HISTORICAL PERSPECTIVE
Following the 1996 Belgian “Dutroux Affair”
(a series of rapes, killings, and kidnappings of 6 young girls),
Belgian Prime Minister Dehaene visited the U.S.-based National
Center for Missing & Exploited Children
(NCMEC).
When the Prime Minister asked for assistance in establishing
similar resources in his country, then NCMEC President,
Ernie Allen, told him:
“You don’t need an American solution to this problem - you need
a Belgian solution. But we will help.”
It quickly became evident that many other countries sought
solutions to this internationally shared problem, but lacked the
necessary technical resources, training, and support.
The International Centre for Missing & Exploited Children was
formally launched in 1999 to empower and equip the global
community to protect children from abduction, sexual abuse,
and exploitation through:

for governments, policymakers, law enforcement,
prosecutors, industry, civil society, and others
worldwide
Examples of ICMEC’s Global Programs & Services
RESEARCH
ICMEC’s research arm, the Koons Family Institute on International Law and
Policy, has published 28 independent research publications that have become
essential resources for practitioners, families, academics, and policymakers across
the globe.
TECHNICAL ASSISTANCE
With nearly 90% of the U.S. payments industry’s support, the Financial Coalition
Against Child Pornography (FCACP) has virtually eradicated mainstream credit
card and other payment options for the criminals who sell these images and videos.
TECHNOLOGY
ICMEC’s ProjectVIC network, enabled by Microsoft’s PhotoDNA technology, as
well as Exposé F1 video technology, disrupts the ability of predators to use the
Internet to exploit children.
TRAINING
Working with INTERPOL and Microsoft, ICMEC has trained over 6,000 law
enforcement officers in 122 countries and now has a worldwide cadre of experts
experienced in identifying and responding to crimes against children.
