As a multi-sectoral regional alliance working to
accelerate implementation of the WHO Framework
Convention Tobacco Control (FCTC), SEATCA has
established itself as ASEAN's resource hub for
tobacco control, and we believe that sharing up-todate information and technical resources is vital to
ensuring tobacco control progress in all ten ASEAN

TOBACCO CONTROL ONLINE RESOURCES
Our ‘SEATCA Online Resource Center’ is a one-stop
online avenue for sharing and accessing
 ASEAN tobacco control laws and regulations
 country-specific research/scientific evidence
 various quality resource materials related to tobacco
control in the ASEAN region
To fulfill this role, SEATCA has been working closely
with country partners since its establishment in
2001, promoting evidence-based resources for local
advocacy to advance stronger tobacco control
policies.
Available for download and sharing are publications on
FCTC implementation in the ASEAN region including
 ASEAN Tobacco Control Atlas in Burmese (coming
soon), English, Khmer, Lao, and Vietnamese
 health promotion resource materials
 regional summaries and analyses on tobacco control
policy issues
 country report cards, in-country research reports and
factsheets
 video documentaries

Tobacco Tax and Price (FCTC Article 6)

Easily affordable tobacco products are a main driver
of high tobacco consumption in ASEAN countries.
Because tobacco taxation is the most effective
measure to tackle this problem, SEATCA works to
strengthen tobacco excise taxation systems in the
region in accordance with WHO FCTC Article 6
guidelines.
SEATCA supports knowledge sharing and learning
between countries and organizations at country,
regional and international levels through several
platforms. These include regional tobacco taxation
workshops, in-country assistance and access to the
tobacco tax resource centre and tobacco tax
database.
The tobacco tax resource center categorizes
information by:
 Region: an ASEAN snapshot of smoking
prevalence, annual per capita cigarette
consumption, cigarette taxes and prices, tobacco
tax systems and rates, and tobacco tax revenue
trends
 Countries: country information on tobacco tax
system, tobacco tax revenues and cigarette
affordability
 Evidence:

downloadable
publications developed with SEATCA support
 Tobacco tax database: provides access to
hundreds of journals, publications and reports
collected worldwide
To promote the exchange of learning in the region, the
tobacco tax database was developed with more than
350 journals, publications, and reports from around the
world compiled.

Smoke-free ASEAN (FCTC Article 8)

In moving towards achieving a sustainable healthy,
tobacco-free lifestyle in the ASEAN region, SEATCA
supports the implementation of regional, national, and
sub-national smoke-free initiatives in accordance with
the FCTC Article 8 Guidelines (Protection from Exposure
to Tobacco Smoke) which is one of SEATCA’s priority
programs.
The main page of the Smoke-free ASEAN website
shows links to three sections:
1) Smoke-free Maps
2) Campaign towards a smoke-free ASEAN, which is
updated by the members of the ASEAN Focal
Points for Tobacco Control (AFPTC)
3) Briefer on SEATCA’s Smoke-free Initiatives
The Smoke-free Maps show ASEAN countries
categorized in different levels based on each counry’s
compliance of its law to FCTC Article 8 guidelines;
highlighting 14 settings/places which should be 100%
smoke-free based on the law, and a map that shows
that these 14 smoke-free places/settings are
enforcing the law.
Each country page under
the campaign towards a
smoke-free ASEAN has a
summary of its laws,
regulations and
enforcement activities.
A database of Article 8 smoke-free laws and their
implementation, other smoke-free initiatives occurring in
all ASEAN countries, and related materials from the
region are made available for country and international
partners in supporting their own smoke-free initiatives to
strengthen smoke-free policies at country level. The
database can be accessed through the SEATCA
Resource Center and provides:
a) Quick access to existing national and sub-national
smoke-free legislation in each ASEAN country in terms
of smoke-free places, enforcement mechanisms and
penalty or fines for any violation
b) Regional map of smoke-free initiatives (including
smoke-free cities, World Heritage sites, sporting events
and others) in ASEAN
SEATCA’s Smoke-free Initiatives in the ASEAN
include making the Southeast Asian Games smokefree, smoke-free world heritage sites and cities,
regional smoke-free workshops, making the ASEAN
Secretariat’s workplace smoke-free, sharing lessons
learned from cities that are already smoke-free.
SEATCA has also organized the Smoke-free Cities
ASEAN Network (SCAN) and the Network of Smokefree World Heritage Sites and Cities. SEATCA will
soon put in greater focus smoke-free cities and
heritage sites in this resource center, a venue for
sharing their initiatives, challenges, and lessons
learned for others to follow.

Another intervention program for SEATCA is to
accelerate full and effective implementation of the
INSIGHT SERIES VOL.8, 2015
WHO FCTC Article 11 Guidelines through the
development and adoption of strong, evidencebased legislation on pictorial health warnings
(PHWs) across the ASEAN countries.
To facilitate the use of effective and prominent
PHWs, a centralized resource/database has been
compiled and made available online for countries in
the ASEAN region and international partners. The
database provides easy access to
a) current tobacco health warnings in the ASEAN
region
b) updated country regulations on health warnings
c) Article 11 toolkit (Simplifying the WHO FCTC
Article 11 Guidelines)
d) summary of facts countering tobacco industry
myths on health warnings
e) technical issues related to development and
implementation of health warnings based on
Article 11 guidelines
In collaboration with ASEAN Focal Points on Tobacco
Control (AFPTC), SEATCA houses an Image Bank of
Copyright-free Pictorial
Health Warnings (PHWs)
from the ASEAN region.
In this initiative, SEATCA
provides and facilitates:
 Technical assistance
to countries on
the development and implementation of PHW
policies
 Access to high-resolution and copyright-free PHW
images from Brunei, Singapore, Thailand and other
ASEAN countries
 PHWs display kit with sample cigarette packs from
the region and Australia to be used for advocacy
purposes
Any interested country can access the procedure to
apply for copyright-free use of PHW images and a flow
chart of PHWs sharing mechanism, both available on
the website.
