We managed to extend our existing committed fees to cover two additional months to the end of March 2015. At this time, given the current extended design schedule to the end of May 2015, we are proposing an additional fixed fee amount of $66,000 to provide continued project management services, using the same project team, in order to complete the design and tendering of the wastewater treatment plant. This price assumes that the design phase of this project will be completed in May 2015 and the tendering phase in June 2015. This fee also includes continued government relations support from Ryan Kelahear on the project funding front. We have provided a breakdown of this fee for your consideration and hourly rates for personnel if additional scope of work is required. This fee is exclusive of HST and disbursements. We propose a fixed disbursement amount of $3,960 excluding HST that includes mileage, long-distance telephone calls, cell phone charges, and reproduction and delivery of information, drawings, specifications, and other related costs. The above fees include the management of all design work from April to the end of June 2015. Below is a detailed list of our scope of services: 1. Provide ongoing project management representation to the Nation Municipality 2. Provide leadership and advice to The Nation with respect to quality, schedule and costs during the design stage 3. Manage project costs and update the project Cost Control Log and Financial Model, in coordination with The Nation 4. Manage project timelines and provide regular updates to the master project schedule 5. Lead the design for conformity with the agreed project requirements and budget, and administer design changes as required 6. Continued review of design at each design submission for conformance with the Nation’s requirements and good design & construction practice. 7. Review of construction cost estimates 8. Evaluate and suggest alternatives, and assist The Nation to decide between them to best meet scope, time, quality and cost goals as required 10. Identify the impact (time, quality, cost) of proposed changes to The Nation so that they may make well-informed decisions whether or not to proceed with the proposed changes. 11. Assist with MOE, SNCA, MTO, Township of Russell, City of Ottawa and other required approvals from authorities having jurisdictions 12. Coordinate the procurement of utilities for the new wastewater treatment plant 13. Assist the Nation with development agreements, and attendance to meetings as required 14. Assist the Nation with land purchases and easement agreements, and attendance to meetings as required. 15. Organize meetings with politicians and government staff, and provide strategic advice to The Nation with respect to government funding; 16. Prepare funding presentations and funding applications, as required 17. Chair Monthly project team meetings, and produce minutes 18. Attend design meetings 19. Manage specialist consultants retained by The Nation during the design stage. 20. Review invoices of prime consultant, specialty consultants and other suppliers in relation to their scope and provide recommendation to The Nation for payment 21. Prepare monthly project status reports for the Nation 22. Identify milestone dates when Nation decisions and approvals are required. 23. Update risk management plan risk registry, identify the impact of potential risks to the Nation 24. Conduct the General Contractor Prequalification 25. Review the Construction Administration proposal from Parsons for the construction phase It is anticipated that the construction of the wastewater treatment plant will occur from July 2015 to November 2016. Upon satisfactory performance in the design phase, MHPM will submit a proposal for the construction and closeout phase in order to provide a seamless project management solution from inception to completion. MHPM Project Managers Inc. Proposition pour la Municipalité de La Nation – Mars 2015 3 MHPM Project Team Alain Grégoire, P.Eng, PMP, is the proposed Director responsible for ensuring adequate resourcing is available to support Luc. Alain will provide overall quality control of MHPM deliverables. Alain draws upon over 19 years of project management and municipal engineering experience in delivering major infrastructure projects for public and private sector clients. Since 1994, Alain has accumulated a wealth of experience on a variety of municipal projects. Alain has managed multi-disciplinary design and inspection teams; prepared serviceability studies, master plans, preliminary/detail design, and contract documents; and has overseen the provision of construction and operational services. Luc Fréchette, M.Eng, P.Eng, PMP, is the proposed Senior Project Manager and will be the single point of contact throughout the project. Luc will work with The Nation to execute the scope of work outlined in this proposal. Luc has over 20 years of project management experience in the construction industry. Luc specializes in site development and overall construction. Luc has been directly responsible for the management of numerous large-scale mixed-use commercial development projects throughout eastern Canada, including roads, parking lots, underground parking garages, retail stores, banks, restaurants and multi-level office buildings. He also has extensive toad and building construction experience as a geotechnical and materials engineer. Additionally, Luc has worked on wood-frame housing and multistorey condo construction in the residential sector. Bala Araniyasundaran, P.Eng, PMP, is the proposed Technical Advisor on this project and will provide technical review of the design. Bala has 26 years of experience in the water and wastewater sector in Ontario, including 11 years in consulting, 11 years in project/program management for municipalities and 4 years in plant operations. Ryan Kelahear will continue to provide government relations strategic advice to The Nation. He will work with Don Boudria to communicate with government staff and politicians and facilitate meetings. Ryan has many years experience with Hill+Knowlton, a leading public and government relations firm in Canada, as well as having worked with various government offices and politicians. An assistant project manager will be assigned to the project to complete administrative tasks and provide assistance to the above listed project team. Other internal MHPM experts will be used as required MHPM Project Managers Inc. Proposition pour la Municipalité de La Nation – Mars 2015 4 Billing Invoices will be submitted monthly, with payment due net 30 days from the date of invoice. Interest is applicable and payable at a rate of 2% per month on overdue accounts.
