2015 IPC Athletics World Championships Selection Policy: 22 - 31 October, Doha, Qatar
1.
NOMINATION/SELECTION PHILOSOPHY
1.1
This Selection Policy sets out the basis on which the Athletics New Zealand (“Athletics NZ”) Selectors
(refer to clause 5.1) will consider athletes for selection for the 2015 IPC Athletics World Championships
(the “2015 IPC WCs”).
1.2
The Selectors will nominate athletes for selection and nominations will be subject to ratification by the
Board of Athletics NZ (the “Board”).
1.3
The 2015 IPC WCs is an Athletics NZ “Black” Singlet competition (i.e. an Olympic Games, a Paralympic
Games, an IAAF World Track & Field Championships or IPC World Athletics Championships, or a
Commonwealth Games).
1.4
The maximum number of athletes that Athletics NZ can select to attend the 2015 IPC WCs will be
limited to the number of Qualification Slots allocated to Athletics NZ by the International Paralympic
Committee Athletics (“IPC Athletics”) in accord with the 2015 IPC Athletics World Championships
Qualification Criteria at www.paralympic.org/athletics. It should be noted that:

A Qualification Slot is allocated to Athletics NZ and not an individual athlete. The number of
Qualification Slots allocated to Athletics NZ represents the maximum team size Athletics NZ can
take to the 2015 IPC WCs. The Selectors are under no obligation to use all the allocated slots.
In the case that a country does not use all of their allocated Qualification Slots in a given gender,
the unused slots cannot be transferred to the other gender, but will be re-distributed by the IPC
through a Wild Card invitation method to the corresponding gender.
1.5
For Individual Events, the Selectors will consider for nomination athletes deemed capable of a medal
placing at the 2015 IPC WCs by achieving a Performance Standard (Refer to Appendix 1) during the
Qualification Period at an IPC Approved Competition.
1.6
For Relay Events, the Selectors may nominate Relay Teams comprised of up to six (6) athletes that are
deemed capable of a medal placing at the 2015 IPC WCs providing they are ranked in the Top 12 on the
IPC Athletics Rankings during the Qualification Period in accordance with the 2015 IPC Athletics World
Championships Qualification Criteria.
Note: In order to be eligible for a Relay Team an athlete must have achieved an individual event IPC
Minimum Entry Standard in accord with the 2015 IPC Athletics World Championships Qualification
Criteria.
1.7
Relay Event priorities take precedence over Individual Event priorities for athletes who have not
achieved an ‘ANZ-A’ Performance Standard in an Individual Event.
Note 1: Relay team members who have not achieved an ‘ANZ-A’ Performance Standard in an Individual
Event may be included in an Individual Event/s at the discretion of the 2015 IPC Athletics Team Leader,
in consultation with the Athletics NZ High Performance Director (the “ANZ-HP Director”), the athlete
and their personal coach, subject to the availability of a Qualification Slot and to the terms and
conditions of this Selection Policy, in particular, clauses 1.8 and 1.9.

1.8
If a Relay Team is considered a strong medal chance, then some athletes may be selected for the
Championships as a member of that Relay Team ahead of other qualified athletes. For avoidance of
doubt, this means that an athlete who has a single IPC Minimum Entry Standard that is a member of a
relay team deemed capable of winning a medal may be nominated ahead of other athletes who have
multiple “ANZ-B” Performance Standards in an individual event.
1.9
If a Relay Team is not considered a medal chance by the selectors, the selection of any members of that
team will be on the basis of their individual performances only. In this circumstance, should Athletics NZ
not be able to select members for that Relay Team on individual merits, the relay qualification may be
forfeited.
ELIGIBILITY
2.1
In order to be eligible for selection for the 2015 IPC World Championships, an athlete must:

Submit an Application for Selection Form by 5pm Monday 30th March 2015; AND
Be a registered member of Athletics NZ at the time of achieving their Performance Standard; AND
Have competed at one of the Compulsory Selection Trials (refer to Section 6) or have sought
dispensation from those competitions; AND
Have satisfied all International Paralympic Committee (IPC) eligibility, age, nationality (be a citizen
of New Zealand) and participation requirements, including the requirements set out in clause 3;
AND
Hold an IPC Athletics Classification (Review or Confirmed) as per the IPC Athletics Classification
Masterlist; AND
Hold an IPC Athletics Athlete License for 2015; AND
Enter into an athlete agreement with Athletics NZ; AND
Remain in “good standing” with Athletics NZ and at all times comply with any established code of
conduct or athlete agreement and otherwise conduct themselves in a way that does not bring
their sport or the team into disrepute.
Have achieved a Performance Standard at an IPC Approved Competition during the Qualification
Period.
Events
Qualification Period
All Track & Field Events
1st January 2015 to 14th August 2015 (NZ time)
ENTRY REQUIREMENTS
3.1
Maximum team size for the 2015 IPC WCs will be limited by the number of Qualification Slots allocated
to each respective country by IPC Athletics in accord with the 2015 IPC Athletics World Championships
Qualification Criteria.
3.2
Entry is also subject to the following:
a)
A minimum of five (5) athlete entries from three (3) National Paralympic Committees (NPCs) is
necessary to sustain an individual medal event on the programme. A minimum of five (5) entries from
five (5) NPCs is necessary to sustain a relay medal event on the programme.
b)
IPC Athletics shall review the viability of all events following the close of the final entries (28 September
2015). In the case an event does not meet the above viability criteria by the final entry based on the
Classification Hierarchy table (IPC Athletics Rule 9), IPC Athletics reserve the right to combine such event
with other event(s) where appropriate and applicable. In such combined field events the RAZA point
system shall be used to determine the results. IPC Athletics also reserve the right to cancel such events
or run the events, as non-medal events.

