Computer/Electronic Accommodations Program (CAP)

CAP Overview
• 1990: DoD established CAP to provide
accommodations to civilian employees
• 2000: National Defense Authorization Act
– CAP’s success led Congress to grant DoD the
authority to provide AT, devices, and support services,
free of charge to Federal agencies that have a
partnership agreement with CAP
• 2004: CAP began providing AT to wounded, ill,
and injured Service members
Free Services through CAP
• Needs assessments
• Assistive technology
– Becomes property of employing agency
• Training on the use of technology
• Education and outreach on recruitment/hiring,
accommodation, advancement, and retention of
people with disabilities and disabled veterans
CAP and CAF Facts
• Creation of a fund, whether to compliment CAP
services or stand alone, is logical, makes good
business sense and improves efficiencies
– Removes potential barriers to employment
– Allows managers to focus on ability, not disability or
impact of the cost of accommodation on an office’s
budget
CAP and CAF Facts
• Contrary to popular belief, CAP is fully funded by
DoD. Therefore, CAP does not assume the legal
obligation of our partner agencies to provide
accommodation to its employees.
• Also, some items are out of scope for CAP:
– Automatic door openers and other facility alterations
– Chairs and interpreting/CART services (for non-DoD
personnel)
– Other miscellaneous items: mobility scooters, items
requiring a reoccurring service fee, lighting, glare
screens, and non-computer office equipment such as
electric staplers and calculators

Education’s CAF Overview
• CAF has been operational for 10+ years
• Located in the Office of Management, Office of
Human Resources (HR) and the Office of the
Chief Financial Officer (OCIO) share
responsibilities (provides all Assistive
Technology equipment)
• Covers the accommodation needs for the whole
agency
– OCR, OIG and FSA receive separate funding and are
able to procure items but can still utilize the CAF
Education’s CAF Overview
• Budget: Approximately $1.5 Million
– Funds are collected at Budget Services level for the
program offices
– Reasonable Accommodation Program Manager
estimates the amount needed for the upcoming years
based on previous years’ funding usage and services
usage amounts
– Charge back to organizations and those who receive
direct funding via Congress contribute fully

• Assistive Technology (provided by OCIO)
• Furniture & Non-AT Items (provided by HR and Facilities
Management)
• Facilities Access (HR and Facilities Management)

CAF Services include:
• Support, guidance, and consultation are provided to all
locations, as needed
• Demonstrations/evaluations
• Training on disability awareness and reasonable
accommodation
• Scooter Loan Program
• AT equipment loan program
• Ergonomics training and assessments
• Interpreting services and other support for headquarters
offices and events
– Most accommodations are funded at bureau/office level
or through CAP Partnership
