“How to Launch a Startup” Videoconference-Training Program February 12, 2013 Trade Representation of the Russian Federation in the United States of America with the support of Ministry of Economic Development of the Russian Federation U.S. Department of State “How to Launch a Startup” is a videoconference-training co-organized by the Trade Representation of the Russian Federation in the United States of America with the support of Ministry of Economic Development of the Russian Federation and the U.S.-Russia Business Council under the framework of the Innovation Working Group of the U.S.-Russia Bilateral Presidential Commission, in cooperation with the Skolkovo Foundation, Technopark “Skolkovo” RIA Novosti and Cisco Systems. Agenda of Videoconference-Training “How to Launch a Startup” Goal: The videoconference-training will allow Russian startup managers to learn more about the complex strategy of launching and implementing startup projects, as well as commercialization of inventions and introducing them into the market. The videoconference-training will: •Provide information on the U.S. experience in startup financing, and including information regarding legal support at the regional and federal levels; •Present practical examples of successful commercialization of innovative solutions; •Address how to promote startup projects with various instruments. Lorraine Hariton is the State Department’s Special Representative for Commercial and Business Affairs (CBA), where she is responsible for State Department outreach to the business community and commercial advocacy efforts. She also chairs the U.S. delegation to the U.S.-Russia Innovation Council on High Technologies (ICHT). Throughout her 25-year private sector career, Ms. Hariton worked with various technologies and products including mainframes, thin-client technology, e-commerce financial infrastructure, internet audio solutions and speech applications. Most recently, Ms. Hariton worked on Smart Grid initiatives including advanced metering and intelligent street lighting. Ms. Hariton served as President and CEO of Apptera from 2003 to 2005, where she brought their first product to market and raised $8 million in venture capital. She served as the CEO of Beatnik from 1999 to 2002, where she repositioned the company as a leader in the wireless industry and raised more than $40 million in venture capital. Ms. Hariton also spent 15 years at IBM serving in a number of executive capacities. Ms. Hariton received an M.B.A. from Harvard Business School and a B.S. in Mathematical Sciences from Stanford University. Oleg Fomichev, Deputy Minister, Ministry of Economic Development of the Russian Federation. Oleg Fomichev was appointed Deputy Minister of Economic Development of the Russian Federation in November 2010. Prior to this position, he was Director of the Department of Strategic Management and Budgeting at the Ministry from 2008 to 2010 and was an Advisor to Minister of Economic Development Elvira Nabiullina in 2008. Mr. Fomichev was Director of the Department of Economic Policy and Competitiveness at the Russian Union of Industrialists and Entrepreneurs from 2006 to 2008, and was the Director for Development at the Center for Strategic Research from 2004 to 2006. Mr. Fomichev was Deputy Director of the Department of Economic Development Programs and Cooperation with International Financial Organizations in the Ministry of Economic Development and Trade from 2000 to 2004. Mr. Fomichev holds a B.A. in Management from Nizhniy Novgorod State Technical University and an M.A. in Economics from both the Higher School of Economics and Erasmus University (the Netherlands). Videoconference-Training “How to Launch a Startup” 6 Rinat Dosmukhamedov, Russian Trade Representative in the United States of America. Rinat Dosmukhamedov was appointed the Russian Trade Representative in the United States in November 2011. Mr. Dosmukhamedov started his career as the journalist in regional newspapers. Later, he founded the Public and Government Relations Office at MGIMO-University and MGIMO Journalist Association and served as the first head of those organizations. He was also one of the founders of the Russian Public Relations PR Association. During 1998 – 2005, Mr. Dosmukhamedov was Deputy Minister of Taxation of the Russian Federation and was responsible for modernization and development of the Russian tax system. In 2005 – 2009, he was one of the executive officers at News Outdoor Group (News Corp.) Before coming to the Russian Trade Representation, Mr. Dosmukhamedov was Deputy General Manager of the Russian Transport Modernization Program at Ministry of Transport of the Russian Federation and also was Vice Rector at the Moscow Tax University. Rinat Dosmukhamedov holds a M.A. in Political Science from the Moscow State Institute of International Relations (University) of the Ministry of Foreign Affairs of the Russian Federation (MGIMO-University). In 2013 received Silver Archer Award USA as “Person of the Year”. Evan Burfield, Chairman, Startup DC. A serial entrepreneur, Evan Burfield is the cofounder of 1776, chairman of Startup DC, and managing partner with K Street Capital. Evan became an entrepreneur in 1996 when he founded netDecide, shortly after graduating from Thomas Jefferson High School for Science and Technology. Before he turned 25, he built netDecide into the leading provider of enterprise wealth management solutions for top tier financial service firms such as Bank of America and Ernst & Young. In 2005, Evan graduated with a First Class degree in Joint Honors Philosophy, Politics and Economics from the University of Oxford. In parallel to his studies at Oxford, Evan was also the Director of Strategy for Oakwood Global Finance, where he led the private equity firm’s analyses of new global markets and new business models in financial services. In 2006, Evan returned to Washington, D.C. to found Synteractive, a consulting firm that builds innovative social apps for startups, corporations, and government agencies. Synteractive was honored as #64 on the 2010 Inc. 500 list of fastest growing companies in America and was named the 2010 Microsoft Federal Partner of the Year for their innovative work in building Recovery.gov. As chairman of Startup DC, part of the Startup America Partnership, Evan Burfield has pioneered bold initiatives for expanding startup activity in these areas, such as K Street Capital and Reboot America. Levinas, Executive Vice President, U.S.-Russia Business Council. Randi Levinas is Executive Vice President at the U.S.-Russia Business Council (USRBC). She provides strategic advice to USRBC members to assist them in achieving their commercial objectives in Russia and the United States and manages the Council’s government relations portfolio. Ms. Levinas successfully led the U.S. business community effort for U.S. Congressional approval of Russia’s graduation from the Jackson-Vanik amendment and extension of Permanent Normal Trade Relations (PNTR) to Russia. Before joining USRBC, Ms. Levinas worked at major international law firms where she collaborated in the development of strategy for clients involved in WTO disputes and advised foreign corporations and trade associations with respect to their international trade agendas in the United States market. Ms. Levinas graduated Summa cum laude with a B.A. in International Relations and Spanish from Tufts University and received an M.S. in Foreign Service, with a concentration in International Business-Government Relations, from Georgetown University. Brad Feld, Managing Director, Foundry Group Brad Feld has been an early stage investor and entrepreneur for over twenty years. Prior to co-founding Foundry Group, he co-founded Mobius Venture Capital and Intensity Ventures. Brad is also a co-founder of TechStars. Brad serves on the board of several companies for Foundry Group. Active with several non-profit organizations, he is chair of the National Center for Women & Information Technology, co-chair of Startup Colorado, and on the board of Startup Weekend.
