We had close to 200 people turn up and enjoy the afternoon. There was plenty of roast beef rolls, icecreams, lollies, Easter eggs and cakes to go around to all the adults and children. We heard some great music from “The Chuckabillies”, (if you would like to book them for an event, please contact us and we will put you in touch with them.), lots of kids on the bouncy castle, many got their faces painted and played the various ball games. Satterleys provided some cute coloured pencils for the youngsters to take home too. I spoke to many residents from Wandi, Anketell, Honeywood Estate and Mandogalup. Some folk mentioned they hadn’t known about the resources we had at the community centre and some others were able to catch up with friends and neighbours they hadn’t seen for a while. My sincere thanks go to the Wandi Progress Association committee, their partners, offspring and friends who helped both on the day and behind the scenes. Everyone involved pitched in and worked as a team and made it a truly successful afternoon. I would also like to thank Mayor Carol Adams and her staff for the funding and assistance given to organise the event. Wayne Tentori (Editors note: What a pity we can’t get those numbers at our Annual General Meetings!!) MAYOR’S MESSAGE With one public holiday after another, this year seems to be flying by extremely quickly and I’m sure you will notice that with time come great changes in and around the Wandi area. The Wandi Community Centre is well under construction and is on track to be completed as per the initial timeframe of around late September this year with occupancy expected soon after. This is an exciting time for community groups in the area as the state-of-the-art facility will be a welcome addition to the existing facilities. Other big projects taking place in the City of Kwinana include the re-opening of our hydro pool at the Kwinana Recquatic Centre and the re-commencement of Swim School classes after several months of refurbishment work. The 25 metre pool is still undergoing some work, following an unanticipated delay, but it is taking shape and we’re excited to be bringing this much improved facility to the community in the near future. The upgrade of Gilmore Avenue is also a major project that will help with traffic flow through the City, while in Wandi, Lyon Road will be upgraded as a result of urban developments. The upgrade will extend from Rowley Road to Kenby Chase with the installation of kerbing, drainage, footpaths and resurfacing. Works are expected to commence in the next couple of months. Events The City recently secured some funding for the ‘Positive Vibes’ project, which coincided with National Youth Week. It involved building awareness of local mental health services and helped to provide stress management and coping mechanisms to young people in Kwinana. This project and series of events were well attended across the week with great community participation. The ‘Act-Belong-Commit Our Heritage Festival’ takes place on Sunday, 10 May at Sloans Reserve in Leda. The City of Kwinana invites you all to come along and enjoy this relaxing day out with family and friends to learn about the rich history of your City. Finally, running alongside the heritage celebrations is the ANZAC Centenary Exhibition at the Darius Wells Library and Resource Centre. ‘Answering the Call’ is dedicated to showcasing stories and recollections of 2 WWI from local people. It’s running at the Darius Wells Library and Resource Centre until 24 May and is a great tribute to the men and women who were directly affected by the conflicts. Lest we forget. Thank you once more for the opportunity to update the Wandi community on a few of the events occurring within the City of Kwinana. Carol Adams Mayor, City of Kwinana REPORT ON THE ANNUAL GENERAL MEETING 18/02/2015 Whilst the number of residents calling Wandi home is increasing, it was disappointing that attendance at the AGM was only 25. Even more disappointing is there are no new faces on the committee (see the front page for the names/positions of 2015 committee members). Please consider volunteering to become involved in your community organisation. We do really need a Treasurer – the past Treasurer is very happy to assist in handing over the reins to a new person and providing ongoing support as necessary. Mayor Carol Adams’ address at the WPA AGM The committee was again delighted that Mayor Carol Adams and Councillor Wendy Cooper were able to attend our annual general meeting. We had provided them with a list of questions prior to the meeting and they also took questions from the floor. The Mayor initially gave a brief review of the State government’s project to reform local Councils. The amalgamation with City of Cockburn was rejected at the recent ballot by Kwinana residents. Local government elections will take place in October this year. Carol indicated her plan to stand for the position of Mayor, which is a two year term of office, but said 2017 will be her ‘exit year’ - after twenty years of service to the Kwinana community. Council and Rotary are supporting the regional Children’s Adventure Playground project on a large part of Calista Oval. Construction will commence later in the year and be completed in 2016. Concern was expressed at the number of deliberately lit fires in the area and the volunteer brigades were thanked for their efforts. Carol provided confirmation that fire permits will not be required during the period 1 June to 30 September. Council is currently evaluating the costs of a weekly recycling bin collection. Tip passes will not be available. Green waste is collected four times a year and bulk/junk waste twice a year. If residents notice an area in Wandi which attracts regular dumping of waste, please contact Council. It may be possible to install covert CCTV which can lead to prosecution of offenders. The City has used this method successfully in the past but, like everything, they do need community assistance. Hooning should be reported to the police. Despite being within the City of Kwinana local government boundary, Wandi falls in the Mundijong policing district. Report graffiti to Council. Offensive words are generally