All merchandise sold in Europe is subject to a so-called value-added tax (VAT). In Germany, there are two VAT rates: 7% and 19%. If you visit the European Union (EU) but live elsewhere, you can get a refund on any VAT spent when leaving. This makes it quite a bit cheaper for you to make purchases in Germany, compared to EU residents. In the duty-free shops, value-added tax has already been eliminated from the prices.
