was established 50 years ago with the purpose of drafting the general plan of
the city of Ljubljana. Since the establishment, we have drafted numerous urban
planning schemes and we can say that we are ‘at home’ as far as spatial planning is

have drafted urban planning schemes for numerous towns in Slovenia, former
Yugoslavia and Europe. We also worked in Algeria and Iraq in the 1980s. In addition
to spatial and urban planning, we also excel in the planning of buildings and transport
infrastructure. We have participated in the planning of more than 50% of the entire
motorway infrastructure in Slovenia.
We have recently expanded our activities to the area of comprehensive
engineering consultancy. In the last two years we took over and successfully
carried out tasks in the following projects:

implementation of a military airfield (urban planning documents, project
engineering, etc.);

Commercial zones: Feniks (400 ha), Želodnik (10 ha), Oreh (10 ha);

Sports infrastructure: Sports Park Štozice: Football stadium (16,000 seats),
indoor sports arena (12,000 seats) with commercial centre (100,000 m2) and
multi-storey car park (4,500 parking spots).

GIS Systems
provides management, organisational and business bases for
data storing, planning, project engineering, implementation of investments and
management.
GIS consists of several elements: hardware, network connections to different
software and of its most important elements – latest data and innovative system
operators and its users. System is modular, which means that a new module or
profile can be added to the existing system. Users can access data through web
browsers or desktop GIS equipment for demanding users.
The comprehensive information system enables a central management of data in
a uniform format and a uniform structure. Flow of information and review of data
needed for strategic planning and events management is enhanced. The reliability
of data usage, stored in the central database, is also enhanced.
This is an advanced management system which enables an effective spatial
management, and this leads to financial effects. Simultaneously, it also enables
better decision-making and a better organisational interaction.

GIS of road infrastructure
GIS of infrastructure is designed to manage infrastructure data. In addition to data examination, it enables an
active planning of new infrastructure and maintenance of the existing infrastructure. It also enables monitoring
of all construction and maintenance phases in relation to road infrastructure and an automatic preparation of
reports and calculations of the road infrastructure works performed. In short, GIS of road infrastructure enables
optimisation and rationalisation of work processes.

GIS for environmental management
GIS for environmental management is intended for the management of data on nature protection. It ensures
surveying and analysing of nature protection data, and at the same time enables the entry of new proposals for
protection of certain phenomena in space. It thus, provides the tracking of new phenomena in the space from the
entry of the proposal to the final official adoption of a regulation.
The phenomena in space which are protected with several ordinances and are included in several programme
modules are entered into the central database only once, and are bound with attributes to an individual protection
plan. Due to this method, the data is not duplicated and the database is being continuously updated.
GIS for environmental management enables reviewing of all regulations, which protect the phenomena in the
space and vice versa. With the help of location inquiries and layer intersections, we acquire information, such
as coordinates of the position, plot number, protected area, area characteristics, water sources, hydrogeological
characteristics, etc. The display of the marked location can be printed out or forwarded with commentaries via
e-mail.

Urban planning GIS
Urban planning GIS are intended for surveying and analysing of activities in the space and also for planning of
new activities which affect the space. Their main characteristic is spatial orientation. In addition to general data
which is available to the general public, the systems also include data which is intended only for professionals,
such as town planners.
According to the purpose of an individual GIS system, the following two systems apply:

GIS system for public presentations of new urban planning documents enables public presentations of new
urban planning documents, through which the interested public may submit comments to the presented
material in electronic form. The system also enables the processing of the received comments.
•
GIS system for reviewing of adopted urban planning documents enables the reviewing of the adopted urban
planning documents and the composition of an extract with all conditions for the activities in the space,
which is accurate down to a single plot.

The result of spatial planning is the awareness of development’s spatial extensions
and of its effects on the constructed, natural and social environment, and of different
implementation variants of individual development plans. We draw strategic spatial
acts, individual sections of these acts, implementation plans, expert bases and other
documents, which due to their nature demand an interdisciplinary treatment in
order for the adoption of decisions on their development possibilities.

