that there are no takers of the
Green City project because
the Bases Conversion and Development Authority (BCDA)
“lacks credibility.”
“They lost their credibility
after making empty promises
and missed opportunities,” said
PGKM Chair Ruperto Cruz.
Why bargain? asked Cruz.
“If the airport is fully operational as a premier international
gateway, investors will come
naturally,” he reasoned. “No
need to bargain,” he added.

for landlord plans, say farmers

CITY OF SAN FERNANDO The plan to revive the expired
Comprehensive Agrarian Reform Program (CARP) would
only pave the way for the final
control of some 700,000 hectares of agricultural lands by
their landlords.
This fear was expressed by
the Kilusang Magbubukid ng
Pilipinas (KMP) amid moves in
Congress to revive CARP allegedly to “complete” the program. It noted that proponents
of House Bill 4296 or the bill
seeking to extend the CARP
claimed that “the bill was only
for the completion of CARP
and not an extension.”
KMP Secretary General
Antonio Flores accused the
proponents of “spreading lies.”
“Their so-called ‘CARP
completion’ line on House Bill
4296 is totally illusory and deceptive. A sham, anti-peasant,
and pro-landlord program designed to strengthen landlord
control over vast haciendas
can never complete land distribution,” said Flores.
The KMP said that “the
renewed push to extend the
sham CARP will only legitimize and hasten the exemption, exclusion, and land-use
conversion, of the more than
700,000 hectares after these
are issued notices of coverage. This was what happened
in the Araneta Estate in San
Jose Del Monte, Bulacan and
Hacienda Dolores in Porac,
Pampanga among other agricultural lands.”
“After the issuance of a notice of coverage, petitions for
exemption and exclusion by
big landlords and corporations
will follow and, as expected, the DAR using the sham
CARP will grant the petitions
legitimizing and strengthening landlord control over the
lands,” Flores said.
Citing government’s own
figures, the KMP said that
“a large chunk or 44 percent
of the Department of Agrarian Reform’s (DAR) accomplishment are public lands or
non-private agricultural lands.”
“Farmers were made to
pay amortizations for these
public lands and after completion of their payment or while
the farmers are still paying,
their so-called certificates of
ownership are being cancelled
by the DAR citing anti-peasant
provisions on exemption, exclusion, and land-use conversion of the sham CARP itself,”
Flores noted.
He also cited the case of
farmer-beneficiaries in more
than 12,000 hectares of public lands in Calatagan, Batangas whose certificates of land
ownership award (CLOAs)
were cancelled to give way to
a real estate project of an affluent and influential family.
The KMP also said that
“the DAR’s 56 percent accomplishment on the acquisition
of private agricultural lands is
highly questionable. “
“The DAR’s accomplishment on private agricultural
lands is also deceiving. It is
inclusive of non-land transfer schemes like the notorious stock distribution option (SDO), leaseback agreements, joint ventures, and other schemes where control over
the lands remains with agribusiness corporations, and
unresolved agrarian disputes
involving millions of hectares
of lands,” Flores said.
He noted that “in 2013,
DAR figure shows that there
are 494,945 agrarian law implementation cases resolved/
disposed/processed by the
agency.”
“Even agrarian cases resolved by the DAR are still
questionable. The data do not
state if the cases were decided in favour of farmers or the
landlords, or, if the case were
appealed to a higher court,”
Flores said.
The KMP reiterated calls
for Congress for the passage of House Bill 252 or the
Genuine Agrarian Reform Bill
(GARB) to break landlord control and monopoly of lands.
“GARB is the exact opposite of the bogus CARP. It will
put an end to land monopoly
and implement the free distribution of lands to the tillers,”
the KMP said.
The peasant group also announced tomorrow’s launching at the University of the
Philippines (UP) of the Philippine Land Reform Movement (PLRM), the biggest and
broadest movement of land reform advocates ranging from
farmers, workers, academics,
economists, lawyers, church
people, youth, peace advocates, and nationalists in the
business sector.
“No land reform program
exists and farmers are being
offered with a fake solution to
the land problem. Up to now,
social inequities and exploitation of farmers persists. It is
therefore a moral imperative
and a political necessity for
the Filipino people to link arms
with the peasantry and the
rural people to heighten the
struggle and campaign for a
new land reform program,” the
KMP said.
The PLRM calls to put an
end to landlord monopoly of
lands, advocate a genuine
land reform program that addresses farmers’ economic,
political, and social emancipation. It is a movement that
advocates genuine rural development, promotes national
industrialization, and actively
involves in the struggle for national sovereignty, peace, democracy, and social change.