c)
An eligible athlete may compete in an unlimited number of medal events as long as they have achieved
the IPC Minimum Entry Standard for that event.
Age
3.3
Athletes must meet the minimum age of eligibility as determined by the IPC Athletics Rules and
Regulations (www.paralympics.org/athletics)
Individual Events
3.4
For single class events, Athletics NZ can select up to three (3) athletes per event.
3.5
In combined class events (e.g. Shot Put F54/55), Athletics NZ can enter a total maximum of five (5)
eligible athletes in a combined medal event. However, within each sport class, a maximum of only three
(3) eligible athletes can be entered.
Relays
3.6

Athletics NZ may enter one team in each relay event, comprising of up to six (6) eligible athletes.
PERFORMANCE STANDARDS
4.1
For an athlete to be considered for nomination for the 2015 IPC WCs in an Individual Event, they must
have achieved the Performance Standards (Refer to Appendix 1) during the Qualification Period at an
IPC Approved Athletics Competition. These competitions must be organized in conformity with IAAF and
IPC Athletics Rules & Regulations.
4.2
Performances achieved in mixed events, will only be accepted under the following circumstances:

SELECTION PANEL
5.1
The Athletics NZ Selection Panel (the “Selectors”) and the Convenor appointed to nominate athletes for
selection for the 2015 IPC WCs are:

6.
For all field events held completely in the stadium, the results will be automatically accepted if
achieved at an IPC Athletics Sanctioned and/or approved competition, and the two events were
conducted concurrently with separate results.
Never accepted for track events.

COMPULSORY SELECTION TRIAL/S
6.1
The following two (2) competitions have been identified as Compulsory Selection Trial/s for the 2015 IPC
WCs:

Athletics NZ Track & Field Championships, Wellington 6th- 8th March 2015
Queensland State Championships, Brisbane, 5th-8th March 2015
All athletes seeking selection for the 2015 IPC WCs must have either:
a)

c)
Competed at one of the Compulsory Selection Trial/s in the event/s most relevant to the Event/s
in which they are seeking selection; OR
Received dispensation from the relevant Compulsory Selection Trial/s (refer to clauses 6.3 and
6.4); OR
Received a medical exemption from the relevant Compulsory Selection Trial/s as a result of injury
or illness that occurred during the competition, or during the 10 days before the competition,
that can be verified by the provision of the Medical Certificate (refer to clause 6.5).

Dispensations from Compulsory Selection Trials
6.3
Athletes seeking dispensation from one of the Compulsory Selection Trials (other than a medical
exemption covered by clause 6.5) must make a request by email no later than ten (10) days prior to the
competition/s, to the Convenor at: Graham@Athletics.org.nz
6.4
Dispensations from one of the Compulsory Selection Trials will be at the sole discretion of the Convenor
and will generally only be granted to athletes in exceptional circumstances.
Medical Exemption from Compulsory Selection Trial/s
6.5
Athletes that are unable to effectively compete at one of the Compulsory Selection Trials as a result of
injury or illness that occurred during the competition, or during the 10 days before the competition,
must make a request for a Medical Exemption by E-Mail accompanied by a copy of a Medical Certificate
to verify their situation, as soon as they are aware of their situation, but no later than 48 hours after the
conclusion of the Compulsory Selection Trial, to the Convenor at: Graham@Athletics.org.nz
Requirements for athletes granted a Dispensation or a Medical Exemption

Athletes who are granted dispensation or a medical exemption from competing at one of the
Compulsory Selection Trials will generally be required to complete an alternative Proof of Fitness trial by
a date agreed between the athlete, their personal coach (if applicable) and the Convenor in consultation
with the 2015 IPC WCs Team Leader.
DISCRETIONARY NOMINATIONS
7.1
The Selectors may consider any combination of factors that they deem relevant to their decision
whether or not to nominate an athlete, including but not limited to an athlete’s:

