TENDER DOCOUMENT FOR TRANSPORTATION OF LTI-2000 (R#3) DRILLING RIG
FROM BARMER (Rajasthan) TO DULIAJAN (Assam)

Dear Sir,
Quippo Oil and Gas Infrastructure Ltd. (QOGIL) proposes to give a transportation contract for the following:
Mobilization of complete LTI-2000 Drilling Rig and it’s allied equipment with accessories from Barmer
(Rajasthan) to Dibrugarh/Duliajan/Tinsukia in Assam approximate 2900 kilometers. The transporter is
required to complete this job within 25 (Twenty Five) days for the movement of complete rig. The
packing list as per Annexure III.
Instruction to Bidders:
The prices to be quoted by contractor are for transportation of the equipment’s for the scope of work given
in Annexure – I and Work order conditions as per Annexure – II. Prices should be on a lump sum basis as
per price format in Annexure IV. The Contractor should also specify the time needed by him to mobilise
the fleet from the day of QOGIL giving the intimation.

Experience Criteria: The Contractor Should have minimum Experience of at least 2 (Two) nos of
Drilling Rig Transportation of 2000 HP Capacity in Assam Region. Contractor shall submit the required
documents (Copy of Work order etc) along with the Bid to substantiate the required experience.

Confirmation for understanding complete Scope of Work & Other terms & conditions shall be submitted
along with the Bid. Bidder shall submit signed & stamp copy of this tender document as a token of their
acceptance for complete understanding of SOW and other terms & conditions.

Annexure I
SCOPE OF WORK
1.
Loading, Unloading and Transportation of LTI-2000 Drilling rig and it’s allied equipment as per packing
list by placing of required numbers of trailers / trucks, Labour and cranes etc., as per instructions of
QOGIL representative. Transportation route is from Barmer (Rajasthan) to
Dibrugarh/Duliajan/Tinsukia in Assam approximate 2900 kilometers.
2.
The entire job of LTI-2000 Drilling Rig & accessories transportation comprises of the following:
a)
The Contractor’s representative shall get the trailers and trucks loaded in the order of priority as indicated
by QOGIL’s supervisors. The trailers and trucks will be placed at loading site on timely basis. Contractor
should specify the free time, which he would give for loading purposes.
b)
The loads of equipment’s shall be transported from Barmer using Contractor’s own or hired trucks and
trailers in the proper order as determines by QOGIL’s authorized representatives. (Securing and lashing
instructions are given in terms and conditions and will be Contractor’s responsibility including all lashing
materials)
c)
The truck and trailers will be unloaded by the Contractor at Dibrugarh/Duliajan/Tinsukia location at the
places indicated by the QOGIL’s supervisor.
d)
The transporter is required to complete the job within time frame of 25 days for complete rig as defined in
Annexure III from Barmer to Dibrugarh/Duliajan/Tinsukia. If Contractor fails to complete the job within
this period, then QOGIL will have a right to charge penalty for delayed delivery.
Basic information:
Distance between old and new location – 2900 km Approx.
Trailer quantity – 90 Loads -Approx
Road condition – Will be provided by you but should be acceptable for heavy loads.
Total rig move duration – 25 days approx.
Date of rig move start – .30th March, 2015 (tentative date)
Our experience indicates that the rig moving CONTRACTOR will need a minimum:
02 Nos of 50 ton crane at Loading Point at Barmer , 02 Nos of 50 tn. cranes at Unloading Point at Assam. 10
Nos of 50/60 tn.Low Bed trailer, 80 nos of HB /SLB -22/27 /tn. & 05 Nos truck 16 tn (L- 17 ft.), 01 nos of
sukho crane at the time of unloading and 1 no of JCB Loader.
But based on your experience you are kindly requested to provide us the list of equipment's required for this
move along with your Bid.
You are requested to submit with your offer the following information:
I.
Road Route with distance+ Road route map.
II.
Road condition report ( if possible with photographs)