“We are fortunate in
Bataan because the big
problems suffered by
other schools divisions
as to the lack of classrooms and teachers are
being filled-up by the local government. We are
ready for school year
2015-2016,” she said.

schools division planning officer, said that
classroom-student
ratio in Bataan is better
than most schools in the
country with the province enjoying a ratio of
one classroom for 37 elementary school pupils
(1:37) and 1:39 in secondary schools.
She said that there
are 9,029 teachers to
attend to expected enrollees of more or less
96,000 children in elementary and kindergarten schools and 46,000
in secondary schools.
Evelyn Mendoza, education program supervisor, dealt on the readiness of the provincial
schools division on its
school-based
feeding
program. She said that
the national government
has released a budget
of P4.928 million for the
program.
“Hindi na magiging
problema ang sinasabing walang pagkain ang
mga bata kaya hindi papasok,” she said. Lunch
will be served free to children in selected schools
with a budget of P16 per
meal.
Javier said that they
have not encountered
major problems in the
three-year implementation of the K-12 program
that is on the fourth year
this school year. “What
we are preparing is the
Senior High School in
2016,” the DepEd provincial chief said.
“Handang-handa na
ang Bataan sa pagpapatupad ng Senior High
School 2016,” said Edgar Garcia, education
program supervisor and
senior high school focal
person.
He said that ready to
offer senior high school
are 16 public schools
and 19 private schools
in the province. “Teachers and parents have
already been oriented while students know

He said that construction of new senior high
school buildings will start
June this year and expected to be completed
May next year in time for
the opening of classes.
Garcia said that when
the K-12 program started, curriculum guides,
learning materials were
already in place.
“Even the hiring system for teachers has
been readied. The provincial government under Gov. Albert Garcia
is fully supportive of the
senior high school,” he
said.

DIPLOMACY IS not exclusively a government

and they have friends and connections there.
Let’s utilize that, ask them to talk to their friends
on how we can resolve this matter peacefully.

immediately, if we are talking there’s a chance
might be able to reason with China to stop doing

I was asked what I thought of Digong Duterte. I
replied that he was my Regional Peace and Order
Council Chair for Region 11, and he succeeded in
restoring order because the violators of society’s
right to live safely and securely were resting in
peace.
That gives rise to the debate about the efficacy
of vigilantism, or extra-legal means, to decisively
suppress criminality. It really boils down to the
integrity and efficiency of the criminal justice system.
If it doesn’t work, vigilantism will be supported by
an angry and exasperated society.
At that point, society won’t have the luxury nor
the inclination to demand a strictly lawful and moral
approach to the rule of law. It’s an unwanted but
necessary consequence of bad governance where
society will avert their eyes from extra-judicial
killings for as long as society’s good is benefited.
The thing is this. Society will be benefited for the
short-term. Soon enough it gives birth to a monster
within that would be difficult to suppress when it
gets out of hand. Solution: fix the criminal justice
system now - from law enforcement all the way to
penology - to avoid the need for vigilantism.