Performance at either the 2015 Athletics New Zealand Track & Field Championships or the
Queensland State Championships, as applicable;
Potential to be highly competitive at the 2015 IPC WCs and/or 2016 Rio Paralympic Games;
The number of “ANZ-A” Standard Performances (i.e. multiple “ANZ-A” Standard Performances are
better than a single “ANZ-A” Standard Performance; a single “ANZ-A” Standard Performance is
better than multiple “ANZ-B” Standard Performances);
The number of “ANZ-B” Standard Performances (i.e. multiple “ANZ- B” Standard Performances are
better than a single “ANZ- B” Standard Performance);
Competitive record against other athletes under consideration for nomination in the same event;
Quality and consistency of performances during the Qualification Period;
Commitment and focus on competing at the 2015 IPC WCs and/or 2016 Rio Paralympic Games;
History of performances at previous selected individual or team events;
Performances in international races during the Qualification Period; and
Recent injuries or illness.
All Athletes nominated must comply with the form and fitness obligations set out in the Village PreEntry Proof of Fitness Requirements as set out in Section 10.
SELECTION PROCESS
8.1
Athletics NZ will select Individual(s) and Relay Team(s) according to the criteria set out in this Selection
Policy as allowed by the IPC Athletics Technical Regulations and the LOC entry requirements.
8.2
Nothing in this Selection Policy obliges Athletics NZ to select a full contingent of athletes in any
particular event regardless of the IPC Technical Regulations or the LOC entry requirements.
Ratification Review
8.3
The Board must ratify nominations prior to each Selection Announcement.

Nomination/Selection Announcements
9.
8.4
The Initial Nomination for Selection Announcement (pending IPC allocation of slots) will be published on
the Athletics NZ website by 5.00pm on Monday 6th April 2015.
8.5
The Final Selection Announcement of athletes selected will be published on the Athletics NZ website by
5.00pm on Friday 4th September 2015.
NON- SELECTION QUERIES &/OR APPEALS PROCESS
9.1
Non-selected athletes can query their non-selection after any Selection Announcement by contacting
the Convenor (i.e. seek clarification regarding their non-selection and/or requirements regarding what
they need to do to meet selection requirements).
Non-selection appeals process
9.2
The publishing of the Final Selection Announcement on Athletics NZ website by 5.00pm on Friday 4th
September 2015 will be deemed to be the commencement of the 72 hour period to lodge nonNomination/Selection Appeals in accord with this Selection Policy.
9.3
Any athlete whose selection is not ratified by the Board in accord with this Selection Policy may appeal
their non-nomination/selection to the New Zealand Sports Tribunal providing they:

Have submitted an Application for Selection Form in accordance with timelines contained in this
Selection Policy; AND
Submit a notice of their intention to appeal their non-selection in writing to the CEO of Athletics
NZ or the ANZ-HP Director within 72 hours of the decision of the Board being published on the
Athletics NZ website (i.e. the Final Selection Announcement).
Any appeal will be considered by the Sports Tribunal under its Rules and the grounds for an appeal will
be as set out in those Rules. This provision will apply in relation to non-nomination/selection appeals.
General provisions relating to appeals in the Constitution and By-Laws of Athletics NZ will not apply.
VILLAGE PRE-ENTRY PROOF OF FITNESS REQUIREMENTS
10.1 All selections for the 2015 IPC WCs remain conditional until an athlete has met their Village Pre-Entry
Proof of Fitness Requirements.
10.2 All selected athletes will be advised in writing of their specific Village Pre-Entry Proof of Fitness
Requirements by the Convenor and/or the ANZ Para-Athletics Manager, Raylene Bates.
10.3 The time frame for all athletes to achieve specific Village Pre-Entry Proof of Fitness Requirements will be
at the discretion of the Convenor and/or the ANZ Para-Athletics Manager. However, generally it will be
prior to them leaving for the Championships from New Zealand or their place of residence.
10.4 Generally, failure by a selected athlete to meet the Village Pre-Entry Proof of Fitness Requirements will
result in an athlete who has been selected to the team being withdrawn from the Championships. Such
a decision is the responsibility of the 2015 IPC WCs Team Leader based on feedback/advice from the
Convenor, ANZ Para-Athletics Manager and relevant medical personnel.
10.5 Exemptions from the compulsory Village Pre-Entry Camp can only be approved by the ANZ ParaAthletics Manager and will only be approved in exceptional circumstances. Applications for such
exemption must be made to Raylene@athletics.org.nz by 5.00pm on Friday 14th August 2015.
11.
GENERAL INFORMATION
This Selection Policy may be amended at any time by the Board. Any amendment will be published on the
Athletics NZ website.

Funding
11.1 It is expected that some funding will be available to support selected athletes. However, this is unlikely
to cover the full amount of the costs for each athlete. Athletes will not be expected to fund the
management costs of the 2015 IPC WCs, they will be funded by Athletics NZ. Funding priority will be
weighted in accord with athletes achieving an:
a) ANZ-A qualification standard will receive the highest level of funding;
b) ANZ-B qualification standard will be partially funded; AND
c) IPC A qualification standard will be expected to self-fund the costs.
Team Leader/Coach/Staff Appointments
11.2 The 2015 IPC WCs Team Leader will be named by 31st March 2015.
11.3 The 2015 IPC WCs Team Leader, in consultation with the ANZ-HP Director, will identify a shortlist of
possible team coaches and liaise with those coaches regarding their availability for the Championships.
11.4 Any additional support staff and/or coaches required for the team will be advertised by 1 July 2015 and
are expected to be appointed by 4th August 2015.