III. A lump sum mobilization cost for the transportation of LTI-2000 Drilling Rig including rig up to new well
location in Assam field. Price shall be exclusive of applicable service tax. Fuel for Trailors and
Crane/Forklift etc will be sole responsibility of the Contractor.
IV. Additional cost on a per load basis and / or per hour basis, should additional loads other than those in the
attached load lists be transported to same location.
V. CONTRACTOR is required to affirm its familiarity with the route(s) to be used for the mobilization of the
RIG and CAMP, along with any and all existing or potential obstructions and weather-related problems,
and will select the route(s) to be used accordingly.
VI. CONTRACTOR will be responsible for securing all necessary transportation / route access permits, at its
sole cost.
VII. Please indicate in your offer your "best estimate" for the total time necessary to complete the move of the
RIG and CAMP to new location, as well as when you will be able to commence moving the RIG and the
CAMP.
VIII.
Please provide a complete list of all cranes, trailers ,trucks, and other equipment that you will commit
to this job.
IX. Although Quippo Oil and Gas reserves the right to select any CONTRACTOR for this work, and will not
necessarily select the lowest bidder, or any bidder, for this work, preference will be given to the bidder
which, A) provides the most immediate commencement of the RIG and CAMP moves, B) offers to
commit the best quality of equipment for the performance of this work, C) proposes as rapid as possible
completion of the work, and D) offers the most economical Lump Sum quote.
X. The tentative loads, dimensions & weight of each equipment are given in Annexure III and the same is for
contractor’s guidance only. Contractor is advised to visit the Barmer (Rajasthan) location for inspection of
the equipment and may also review transportation route to familiarize himself prior to submission of his
quote.

Annexure II
WORK ORDER CONDITION
1.
EQUIPMENT BREAKDOWN
In case any vehicles supplied by the Contractor breaks down then Contractor should replace the vehicle
having same capacity within 4 hours, failing which QOGIL shall have option to arrange for alternative
vehicles at risks and cost of Contractor.
2.
LASHING/ SLINGING OF EQUIPMENT
The truck/ trailers of Contractor loaded with Rig Equipment’s has to be properly secured by adequate
lashing and slinging for transporting by road to Assam, by the Contractor. Contractor will be
responsible to negotiate curves, telephone lines, high tension and traction lines safely without causing
damage to QOGIL’s equipment.
3.
PERMIT/ PERMISSION OF VEHICLE
The Contractor shall arrange road permits etc for uninterrupted running of his vehicles and shall do all
such formalities en-route as may be required by government/state government and local authorities at
his cost.
4.
SUPERVISION
The Contractor shall provide efficient supervision at the time of loading so that the packages are placed
on the vehicles in such a manner as to ensure total safety of the equipment’s against any damages in
transit. When large sizes of over dimension equipment’s are loaded on trailers, the Contractor should
be meticulously careful in adjustment of the load with regard to proper distribution of weights on axle,
center of gravity etc.
5.
MAINTENANCE OF VEHICLE
The Contractor shall have a maintenance squad with sufficient fast moving spares and tools for quick
repairs of his vehicles and cranes including tyres and tubes. The Contractor shall also keep a
maintenance team of 3 person at site for maintenance and repairs of his vehicles. Crane and labours
for unloading to be supplied by the Contractor will be available round the clock during the period of
completion of jobs. If any of the vehicles supplied by the Contractor are not in working condition.
6.
AUTHORISED REPRESENTATIVES
The Contractor shall depute one authorized representative who should be fully empowered to take on
the spot decision and follow instructions from QOGIL’s representative at site.
7.
DAILY REPORT
The contractor shall submit daily reports to the authorized representatives of QOGIL stating the
number of loads transported in the previous day and any such information’s which QOGIL may
require in connection with this contract.

