The voting will take place in 768 centers which will be under the supervision of 738 election officers,” said Municipal Commissioner Dinesh Waghmare. Anita Kasabe, who complained to police about some of the police officers assaulting her, lives in the vicinity of Turbhe stores. Her 24 year son was reported to have been drunk and causing disturbance in KKR road in Turbhe MIDC area on Saturday. For which the police had been summoned to inspect and take charge. Once the police caught him and were going to take him into custody, Anita, in order to prevent them from doing so, confronted the police and started interfering while hitting several officers. Accordingly, the police summoned a female officer in order to solve the issue; however Kasabe started abusing them as well. During the commotion, she seemed to have lost her footing and fell down said the police team present at the scene. Kasabe’s story however differentiates from that of the police; she alleges that the officers present on duty harassed her and not the other way around. Due to her injury she has been admitted to a local hospital. It has not been appearing in the last two or three editions. All the efforts made during the last two elections to get it restored have proved futile! Whom shall one complain? A teacher in an Airoli school has not been getting her salary for the last over four years because of some discrepancy in records! She is fortunate in having her husband well employed. Otherwise, she would have starved! There are thousands of buildings in Mumbai and Navi Mumbai waiting to get NOC. No one is accepting responsibility for the delay in issuing them. All these are happening because of the callous attitude of the staffers. Our governments are amorphous bodies where individual employees remain anonymous. That helps them to shirk responsibility. All that is demanded of them is signing the attendance register; they are assured of their salary, increment, bonus and retirement benefits. But what about the public whom they are supposed to serve? Probably, that is the area where administrative reforms are needed first and foremost. To begin with, every person down to the level of a clerk or a peon should be assigned an identity number on the lines of the PAN number or the Adhaar number which remains unchanged irrespective of whether the person is transferred or promoted. Secondly, every employee should be made to carry his name and ID number on his lapel. He or she should also be made to display the same on his or her desk so that a visitor knows with whom he is dealing. With computerization almost complete to the village level, that must be possible. Such identification will make it possible to fix responsibility for every decision taken or bypassed. At the moment, it is not possible to pin point who committed the mischief of removing the photograph. With a proper identification system, it must be possible to know about the person who made or unmade a particular entry. Hopefully, that will bring some discipline among our public employees. In the first incident on Sunday night, constable Jamghare of Kharghar police station was passing Satyam Heritage society in Sector-10 Kharghar. He saw the watchman of the build- ing being assaulted by the accused Dipak Mohan Patil (28). As the quarrel was ranging, Jamghare intervened in an effort to find a settlement and establish peace but the accused was not willing. Instead set upon the constable and started assaulting him. And within minutes, he had fled from the spot leaving the constable wondering. Kharghar police then registered a complaint against Patil and arrested him on the charge of assaulting a government servant on duty. In the second incident on Monday afternoon, traffic constable Darshan Shankar Katke was on duty at Mahape.