ABSENT A single entrant to the bidding last month, the Bases Conversion and
Development Authority slashed the floor price for Phase 1 of its Clark Green City
project from P500 million to P160 million.
The basement price was further sweetened
with the removal of the requisite P2.5 billion
initial cash investment.
At its inception, the BCDA bullishly projected
Phase 1 at a total cost of P59 billion through the
Public-Private Partnership scheme.
Correspondingly, the BCDA has scaled
down – in fact, did a diminution of – the CGC
project from an initial 36,000 hectares to 9,450
hectares with its Phase 1 measuring only 288
hectares. Out of grand designs, trivial things
aborning.
From whopper to wimp. As we quote from
our seminary Latin which ex-seminarian BCDA
President-CEO Arnel Paciano Casanova may
well understand: “Parturiunt montes, nascitur
ridiculus mus ­(The mountains are in labor, a
ridiculous mouse is born).”
Go awry the best laid schemes of mice and
men. Indeed, Robert Burns, indeed.
In effect the BCDA designed a megamall
only to end up with a tiangge. And still no
buyers. Aye, short shrift of Gulliver’s Travel
from the Brobdingnagian to the Lilliputian there.
Can’t help but wax classic here.
At the turn of the scheme of things at the
CGC at this point, prescient, if not prophetic,
Pinoy Gumising Ka Movement Chair Perto
Cruz emerged.
Quotes from the Sept. 29, 2014 story here
titled CIA as int’l gateway, rail system
prerequisite to Clark Green City:
To Cruz, the “full operation” of the Clark
International Airport as international gateway
“is prime essential to the very being” of the
Clark Green City.
“No foreign investor in his right mind will sink
in millions of dollars in a place accessible only
through the congested NAIA (Ninoy Aquino
International Airport) and traffic-gridlocked
Metro Manila. Simple as that,” Cruz said.
A “necessary complement” to the Clark
airport is a rail system between the metropolis
and Clark “for ease and facility of travel,”
according to Cruz.
This, at the time apl.de.app, the Angeles
City-born member of the Grammy Awardwinning Black Eyed Peas, signed with the
BCDA a memorandum of understanding “to
promote and market worldwide key areas of
investment and development…including but
not limited to the Clark Freeport Zone and the
Clark Green City.”
“No offense to apl.de.app. but it’s not him,
even granting his global fame, that shall attract
potential investments to the Clark Green City,”
so was Cruz quoted, qualifying: “The Clark
Green City project may generate publicity with
apl.de.ap as its poster boy, but what will attract
investments will be infrastructures in-place that
shall ascertain its viability.”
That was the first and – to date – last time
apl.de.app figured in any BCDA press release.
Which lent further credence to the public
declaration of the PGKM, published here on
Aug 20, 2014 that Clark Green City is ‘plain
publicity stunt.’
The PGKM was reacting to reports that the
BCDA would not spend for the development of
the envisioned CGC but instead start bidding
out contracts covering its long-term lease and
development without cost to the government
This, after Casanova himself said at a forum
of the Capampangan in Media Inc. at Bale
Balita in Clark that the CGC had a funding of
P7.2 billion.
“First there was an announcement of
P7.2 billion funding for the CGC. Now the
government won’t even spend anything but
would only auction it to investors.” So was Cruz
quoted in the story.
And queried: “What should we believe?...
What results are we expecting here when
Casanova has less than two years left in office?”
“You have been in your positions in
government for so long since the start of the
Aquino administration, and yet you have
nothing to show. Why is it only now that you are
moving for the development of the sub-zone?”
Noting then that the CGC, “even in the
unlikelihood that it really does take shape,” is
“destined to be a white elephant like the Expo
Pilipino,” because the key to attracting investors
is the airport.
To the PGKM the premium bargaining chip
for the CGC is the Clark International Airport.
None other.
As that story quoted Cruz: “Everything is
now dependent on the (Clark) airport because
without it, no one will come,”
Build it – the CIA as premier international
gateway – and they will come.
The “Field of Dreams” all too clear there.
Too bad Casanova is no Kevin Costner.

