On behalf of FIRA – AER, I would like to extend you all a warm welcome to the 2014 FIRA – AER Mens’ Sevens
European Championship, Divison B Tournament
With the introduction of Rugby Sevens into the Olympic Programme from 2016 in Rio, it is truly an exciting time
for our sport. All FIRA – AER member Unions have a fantastic opportunity to participate and to dream of
representing their country at future Olympic Games.
With this opportunity comes a collective responsibility to represent our countries, our teams our sport in the
best possible way so as to attract supporters, television spectators, future commercial partners and most
importantly, the next generation of men and women, girls and boys to be encouraged to play and enjoy our
sport and its’ unique values. This tournament represents a wonderful opportunity for these young men to experience the intensity of an
international tournament and provides an excellent development pathway towards the senior Mens’ European
Sevens Grand Prix Series, the HSBC Sevens World Series and perhaps, ultimately, the Olympic Games.
I would like to place on record my thanks to the Hellenic Rugby Federation and Czech Rugby Union for their
preparation for this tournament and for hosting us in two wonderful locations.
This Tournament Manual & Participation Agreement includes a list of contacts for key Tournament staff within
the FIRA-AER and the host unions. Also included, are the Tournament Rules, Disciplinary Procedures and AntiDoping Regulations. It is imperative that all participants; players, coaches and management digest and
understand these rules before your Union formally confirms your acceptance by signing the Participation
Agreement. You will note that there are a number of documents required to be completed in advance of the
Tournament along with deadlines which must be observed in order to guarantee your ability to participate.
In addition to this Manual, you will receive a Team Manager’s Handbook form the Host Union, which will give more specific details on a number of the logistical arrangements in place for the Tournament.
I hope you will find the FIRA – AER Tournament Manual both useful and comprehensive. If you do have any
queries regarding the content or any other aspect of the Tournament, please do not hesitate to contact us.
I wish you joy, and hope that your fair participation will give to the competition the credibility it deserves so

Introduction
1.1
Terms of Participation
These Terms of Participation are intended to set out the rules, regulations and operational information in all areas
required by Participating Unions in planning preparing for - and participating in, the 7’s U19 European Championships 2013.
These Terms of Participation also contain, in Section 14, the Tournament Participation Agreement. This is a
legal document that must be signed by each Participating Union and each Team Member.

Each Participating Union must sign the Participation Agreements and send the signature page to Claire
O’Jeanson at FIRA–AER. Email address: gps@fira-aer-rugby.com in accordance with the following

Please also bring the original, signed copy to the Team Managers’ meeting which in each case, will take
place the evening before the Tournament at a time and date to be advised by the Host Union.

Each individual Team Member must sign Schedule 1 of the Participation Agreement which is the Team
Member Consent Form. This must be submitted to the FIRA-AER Tournament Director immediately after
the Team Managers’ Meetings.
The sporting and operational success of the Tournament depends upon Participating Unions and Team Members
complying with both the letter and the spirit of these Terms of Participation.
Participating Unions are obliged to comply with the requirements and responsibilities as specified in these Terms
of Participation and should ensure that all necessary parties are familiar with the contents, including in particular
their Team Members.
Participating Unions are responsible for the actions of all persons under their control as defined in the
Participation Agreement, and are accountable for the compliance of those persons with these Terms of
Participation.
Participating Unions are subject to penalties for any breach of the specifications of these Terms of
Participation. These penalties may include financial sanctions (including but not limited to those
specified in Section 13) and/or other sanctions.
1.2
Variations from the Specifications of these Terms of Participation
FIRA-AER reserves the right, at any time (whether before or during the Tournament) to make or vary rules and
give directions as to the conduct of the Tournament, or in respect of matters relating to the Tournament, including
the contents of these Terms of Participation, in accordance with the Participation Agreement. All such rules and
directions when made and communicated are immediately binding upon each Participating Union and each Team
Member, and these rules and directions will be deemed to be included automatically within these Terms of
Participation.

