A special report
about ISIS in
Raqqa and Deir
Ezzor
ISIS recently intensified its
violations against Syrians in the
eastern region (Raqqa and Deir
Ezzor). During the past ten days,
many executions were carried
out against civilians and military
fighters, and hospitals were
closed and many more events
took place. The following report
mentions the recent violations
of ISIS and it is prepared by RFS
Media Office.
ISIS executes 21 Syrians
within 48 hours in Raqqa and
Deir Ezzor provinces
Revolutionary forces of Syria
Media Office correspondents in
the eastern region reported that
ISIS executed more than twenty
Syrians in the provinces of Raqqa
and Deir Ezzor within 48 hours
on Wednesday and Thursday.
The executed people were either
thrown off buildings, crucified,
beheaded or shot with gunfire.
In Raqqa, our correspondent
reported that ISIS executed a
male gynecologist for treating
women, ISIS also executed a
woman in Jazarat al-Buhmeid
area in the city of Maadan, in the
eastern countryside of Raqqa, on
charges of witchcraft.
In Deir Ezzor, ISIS executed 19
people in the countryside: 4 in
the village of Mahemdah, 4 in the
town of Khasham, 3 in al-Shahil,
3 in the town of al-Kishkiyeh,
5 in the towns of al-Jurthi, alSahleh, Safira, Thiban and Basira.
All people were executed for
different charges like fighting
against the group or becoming
apostates.
Here are some of the names
of the people who have been
executed in Deir Ezzor within
48 hours according to our
correspondent: - Fuad Ahmad
Abdullah - Abdullah Mishib
- Mohamad Ibrahim Jejan Mohamad Ibrahim Salem - Hani
Turki Ali - Jasem Mohamad
Antar - Mohamad Saed Kardosh
- Shaher Awad Hammad - Imad
Ammash Jarbou - Husein Tume
Atallah - Hasan Abed Salem - Ziad
Aed Abeid Ali - Ibrahim Abeid Ali
- Ahmad Abdoun - Nufal Awad Ahmad Sebat Abbar In addition to
three unidentified people.
RFS Media Office received several
images of the executions,
however, it did not publish them
since they are too graphic.
Deir Ezzor: ISIS closes last
clinic providing free health
care services and confiscates
properties
ISIS closed the Syrian Red
Crescent clinic in the city of alBukamal in Deir Ezzor which is
the last organization providing
health care services for free in
the city. ISIS previously took over
al-Saed Hospital in the city of
al-Mayadeen in Deir Ezzor as well
under the pretext that its owner
is an apostate.
Moreover, ISIS confiscated the
properties of three families in
the town of al-Kharita in the
western countryside of Deir
Ezzor. The families are of men
who were arrested by ISIS, and
once they were released, their
properties were confiscated. The
organization also confiscated
a house in the city under the
pretext that its owner works for
the Kuwaiti army.
ISIS blew up a restaurant owned
by a civilian on charges of
serving spoiled meat in the city
of al-Mayadeen in the eastern
countryside of Deir Ezzor.
Al-Raqqa: Dollars and gold,
ISIS imposes new fines on
civilians
ISIS imposed new fines on civilians
who violate the group’s laws. For
example, men who shave their
beard should pay a 100$ fine,
men who trim their beard should
pay a 50$ fine while women who
don’t cover their eyes should
provide a 1 g of 24 carat gold as
a fine. Thus, al-Hisbah office of
ISIS is collecting a lot of money.
Previously, al-Hisbah imposed
many forms of punishment on
people who violate ISIS orders
and laws. Some of these forms of
punishment were monetary fines,
the others were physical like
beating, lashing or forcing people
to dig trenches. ISIS prevents
people from doing many things, it
prevents men from shaving their
beards, getting modern haircuts,
wearing tight jeans, and wearing
certain printed clothes with
certain slogans or writings.
Al-Raqqa: ISIS enforces a
curfew to face International
Coalition’s leaflets
The International Coalition
warplanes dropped tens of
thousands of graphic leaflets
in Raqqa last Monday. The
cartoon-style leaflets show
recruits lining up to be shoved
into a meatgrinder. They also
have Arabic writings on them
saying that ISIS is about to be
vanquished.
As a result, ISIS enforced a
curfew in the city of Raqqa to
make sure that locals do not read
or see the leaflets. However,
according to the correspondent
of “al-Raqqa Is Being Slaughtered
Silently Campaign”, many people
were interested in getting these
leaflets.
Al-Raqqa: Zakat money, a
new way for ISIS to finance
its fighters
ISIS formed new committees
responsible for collecting Zakat
money from civilians in Deir Ezzor.
According to the correspondent
of “al-Raqqa Is Being Slaughtered
Silently Campaign”, the
committees have started
collecting civilians’ financial
information so they can specify
the amount of Zakat money each
civilian should pay.
The correspondent also said that
a small amount of the money
collected actually goes for the
poor, since most of the money
actually goes as salaries to ISIS
militants who matter the most for
the organization.
It is obvious that the group has
been suffering lately from lack of
money especially in Deir Ezzor,
where many ISIS militants have
been dismissed from service
under the pretext of not pledging
allegiance to the group.
Activist say that the real reason
for the lack of money is the
Coalition’s air strikes in Syria and
Iraq which badly affected the
money sources ISIS has.

ISIS sets iron cages in cities
under its control
ISIS came up with a new form
of punishment and that is the
iron cage. Cages have been put
in the middle of all cities under
ISIS control,and smokers and
those who are late for performing
prayers are publicly imprisoned
inside them for several hours or a
whole day and then released.
Regarding women who wear
clothes showing any parts of
their bodies, including their faces
and hands, violating ISIS rules,
they are beaten or imprisoned.
Arrested women or their arrested
custodians can be released after
signing a paper promising not to
violate the rules again.
