In the new programming period, broadband projects are not only supported via European Structural and Investments Fund (ESIF), including EAFRD and through the Connecting Europe Facility (CEF). Brand new instruments like the European Investment Bank (EIB) Project Bond Initiative and the European Fund for Strategic Investments (EFSI) are aiming to boost broadband infrastructure development and networks to a higher level through new sources of direct investments. But the application process varies significantly within the range of these financing opportunities and requires a high level of expertise of all stakeholders involved. Moreover, in 2014, the European Commission adopted new State aid regulations. The General Block Exemption Regulation (GBER) frees broadband infrastructure projects from the requirement of prior notification to the Commission under specific conditions. This simplification will foster new investments and has to be taken into consideration while assessing and selecting different funding opportunities in the future. The comprehension of the changes in the regulatory framework and guidelines is absolutely necessary to ensure the success and effectiveness of the approval application as well as the implementation of broadband projects. All stakeholders involved in the implementation of broadband projects in the EU need to be acquainted with the following issues: • What are the new EU funding opportunities and financial instruments available for broadband projects? • Which kind of actions will be funded and which organisations are eligible? • How to successfully apply for funds and financing instruments 2014-2020 and how to avoid typical pitfalls in the application process • What are the practical challenges that can occur during the project’s implementation? • How to make use of the new State aid guidelines for Broadband Obtain a thorough overview of the current developments in EU financing for broadband infrastructure and receive the answer to all your questions and uncertainties. Benefit from best practice examples of European broadband projects and avail from their experiences and lessons learnt at this intensive interactive seminar. “Full of practically useful information and delivered by people with valuable experience and expertise.” Jeff Foot, Head of External Funding and Investment, Highlands and Islands Enterprises, United Kingdom 2 Who is this seminar for?
