GC/MS must have mass range of at least 50 to 400 m/z and be
capable of up to 10,000 m/z per second @ 20 points per m/z
including the ability to acquire full-scan or Single Ion Monitoring (SIM)
data.

The GC column must be of Low-Thermal Mass (LTM).
The LTM-GC must be temperature programmable from 50°C to
300°C, with at least 300°C maximum temperature and a temperature
ramp rate of up to 90°C/min.
GC/MS must preferably accept multiple power source options,
including input voltage of 100–120/220–240 VAC, 50/60 Hz, and 15
A. It may also be powered by 24 VDC C (+/- 5%, 25 A, 600 W) via
external or battery source and provide a fuse protection (30 A
minimum).
GC/MS should preferably provide two non-coated inert electron
ionization (EI) sources for interchangeable ion volumes and to
facilitate rapid change out of ‘dirty source’.

GC/MS system must contain a completely integrated vacuum pump
system. GC/MS must NOT require external pumping or vacuum
modified devices.

GC/MS must be able to power up, pump down, and reach
appropriate temperature within 30 minutes of startup, as well as be
capable of warm up/pump down during transit.

GC/MS must be ruggedized for mobile applications(outside of a
laboratory), including integrated wire rope isolators. Must have
passed MIL-STD-810G, Method 514.6, Table 514.6C-II Category 4.

The GC/MS system must provide both an integrated split/split-less
standard injector port (SIP) and integrated universal sampling port
(USP) for plug and play samplers. External accessories will not be
accepted.
GC/MS must provide connection for external helium (He) gas cylinder
or Hydrogen (H2) generator.
The GC/MS should not utilize
proprietary carrier gas canisters.

GC/MS must utilize an on-board calibrant that is non-proprietary.

GC/MS system must preferably be able to condition one smart
sampler for re-use while desorbing samples from a second smart
sampler for analysis.

sample analysis.

Software should be capable of Sequential Full Scan/SIM acquisitions
to acquire full scan and SIM data in a single injection including
centroid or profile data acquisition with at least 15 samples/amu.

User interface should preferably offer a wizard to guide users through
a step-by-step interactive Q&A, enabling them to select the most
applicable test method for their application.

GC/MS system should operate using system software offering at
least 2 user-interfaces: Operator and Developer.
The GC/MS software must be supplied with both a simplified user
interface and advanced user interface. The simplified user interface
should be able to be learned within 8 hours of instruction and
should include a wizard for assistance in selecting the
appropriate test method. The advanced user interface will provide
the ability to develop custom libraries and methods, as well as provide
advanced programming for the simplified user interface. Both
interfaces will have security level access through password coded
protection.
The system must accept solid, liquid, and vapor samples via a
complete suite of sample introduction tools. The sampling tools
must include options for both prepared and native samples.
The GC/MS must be compatible with a number of optional sample
introduction tools including: manual syringe injections, auto-sampler
injections, manual headspace syringe, solid phase micro extraction
(“SPME”) fibers, air sampling adaptor for 24/7 sampling lines,
handheld vapor sampler, purge and trap accessory, and the Prep-less
Sample Introduction Probe (PSI-Probe). Each sampling method will
be initiated by automated software and/or manual methods.

The Universal Sampling Port (USP) should preferably be compatible
with the following Plug and Play samplers for sample introduction:

(a)
GC/MS system should include a sampling adaptor for
24/7 direct air intake through a sampling line. This adaptor will
plug directly into the USP. No sample preparation should be
required.
(b)
GC/MS system should be able accept vapor samples
collected by the optional smart sampler accessory. The smart
sampler plugs directly into the USP. No sample preparation
should be required.
(c)
GC/MS system should accept water samples through
the optional purge and trap accessory. This accessory should
be compatible and plug directly into the USP. No sample
preparation should be required.

The system must include basic operational test methods, as well as
spectral libraries that include a broad range of chemical targets. These
spectral libraries must include explosives, narcotics, designer drugs,
toxic industrial compounds (TICs), chemical warfare agents (CWAs),
and other volatile organic compounds (VOCs) and semi-volatile
organic compounds (SVOCs). The system will also allow users to
develop custom libraries and test methods that meet new materials of
interest over time.
The GC/MS and other selected accessories must be provided with
custom built protective traveling cases.

27. Mobile Platform

The Mobile platform would be based on an air conditioned
BS4 utility vehicle as per the laid down DG S&D rate contract.
(ii)
As per the requirement the following two utility vehicles
based on BS4 platform have been shortlisted :(a)

This whole package must be delivered with a full one year
basic manufacturer’s warranty.
