Commissioner, Kathua Subject: Border festival on 9th April 2015 at Sports Stadium, Hiranagar Sub-Division Border Festival will be organised on 9th April 2015 to create awareness among masses about various departmental schemes, opportunities and skill development; with special focus on border tourism. All departments shall converge the festival with their lEC activities targets for the current year. B) Cultural Programme: Cultural Programme will be jolntlv Information department, CDPO Hiranagar and Lakhanpur-Sarthal Authority organised by Development C) Seating Arrangements: Asstt Commissioner Development will make arrangements for 500 Chairs, Deputy Director Employment to arrange mats with seating capacity of 500. Stage will be made by PWD with timber/sleepers to be provided by forest department. Tent / Canopy will be organised by District Employment & Counselling centre. Addl 1000 chairs will be arranged by employment department ~ ( D) Transportation: GM DIC will arrange 1 bus for staff, one truck each will be provided by PWD and Forest Department. POL expenses will be provided by CPO Kathua E) Tents: Tents for stalls will be provided by Army & Employment Department. Arrangement will be made for 50 stalls of various departments F) Tourism: CEO-LSDAwill liaise with Director, Tourism Department for a special stall of Tourism Department showing various schemes of department for tourism promotion; and highlighting the places of tourist attraction in Jammu G) Invitation : Addl Deputy Commissioner will depute a team for invitation of dignitaries. Chief Planning officer will ensure that officers/officials of all the departments are present on the occasion. Students from Govt Degree College and Govt Women Degree College Kathua shall also attend the festival. Principals of both the Colleges will sponsor one cultural item each for the event. Refreshment to the students of College shall be provided by Municipal Council Kathua. H) Arrangements at Venue: Under the supervision of SDM Hiranagar the arrangements at the venue shall be coordinated by BDO Marheen, BDO Hiranagar, BDO Barnoti and BDO Kathua. Any shortfall shall be personal responsibility of these officers/officials. Deputy Director Employment shall provide basic logistic support. Executive Engineer, EM & RE Division, Kathua shall ensure un-interrupted power supply during the border festival. I) Security : Sr Superintendent of Police shall make elaborate security arrangements well in advance keeping in view the sensitive situation along international border. The security shall be in place w.e.f 8th April 2015 at 1600 Hrs. On the day of border festival the area shall be properly sanitised. Addl Deputy Commissionershall depute 4 Executive Magistrates at the venue. J) Fire Tender: Asstt Director Fire Services shall depute one fire tender on the venue K) Health & First Aid: Chief Medical Officer shall depute two ambulances at venue and establish a First Aid Centre at a prominent place indicating the names and contact number of doctors. L) Drinking Water: XEN PHEshall depute one Water Tanker and provide sufficient number of glasses for drinking water for public M) Sanitation: CEO Municipal Council, Kathua, EO MC Nagri and EO Me Hiranagar shall respectively depute 10, 5 and 5 Safai karamcharis to ensure sanitation on the venue & the adjoining area whose names shall be conveyed to SDM Hiranagar and their attendance shall be marked by Tehsildar Marheen Mr. Ram Pal Sharma N) Stalls of Industries: GM DIC Kathua shall coordinate with local industries and ensure display of stalls by these industries indicating their working, contribution towards economy and products manufactured. 0) Publicity: District Information Officer, Kathua, shall extend open invitation through print and electronic media. A press conference shall be organised at Kathua on 6th April 2015 at 4PM. P) PA System: PA System shall be arranged by District Information Officer, Kathua Q) Judgement: Best three stall shall be awarded momentous& shall be arranged by DYSSO Kathua. The committee for judging the best stalls shall be comprised of Principal GDC Kathua, Principal Govt College Hiranagar and Asstt. Director P&S Kathua. R) Seating for VVIP/Officers: XEN PWD Kathua, XE RTIC, XEN PMGSYshall arrange sofas and chairs for 100 persons. SDM Hiranagar will coordinate & will make necessarysitting arrangements. S) Decoration: Floriculture Department shall decorate the dais, stage and front seating row. T) Regional Transport Officer, Kathua will aware the general public regarding traffic rules to be followed during driving of vehicles for self/public safety. U) Assistant Grading and Marketing Officer, Kathua:- Regarding highlighting the schemes and aware the public that how they can get maximum benefit by sale of their local crops and products of the area. V) District Drug Control Officer, Kathua:- Regarding highlighting the schemes of the Drug Control Department and educating the public about the formalities for acquiring licenses by the Drug Control Officer, Kathua. W) District Officer, KVIB, Kathua:- Regarding displaying the products/items being manufactures by the unit holder under Khadi & Village Industries Board. X) District Manager NABARD, Kathua:- Regarding the lecture on banker's role in the overall development of the country and also for making arrangements for nukkad mandlies to create awareness among the unemployed youths about various employment schemes by presenting different skits. Y) Lead Bank Officer, Kathua/ Assistant Vice President, Bank/Director R-SETI, Kathua will highlight the various different banks given to the public for advancing loans for industrial as well as non-industrial units by the un-employed general. Jammu & Kashmir schemes/benefits of the establishment of youths and public in Z) District Officer, JKEDA, Kathua will aware the public regarding the importance in the use of Solar power system in view of scarcity of electric power. All the departments shall put in their best efforts for making the "Border Festival" a great success.