8.
WEIGHT AND DIMENSION
This is a turnkey contract. The number of packages, their dimensions and weights as given in Annexure
III are indicative only. Rate quoted is to be firm and no increase/decrease in rate will be accepted if
actual dimension / weight of the item to be transported differ +/- 5% from the dimension / weight as
mentioned in Annexure III. In case the weight differs by margin more than specified above, Contractor
would provide weighment slip as proof to substantiate his claim. Should there be any variation in items
as mentioned in Annexure III which results in increase / decrease in number of trucks / trailer load to
be transported, the charges payable to Contractor will be increased / decreased on the basis of per truck
/ trailer basis as quoted by the Contractor.
9.
SAFETY OF EQUIPMENT
The Contractor shall ensure the safety of the equipment and materials in the entire handling and
transport operations and shall not claim from QOGIL any damage caused to the vehicles and handling
equipment’s either owned by him, to public property as well as injuries or otherwise the personnel in
his command or to the public. Contractor shall be fully accountable for all goods delivered to him. In
case of any loss or damages to such goods, the Contractor shall provide necessary documents for
obtaining payment for such damages / losses from insurance company failing which the costs of such
loss or damage to goods will be recoverable from the Contractor. In case of any shortage / damages to
consignment or his failure to give papers for insurance claims the contractor shall not be entitled for
any freight charges in respect of such consignments and the cost of the loss or damages shall be
recovered from the contractor. Cranes and vehicles to be properly insured under comprehensive risks,
copies of policies to be given if required.
10.
INSURANCE
The insurance of the QOGIL’s equipment has been arranged by QOGIL. The Contractor shall inform
and assist QOGIL for insurance surveys/ claims in case of accidents, damage to QOGIL’s equipment.
The contractor shall be fully responsible for the insurance of his vehicles and personnel including 3 rd
party risks at his costs. The Contractor shall assist QOGIL in respect of filing of insurance claims and
shall arrange for all reports/ documents, which shall be required to be submitted to insurance company.
The security deposit if any of the Contractor shall be released after he provides all documents for
insurance in case of loss or damage to the goods. The Contractor shall be fully responsible for loss or
damage arising due to negligence or willful acts of the Contractor or his personnel. The Contractor
shall also be responsible for loss or damages arising on the outside of the equipment due to hitting to
road side trees or other object and also, the inner damages which could arise due to abnormal jerks,
drive at an abnormal speed. QOGIL will be entitled for deducting the cost of loss or damages which
are not recoverable under the package policy either due to exclusion or due to below deductible and
which are directly relating to the Contractors negligence, in the above circumstances.
11.
REJECTION OF UNSOUND VEHICLES
The Contractor shall deploy all vehicles in absolute mechanically sound condition with valid
state/interstate permits from RTO and other authorities. The Contractor shall also obtain all necessary
permissions for a smooth transportation of goods. The QOGIL reserves the right to reject any vehicles
of the Contractor, which in his opinion is not in sound condition. The decision of the QOGIL in this
regard shall be final.

12.
DOCUMENTATION
While accepting the consignments for transportation the Contractor should ensure that all-necessary
documents for octroi / check-post etc are collected so that the consignments are not delayed en-route
for want of these documents. Any detention on this account due to Contractor’s fault shall be
Contractor’s responsibility.
13.
TRANSHIPMENT
Transshipment of goods from one vehicle to another is not allowed. However in case of accident or
damage to Contractor’s vehicles, Contractor should promptly arrange for transporting the goods by
suitable substitute vehicles, after informing QOGIL and obtaining QOGIL’s consent for the
substitution.
14.
MINIMUM LOADS
Minimum number of load is not guaranteed.
15.
WAIVER OF LIENS
The Contractor will not have liens on the goods, which are in his possession and belonging to QOGIL.
16.
PROHIBITION TO CARRY ANY OTHER MATERIAL
The Contractor shall not carry any other materials in his vehicles other than those of QOGIL.
Contractor shall not transport contraband goods in the vehicles in which QOGIL’s materials are
transported.
17.
SUB CONTRACTING
Except for hiring of vehicles and handling equipment’s, no sub-contracting of any or part of any job
shall be allowed, unless such arrangement is accepted and notified in writing by QOGIL. In any case it
is understood that the Contractor shall be solely and entirely responsible for all the operations and
services covered by this contract.
18.
EXTRA CARE OF ODC CONSIGNMENT
In case of heavy ODC consignments and critical consignments, which will be specified by QOGIL,
the Contractor will provide, escort vehicle at his cost.
19.
PAYMENT
25 % of total cost shall be paid to contractor as an advance payment within 2 days after arrival of
first shipment of trailors at unloading site, after that progressive payment will be made on weekly basis
upto 75% of the total contract value. Balance 25% of Contract Value shall be paid to contractor within
30 banking days from the date of signed Act of work completion.

20.
PENALTY FOR DELAYED DELIVERY
Liquidated Damages per day of delay will apply @1% per day of lump sum value.This penalty for
delayed delivery shall be recovered only for delays, which are attributable to transporter. It may be
noted that no unforeseen reasons are acceptable for any delay by the transporter.
21. CANCELLATION OF CONTRACT
Should there be any delay on the part of the Contractor in execution of his responsibilities; QOGIL
shall have right to cancel this contract and/ or to arrange additional vehicles/ cranes at Contractor’s cost
and risks by giving 8 hours notice. In such an event no amount will be payable to Contractor except the
amount for which the services have been rendered by the Contractor.
23.
INCREASE/ EXTRA WEIGHT AND DIMENSION
In case of variation in weight and dimension of the weight and dimension indicated in Annex. III, no
request of extra payment will be entertained.
24.
DISPUTE
In case of any dispute in the above terms and condition the decision of HEAD- SCM of QOGIL will be
final.