1.4
Post-Tournament Questionnaire
At the conclusion of the Tournament, each Participating Union is required to submit a comprehensive PostTournament Questionnaire. This should be submitted in electronic form using the Post-Tournament
Questionnaire template at gps@fira-aer-rugby.com (see Section 15, Appendix 11) in accordance with the
following dates:

These reports are fundamental to the improvement of FIRA – AER competitions thus we request that you provide
as much detail as possible in your submission.
1.5
Definitions & Interpretations
This Manual has been prepared to assist the Unions, the Tournaments Directors, Teams Managers, Media and
Partners on all aspects of the Tournament. All parties concerned should be familiar with the contents of the
Manual and have it readily accessible during the Tournament. The procedures set out in the Manual should be
met at all times.
Anti-Doping Testing
Agency
Appeal Committee

The local agency which FIRA-AER / IRB may at its discretion appoint to assist in the co-ordination
of the Tournament Anti-Doping Programme and/or sample collection pursuant to the Tournament
Anti-Doping Programme. FIRA-AER is not responsible of the anti-doping activities in the host
country.
Any committee appointed by FIRA-AER for the purposes of adjudicating on any appeal arising
from the decision of any Judicial Officer and/or Judicial Committee and/or Disputes Committee
and such other matters as may from time to time be referred to them by FIRA-AER.
Citing Commissioners

Persons appointed by FIRA-AER to act as Citing Commissioners in the Tournament.
Commercial Rights

Any and all rights of a commercial nature relating to the Tournament, or any aspect of it, including
in particular (but without limitation) the Retained Commercial Rights and the Local Rights.
Disputes Committee
The Committee responsible for adjudicating on disputes and/or matters referred to it by the
Tournament Director which shall comprise such personnel as advised to the Host Union from time
to time.
FIRA-AER

Fédération Internationale de Rugby Amateur - Association Européenne de Rugby, the regional
organising body for Rugby in Europe.
Host Unions

Hellenic Rugby Federation (Thessaloniki) & The Czech Rugby Union (Ricany, CZ)
Host Union Cost
A cost attributable to the Host Union as specified in this Agreement and in particular as set out in
Section 15.10.
FIRA-AER Costs
The costs attributable to FIRA-AER as specified in this Agreement and in particular as set out in
Section 15.10.
FIRA-AER

Communication
department
The Person who may be appointed by FIRA-AER with overall responsibility for the Media Services
and all matters relating to public relations in connection with the Tournament including, without
limitation, crisis management.
Internal Travel 
All necessary travel to and from Training Venue, Tournament Venue, Other Events and
appropriate Tournament events, accommodation and international airport(s) within the Host
Nation.

IRB Laws of the Game The laws of the game of Rugby as promulgated by the IRB and amended from time to time.
Judicial Officer 
Match

Match Officials 
Persons who may be appointed by Host Union to adjudicate on disciplinary and other matters
referred to them by FIRA-AER in relation to the Tournament.
A match to be played as part of the Tournament, as further set out in APPENDIX 2.
Those match officials appointed by FIRA-AER to officiate in Matches in the Tournament, either as

referees, or assistant referees (linesmen, Touch Judges), or playing enclosure referees (4 and
th
5 officials).
Other Events

Events designated by FIRA-AER as official events in relation to the Tournament events
Participation
Agreement

An agreement entered into or to be entered into between FIRA-AER and each Participating Union
and all the players and other Team Members governing the terms of their participation in the
Tournament.
Each of the Unions that qualify to participate in the Tournament and/or have been selected to
participate in the Tournament and which have executed the Participation Agreement.
Participating Union

Standard

The standard (such standard to be assessed in its full discretion by FIRA-AER by reference to
when the Tournament is held) befitting the reputation and stature of the FIRA-AER 7’s U19 European Championship «Société Générale» being an official tournament of the FIRA-AER and a
leading international sporting event.
Team

The team of each Participating Union as selected by such Participating Union to participate in the
Tournament, which shall, include the coach, assistant coach and the physiotherapist, plus not
more than twelve (12) players (including replacements). The Team will also include the local
Liaison Officer and Interpreter (if any) assigned to it pursuant to Participating Union under the
terms of the Participation Agreement. However, the Liaison Officer and Interpreter shall not count
towards the officials. Each member of the Team shall be referred to in this Agreement as a “Team
Member”. The Host Union only provide catering and accommodation for 15 people.
Team Liaison Officer

A representative or representatives appointed by the Host Union for the purposes of ensuring that
the legitimate requirements of any Team and Tournament Officials are met by the Host Union. The
Team Liaison Officer should speak fluent English and/ or the language of the team he/she has
been assigned. For the avoidance of doubt, in relation to Teams, this shall include (without
limitation) accompanying the Team prior to and during the Tournament, looking after the general
interests and welfare of the Team, assisting in arrangements for the attendance of the Team at
functions and events, making all arrangements necessary to meet the training and playing
requirements of the Team and members thereof on arrival at the Tournament Venue and
otherwise. “Liaison Officer Manager” shall mean the person(s) appointed by the Host Union to
manage and administer the Liaison Officers.
Team Manager 
The person appointed by a Participating Union to ensure that the obligations of the Team and
Participating Union under the terms of the Participation Agreement are discharged.
Team Managers’ 
Meeting
The meeting of Team Managers is organised by FIRA-AER, All the Team Managers are required
attend, and this will take place the evening before the Tournament, This meeting should be
followed by one including the coaches and the FIRA-AER designated Referee Manager. He
should provide guidelines to the coaches on the various points of law which will be refereed
strictly; videos should be produced to illustrate the points in questions.

