Currently, the proposed solutions focus on solving the Delta's environmental problems and Southern California's water supply needs. They ignore the needs of Northern California upstream of the Delta, posing serious risks to our economy, environment and quality of life. For example, the Bay Delta Conservation Plan (BDCP) projects that Folsom Reservoir will reach dead‐ pool ‐‐where no stored water is available to meet needs‐‐one of every nine years under proposed Delta solutions and future climate conditions. This would essentially cut off surface water supplies to significant urban populations in Sacramento, Placer and El Dorado counties, including the cities of Folsom and Roseville. Changes in water and timing of deliveries to the Delta threatens our environment and quality of life. The lower American River is a designated Wild and Scenic River and a crown jewel of our region. Changes would diminish the cold water pool in Folsom Reservoir that support fish, including native salmon and steelhead. They would also reduce the amount of water available for fishing, rafting, water skiing and all of the other recreational opportunities we enjoy here. There is no doubt that the Delta's condition is critical, but please don't solve the state's water challenges at the Sacramento region's expense. Northern California‐‐not just our neighbors to the south‐‐must be included in a comprehensive plan for statewide water supply reliability. The BDCP's operations must be outlined in detail‐‐before the project is approved‐‐in order to fully understand the impacts on Northern California. Also, the Sacramento region must have iron‐clad assurances that plans to fix the Delta also protect our water supplies and existing water rights. Delta efforts as proposed also undermine the progress made to ensure reliable water supplies and a sustainable environment for our region. In 2000, for example, business leaders, water providers, environmental groups and others came together to sign the landmark Water Forum agreement. The region has made great progress toward providing a reliable and safe water supply while preserving the environmental, recreational and aesthetic values of the Lower American River. Please consider the impacts of proposed Delta solutions on Northern California by detailing the BDCP's operations‐‐before the project is approved. In particular, specify how the BDCP would be operated under various scenarios (whether normal, wet or dry years) and the amount of water needed for Delta flows to help fish. And, provide the Sacramento region with iron‐clad assurances that our water supplies and existing water rights will be protected in any Delta solution. This is water that we are counting on to fuel the Sacramento region's economy and quality of life.
