Welcome Message
Open, distance, and virtual learning will be the key
strategy for education and training in an information
society where continuous updating of knowledge and
skills throughout the entire population will be a prime
basis for the development of economies and of nations.
It is important for all institutions, associations, and individuals in the field of teaching and training to stay on the
cutting edge of this fast-moving environment.
On behalf of the organizers, we welcome you at the 20th
ICDE World Conference on Open Learning and Distance Education in Düsseldorf, Germany, 01 - 05 April
2001. This first World Conference in the new millennium
is an effort by the international community to focus on
the future of education and training in general and on
the convergence of open, distance, and virtual learning
and traditional education paradigms.
We have received very significant contributions from all
over the world, that will be presented here in Düsseldorf.
Keynote speeches will be delivered by renown representatives
from education, politics, and economy.
The 20th ICDE World Conference is under the patronage
of the President of the Federal Republic of Germany,
Dr. Johannes Rau.
The Federal Government of Germany, the State Government
of North Rhine-Westphalia, the Norwegian Government,
the South East Asia Ministers of Education Organization
(SEAMEO), the United Nations Educational, Scientific and
Cultural Organization (UNESCO), and the World Bank are
officially co-sponsoring ICDE and the Conference.
We want to express our thanks to all companies and
institutions which are contributing to the success of the
conference by sponsoring particular events and activities
and by supporting participation in the conference; please
have a closer look on the list of sponsors and partners.
ICDE has been co-operating with many major regional
and national educational associations in planning for the
20th World Conference on Open Learning and Distance
Education.
For the first time the World Conference is organized in
Germany, and German authorities and institutions are
actively supporting and participating in the conference
preparation (AG-F, BDA, BMBF, DFV, FernUni, HRK, idw,
MSWF, Staatsk. NRW, Uni Oldenburg, ZFU).
The scientific programme of the conference is in the
hands of an International Programme Committee
chaired by Professor Dr.-Ing. Helmut Hoyer, the Rektor of
the FernUniversität Hagen in Germany.
The main co-ordinator of the conference is Reidar Roll,
Secretary General and CEO of ICDE.
One of the most professional and experienced conference
organizers in Europe, Mondial Congress, has been
responsible for all logistic, social and cultural arrangements
before and during the conference. The 20th ICDE World
Conference brings together a wide range and a large
number of experts and people
interested in open learning and
distance education world-wide.

The World Conference is structured into Core Events (Plenary,
Panel, Parallel, and Poster Sessions) and Extension Events
(Workshops, Discussion Groups, Media Demonstrations,

an Exhibition presenting products and services are being held
in conjunction with the conference.

Since 1938, ICDE has organized periodic world conferences,
bringing together the world’s leaders in Open Learning and
Distance Education. ICDE world conferences are the most
established and prestigious events in a field that is in the
forefront of global educational development. The ICDE
organization includes 145 countries all over the world, as
well as an increasing number of education and training
systems.
ICDE is receiving official recognition by national governments and the international community for its world-wide
activities and excellence in the field of open, distance, and
virtual learning.

The Themes and the Structure of the Conference
The 20th ICDE World Conference on Open Learning and
Distance Education will be held under the main theme
The Future of Learning –
Learning for the Future:
Shaping the Transition
The main objective of the conference will be to view the
development of learning and to explore how especially
open learning and distance education, virtual training and
e-learning will find their positions in a perpetually
changing world in the coming years.
During the decades before the turn of the millennium the
influence of technology, economy, politics, and society on
people was very strong and it will go on affecting our daily
life. World-wide, we find ourselves in a period of
transition. Nobody could have expected all the radical
changes that have taken place during the past years, and
today nobody can predict reliably the development and
the changes still to come. In addition, changes and
developments have been rather diverse in the different
parts of the world as far as way, rapidity, and results are
concerned.
Against this background, we have to ask ourselves
whether we want to accept, to control, to harmonize, to
remove, or to overcome these changes and developments
with all their varieties. Thus, we need to get an idea of our
aims: What do we want education and training
worldwide to be in 2005/2010?
We should not allow ourselves to be overrun by the
upcoming technical, economic, political, and social
developments. On the contrary, we should aim to actively
influence the objectives, the contents, the direction, the
path, the means, and the rapidity of the changes and thus
shape the transition into the future. We need to give
answers to the following questions:

developments in the field of education and training, the
20th ICDE World Conference will explore the challenges
for Open Learning and Distance Education under the