Terms of Participation

Collectively the provisions and terms established by FIRA-AER in respect of the Tournament, as
amended from time to time, to which all Participating Unions and the Members of a Team must
agree to be bound. The Terms of Participation contains the information required by Participating
Unions and Team Members, including but not limited to the rules of the Tournament, disciplinary
rules, and incorporating the Participation Agreement.


The FIRA-AER Mens’ European Sevens Championships, Division B, which is scheduled to take
place in the Host Unions and to be played in accordance with the Match Schedule set out in
Section 3, including (for the avoidance of doubt) all Matches and Other Events.

Tournament Venue

The person(s) appointed by FIRA-AER as being responsible for the administration and
management of FIRA-AER’s functions in relation to the Tournament. Persons nominated by the FIRA-AER to attend the Tournament as part of the VIP programme
organised by FIRA-AER, the identity, travel and accommodation requirements of which shall be
notified to the Host Union as soon as is reasonably practicable.
A representative appointed by the Host Union who shall have all the relevant and necessary
qualifications and experience and who shall be the official Doctor in attendance at each match.
He/she should be made known to the medical and manager staff of each participating nature. This
should take place at the Manager’s Meeting. The Referees, Referee Manager Team, Judicial Officers, Judicial and Appeal Committee
members, Citing Commissioners, Disciplinary Officials, Anti-Doping Commissioners, Doping
Control Officers, Tournament Director, FIRA-AER Media and Communications Manager,
Tournament Management and any other officials appointed by FIRA-AER.
The period for each Participating Union between the Manager Meeting and the end of the last
match of the Tournament as notified by FIRA-AER
The stadium, ground or place at which Tournament is to be played or any Other Event held,
including all adjacent, surrounding or nearby areas reasonably required by FIRA-AER for the
purpose of such Match and related activities and all areas reasonably associated with the use of
the stadium or ground and required by FIRA-AER.

Team Information
4.1
List of Players
The Kit participating union file (excel) will be e-mailed to all Participating Unions and it will also be made
available on the FIRA-AER Portal (Use 2013 version only). Please complete all columns in the Player list
worksheet in respect of each Player in your squad of 12. Please also include the names and titles of the 3 Team
Officials who will be in your party.
The player list worksheet must be completed, signed by the President (+ stamp of the Union) & must be (hard
copy) handed to the FIRA – AER Administration Manager at the Team Managers’ Meeting.
The electronic version must be returned by email to gps@fira-aer-rugby.com in accordance with the following

This should also be sent again on the day prior to departure to the Tournament, identifying any last
minute changes.
PLAYING JERSEYS
Teams must arrive at the Tournament with two sets of playing jerseys. The colours of the jerseys must be
completely distinct from one another.
Team Managers must bring both sets of jerseys to the Team Managers’ Meeting to identify colour clashes that may occur in the Pool rounds.
Players must wear the same jersey number in both sets of jerseys. For example, player Number 5 in your
preferred jersey, must also be player number 5 in your alternative jersey, throughout the duration of the
Tournament.
SUBMISSION OF TEAM SHEETS
No later than 30 minutes prior to each Match, the Team Manager must submit his or her Team of 7 players and
up to 5 replacements in hard copy using the official Tournament Team Sheet.
4.2
Tournament Team
4.2.1 Team Size
The official Tournament Team of the Participating Union shall be limited to a maximum of 15 accredited Team
Members, comprising 12 Players and 3 Team Officials.
Teams who intend to bring more than 3 management staff may do so; however any costs associated with
additional management will be at the cost of the Participating Union. All management, whether part of the 3
Team Officials or additional management, must sign the Team Member Consent Form. In addition, a maximum
of four additional staff will be accommodated with the Team and receive Tournament accreditation with no
access to the field of play on match days.
The cost of accommodation and internal transport to and from the airport to the hotels and to and from the hotel
to the match venues will be for the account of the Host Unions.
Any and all costs associated with international travel and costs associated with additional members of Team
Management shall be for the participating team
4.2.2 Team Liaison Officer (TLO)
Each Participating Union will be provided with a Team Liaison Officer.
Each Team Liaison Officer will be fluent in English or French and will be appointed by the Host Union to liaise
with the Teams. The Team Liaison Officer will be responsible for ensuring that the legitimate requirements of the
Team are met during the Tournament, looking after the general interests and welfare of the Team and making all
necessary arrangements for training and Match day operations in accordance with these Terms of Participation.
4.3
Eligibility
A Player may only play for a Participating Union in the Tournament if he is eligible to play for that Union in
accordance with IRB Regulations 8 (as specified below). It is the responsibility of each Participating Union to
ensure its players are eligible in accordance with this Regulation. Eligibility must be confirmed by signature of the
President & stamp of the Union on hard copy of the players list given during the Managers Meeting.
The following text is an extract from IRB Regulation 8: Eligibility to play for National Representative Teams.
Please note that Explanatory Guidelines on the Implementation of this Regulation are contained in the IRB
Regulations Relating to the Game. The full Regulation and Guidelines may be found on the IRB website
www.irb.com.
The player must provide all relevant documents concerning his or her personal eligibility (Birth certificate of the
parents if necessary). See Section 15 Appendix 6-7

