(e) Additional services to be operated by the State
Transport Undertakings of both the States during
summer season (April to June) every year shall be as
shown in Schedule-V in addition to the existing
provisions.
(d) Details of additional services to be operated
by the State Transport Undertakings of both the
States in connection with the fairs and festival
seasons shall be as shown in Schedule-IV in addition
to the existing provisions.
(c) Variation/modification/deletion of the existing
routes by the State Transport Undertakings of
Karnataka shown in Column 2 of Schedule-III shall
be varied/deleted as noted in Column 10 to 16
against each route.
(b) The Stage Carriage services on the Inter-State
routes as shown in Schedule-II shall be exclusively
operated by the State Transport Undertaking of Goa
in the State of Karnataka.
1. Stage Carriages.— (a) The Stage Carriage
services on the Inter-State routes as shown in
Schedule-I shall be exclusively operated by the State
Transport Undertakings of Karnataka viz., K.S.R.T.C.,
N.W.K.R.T.C. and N.E.K.R.T.C. in the State of Goa.
This Supplemental Reciprocal Agreement
is made on this the ................................... day of
.............................................. between the Governor of
Karnataka (hereinafter called “the Government of
Karnataka”) of the One Part AND the Governor of
Goa (hereinafter called “the Government of Goa”) of
the Other Part, subject to the other conditions
already included in the previous Agreement, as
follows:—

Government of Karnataka and the Government of
Goa as follows:

The following proposal to amend the Reciprocal
Agreement dated 16th August, 2006 arrived
between the Government of Karnataka and the
Government of Goa, is hereby published as required
by sub-section (5) of Section 88 of the Motor Vehicles
Act, 1988 (Central Act 59 of 1988) for the information
of all persons likely to be affected thereby, and notice
is hereby given that the representations in
connection with the said proposal may be submitted
to the Secretary (Transport) to the Government of
Goa, Transport Department, Secretariat, Porvorim-Goa, within thirty days from the date of publication
of this Notification in the Official Gazette.
(2) The said proposal and any representation in
connection therewith, which may be received by the
Secretary (Transport) to the Government of Goa,
Transport Department, Secretariat, Porvorim-Goa
before the aforesaid date from the affected persons
will be considered by him on or after the expiry of
thirty days from the date of its publication in the
Official Gazette.
SIXTH SUPPLEMENTAL INTER-STATE DRAFT
AGREEMENT
Whereas it has been decided to augment stage
carriage operations by way of inclusion of new routes
for operation by both the State Transport
Undertakings i.e. K.T.C. and K.S.R.T.C., and for
enhancement of quota of goods carriage permits.

(f) Grant of Temporary Permits to the STUs by the
State Transport Authority (STA) of the Home State
for operation of services during various fairs and
festival, peak season (summer special), weekends as
indicated in various Inter–State Reciprocal
Transport Agreements between the States of
Karnataka and Goa and for the routes decided
mutually by the STUs on special occasions may be
considered as deemed countersignature of the STA
of the neighbouring State and such permits will be
valid for operation on the portion of the Inter–State
route lying in the reciprocating State.
(e) The State Transport Authority of the Home
State shall be competent to extend the validity of
Stage Carriage Permits granted by it to the STUs for
the portion of the Inter–State route lying in the
reciprocating State under intimation to the State
Transport Authority of the reciprocating State and
such extension shall for all purposes be deemed to
be the countersignature granted by the State
Transport Authority of the reciprocating State. The
State Transport Authority of the reciprocating State,
shall, however, in respect of such extension be
competent to take action relating to its revocation
and suspension as it would have been competent to
take, had a countersignature been actually granted
by it but for the provisions herein stated.
(d) In case any violation under the Motor Vehicles
Act only is observed by the Transport Authorities of
the neighbouring State in respect of the Buses
operated by the STUs of both the States, the
Checking Authorities shall issue a Check Report for
the violations and allow the buses to continue
operation without detaining them in view of M. V.
Tax exemption. The STUs upon receipt of such Check
Report shall take action to comply with the Check
Report as per the provisions of law.

(f) The State Transport Undertakings of both the
States would operate services during weekends
(Friday to Monday) every weekend to cater to the
needs of the travelling public on the routes as shown
in Schedule-VI.
2. Exemption of MV tax for Tourism Development
Corporation Buses.— At present as the Goa Tourism
Development Corporation does not have enough
buses, therefore, though State of Goa agrees in
principle, the subject matter would be taken up
later, once Goa Tourism Development Corporation
has enough number of buses.
3. Enhancing quota for Goods Carriages.—It is
agreed to enhance the quota for Goods Carriage
Permits by another 1000 for each State, so as to fix
the total quota of 3500 permits to be earmarked to
both the States.
4. Enhancing the quota for Motor Cabs.— It is
agreed to enhance the quota of Motor Cab Permits
by another 100 for each State, so as to fix the total
quota of 300 permits by each State on single point
tax basis.
5. General.— (a) The Karnataka State Road
Transport Corporation, Bengaluru and Kadamba
Transport Corporation, Panaji, shall be the
co-ordinators for the STUs of Karnataka and Goa,
respectively, with regard to the Inter–State
operations and related matters between the States
of Karnataka and Goa.
(b) In the event more number of Buses are to be
operated exceeding the provisions for fairs and
festivals/peak season etc., and/or for any other
occasion like Ganesh Chaturthi, Independence Day,
Christmas, New Year, Carnival at Goa, St. Francis
Xavier Feast, Mahamastakabhisheka, Kumbhamela,
Religious Gatherings, various Festivals and Sports
Meet etc., the STUs of both the States may be
permitted to operate additional services on mutual
Agreement on single point tax basis. The details of
routes, number of round trips, number of buses to be
operated and the duration of operation may be
decided by the STUs of both States. The additional
services may be operated after obtaining temporary
permits from the concerned Transport Authorities
of the Home State.
(c) The replacement of a vehicle by another
vehicle may be noted in the countersignature slip
by the Home State Authorities and intimation sent
to the State Transport Authority of the reciprocating
State mentioning the Registration mark and seating
capacity of the vehicles only in case of breakdowns,
by way of accidents, replacement of old vehicle by
new vehicle and scrapping.