Conference Proceedings
Conference Languages
The overall working language of the conference will be
English. Simultaneous translation from and into French,
German, and Spanish will be provided for all Plenary
Sessions. Some conference sessions or events may be held
in a language other than English.
The full versions of papers for presentation in Parallel
Sessions and Poster Sessions / Discussion Groups are
available on CD-ROM as delivered by the authors by mid
March 2001. The Conference Proceedings CD-ROM will
be distributed to all participants in the conference, and it
can be purchased via the conference oganizer, ICDE, in
Oslo after the conference. Complementary information,
papers and documents (as supplied after mid March
2001) will be made available as a supplement to the
Conference Proceedings CD-ROM on the conference
web-site for the participants in the conference.

Types of Events and Presentations
THE CORE EVENTS
THE EXTENSION EVENTS
Plenary Sessions, Panel Sessions, Parallel Sessions, and
Poster Sessions will be the Core Events of the World Conference. These Core Events are the “official”, formally structured and presented conference programme.
The Core Programme is under the overall responsibility of
the ICDE. The Scientific Programme Chair will be responsible
for the overall coordination and arrangement. Parts of the
Core Programme are organized with the support of the
Open University, United Kingdom, and the UNED, Spain.
In addition to the Core Events the World Conference
will allow for a large number of Extension Events of
different types. These Extension Events will be
organized independently and on the responsibility
of ICDE member institutions, and co-operating
institutions and associations.
PLENARY SESSIONS
❏ Opening Ceremony on Sunday late afternoon
The Opening Ceremony on 01 April 2001 late
afternoon and evening will contain an official opening
and information part (short and precise) and a stage
show (dynamic and local) and it will be followed by a
social gathering (warm-hearted and international).
❏ Plenary and Panel Sessions
Two Plenary Sessions and seven Panel Sessions will
be arranged from Monday to Thursday where
speakers for keynotes and round table discussions
have deen invited.
❏ Closing Session on Thursday morning
The Closing Session on 05 April 2001will provide
summaries on the different content areas of the
conference as well as an outlook into the future.
PARALLEL SESSIONS
From the incoming abstracts, about 200 abstracts were
selected for full paper presentations in the Parallel
Sessions of the conference. Up to seven Parallel Sessions
will be held at a time with normally four paper
presentations each, followed by discussions.
The 57 Parallel Sessions are related to the six main
streams of the conference (see Conference Scheme for
details). A number of presentations is grouped under an
additional stream “Case Studies”.
Appraisal: The members of the International Programme
Committee took much time and effort in evaluating the
submitted abstracts. The evaluation of the abstracts
related to the “Support and Services” stream was in the
hands of the Open University, United Kingdom; the same
applies to the structuring of that particular stream.
The UNED, Spain, contributed in particular to the
evaluation of the abstracts with a “language” aspect.
POSTER SESSIONS
The sixteen Poster Sessions are linked to the different Parallel
Sessions. There will be two types of Poster Sessions:
❏ Different authors (max. 12) give short presentations
(5 minutes) of their posters and discuss the topics with
the audience afterwards; the session will be led by a
chairperson.
❏ A moderator gives a professional summary of up to 12
posters, followed by a discussion of the authors and the
audience; the discussion will be led by the moderator.
All posters will be presented in the Poster Display Area
throughout the conference. Meetings with the author(s) at
the poster walls independent of the Poster Sessions will be
possible. In Poster Sessions only OHP presentations, but no
Powerpoint, Video, or Online presentation (Internet) will be
possible due to time constraints.