8.1
Subject to Regulation 8.2, a Player may only play for the fifteen-a-side National Representative Team, the next fifteen-a-side
National Representative Team and the National Representative Sevens Team of the Union of the country in which:

he was born; or
one parent or grandparent was born; or
he has completed thirty-six consecutive months of Residence immediately preceding the time of playing.
8.2
A Player who has played for the fifteen-a-side National Representative Team or the next fifteen-a-side National Representative
Team or the National Representative Sevens Team of a Union is not eligible to play for the fifteen-a-side National Representative
Team or the next fifteen-a-side National Representative Team or the National Representative Sevens Team of another Union.
8.3
For the purposes of this Regulation, a Player is deemed to have played for the fifteen-a-side National Representative Team or the
next fifteen-a-side National Representative Team of a Union if:

a)
He is selected for such Team to play in an International Match against the fifteen-a-side National Representative Team or
the next fifteen-a-side National Representative Team of another Union (or in a fifteen-a-side international Match against
another Union’s or next Touring Squad during an IRB approved International Tour) and is present at the Match played by that Team either as a replacement, substitute or a playing Member of that Team and has, at the time of the Match, reached
the age of majority; or
b)
He is selected to represent a Union’s Touring Squad on an International Tour which includes an International Match or Matches approved by the IRB and is present at any fifteen-a-side Match played on that International Tour either as a
replacement, substitute or a playing Member of a Team selected from the Union’s Touring Squad and has, at the time of the Match, reached the age of majority; or
c)
He is selected to represent a Union’s next Touring Squad on an IRB approved International Tour and during that International Tour he is present at a Match against the fifteen-a-side National Representative Team or the next fifteen-aside National Representative Team of another Union either as a replacement, substitute or playing Member of a Team
selected from the Union’s next Touring Squad and has, at the time of the Match reached the age of majority.
For the purposes of this Regulation, a Player is deemed to have played for the National Representative Sevens Team of a Union if
he is selected to represent a Union’s National Representative Sevens Team in an International Match against the National Representative Sevens Team of another Union and is present at the Match played by that Team either as a replacement, substitute
or playing Member of that Team and has, at the time of the Match, reached the age of majority.
Responsibility, breach and penalties for a breach of Regulation 8
8.5
Regulation 8 is a strict liability offence and shall be construed in accordance with the principles of strict liability under English law. It
is not, therefore, necessary that fault or intent on the part of a Union be shown in order for a breach of Regulation 8 to be
established. Nor is lack of fault or intent on the part of a Union a defence to a breach or Regulation 8. For the avoidance of any
doubt (and without limiting a Union’s other obligations and responsibilities for the conduct, acts or omissions of its Members and
Persons under its jurisdiction pursuant to any other Regulation) Unions are responsible and accountable for the conduct of their
Players and all Persons under its jurisdiction in relation to compliance with the provisions of Regulation 8 and any breach of
Regulation 8 by such Player(s) or Person(s) shall be deemed to be a breach of Regulation 8 by the Union concerned. Each breach
of Regulation 8 by a Union, howsoever arising, will result in a minimum fixed fine being imposed on the Union concerned. The
minimum fixed fines for each breach of Regulation 8 are as follows:
a)
For a Union that is represented on the Council £100,000 sterling;
b)
For all other IRB Member Unions £25,000 sterling.
Based on the facts and circumstances of any breach of Regulation 8 the applicable minimum fixed fine as set out above may be
increased. In addition, other penalties as set out in Regulation 17.6 may also be imposed on the Union concerned.
8.6 In exceptional circumstances, a Union in breach of Regulation 8 may make submissions to the relevant disciplinary body appointed
under Regulation 17 to adjudicate on the case as to why the Union should not be subject to the applicable minimum fixed fine. For the
avoidance of any doubt, however, the relevant disciplinary body shall only be entitled to reduce the applicable minimum fixed fine set out
in this Regulation where the Union is able to provide clear and indisputable evidence that truly exceptional circumstances exist and that
the Union concerned had taken all necessary steps to comply with Regulation 8.
4.5 Age Criteria
As this is a Senior Mens’ Tournament, players under the age of 18 are not permitted to participate.
5.
Tournament Rules
5.1
IRB Laws of the Game
The Tournament shall be played according to the current IRB Laws of the Game and the IRB Regulations
Relating to the Game, subject to additional specifications contained in these Terms of Participation and
subsequent communications of FIRA-AER. These IRB Laws of the Game and the IRB Regulations Relating to
the Game can be found on the IRB website: www.irb.com.
As set out in the Foreword, the IRB Anti-Corruption and Betting Regulations (IRB Regulation 6) as in force from
time to time apply to the Tournament, all Team Members, Union/IRB personnel and Match Officials. These
Regulations impose a number of restrictions and obligations on Team Members (including Team Management) in
relation to betting, inside information and reporting, in particular. IRB Regulation 6 is available at
http://www.irb.com/lawregulations/regulations/index.html.
5.2
Balls
The Tournament shall be played with BeRugbe (555MV), the official ball of the Tournament. At the Team
Managers’ meeting, each Team will be provided with 2 Match balls to retain for the duration of the Tournament.
All matches will be played with official match balls.
5.3
Tournament Format
a) The FIRA - AER Mens’ 7s European Championship, Division B consists of two Tournaments.
b) The winners of each Tournament will be promoted to Division A for 2015. The 2015 European
championship format will be established and FIRA-AER will use the final ranking 2014.

