Utah’s 2015 legislative session concludes. Bill Barnes of Intermountain’s Government Relations office provides the following update at the conclusion of the 2015 Utah legislative session: The 2015 session ended on March 12, and the big issue for healthcare was what to do, if anything, about Medicaid expansion. The governor, the House, and the Senate were not able to come to an agreement about how to expand Medicaid to serve the lowerincome residents of the state, and no bill passed both houses. The governor and legislative leadership announced a plan to keep working on the issue, with the hope Intermountain Trustee | March 2015 file:///Volumes/revolver/Brian Kearney Inc/2009 Intermountain iss... that they can come to an agreement and have a summer special legislative session to deal with it. The governor is still expressing confidence that they will come up with an agreement to expand Medicaid “in some form.” 2 of 8 Also on Medicaid: SB 98, by Sen. Stuart Adams, establishes a framework for state budgeting and appropriations for Utah’s Medicaid Accountable Care Organizations. If you would like more information about any of the issues discussed in the legislative session, you can always go to the legislature’s website at www.le.utah.gov. Trustees with questions about these or other issues may contact Bill Barnes at bill.barnes@imail.org. Trustees are also invited to subscribe to the Intermountain Health Policy Network. Intermountain is an active voice in the national and international conversation about transforming healthcare. Recently, Joe Mott, Intermountain’s Vice President of Healthcare Transformation, published an article in Intermountain’s blog network that posed the question, “Should healthcare organizations transform?” (Click here to read the blog post.) He said any organization that’s unsure about the question should look at its mission statement. “Why does your organization exist? After spending an afternoon pondering that question, the direction you should pursue should be readily apparent,” Mott said. “But from comments I’ve heard from executives across the country, not everyone has yet spent an afternoon considering their mission.” Once an organization decides to transform, they must do it in the right way. “Real transformation is about fundamental change,” said Mott. “It’s not incremental and it’s not subtle. It’s big. . . . It will take a fundamental change in how we approach the delivery of healthcare with a true commitment to value for those we serve.” Visit the online Trustee Resource Center.
