NETHER WHITACRE PARISH COUNCIL Minutes of Council Meeting held at Nether Whitacre Church Hall (Tin Hut) On Monday 20th April 2015 following the Annual Parish Meeting ATTENDANCE Chairman K Woodward, Councillors Hemphill, Rumble, Godwin, Mrs. J. Pickworth, Mrs. V. Wright and the Clerk Mrs. B. Woollaston. APOLOGIES Cllr P Wright DECLARATIONS OF INTEREST Chairman K Woodward declared an interest in the planning application for White Acres as he is employed to do the building work MINUTES Minutes of the Council meeting held on Monday 16th March 2015 having been circulated prior to the meeting, were approved and signed. MATTERS ARISING FROM THE MINUTES It was confirmed that no one is allowed to plant trees on the highway as it falls back to Highways to maintain them when people leave. They are grateful to farmers who cut hedges back to increase visibility at junctions. EA have confirmed that there is no contamination of the ditch from the Cedars. They did find some contamination and traced it back to a property in Deep lane who have scraped back soil to build an agricultural barn and deposits have gone into the ditch. Owner advised to drop a bale of straw into the ditch to catch the deposits. Reddings lane not investigated yet as they do not consider it a priority as it does not run into the Bourne River , they plan to look into the matter in the near future and will report back to the clerk. Both phone kiosks are available – do we want both – to be discussed at next meeting after clerk establishes that they are not grade II listed. The matter of the private use only of the equestrian field on Botts Green Lane is still to be established. Clerk has contacted planning twice with no response. A telephone call is to be made by the clerk to chase. It is believed that a Luton van is being lived in at the old substation on Halloughton Grange Lane – clerk to notify planning. Matthew Williams from Warwickshire County Council confirmed that he has spoken to the agent of Boomerang Plastics and a planning application is expected to be submitted middle of May. Correspondence – 20th April 2015 North Warwickshire Borough Council – Quote for Grounds Maintenance Services 2015/16 and 2016/17. Increase from £1214.59 to 1258.55. Do we want a 2 year agreement to fix price? Do we want to pay £279.76 for sweep and litterpick bus stop? IT WAS AGREED TO WITHDRAW THE BUS STOP FROM THE QUOTE AS LICENCEE FROM THE SWAN HAS AGREED TO MAINTAIN IT. REVISED QUOTE OF £978.79 TO BE ACCEPTED FOR A TWO YEAR CONTRACT WHICH WILL FIX THE PRICE FOR TWO YEARS. Warwickshire County Council – Temporary Closure of D438 Hoggrills End Lane, commencing 27th April, anticipated finish 28th April. Tree cutting around power lines. Network Rail – Reported rotten step on railway footbridge Station Road. Confirmation that the communities team are dealing with the report. Clerk to contact Marina Kirchem of Warwickshire County Council who will have contacts in Network Rail and can speed up the repair. Traffic & Safety, Warwickshire County Council – a) Confirmation that it is difficult to restrict the movement of HGVs as they are permitted to use any classification of road for access and deliveries unless there is a structural weight limit. b) Suggested contacting Bloor homes regarding the visability problems when exiting Reddings Lane. North Warwickshire Borough Council, Planning – a) response to enquiry regarding mobile home, rear of 220 Station Road. Can be sold on as a separate property. b) response to question of opening additional access to village hall car park. Warwickshire County Council – Tony Burrows , Highway Control Engineer – Highways response to opening up the old village hall access. (copies of both have been passed to Steve Smith for him to follow up) Awards for All – Confirmation of receipt of application, Unique reference no:10258645. Assessment to start shortly. Warwickshire County Council – Response to letter registering our concerns on HS2 Walc Newsletter – a) advice on new transparency code. External audit to continue until 2017. At the same time a new transparency code has been introduced for parish councils with income less than £25k. From 1st May 2015 draft minutes are to be published on a website within a month of the meeting. An agenda to be put on the website – 3 clear days before the meeting – as full and informative as possible. From 1st July 2015 all items of income and expenditure above £100 to be on website. End of Year Accounts accompanied by a bank statement and reasons for any significant variances to budget also to be published. Asset register to be on website. Mike O’Brien is opposing the development, Marcus Jones has done a You Tube video commenting that local people need to be listened to. Current proposal not appropriate and no improvement to junctions would be sufficient to cope with the predicted volume of traffic. Rt. Hon, Eric Pickles, Secretary of state for communities and local government came to a meeting at Fillongley Hall. Residents had the opportunity to discuss the application and felt it was a success. Craig Tracey is keen to protect the green belt and has also lodged his objection. RIDLEY HOUSE - Planning are currently considering the amendments suggested for vehicle access. – Change of wording on application from opening up old access to New access. PLAYING FIELD Councillor Rumble submitted his report and advised that all is mowed and tidy. The goal mouth needs some top soil and grass seed. The neighbour said the ditch between his property and the playing field needed clearing. Maintenance was carried out once by the Parish Council when erecting a new fence but it is believed by councillors that the ditch belongs to the neighbour. Clerk to check with retired clerk as she will be familiar with the content of the deeds. Savings for the year have amounted to £3730 mainly due to £2040 Play area, £420 contingencies, £356 Insurance and £408 churchyard maintenance. The clerk presented the audit returns for authorisation. An internal audit was carried out 13th April 2015 with no problems. The figures were checked and signed off by the chairman. It protects Network Rail property and high pressure reduction. Gypsies have been a problem there before. Clerk to contact Network Rail. Car has gone through the fence and parts have been left on the EA site just before the lights on Coton Road when entering the village. Clerk to contact streetscape. Rubbish is still in ditches in forty Acre Lane. Clerk to contact streetscape. Village litter pick to be organised. Clerk to contact Mark Kennel to ask for black bags and associated items and drop to Councillor Rumble. Amanda Dowd requested items for the Patients Participation Group: Any developments with moving and parking with the additional houses and people in Coleshill needing access to an already stretched surgery and.. Disabled access automatic door is not working. It was agreed that the report for the Coleshill Post was no longer necessary since the website has all the minutes.