Manuel Roxas was inducted
into office as President
On May 28, 1946, Manuel
Roxas was inducted into office as third (and last) President of the Commonwealth
having been elected on April
23, 1946. Roxas took his oath
of office in a temporary structure built near the ruins of the
Legislative Building. Outgoing
President Osmeña, following
the American tradition, conducted him there but left before the ceremonies, retiring
to his private residence in the
Santa Mesa District.
Roxas was sworn in at
9:10, received a 19-gun salute, and delivered an address in which he contrasted
the prosperity and happiness
of the country before the war
with the present tragic situation.
He declared that during the
years of the Japanese occu-
pation, Philippine hearts and
convictions had never faltered,
that the “Filipinos discharged
their debt of allegiance to the
United States with a payment
of loyalty which was never surpassed”, and asked the people to have faith in the justice
of America.
“I have faith in the wisdom
of our people. I have trust in
the goodness of God. Let us
together maintain our faith in
each other, in liberty and in
the ways of democracy, and
give strength to one another
as we advance in our search
for the ever-green pastures of
peace and well-being for all.
With the help of Almighty God,
let us build in this our land a
monument to freedom, liberty, and justice, a beacon to all
mankind.”
Early in his speech he
mentioned as sources of inspiration the late President Quezon, “that mighty champion of
independence and great friend
and benefactor of the masses” and the “spotless integrity
and noble patriotism” of President Osmeña “who grasped
the banner of leadership when
the incomparable Quezon was
taken from us”.
Elpidio Quirino who was inducted as Vice President on
this same day, was appointed
by the President as secretary
of finance.
Roxas became the third
and last President of the Commonwealth and first President
of the Republic of the Philippines on July 4, 1946. Quirino the first Vice President of
the new republic was also appointed secretary of foriegn affairs on July 6, 1946.

NGCP appeals vs. kaingin
that cause power outages

CITY OF SAN FERNANDO
- Amid continuing drought in
various parts of the country,
the National Grid Corporation
of the Philippines (NGCP)
has appealed to the public,
particularly farmers, to refrain
from “kaingin” and other practices that could start brush
fires that could burn electric
wooden poles.
The NGCP issued this
appeal amid reports of such
fires affecting wooden poles
and leading to power outages.
“In Pampanga, Nueva Ecija, and Bulacan, where rice
farming is a primary source
of income, burned hay and
grass interrupted the transmission of power. The thick
smoke from a burning fire
near or under the high-voltage lines may create a conductive path for a so-called
flashover across the air gap
between the three conductors
of a transmission line,” the
NGCP said in a statement.
The NGCP also noted
that in Samar and Eastern
Visayas, recent brush fires
resulted in the burning of its
69-kiloVolt (kV) wood poles,
which led to power interruptions of up to eight hours affecting Samar I Electric Cooperative and Northern Samar Electric Cooperative.

ORANI, Bataan- The Department of Social Welfare and
Development on Tuesday afternoon temporarily pulled out
from the parents a one-yearand-five-month- old male child
whose picture was featured in
facebook like a dog.
The naked child was tied
on the neck with his picture
captioned “my new pet dog”.
The picture has gone viral and
elicited bad comments against
the mother.
The 23-year-old mother
from a quiet village in Orani, Bataan admitted to have
posted the picture of her baby
“bilang katuwaan lang”. She
asked forgiveness for what
she did, saying she loves her
only child dearly and has no
bad intention and meant no
harm to her baby.
DSWD, however, was not
convinced and continued with
its “rescue” order for the child.
“Temporary under care

said Lucrecia Cruz, head of the
center in Lubao, Pampanga.

sa psychological evaluation,”
said Monette Gantang, social
worker of the 1st District of
Bataan.
Elizabeth Cruz, social
worker of Orani, Bataan, said
the parents of the child reported to their office and explained
what happened.
“Ipinaliwanag nila ang
nangyari at sinabing katuwaan
lamang yon. Sinabihan ko sila
na malaking kamalian iyon at
hindi maaaring katuwaan lamang ang ganoon sapagka’t
malaki ang pananagutan nila
sa anak,” the municipal social
worker said.
The father and grandfather of the child asked that the
mother be not judged as a bad
one. “She is a good and a caring mother. Please forgive her
for what she did,” they said.

The DOH report said
most of the HIV cases involved males having sex
with males, people in
prostitution, and people
who inject drugs.
The report also not-
ed 49 maternal deaths
per 100,000 live births
in Central Luzon. “These
deaths are due to preventable causes like eclampsia and obstetric
haemorrhage,” the report said.
It also noted that
about 1,500 children under five years of age die
due to under nutrition,
vaccine-preventable diseases, infections and injuries.

