Finance, Dr. Haseeb
A. Drabu, MLA Rafiabad, Yawar Mir,
and former Minister, Dilawar Mir,
were also present.
Paying rich tributes to the deceased, the Chief Minister described
him as a noble soul who lived a simple
life. The Chief Minister spent some
time with Syed Altaf Bukhari and the
other members of the bereaved family
and expressed sympathies with them.
He also prayed for eternal peace to the
departed soul.