removed within 24 hours of the report. The new intersection on Lyon Road at the northern end of Honeywood Estate is expected to be completed in mid-May this year. (Ed. See updated information in the Mayor’s Message) Neighbour Day – 29 March 2015 – grants are available to community groups for large neighbourhood gettogethers. Smaller grants for street parties will also be available. This scheduled date has also provided the City with a great opportunity to thank the community for the strong response against the amalgamation with Cockburn. (Ed. See President’s report) 3 Planning is underway to extend the Council chambers and offices into the Margaret Feilman Centre which is behind the current Council building. Now the result of the amalgamation proposal is known, signage showing ‘Town’ of Kwinana will need to be changed to reflect our City status. The following issues were raised by local residents: Concern that dust particles on his roof could be from the Kwinana Industrial Area. As we are reliant on water collected from our roofs, he wondered how this could be checked. Carol advised that the additional dust is most likely to be from the earthworks connected with the new housing estate. Wendy Cooper advised that previous testing had indicated that wind-borne dust from KIA was blown more northerly towards the Melville area rather than easterly. It was suggested that the question could be raised at the Kwinana Industries Council (next Community & Industries Forum meeting 3 March 5.30pm, Darius Wells Library). Concern that Magenup Road is hazardous as it is narrow and winding and a request that a single continuous central white line be painted on the road to improve safety. However, he had been advised that the road was considered too narrow for this to be done. He remains concerned that the road is dangerous. Carol undertook to put in a Council request to look at the road to see if the white line could be painted as suggested. Council will request Main Roads WA investigate and consider implementing changes to the line marking as required. Concern about sand build up on Lyon Road. Contractor has swept the road and will be sweeping more frequently in the future. Possibility of a charging station being installed in Kwinana for electric cars. UWA, who ran the electric vehicle trial, has provided the following advice with regard to electric car charging stations. A fast charging station costs about $30,000. Slow charging ones cost $7,000 but UWA do not recommend them as they take 4-5 hours to charge, and therefore are not that useful to visitors. At this time we do not have the budget to install one, and we would need to do research on the best location to get the most benefit/usage of such a facility. It is certainly a consideration for the future. In the meantime residents may be interested to know we are planning on having an electric car seminar in May and if they would like to be on the Environment email list we can send them more details closer to the date. Refer to What’s on in Kwinana) MANDOGALUP VOLUNTEER BUSHFIRE BRIGADE Our primary area of responsibility is east of the Freeway between Thomas and Rowley Roads (The Spectacles is not included in our area) but we are routinely called to incidents in surrounding areas within the City of Kwinana, and to major incidents which can be well outside. In the period December through March, we responded to 22 callouts in our primary area involving 303 man-hours. Elsewhere within the boundaries of the City of Kwinana, we had 37 callouts with 1236 hours. The two major fires within The Spectacles during February accounted for around 650 of those hours. Outside the City of Kwinana (e.g. Baldivis, Cockburn, Bullsbrook and Bindoon) we had 27 call-outs with 796 man-hours expended. So for the fire season (December 2014 – March 2015) we had a total of 86 call-outs and 2335 fire-related man-hours. It has been, by a long way, our busiest season for many years. Additionally, a further 580 man-hours went on activities such as maintenance, community involvement, meetings, training and so on. Bill Rowe 4 CLEAN UP DAY IN WANDI –2015 On Sunday 1st March we had about 20 people helping out to clean our road verges. We covered quite a few of the main arteries of Wandi and our volunteers picked up many alcoholic beverage bottles/cans, lots of fast food wrappers and many other items including a muffler and a front fender from a car. It is always very pleasing to see our community doing their bit to help keep Wandi beautiful. I wish to thank our volunteers for a great job done and look forward to getting many more people to help next year. Debbie Tentori Site Co-ordinator Just a reminder about City of Kwinana verge collection dates Next greenwaste collection 15 June 2015. AROUND THE WANDI COMMUNITY CENTRE In our last Warbler we announced the funding approval for our new community building that will house a variety of clubs and give greater flexibility to the placement of users for the years to come. Construction of the building was started with site clearing on 19th January this year, the building is now at the walls up and roof on stage. Photos of the progress can be viewed on our website, check the Home page and select the New Building Progress tab http://www.wandiprogress.com.au/. Part of the building construction will be a new waste water treatment plant manufactured by BioMAX. By the time you receive this Warbler, it should be installed, just awaiting commissioning once the building is completed. BioMAX is designed to treat all waste water, potable water being the final result. Its location is behind the Hall with the leach drains for the potable water running along the base of the viewing mound of the oval. We need to thank the City of Kwinana and Lottery West for funding this project that makes Wandi a true centre for community activities in the surrounding area. In readiness for the building opening we are in the process of planning for club relocation within the centre, so lots of work to do yet. If you belong to a club and think it needs a new home or would like to start a club please contact us, there’s a good chance we can help. 5 Along with the new building works we’ve been hosting many events