Information and Communication Technology Agency of Sri Lanka REQUEST FOR EXPRESSIONS OF INTEREST COUNTRY: Sri Lanka NAME OF PROJECT: e-Sri Lanka Development Project Credit No: 5051 LK Assignment Title: Translation and Upgrading of GCE A-Level Science Learning System (Vidunena) to Tamil Language - Reference No: ICTA/AFC/CQS/4B05/11 The Democratic Socialist Republic of Sri Lanka has received financing from the World Bank towards the cost of the e-Sri Lanka Development Project, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include; Translate into Tamil the vidunena content & further develop, authenticate and digitize as required per the G.C.E A/L Science Tamil Medium Stream. Develop digitized content in to interactive multimedia self learning material and package in to Sharable Content Object Reference Model (SCORM) Upgrade the Learning Management System (Vidunena) with Tamil medium A/L science stream content. The “Terms of Reference” and “EOI Information Form” are now available at ICTA website www.icta.lk.. A separate EOI Information Form has to be submitted in respect of each lot. The Information and Communication Technology Agency of Sri Lanka (ICTA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Core business and years in business of the firm, Qualifications in the field of assignment, Technical Qualification of the firm, Experience of the firm with projects of similar nature and complexity, Experience of the firm in the project country or in the region, Appropriate skills of key staff of the Firm, Quality Assurance during the project cycle, Nature of the Firm (small/specialized/large), Financial and administrative strength and other relevant information. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers-January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications. A Consultant will be selected in accordance with the Consultants’ Qualifications (CQS) method set out in the Consultant Guidelines.
