MARCH 24, 2015 Page 1 of 19 11.B.4 - CW ACTION Committee of the Whole Meeting Date: March 24, 2015 Submitted by: Chris Traini, P.Eng., County Engineer Subject: Regional Rideshare Program BACKGROUND: The City of London currently operates a car pool program within city limits and is looking to expand the program regionally. Staff from the city made a presentation to County Council in late February requesting funding for the program from Middlesex. A copy of the presentation is attached. ANALYSIS: The Regional Rideshare program is essentially a web application that allows for people to submit their daily travel routine and find others that follow the same or similar route so that they can carpool. This program appeals to those wanting to lessen their environmental ‘footprint’ by sharing rides, and also to those who may not have access to a vehicle. From a Middlesex County perspective this may address a need for those residents who need to travel to and from work but have no or limited access to a vehicle. Several programs such as a regional taxi service and bus services have had very limited success. The estimated costs of the Regional Rideshare (see below) may be a cost effective alternative to these previous programs. The cost of the Regional Rideshare program is proposed to be split among the partners on a per capita basis. The current estimated cost for the start-up and promotion of the program in 2015 for Middlesex County is $6,600. This cost may be reduced if other regional partners agree to participate prior to the launch of the program. Future commitment may be recommended as part of the 2016 budget process once evaluation of the program is reviewed later in the year.
