Whereas, the Managing Director, Sewerage &
Infrastructural Development Corporation of Goa
Limited, Ishan Building, 2nd Floor, opp. CCP,
Panaji-Goa, vide letter dated 27-01-2015 has
informed that the Sewerage & Infrastructural
Development Corporation of Goa Limited has
awarded the work of Sewer Trunk (South) by Micro
Tunneling method and that one stretch between
E.S.I. Hospital to infront of Railway Store on main
road (Rawanfond to Khareband Road, Margao) about
110 mts. length is balance for laying of sewerage
pipeline by Micro Tunneling method.
And whereas, in order to lay the pipeline in front
of E.S.I. Hospital, Margao, it requires to construct
the well shaft of size 4.0x6.0 mts. and requested to
close the stretch or the road.
And whereas, the second location near E.S.I.
Hospital is having double lane of 7.0 mts. carriage
way on either side of road divider. The shaft of
Micro Tunneling will be constructed (4.0x6.0 mts.)
towards railway line side and length of 50.00 mts.
is required for equipment installation on one side
only.
And whereas, the Superintendent of Police,
South Goa, Margao, vide letter dated 13-02-2015
has submitted report for the above mentioned work
and the Executive Engineer, VI vide letter dated
02-03-2015 has submitted NOC for road cutting.
And whereas, it is revealed that the work
mentioned above is of urgent nature and it requires
to divert the traffic for smoother movement of traffic.
And whereas, I am satisfied that the diversion of
traffic is essential during the above mentioned
work.

Therefore, I, Sachin Shinde, IAS, District
Magistrate, South Goa, Margao do hereby permit
upon urgency of the work for temporary closure of
road to carry out the above work and diversion of
traffic for a period of 45 days from the date of issue
of this Order.
10. The applicant is directed to make necessary
arrangements to restore the original condition
of the road after completion of work.
And also order under Section 115 and 116 of the
Motor Vehicles Act, 1988 (Central Act 59 of 1988)
read with Government Notification No. 5/28/88/TPT
(part) dated 26th September, 1989 being satisfied
that it is necessary in the interest of public safety
and convenience to temporarily divert the traffic as
per the annexed location/site plan and erect the
signages accordingly subject to compliance with
the conditions mentioned below:
12. The applicant/contractor is directed to inform
the exact date of commencement of work to
Traffic Cell, Margao well in advance.
1. The applicant is directed to ensure that the
regular movement of pedestrian/vehicular
traffic on the road digging site is not
disturbed/blocked.
2. The applicant is directed to obtain necessary
permission from other competent authorities.
3. The applicant is directed to ensure that no
vehicles of the applicant/contractors are
parked along the road blocking the signages
or on the curves which would obstruct the
flow/clear visibility of motorists.
4. The applicant is directed to ensure that the
diversion roads available are not blocked and
the smooth flow of vehicular traffic is also not
disturbed through the diversion road.
5. The applicant is directed to ensure to deploy
sufficient number of traffic marshals/
/volunteers with retro reflective jackets to
regulate the traffic on both ends of roads.
6. The applicant is directed to adhere to all the
rules and regulations in force.
7. The applicant is directed to ensure that area
around digging should he properly/strongly
barricaded to prevent accident fall of
pedestrians, motorists and cattle and it should
be properly illuminated and red light glowing/
/reflective tapes.
8. The applicant/contractor is directed to
publish an advertisement well in advance in
the local newspaper about the date of closure
of road for commencing the said work to create
awareness among the general public.
9. If any untoward incident arises due to
poor barricading/non-applying of glowing/
/reflective tapes then the concerned
contractor/PWD authorities shall be held
responsible for the same.
11. The applicant is directed to ensure that there
are no leftovers on the road/shoulder of the
road after the completion of the work.
13. The applicant is directed to approach
In-charge Traffic Cell, Margao for deployment
of Traffic Police if required on payment of
requisite charges as per prevailing Govt. rates.
14. The applicant is directed to properly
illuminate the area of excavation/laying of
South Trunk Sewer Main by Micro Tunneling.
15. The applicant/contractor is directed to display
proper signages, indicating flash light for
diversion/closure/work in progress for
awareness of the motorists, pedestrians and
other road users particularly during night.
16. The Senior Officer, PWD, National Highway,
Government of Goa not below the rank of
Executive Engineer should supervise the work.
17. The Senior Representative of the consultants
engaged in execution of the above work
should supervise the work at the time of
execution.
18. Necessary permissions and clearance should
be obtained from the owners of land Public
Works Departments, National Highways of
Goa, State Government before commencement
of the above work.
19. Absolute care should be taken that no damage
of any kind is caused to the other utilities
during the course of excavation. The Executing
Agency and Supervisory Agency should take
precautions in this regard.
20. A detailed report should be submitted to
the District Magistrate, South regarding
completion of the work successfully.
21. Extra care should be taken while carrying out
the excavation work.
22. If the applicant/contractor fails to abide by
the conditions laid above or if the NOC issuing
authority feels so, the NOC is subject to
cancellation/revocation at any given time.

(Roads), SD II, Public Works Department, Quepem-Goa, vide letter dated 30-01-2015 has informed that
their Office has directed agency who have
constructed the new parallel bridge at Quepem
over River Kushawati to repair the settlement by
demolishing the approach slab proper compaction
of earth filling and relaying of approach slab and
requested this Office to close the new parallel
bridge for a period of one month and the traffic to
be diverted over old bridge at Quepem.

South Goa, Margao, vide letter dated 17-02-2015
has submitted report for the above mentioned work.
And whereas, it is revealed that the work
mentioned above is of urgent nature and it requires
to divert the traffic for smoother movement of traffic.
And whereas, I am satisfied that the diversion of
traffic is essential during the above mentioned
repair work of the new parallel bridge at Quepem.
Therefore, I, Sachin Shinde, IAS, District
Magistrate, South Goa, Margao do hereby permit
upon urgency of the work for temporary closure of
new parallel bridge at Quepem and diversion of
traffic over old bridge at Quepem for a period of
one month from the date of issue of this Order.
And also order under Section 115 and 116 of the
Motor Vehicles Act, 1988 (Central Act 59 of 1988)
read with Government Notification No. 5/28/88/TPT
(part) dated 26th September, 1989 being satisfied

The subscribers to the Official Gazette are kindly
reminded that their present subscription term ends
on the 31st March, 2015, being the end of financial
year.
In case they wish to continue to be subscribers for the
ensuing financial year 2015-2016 they have to renew their
subscriptions from 1st April, 2015.
Official Gazette is now available through e-mail
for an annual subscription of Rs. 200/- (Rupees two
hundred only).
The subscription charges are accepted either in cash,
postal order, demand draft or cheques (subject to
clearance) drawn only on State Bank of India, Panaji,
in favour of the Director, Printing and Stationery,
Panaji-Goa.
The payment for subscription will also be accepted at
the Margao Branch of this Office situated in the
Comunidade Building at Margao.

Subscriptions also can be opened for half year i.e.
from 1st April or 1st October or for any quarter, beginning
on 1st April, 1st July, 1st October or 1st January.
