LEE Business Manager MIKE MATHIS Vice President Brothers and Sisters Brothers and Sisters: Over the past couple of months your staff has gone through some changes, our Business Manager Raul Garcia Jr., retired on March 31, 2015, and on February 27, 2015, I was appointed to fulfill the unexpired term of Business Manager, effective April 1, 2015. Sister Rosario Chavez, our new Business Representative is also our new Treasurer and Raul Garcia III , was appointed as our district One Executive Board Member at Large. It is with great pride that I have accepted fulfilling the office of Business Manager and as many of you should know, I will not take the job or its duties lightly. With the help of our membership, the staff and the Business Representatives we will continue to move our local to the next level. Our continued goals are to increase our membership and signatory contractors, to have better membership involvement, both politically and at our district and semi-annual membership meetings. We are also looking into ways to better serve you, the members who make everything we stand for, possible. In the not too far future we should see some changes to the way our members can pay dues, check on job postings for open or needed equipment operators. This will encompass stationary, crane, aggregate and construction contractors. We are also looking into the possibilities of having O.E. Local 428 Id’s which will have a way of notating what a member can confidently operate and it will proudly display that you are a member of Local 428. I would like to thank everyone that attended the Semi-Annual meeting. I encourage every member to attend all meetings. The nominations and elections for the Advisory Board will be held in June at all District Membership meetings. We have been doing job visits all over the state, from Willcox and Morenci, Yuma to Bullhead and Gray Mountain to Springerville, as well as the Mines and everywhere in between. We have had several grievances with Cemex and also with First Transit Group. We have taken care of most of the First Transit issues, but there is still an ongoing issue with a supervisor. With Cemex we have the Bullhead arbitration we are waiting on a decision from the Arbitrator. We are dealing with the Yuma contract interpretation issue and have settled most of the other problems to date. We have completed the Vulcan/Cemex hot plant “Memorandum of Understanding”. Vulcan took all the Hot Plants from Cemex in exchange for all the concrete plants in Southern California. We have also finished the Memorandum of Understanding for the buy-out of Staker Parsons properties by Vulcan. We have also completed several contracts. Cemex Prescott/Camp Verde, N.P.L., S.A.P.A., and Contractors West have all ratified with good contracts. We have upcoming negotiations with Veolia North and South and also with Torrent Resources. I would like to thank all of our retired members for their service and loyalty. With Loyalty and Respect, Work is picking up with a lot of smaller projects and some large projects on the horizon. No current news on upcoming pipeline projects in AZ. Our pension and health & welfare plans are doing well. Our current out of work list is fluctuating between one hundred and one hundred fifty. We have had some recent discussions with our International Representative regarding organizing new contractors in Arizona which went very well. We will keep you posted as time goes on. So far we are continuing to work very well with two Business Representatives (Mike Mathis and Rosa Chavez), two Secretaries (Annette and Sandy). We are working closer than ever to make sure that we all stay informed and up to date with what is going on, which can be good and sometimes, bad. We are continuing to enforce the contracts we currently have been negotiating and ratifying expiring contracts, making job visits and settling issues before they become problems. As many of you know, you don’t have to go far to find issues or problems, it is the resolving that is sometimes a challenge to figure out. Nonetheless, your staff is working hard and diligently to get the work expected of us completed. Sure, we will have some ups and downs, but it is our commitment to doing what is right that counts. As time goes on and work continues to pick up, we are committed to fix what is known to be broken, teach those who need training, be the voice of those who are quiet and be the strength of many. Please remember to keep your certifications and work history up to date, get involved, and look out for one another while on and off the job. Stay safe and always……..”Be United”. Being on the Advisory Board is a great start for those who want to get involved and learn about our Local. You must be a member in good standing. Thank you Jay Stevens – Administrator John Jordan - Coordinator Engineers News Report 2 REPORT FROM THE BUSINESS REPRESENTATIVE ROSA CHAVEZ Business Representative Brothers and Sisters: First and foremost! THANK YOU, to all the members that attended the March 29th Semi-Annual Membership meeting, It was nice talking to all of you and we appreciate your involvement. Some of my recent training included my attendance of the “New Business Representative Training Class” that was held in Sacramento, California. It was a two day class which was valuable training. Further training included a three day MSHA Training course and I am now officially a new miner and can visit the mines. We have been busy in contract negotiations with SAPA Extrusion and Contractors West. Both Contracts have been ratified by the members. We have also been working at resolving an ongoing issue with Doublejack with the mini excavator. We attended a pre-job with White Construction who will be installing wind turbines in the Willcox area. There is currently an issue with A & K Utility and Signal that we are working on resolving as well. I have met many of our members while out on job visits with Pulice, First Transit Group, Nesbitt, Torrent Resources, and Combs Construction and it has been a pleasure meeting all of you. I have also enjoyed meeting and speaking with many of you who have attended your district membership meetings. Please continue to attend. *NEW STEWARD* Brother Thomas Lundy has been appointed as job Steward to represent our local union at Cemex , located in Prescott Valley, Arizona. Brother Lundy was initiated into the Operating Engineers Local 428 on December 17, 2004. His qualifications include: 966-980-988 Front End Loaders – Cat Excavators – Forklifts – Man lifts – Cat 769 Haul Trucks –Cranes and Booms. Brother Lundy was born in Phoenix, Arizona on March 4, 1962. Brother Lundy is married to Becky Lundy and they are the proud parents of two children, Stephanie Lundy and Stacy Lundy. Thomas enjoys spending time; Hunting, Quads, Sand Rails, Camping and Shooting. We extend our thanks and appreciation to our Union brother for his continuous service and commitment to Local Union 428.