WORKSHOPS, DISCUSSION GROUPS,
SPECIAL INTEREST EVENTS
These events will focus on specific themes, activities,
or developments.
AUDIO/VIDEO AND MULTIMEDIA CENTRES,
INTERNET AREA
Specially equipped meeting and presentation rooms will
allow for demonstrations and examinations of all kinds
of learning and training material based on single or
multimedia technology, including online presentations.
REGIONAL AND SECTORIAL MEETINGS
AND ICDE EVENTS
Regional and professional associations, socio-cultural and
language groupings are invited to organize their own
meetings in conjunction with the World Conference. The
ICDE will present its regional and global activities and will
invite for participation.
SPECIAL CONCURRENT SESSIONS
The Special Concurrent Sessions / Special Presentations are
to be held as an integral part of the conference programme.
Companies, educational institutions, and governmental
authorities are offered the opportunity to present their
latest programmes, products, publications and services in
fields connected to open, distance, and virtual learning.
THE EXHIBITION AND INFORMATION MARKET
An exhibition will be held in conjunction with the
conference in the Foyer.

The CCD. Congress Center Düsseldorf ...
... is one of the largest and most modern conference centres
in Germany. It is situated north-west of the historic city
centre on the banks of the river Rhine. The CCD. combines
all conference events under one roof.
machines for use of credit cards are available at many
banks, at train stations and airports. The closest cash
dispenser to the CCD. is located in the Messecenter,
100 m from the Congress Center, direction to the city
train station.

RESTAURANT AT THE CONGRESS CENTER
DÜSSELDORF
A self-service restaurant is located in the CCD. Congress
Center Düsseldorf. There are several restaurants and
snack-points located at walking distance in the vicinity of
the CCD.
LOCAL TRANSPORT
City trains (”Stadtbahn”) U 78 and U 79 take approximately 15 minutes from the central railway station
(Hauptbahnhof) and the city centre to the CCD. The stop
nearby the conference venue is called ”Messe Ost /
Stockumer Kirchstraße”. You can also use the bus 772, with
the stop ”CCD. Süd” or ”Stadthalle”. The Bus 772 is connecting from the CCD. to the city train („Stadtbahn“)
U 78 and U 79 station („Messe Ost / Stockumer
Kirchstrasse“). But if sun is shining you might also enjoy
a short ten minutes walk.
There is also a regular bus service between the CCD.
Congress Center and the airport; the bus stop is located
close to the main entrance Stadthalle.
A taxi stand is located outside the main entrance
Stadthalle.
Conference participants will receive a public transportation pass upon registration which allows free use of all
public transport in the Düsseldorf area.
POSTAL AND EXCHANGE SERVICE ON-SITE
The local currency is still the Deutsche Mark (DEM). [Coins
and notes Euro (EUR) will be issued in 2002 only.] Foreign
currency, traveller cheques, etc. may be changed into local
currency in banks, hotels, travel agencies, and exchange
outlets at train stations, airports, and the city centre. Cash
MESSAGE BOARD
A Message Board is installed at the registration desk on
the ground floor of the Main Entrance Hall Stadthalle.
There you have the possibility to leave messages for
colleagues and other participants. Incoming messages for
conference participants will be displayed there as well.
INTERNET, PC, AND VIDEO FACILITIES
An Internet Area (sponsored by the Deutsche Telekom AG
and the FernUniversität) with multimedia PC equipment is
installed close to the exhibition area for free use by the
conference participants.
Those who want to make use of the Multimedia PC
equipment and the Internet facilities for individually
“scheduled” presentations (outside of the presentations in paralllel sessions, are asked o contact the ICDE
desk in order to reserve a time slot.
The same applies for individual presentations of Videos
to colleagues and conference participants - please contact the responsible person at the Video Presentation
room 4c.