Clark International Airport (CIA) serves as a
doormat to the NAIA because airlines waiting for

latter wait it out at the former then leave as soon
as they acquire the entitlements.
Cruz accused the Department of Transportation and Communica-
tions (DOTC) and the
Clark International Airport Corp. (CIAC) of allowing such practice and
doing nothing to stop it.
He said Transportation and Communications Secretary Joseph
Emilio Abaya has set his
sights at an ambitious
international airport in
Sangley Point that could
replace NAIA and intentionally puts CIA in the
backburner.
The promise of these
government agencies to
Clark investors for the
full and immediate development of the CIA
has not been made after
more than two decades
and five years of the
Aquino administration,
he said.
Cruz said the PGKM
and all other Clark stakeholders are still waiting
for a solid policy direction from the Aquino administration on the Clark
airport.
As a result, flights at
CIA are down to a low of
about 13 flights per day
now from its peak of 40,
Cruz noted.
The slow paced development of the CIA
has resulted in lackluster
investor confidence as
seen in numerous speculators in Clark disguised

In the verified Amended Petition for the Adoption of Minor John Michael
Calupe, the material allegations are as follows:
Petitioners-spouses Olen Crowe and Arlene Dela Cruz Crowe are both
of legal age, American and Filipino citizens, respectively, and residents of Lot
1, Block 1, Timog Park Homes, Barangay Pampang, Angeles City. They are
husband and wife; out of their marriage, they did not begot a child of their own.
Petitioner-husband has been living in the Philippines for the past six (6) years
and has already made Philippines his home.
Prospective adoptee John Michael Calupe was born on May 1, 2014
in Angeles City. His biological mother, Mary Ann Osman Calupe, executed
an Affidavit of Intent and Consent wherein she declared her absolute and
irrevocable consent to the adoption of John Michael Calupe by the petitioners.
The petitioners have expressed their desire to adopt said minor and to
consider the latter as their natural child; and they executed an affidavit on
their capability to support the minor. Petitioner-husband is financially stable
to support the minor. The petitioners are in full possession of their civil rights
and have never been convicted of any offense involving moral turpitude in the
Philippines or abroad; they are psychologically fit to adopt; and are of good
moral character and emotionally capable of taking care of the prospective
adoptee. Petitioners have attended pre-adoption counseling conducted by
SWOII Zenaida C. David. They are of good moral character, citizens of good
standing, legally qualified to adopt, and suffer no disqualification under the law.
Minor John Michael Calupe is physically healthy to be adopted.
Petitioners-spouses are physically and mentally fit to adopt the minor child. The
change of name of John Michael Calupe is prayed for as it has always been the
petitioners’ dream of naming their child as if he is their natural born child that
is, he will have petitioner-husband’s given name as part of his given name and
petitioner-wife’s maiden surname as his middle name.
Petitioner-husband’s country, the United States of America, has diplomatic
relations with the Republic of the Philippines; his embassy wrote him a letter
dated April 27, 2015 in reply to his request for clarification of legal capacity
to adopt. In the letter, it is stated that the U.S. Embassy is unable to issue a
Certification of Legal Capacity to adopt. The letter further states that petitionerhusband should execute an affidavit stating that he meets all the requirements
as outlined in Republic Act No. 8552. The adoption of John Michael Calupe will
be for his best interest and well-being.
Petitioners pray that after due notice, publication and hearing, a decree
of adoption be issued adjudging John Michael Calupe freed from all legal
obligations of obedience and maintenance with respect to his biological mother
and unknown natural father; declaring John Michael Calupe, for all legal intents
and purposes, the child of the petitioners and that his name be changed to
Jacob Olen Dela Cruz Crowe; and ordering the Office of the City Civil
Registrar of Angeles City and the Office of the Civil Registry General to make
the necessary correction in the birth records of the adoptee to the effect that
the adoptee is the child of the petitioners. Other just and equitable reliefs are
also prayed for.
The court finds the Amended Petition sufficient in form and substance
and therefore sets it for hearing on August 27, 2015 at 9:00 o’clock in the
morning, on which date and hour any person who may have interest in or may
be affected by the Amended Petition is ordered to appear and signify his/her
opposition thereto and show cause why it should not be granted.
Let this Order be published once a week for three (3) consecutive weeks
