Deir Ezzor: ISIS closes last clinic providing free health care services and confiscates properties ISIS closed the Syrian Red Crescent clinic in the city of alBukamal in Deir Ezzor which is the last organization providing health care services for free in the city. ISIS previously took over al-Saed Hospital in the city of al-Mayadeen in Deir Ezzor as well under the pretext that its owner is an apostate. Al-Raqqa: Dollars and gold, ISIS imposes new fines on civilians ISIS imposed new fines on civilians who violate the group’s laws. For example, men who shave their beard should pay a 100$ fine, men who trim their beard should pay a 50$ fine while women who don’t cover their eyes should provide a 1 g of 24 carat gold as a fine. Thus, al-Hisbah office of ISIS is collecting a lot of money. Previously, al-Hisbah imposed many forms of punishment on people who violate ISIS orders and laws. Some of these forms of punishment were monetary fines, the others were physical like beating, lashing or forcing people to dig trenches. ISIS prevents people from doing many things, it prevents men from shaving their beards, getting modern haircuts, wearing tight jeans, and wearing certain printed clothes with certain slogans or writings. Al-Raqqa: ISIS enforces a curfew to face International Coalition’s leaflets The International Coalition warplanes dropped tens of thousands of graphic leaflets in Raqqa last Monday. As a result, ISIS enforced a curfew in the city of Raqqa to make sure that locals do not read or see the leaflets. However, according to the correspondent of “al-Raqqa Is Being Slaughtered Silently Campaign”, many people were interested in getting these leaflets. Al-Raqqa: Zakat money, a new way for ISIS to finance its fighters ISIS formed new committees responsible for collecting Zakat money from civilians in Deir Ezzor. According to the correspondent of “al-Raqqa Is Being Slaughtered Silently Campaign”, the committees have started collecting civilians’ financial information so they can specify the amount of Zakat money each civilian should pay. The correspondent also said that a small amount of the money collected actually goes for the poor, since most of the money actually goes as salaries to ISIS militants who matter the most for the organization. It is obvious that the group has been suffering lately from lack of money especially in Deir Ezzor, where many ISIS militants have been dismissed from service under the pretext of not pledging allegiance to the group. Activist say that the real reason for the lack of money is the Coalition’s air strikes in Syria and Iraq which badly affected the money sources ISIS has.