like Caravan Clubs and GEKO LARP for overnight stays. Rod Cocks WANDI LANDCARE GROUP Wandi Landcare group was fortunate again this year and received funding from the Swan River Trust, Alcoa of Australia and Perth NRM (SALP) grants program for 2015 to undertake its rehabilitation work at Lake Magenup. The funding application was done in partnership with the City of Kwinana, so thank you Angela for all your assistance and hard work. An awards ceremony was held on 24 February when a breakfast was enjoyed by grant recipients at Kings Park and the Minister for Environment; Heritage, the Hon. Albert Jacob MLA made official presentations. Thanks to Les and Marilyn Whiddett for attending and representing Wandi Landcare Group. Les said he enjoyed it and it was a lovely morning and breakfast. CITIZENS ADVICE BUREAU - KWINANA Information and referral service, probate kits, power of attorney kits, power of guardianship kits Thursdays 10am to 3pm, Darius Wells Library & Resource Centre, Kwinana 6 UPDATE FROM SATTERLEY PROPERTY GROUP The northern stages of Honeywood (Stages 7-9) are now nearing completion, and the upgrade of road works on Lyon Road, near Rowley Road are expected to commence mid-May. The revised engineering design for the upgrade of Lyon Road and the northern intersection with Honeywood Avenue has been submitted to the City of Kwinana for approval and to the contractor for pricing. It is expected that the upgrade will take approximately three months and be ready for Honeywood residents to use by mid-August. The Honeywood Rise development is also progressing well with Stage 1 completed and titled and Stage 2 is scheduled for completion in May. Further south, the Honeywood Rise development extends to Kenby Chase, with the intermediate area comprising of Stages 3, 4 and 5. The earthworks for these stages have been substantially completed. In other news, Honeywood is looking forward to bringing local markets to the estate for the first time on Saturday, May 23 from 10am – 2pm. Come along and enjoy a family friendly market featuring handmade and unique stalls, cupcakes, coffee, gourmet food, free face painting, giant games, craft activities and much more, on the corner of Honeywood Avenue and Bruny Meander. The markets will be held on a trial basis, so we look forward to having the support from the local community to come down and enjoy the day so that we can look at offering the markets more regularly. Having worked in the power industry for the last 40 years I am often asked if it is worth using power surge protectors for valuable equipment. My answer is usually YES, and especially here in a semi-rural area where the power system is more vulnerable. Most electronic equipment comes with some form of power supply protection built in, but often that is basic in nature and unless you dig down into the detailed specifications on each piece of equipment you cannot rely on it. Also, one good reason to select an external protective device is that successive “hits” on the protector gradually degrade it to the point where it will fail, and an external device is cheaper to replace than the equipment. Usually I recommend a single, quality multi-outlet device for home office or home theatre applications. So how do you determine “quality”? The fundamental purpose of this device is to filter out voltage “spikes” on the power supply, so the primary indicator of quality is the Joule rating which is the ability of the device to absorb the spike energy, so the higher the better but most will be rated above 1000 Joules. The higher quality devices will also include a value of the equipment which they are protecting, as an example the Belkin Essentials range costs around $60, and will warranty up to $75,000 on the value of downstream equipment. Surge protectors often include additional functionality such as telephone line or internet cable “filtering”, USB power supplies, etc. In my opinion the telephone line filter combined with the power protection is useful where your protected devices have both power and phone connection from the outside world, but the other functions are more of a convenience than protection. As with most things these days it is worth the effort to research reviews on these kinds of items. I did a quick search in writing this piece, and was surprised to find a shortage of recent reviews from the likes of Choice magazine, but there are more “techy” sites like CNET and Wirecutter with information and advice. Seven (7) megalitres of water and 60 tonnes of sand were released which closed the Freeway and surrounding streets. Traffic was in gridlock throughout the city for many hours. 8 COMMENTS BY A DISGRUNTLED LOCAL RESIDENT A few years ago, through the Wandi landcare group, I was given a heap of native seedlings. Unlike others I planted mine around my property (on the nature strip) - I always thought it was called a nature strip because it was “natural vegetation between one’s property and the road. Unfortunately in the last six months 4+ of the small to medium sized native shrubs I had planted have been mowed over by an over enthusiastic lawnmower man. One tree even had a protection mesh over it. Recently a large 1.5 metre high native bush that I had planted more than 10 years ago has been cut down. I keep asking myself…..WHY. Why would he go to so much trouble? Surely it would be easier to miss the Fiat Bambino-sized plants and focus on the weeds. Is it because I mow my verge before fire season? Is it vengeance against the one that steals his craft? Is that his resolve? Is he worried that my few plants are a fire risk? Nah, it can’t be. The plants did sit between the road, a good fire break and are surrounded by enough fodder to starve a sheep. A nature strip around a 5 acre property can’t be watered without prosecution. Perhaps the lack of green lawn offends the man and a desert wasteland is my penance. Anyway no point crying over something literally dead and buried. Some time in the near future I visualise myself sitting on my John Deere RX75 when a white ute, plates lettered in blue, and a smiling band of men hand over a few good sized native plants and a tray of seedling for one’s trouble, all to start the process again!
