Letter from the Race Director On behalf of the race committee, welcome to the 38th annual Joe Martin Stage Race. For those who are first time participants, we want to thank you for making the trip. We’re excited that this is our 38th consecutive year as an amateur event; 13th consecutive year to be part of the National Race Calendar and our first year on the UCI America Tour calendar. The Joe Martin Stage Race has been and continues to be successful because of your support as teams and individuals. We feel very fortunate to once again have some of the top cyclists not only from across the USA, but from around the world competing in Northwest Arkansas. The goal of the Joe Martin Stage Race is to bring a nationally and internationally competitive field of cyclists to our area and to expose our community to an exciting, colorful sport. I encourage you to enjoy some of the local flavor, get to know our residents, and take in some of the beautiful countryside as you’re rolling past. Joe Martin Stage Race is held under USAC permit #2015-1002. All 2015 USAC rules are in effect and the USAC scale of penalties shall apply. 2. Valid and current USAC license must be presented at registration. 3. Events will be held rain or shine. 4. Helmets must be worn at all times while riding a bike. 5. Racers must successfully complete each stage in order to continue to the next stage. 6. Sign-in is mandatory for the road race and criterium. It will open one hour before race start and close 15 minutes before departure. Sign-in will be located near the start area for each race. Please inform the officials if you will not be starting a stage. 7. All numbers supplied by the promoter must be used. No folding or cutting of numbers is allowed. See example at registration for specific placement. 8. Bib numbers (two will be provided) should be placed on each side of the jersey back with the bottom edge of each number aligned with the jersey side seam. Do not place them over jersey pockets (American style placement). 9. Frame numbers may be placed within the main triangle (preferred) or behind the seatpost. 10. NOTE: 4H7. Numbers and Frameplates: (a) Number or frameplate altered, mutilated, badly positioned, or covered (this includes obscured by long hair or other garment) at the finish: First offense: $20 fine, Second offense: $35 fine, Third offense: Disqualification (b) Rider abandoning the race without returning the race number and informing the officials: $35 fine 11. Riders abandoning a stage must turn in their race number to the officials. We want to account for every rider. This speeds the results process for everyone. Please do your part! 12. After completing your races, please do not congregate at the finish line. Do not go backwards on the course or re-cross the finish line. 13. All stages will have officials on the race courses and at the finish lines. 14. State, county and city law enforcement will provide support on all stages. 15. Central EMS will be staged at the finish lines. Trained personnel will staff the medical tent at each staging area and the Vendor Expo area on Sunday during the Criterium. Individual start times will be pre-assigned at the close of online registration and will be posted on the event website, packet pickup at The Chancellor Hotel (70 East Ave, Fayetteville, AR 72701) and at the staging area of the Time Trial and Devil’s Den. 30-second interval start times based upon “time of day”. 2. Race officials and volunteers will be posted along the Time Trial course. Road Stage: 1. The center line rule will be strictly enforced for all USAC categories. We take your safety seriously. You should, too! 2. There will be corner marshals at all intersections on the courses. Ultimately, it is the riders’ responsibility to know each course! 3. Wheel vehicles will be provided for each category. Wheels in, wheels out. Wheels can be picked up at the finish area after the race. The Joe Martin Stage Race is not responsible for wheels and equipment left at the drop-off area 30 minutes after they are deposited. Wheels and equipment that have not been collected will be moved to The Chancellor Hotel (70 East Ave, Fayetteville, AR 72701) once finish line teardown is complete. 7 USAC Stage Race Time Trial, Road Race, Criterium Criterium: 1. Neutral wheel support will be provided by Shimano Neutral Support. Wheels in, wheels out will also be allowed. 2. Shimano neutral pits located just past first turn from start/finish line and after the sixth turn following the long downhill section. 3. Due to limited wheel support area, please remove wheels immediately after your race finishes. The Joe Martin Stage Race is not responsible for wheels and equipment left in the service areas 30 minutes after a race has ended. Timing and Classification: 1. Individual riders’ general classifications will be calculated by summing that rider’s time in all individual stages, taking into account any time bonuses and/or penalties. In cases where two or more riders are tied in their final general classifications, their order will be determined by adding the fractions of a second from the individual Time Trial back into the total time. If this does not resolve the tie, the next method is adding their places obtained in each stage. If this does not suffice to break the tie, ties will be broken by place in the Criterium. 2. TIME CUTS: no time cuts will be enforced on either the time trial or road race for USAC amateur categories. 3. Friday and Saturday results will be posted at the start of each race, The Chancellor Hotel (70 East Ave, Fayetteville, AR 72701) and adjacent to the podium at the Criterium on Sunday. Unofficial results will be both sent by email and/or text to riders. Results will also be posted to the event web site after each stage. 4. Riders must complete 50% of the Criterium to be placed. Riders not completing 50% will be considered DNF for the stage and overall. Riders completing 50% or more who are pulled by the Chief Referee or designee will receive a pro-rated calculated finish time based upon the assumption the riders will continue to race at a slower speed. Riders about to be lapped in the Criterium will be pulled at the finish line by the officials and if applicable riders will be given a pro-rated time. 5. GC Time bonuses will be awarded in the Road Race and Criterium only. No bonus times will be awarded in the Time Trial. a. Road stage: Top 3 finishers: 10, 6 and 4 seconds, respectively b. Criterium: Top 3 finishers: 10, 6 and 4 seconds, respectively. Juniors Information: 1. All juniors must use junior gearing. Blocked gears are permitted. 2. Roll outs will be performed for all junior riders prior to the start of some stages (see below). 3. Additionally, the top 3 junior finishers of these stages are subject to verification after the stage finish. a. Thursday Time Trial – roll out for all juniors will occur approximately 15 minutes before the rider’s appointed time in the start area. Please allow sufficient time for the start. b. Friday and Saturday Road Races – roll out for all juniors will occur 1 hour before the start of the rider’s race, near sign-in. c. There will be two feed zones on the 23-mile loop, but the first zone (mile 11) is for the exclusive use of Pro Men, Elite Men and Pro Women. The second zone (mile 28.7) will support all categories, and will offer neutral feed with PowerGels and water. Feed zones will be clearly marked. 2.
