Helmut Hoyer, the Rektor of the FernUniversität Hagen in Germany. The main co-ordinator of the conference is Reidar Roll, Secretary General and CEO of ICDE. Prof. Dr.-Ing. Helmut Hoyer Rektor FernUniversität Hagen Scientific Programme Chair Reidar Roll ICDE Secretary General and CEO 3 4 The Themes and the Structure of the Conference The 20th ICDE World Conference on Open Learning and Distance Education will be held under the main theme The Future of Learning – Learning for the Future: Shaping the Transition The main objective of the conference will be to view the development of learning and to explore how especially open learning and distance education, virtual training and e-learning will find their positions in a perpetually changing world in the coming years. During the decades before the turn of the millennium the influence of technology, economy, politics, and society on people was very strong and it will go on affecting our daily life. World-wide, we find ourselves in a period of transition. Nobody could have expected all the radical changes that have taken place during the past years, and today nobody can predict reliably the development and the changes still to come. In addition, changes and developments have been rather diverse in the different parts of the world as far as way, rapidity, and results are concerned. Against this background, we have to ask ourselves whether we want to accept, to control, to harmonize, to remove, or to overcome these changes and developments with all their varieties. Thus, we need to get an idea of our aims: What do we want education and training worldwide to be in 2005/2010? We should not allow ourselves to be overrun by the upcoming technical, economic, political, and social developments. On the contrary, we should aim to actively influence the objectives, the contents, the direction, the path, the means, and the rapidity of the changes and thus shape the transition into the future. We need to give answers to the following questions: Considering the need to face the changes and developments in the field of education and training, the 20th ICDE World Conference will explore the challenges for Open Learning and Distance Education under the following six main streams: ❏ ❏ ❏ ❏ ❏ ❏ Strategies & Policies Contents & Skills Methods & Technologies Support & Services Management & Logistics Research & Evaluation Within these streams the development of Open Learning and Distance Education will be treated under the influence of various issues and aspects. The most significant ones are listed here: Issues Quality Accreditation/Certification Technology-Pedagogy Interface Staff Development Gender Disabled/Disadvantaged Barriers/Constraints Markets/Marketing Partnerships/Alliances/Networks Developing Countries Take off Countries Developed Countries Aspects local/regional national multi-/trans-/international institutional sectorial global virtual social cultural economic political language All these streams, issues, and aspects affect Lifelong Learning in its three main areas of education and training: School and Vocational Education University and Higher Education Company and Workforce Training The definite programme of the World Conference has been designed along this structure of streams, issues, aspects, and areas. To get a visual impression of the conference structure please have a look at the Conference Scheme on page 4. How do we learn in the future? How do we learn for the future? How do we achieve justness and social equity? How do we achieve sustainable results? Conference Proceedings Conference Languages The overall working language of the conference will be English. Simultaneous translation from and into French, German, and Spanish will be provided for all Plenary Sessions. Some conference sessions or events may be held in a language other than English. The full versions of papers for presentation in Parallel Sessions and Poster Sessions / Discussion Groups are available on CD-ROM as delivered by the authors by mid March 2001. The Conference Proceedings CD-ROM will be distributed to all participants in the conference, and it can be purchased via the conference oganizer, ICDE, in Oslo after the conference. The UNED, Spain, contributed in particular to the evaluation of the abstracts with a “language” aspect. POSTER SESSIONS The sixteen Poster Sessions are linked to the different Parallel Sessions.
