• Step 1: Requests are gathered from everyone
• Step 2 – 4: Gather data. From job titles, employer names,
education requirements, to general competencies
• Steps 5-6: Gather specific competencies (technical and soft),
equipment needs (costs, lab size, etc.) and instructor needs
using a Business Plan model presented to Chancellor
• Step 7-9: Build curriculum into state system and implement
instruction
• Step 10: Back to OWECP for program assessment (annual and
every 3 years). With recommendations for expansion or
deactivation presented to Chancellor.

Expands the pool of job openings & employers served
Of a total of 983,888 jobs registered in Iowa’s system, only 28% are from the state’s job feed,
while 72% are from Burning Glass’s feed
Match results are helpful – and sometimes eye opening

Substantive Savings for the State Treasury
New Jersey has implemented Focus/Career as its state labor exchange.
Shortly after deployment, the State evaluated the outcomes of a sample of
4,300 registrants.

An incremental 3% of respondents had gotten a job from a lead found through the
system

1,300 additional people already reemployed and almost $1 million in savings
per week (based on assumptions of average weekly benefit and wages)

Almost 20% of those who had gotten a job through the system were also
receiving public assistance (e.g. food stamps, TANF, etc.) – suggesting even

Extrapolated to the statewide work-ready claimant population, this represents the
potential for over $350 million in savings annually if program participation were
mandatory (currently under consideration by the State).
