Page 4 NO HOLDS BARRED By M.A. SADANAND A MOOING STORY Northumbria, near Newcastle (England), played host last Sunday to a live cowboy shot starring a platoon of armed policemen and spectators awestruck by the beautiful ‘Bessie’, a brown cow grazing in a farm after her two fellow runaway companions were chased away and recovered by stone-age bystanders. Unconcerned by all the noise and revolt that the spectacle of a quiet meal produced in the two legged creatures around her, Bessie, who had jumped the fence of her farm earlier (spooked by some people walking dogs nearby), was quietly chewing at the lush grass along a field adjoining a highway, probably thanking James Cameron for such free meals to cows, And blessing the Prime Minister by letting out a full throttled moo as grateful acknowledgement to 10, Downing Street. Northumbrian policemen seem to suffer from a scarcity of excitement from the looks of it, as they turned what was a routine scene in India of three cows or more per km of highway chewing cud peacefully on the medians, into a thriller film police chase by using 15 armed vehicles, five snipers in full gear and a helicopter to give chase to the three wretched bovines which were considered a ‘serious risk’ to the motorists and public. In Bessie’s understanding of English, a leafy repast is the universal food of all living beings, man or animal. She would’ve been astonished to know that she was considered as ‘dangerous to public’, and must have wondered why all the bobbies and miscellaneous morons were raising hell at her for just chewing a few cuds! Anyway, the dozens of garrulous chasers, after an adrenaline spiking three-hour cow chase, the closing of several highways and extensive use of armed constabulary, seemed to have imagined that the ISI in bovine form had sprouted on a patch of grassy land, and shot dead the poor, innocent Bessie who must have been thinking that the free meal was in honour of the birth of the newest princess Charlotte! Wonder why no one thought of using the more practical and humane tranquilliser to capture the animal! When I read this piece of news in The Hindu recently, I was awestruck, wondering what these Northumbrian policemen would do if they came to India and encountered our wandering holy cows chewing cud on every other road, secure in the knowledge that in this holy land, before any motorist, THEY had the right of way! Alas, the unfortunate Bessie was shot dead by policemen who seem to have emerged from caves where they dwelt with their ancestors since the dawn of mankind. Yes, I emphasise MANKIND. On that note, Mumbai ought to be next year’s Nobel Peace Prize nominee for de-beefing Maharashtra! Tree branch falls across road Retired man maintains roof garden By Our Staff Reporter 72-year-old A. Helmets must for 2-wheeler riders from July 1 By Our Staff Reporter Two-wheeler riders in Tamil Nadu must wear helmets from July 1 or risk impounding of their driving license, according to a Madras High Court order. Observing that it was disheartening to note that a number of precious lives are lost due to non-wearing of protective headgear as mandated under Section 129 of Motor Vehicles Act 1988, the High Court made it clear that wearing of helmets by twowheeler riders is a must and documents including driving license must be impounded in case of failure to do so. Justice N. Kirubakaran directed the Central Government, besides the Secretary, Surface Transport Ministry, to direct all States to monitor the compulsory wearing of helmets and take action. The judge, who allowed a civil miscellaneous appeal, directed the Home Secretary and the Director General of Police, Tamil Nadu, to announce through the media that wearing of helmet by two-wheeler riders is compulsory from July 1. Justice Kirubakaran said that neither the authorities act as per the statute nor follow directions issued in this regard. The order was passed by the judge while allowing an appeal filed by the legal heirs of N. Kumar, a building demolition Two police women riding a motorcycle without wearing helmets on Lake View Road, West Mambalam on June 9. work contractor, on May 2, 2011 who died in an accident while riding his two-wheeler. The Motor Accident Claims Tribunal awarded Rs. 12,23,100 towards compensation but, not satisfied, the legal heirs filed the appeal. Enhancing the compensation from Rs. 12.23 lakhs to Rs 20 lakhs, the judge directed authorities to inform the public through the media on or before June 18 that wearing of helmet by twowheeler riders is mandatory, adding, documents, including driving license, would be impounded in case of failure to do so. The judge said impounded documents should be released on showing the receipt of purchase of a helmet with ISI certificate. The court directed the Central Government to go into the details of the design of the helmets to provide clear visibility for the wearer. It further directed the Home Secretary and the Tamil Nadu DGP to instal CCTV cameras at important junctions and roads, including national highways, to monitor wearing of helmet by two-wheeler riders. Those who fail to wear helmets have to be issued notice and license cancelled after inquiry, it added.