On our trip to Amsterdam, the capital of the Netherlands, we
will make a stop in the charming village Amersfoort, with its
700-year-old picturesque centre and its famous market
square. Amersfoort is situated right in the middle of the
Netherlands. After having checked in at the characteristic
Hotel Amersfoort on top of the ”Amersfoort Mountain”,
dinner will be served in the hotel or a charming restaurant.
06 April 2001
After breakfast we are going to be picked up by our guide to
leave for Utrecht and Amsterdam. After a city walk through
Utrecht we will continue to Amsterdam where a short sight
seeing tour will give a first impression of the ”Venice of the
North” with its famous network of canals and more than
1000 bridges. After lunch in a nice restaurant you will get to
know the history around Hajenius, one of the most famous
European brands of cigars, and you will have the opportunity
to take part in a short ”cigar-workshop”. Afterwards we will
go to the Novotel Amsterdam, a 4* hotel, and check in.
07 April 2001
The third day of our trip is dedicated to the unique and world
known Rijksmuseum of Amsterdam where we are going to
carry out a ”painting’s ralley”. The museum houses above all
several paintings of the 17th century and shows famous
works of artists like Rembrandt, Frans Hals, Jan Steen, and
Jacob Ruysdaal. Apart from paintings there are also sculptures, silver, furniture, glass, Asian art, and an impressing
department on history of the Netherlands to be admired.
Afterwards the coach is taking us to the city centre again –
the afternoon is at your free disposal and might be used for
some shopping, private sightseeing of the ”Jordaan-district” for example or just for relaxation.
08 April 2001
A roundtrip on Amsterdam’s canals on a private boat will
allow us to admire the characteristic architecture of the 17th
and 18th century, the marvellous houses of the ancient patrician traders. Before the numbering of the houses was introduced by Napoleon, the colour of their stones and the shape
of their gables were the only possibility to distinguish them
from each other. After a refreshment with coffee and cake we
will continue to Gassan Diamonds, one of Amsterdam’s most
important diamond grinding shops, where you can watch
the transformation of an inconspicuous stone to a glittering
diamond and enjoy an exclusive ”Diamond Cocktail”. In one
glass a real diamond will be hiding, who’s glass will it
be??? After this exciting morning we will be taken to a nice
restaurant for lunch and leave for Düsseldorf again afterwards.

The ICDE Prize of Excellence
The ICDE Prize of Excellence was inaugurated in 1999 as the
Global Prize of Excellence in distance and virtual learning.
ICDE is pleased to announce that the ICDE Prizes of Excellence are awarded in April 2001 to deserving entities such
as educational institutions, organizations, governments,
companies, and individuals for the highest possible excellence in the fields of distance and virtual learning. Decisions to award the ICDE Prize of Excellence were based on
merit alone. No political or cultural consideration was given
in connection with awarding the Prize.
The winners of the ICDE Prize of Excellence will receive the
Prize at the ICDE 20th World Conference, in Düsseldorf,
Germany, during the Opening Ceremony on 01 April 2001.
However, the ICDE being headquartered in Oslo, Norway, the
ICDE Prize of Excellence will follow a tradition set by the Nobel Peace Prize in terms of the winners being required to
deliver their Prize Lecture in Oslo. The winners of the ICDE
Prize of Excellence, by accepting the Prize, also accept the
commitment to travel to Oslo the same year that they receive
the Prize, where they will be invited to deliver their ICDE Prize
of Excellence Lecture to an international audience.
The ICDE Prize of Excellence is awarded in the following
areas:
1. The Institutional Prize
This Prize is awarded to entities such as educational institutions, organizations, governments, companies for very
significant contributions to the field, particularly in terms
of innovation, quality and leadership to mainstream development in moving the field of education and training
into the future. These achievements have strong components of very significant contributions across cultural and
linguistic barriers, to the international community of
distance and virtual learning during the last five years.
The winner of the Institutional Prize of Excellence in
2001 is the Universitat Oberta de Catalunya (Open
University of Catalonia), Spain.
2. The Individual Prize
This Prize is awarded for very significant contributions to
the field of distance and virtual learning over the last 5
years. The Prize focus on rewarding innovation, quality,
leadership, and movement of the field of education and
training into the future, as well as very significant contributions in this respect to the international community of
distance and virtual learning during the last five years.
The winners of the Individual Prize of Excellence in 2001
are Professor Gabriel Ferraté, Rector of the Universitat
Oberta de Catalunya (Open University of Catalonia),
Spain and Professor S.W. Tam, President of the Open
University of Hong Kong, SAR, China.
3. The Prize for Lifelong Contribution to the field
This Prize is awarded for very significant lifelong contributions to the field. These life long achievements have a
strong component of contributions to the international
community of open distance learning.
The winner of the Prize for Lifelong Contribution to the
field 2001 is Dr. Torstein Rekkedal, Director of Research
and Development, NKI, Norway.
