First, thanks to your response, we were successful in defeating the proposed tax on your electric bill to pay for a private electric rental car program. Second, Indianapolis Power and Light is asking for a rate increase on your electric bill to pay for their cost and other expenses. At a minimum, your bill could increase by 50% if this is approved. If you are concerned about the increase as I am, contact the Indiana Office of Utility Consumer Counselor by mail at 115 W. Washington St., Suite 1500S, Indianapolis, IN 46204, by email at uccinfo@oucc.in.gov or by phone at 1-888-441-2494 by April 6, 2015. Third, an estimated 350,000 uninsured Hoosiers will now have access to health care coverage, thanks to approval of the HIP 2.0 health care program. Eligible Hoosiers can enroll immediately for coverage under HIP 2.0 as Indiana becomes the 28th state, plus the District of Columbia, to expand coverage under the Affordable Care Act. The expansion will be paid for with 100 percent federal funds through 2016, and 90 percent thereafter. I have included more information on HIP 2.0 on the other side of this postcard. Can I afford coverage? CHERRISH PRYOR THE NEW HEALTHY INDIANA PLAN HIP 2.0 is the new Healthy Indiana Plan to replace traditional Medicaid for non-disabled adults ages 19-64 with income below 138% of the Federal Poverty Level (FPL). There are two levels of coverage in HIP 2.0: HIP Plus and HIP Basic. Each covers medical expenses such as doctor visits, hospital care, therapies, medications, prescriptions and medical equipment. HIP Plus – unlike HIP Basic – also covers vision and dental care. Both levels of HIP 2.0 cover maternity services with no cost-sharing for the duration of pregnancy. All HIP 2.0 plans include a Personal Wellness and Responsibility (POWER) account to help pay for the first $2,500 of covered medical expenses. The state will pay most of this amount. Members are required to make a small contribution each month equal to approximately POWER Account 2% of their monthly income. These contributions can be paid Contribution Range by the member’s employer or a nonprofit organization. Making your POWER Account contributions on time = Better benefits and predictable costs Not making your POWER Account contributions on time = Possible removal from the program with a re-enrollment lockout period or a reduction to the HIP Basic program where members must make copayments for services Single Individual $1 1 $27 Family of 4 $1 1 $55 What if I have coverage on the federal marketplace? Hoosiers with incomes between 100 and 138 percent of the federal poverty level are likely now eligible for health insurance through Indiana’s HIP Plus program and need to take immediate action to avoid a potential tax penalty. Most of the Hoosiers in this income range are no longer eligible for federal tax credits or cost-sharing reductions that help make plans purchased on the Health Insurance Marketplace affordable. These persons should be receiving information from the state with instructions for “reporting a life change” within their account on the federal marketplace. How do I apply?
