He is currently a Member of Rajya Sabha and was earlier the National Treasurer of the Bharatiya Janata Party (BJP). He headed the BJP's Information Communication Campaign Committee and oversaw the publicity and advertising campaign of the party, including the social media outreach for the Indian General Elections 2014. He thanked President Shailesh Haribhakti for inviting him to the Club and expressed his gratitude and privilege at being there. “It is truly a pleasure to speak among all of you. It has been 10 months now in the new government and our focus has been on instilling the feeling of optimism and hope for the future. That is precisely the reason why you voted us into Government and also why we, as the government, will try and change the paradigm of what we have been looking at for many years as good governance. I will centre this talk on what the philosophy of this new government is. “When Prime Minister Modi was sworn in, the situation became such that every day, between power, coal and renewable energy, at an average, I would get 100 files to clear. The one thing I found was that everybody seemed to have a very genuine case but many cases could be bunched together to demonstrate where and how you could actually hit at the root and resolve the problem. In my first week, I drew up ten commandments of what one should do and how one should run his own work in Government. One of the first and most important lessons for me was that instead of resolving individual cases, let’s do a root cause analysis and ensure that this does not affect anybody else in the future and maybe, with one action you can clear fifty people’s problems. What I learnt from this was get to the root cause of the problem, prioritise the concerns of the people, build an action-oriented agenda, have a transparent mechanism to operate and run it through a transparent process, make your people accountable and monitor them regularly so that the actions you intended are going in the direction you want them to be, and have an overarching framework of good governance which helps you reach your ultimate objective, maybe just a little slower.” He said that, thanks to this approach, he barely received five to six files today and the response has been overwhelming. He explained, “We have looked at this (approach) as the guiding principle and the focus of all our work. To make it a root cause analysis, adopt a policy and procedure-driven approach to resolve people’s problems, use TODAY'S SPEAKER: Rohas nagpal March 31 to April 6, 2015 The Bulletin of the Rotary Club of Bombay | www.rotaryclubofbombay.org 1 innovative financing models to change the pace at which power prices are going, bring in some innovative thinking and, at the end of the day, do ensure that everything you do is transparent and whatever can impact the people at large is known to the people at large.” In closing, he spoke about the difference the new government is trying to bring to people’s lives. He said, “We are not promising subsidies or government intervention, but we will make them self-reliant and reap the benefits of good governance for years to come. Not because of the benevolence of a government in or out of power, not because there is an election around the corner and promises are made, but as a matter of right, as something which is affordable and that everybody has an equal opportunity to enjoy.” 2 The Bulletin of the Rotary Club of Bombay | www.rotaryclubofbombay.org March 31 to April 6, 2015 The weekly meeting held on Tuesday, March 24, 2015 was a joint meeting of the Rotary Club of Bombay with the Rotary Club of Mumbai Downtown and the Rotary Club of Mumbai Sea Land. Almost single-handedly, she has organised an outing for more than 300 people, paying attention to the most minute detail, for this was not an ordinary outing. It was a picnic for the physically challenged and she catered to their specifc requirements, arranging for their comfort and enjoyment. Of course, the Inner Wheel Club (IWC) of Bombay ladies rallied round her to make it a fun-filled day. It started off with a song and a speech and was followed by a healthy breakfast. The children had been looking forward to the games stalls and they were certainly not disappointed in the prizes they won. There were several hundred prizes! Enough to satisfy any child. There was time enough for some children to play on the swings and slides installed specially for the physically challenged in the picnic garden at Wadala. Lunch, which followed, was sumptuous and it preceded the dance competition by the four different schools of the SEC. No participant went home unrewarded, for prizes had been arranged for everyone. In fact, not a single child went home emptyhanded, for there was a goodie bag for each. It wasn’t only the children who enjoyed. It was also the staff of the school and the IWC ladies who participated whole-heartedly. IWC PP and R/anne Zarine Chothia with her team enjoying the satisfaction from giving joy to others at the picnic for the SEC students Students of SEC at the hoopla stall manned by the IWC of Bombay ladies Picnic to the Taraporevala Aquarium SEC students flying high on the special swing for the physically-challenged at the picnic 6 The Bulletin of the Rotary Club of Bombay | www.rotaryclubofbombay.org You should have seen the joy on their faces. The students, young and old, thoroughly enjoyed their outing to the recently- renovated Taraporevala Aquarium. Inner Wheel Club of Bombay made it possible for some of the students of the Central Society for the Education of the Deaf and of the Bombay Institute of Deaf and Mutes. The Club organised the outing by arranging group admission and supervision of the children and by topping it off with a box of treats to eat on the way back to school. The students watched the antics of the various fish in fascination and lingered spellbound at several of the colourful displays. The enjoyment for the children was well worth the planning and organising. March 31 to April 6, 2015 42nd Sir Jamshedji Kanga Memorial glc Intra-College Moot Court Competition I n recognition of mooting as an imperative co-curricular activity, the Moot Court Association of Government Law College (GLC) works unstintingly to promote and encourage mooting within the college. In pursuance of this objective, the Moot Court Association of GLC together with the Rotary Club of Bombay, ALMT Legal, Economic Law Practices and S.D. Israni Law Chambers organised the 42nd Sir Jamshedji Kanga Memorial Government Law College Intra-College Moot Court Competition. The competition has been instituted in memory of Late Sir Jamshedji Kanga, former judge of the Bombay High Court and Advocate General of Maharashtra. This moot court competition is one of India’s oldest moots and being the Moot Court Association of Government Law College’s first ever moot, it occupies a special place in the history of GLC. It is interesting to note that every moot organised by the college is done in memory of some of the greatest contributors to the legal field, thereby keeping their noble work in the legal fraternity alive. GLC has successfully nurtured and promoted the productive activity of mooting within the March 31 to April 6, 2015 college in memory of yet another legal visionary, Sir Jamshedji Kanga. The Moot Problem for this edition of the competition was based on Company Law and was drafted by Satyan Israni. The competition was held on March 20 and 22 and 16 teams from GLC participated in it. Registrations are done on a first-come, first-served basis due to the overwhelming response that the Moot receives year after year. The preliminary rounds were held on March 20. The preliminary rounds are knockout rounds within the format of this moot. With an intense competitive spirit, each team made every effort possible to win the preliminary round in order to make it through to the rounds ahead. The final round of arguments was held on March 22. This year, the final round saw some unique claims put forward by both the teams that were judged by Sameer Tapia and Satyan. The round saw the two best teams go head to head and ultimately the team of Shivam Dwivedi, Mohit Khanna and Nikhal Utta was adjudged the winner.