ARCHITECTURE
In the field of landscape architectural design and planning of open space in urban
areas and the countryside, our Landscape Architects produce preliminary studies,
conceptual solutions, design and technical documentation for the public green and
other open spaces such as parks, squares, playgrounds, cemeteries, open spaces of
housing estates, terraces, areas with commercial buildings, roadside space, riparian
areas, etc.. They respect the needs and desires of the client and at the same time
strive for the protection and enhancement of aesthetic, ecological and cultural
quality of the space under consideration.
In the field of environmental protection they produce comparative studies, studies
of vulnerability and other preliminary studies in the field of environmental
protection and environmental reports for a comprehensive environmental impact
assessment of various plans, programs and development projects, primarily for
municipal spatial planning acts and implementing acts for major infrastructure
facilities. By delivering the simultaneous production of environmental reports and
spatial planning documents they provide direct integration of environmental issues

PROJECT MANAGEMENT:
ENGINEERING AND CONSULTING
The project manager assumes the formal and ever more challenging operational
role in the process of project engineering, which is an explicitly interdisciplinary
operation. The project manager in practice is most often an architect; larger
projects and projects of civil engineering involve architects from other fields as
well. According to experience, more than 50% of time spent on an individual project
today includes engineering works, such as harmonisation with consent givers,
acquisition of various technical data on space (protected areas, flood zones, geodetic
bases, cadastral bases, municipal cadastre, already made project and development
solutions, urban regulation elements), communication with competent authorities
and institutions, preparation of technical plans (building site plans, road closures,
protection plans, plans for public utility connection). These are works which require
cooperation between several various services and are very important due to more
complex building. The key element for the efficiency in the process of project
planning is comprehensive knowledge of space, and consideration of different
interests of its users, which exceed the ability of an individual or a narrow segment
of the architect’s knowledge. The cooperation of the architect with a broad spectrum
of knowledge and experience is necessary for the uninterrupted implementation of
this process.
With the absolute control of the entire engineering process in preparation, the
qualified employees can actively and successfully manage the implementation
processes of demanding building, traffic and municipal constructions from the
beginning to the end.

Sports Park Stožice, Ljubljana
New Sports Park Stožice is situated in the inner side of freeway ring on the north side of the capital city Ljubljana.
It takes area of approximately 16 ha. The biggest stadium with football field in the country is suitable for football
matches on the highest international standards. It receives 16.000 visitors. Near the stadium is multi-purpose
sports hall also suitable for big cultural events. It it recives 12.500 visitors. Stadium and hall are already built

TRAFFIC AND PUBLIC
UTILITY INFRASTRUCTURES
We plan, draw and engineer roads and roads structures, and we deal with planning
and managing of traffic flows and the extensive use of intelligent transport systems.
The traffic engineers are also involved in the preparation of tasks from the area of
spatial planning.
Traffic Infrastructure

The municipal infrastructure (economic public infrastructure) is the essential and
composite part of every settlement, because it ensures and provides the basic living
and working conditions. We are aware of the infrastructure development importance
and the limitations which derive from its presence in the space. We plan municipal
and energy infrastructure and we harmonise the solutions with other interests and
needs; we further provide the solutions, which are the most suitable in technical
and spatial sense.
Within the scope of municipal infrastructure engineering, we are involved in the

Bridge “Mrtvaški most”
Construction of the Mrtvaski most on the Ljubljanica river – alternative/replacement construction of Mrtvaski
most with the associated traffic and municipal infrastructure. Construction of a new bridge on Ljubljanica river
which will replace the old one. Because of the unique steel structure the old Mrtvaski most is a part of cultural
heritage, but its design is not appropriate/suitable for the current traffic burdens, that is why the old bridge will
be moved to another location, where it will be used only for pedestrians. On the current location a new Mrtvaski
most for two-way traffic will be constructed.