Tournament Regulations
THESSALONIKI – 12 TEAMS
5.4.1 The 12 Teams competing will be grouped into four pools of three as follows:

5.4.2 The Tournament will firstly consist of matches between teams in the same pool No extra time will be played
in pool matches. Points will be awarded for these matches on the following basis:
- If a Team wilfully refuses to play, or wilfully abandons a Match in progress, without the prior consent of the
Match Referee, then, subject to confirmation by the Disputes Committees, that Team will be expelled from the
Tournament.
- If a Team has been expelled from the Tournament, for whatever reason, then

That Team shall be deemed to have been awarded no pool competition table points and to
have scored no tries or points in the pool Matches; and

For the purposes of determining standings in the pool competition table, all Match results
against such Team shall be deemed null and void. This means that all pool competition table
points awarded in Matches against the expelled Team and tries and points scored or
conceded in Matches against such Team will not be taken into account in determining
standings in the pool competition table.
Determining Pool Table Standings
a) Competition points shall determine position in the pool competition table as set out in points above.
b) If at the conclusion of the pool stage two or more Teams are equal on competition points for any position
in the pool, such position in the pool competition table will be determined on the result of matches
between the equal Teams. The Team that won most Matches shall be deemed to have finished higher in
the pool competition table and ditto for the others.
c) If the Match between the two Teams equal on competition points at the end of the pool stage was a
draw, then the following process shall be used to determine the position:
a. The margin of points scored for and against a Team in all pool Matches shall be considered. The
Team with the highest positive margin of points shall be ranked higher in the pool competition
table; if the tie remains unresolved then;
b. The margin of tries scored for and against a Team in all pool Matches shall be considered. The
Team with the highest positive margin of tries shall be ranked higher in the pool competition
table; if the tie remains unresolved then;
c.
The Team that has scored the highest number of points in the pool Matches shall be ranked
higher in the pool competition table; if the tie still remains unresolved then;
d. The Team that has scored the highest number of tries in the pool Matches shall be ranked higher
in the pool competition table; if the tie still remains unresolved then;
e. The tie will be resolved by the toss of a coin between the Team Mangers concerned.
d) If at the end of the pool stage more than two Teams are tied on points then the following process shall be
used to determine the position:
a. The margin of points scored for and against a Team in all pool Matches will be considered. The
Team with the highest positive margin of points shall be ranked highest in the pool competition

5.4.3 Following the completion of the pool games, Teams shall be ranked from 1 to 3rd in each Pool based on
competition points accrued during the pool phase.
5.4.4 Following the completion of the pool games, the Group winners will enter the Cup Semi Finals, the second
placed teams in each Pool will enter the Plate Semi Finals and the third placed teams in each Pool will enter the
Bowl Semi Finals.

5.4.5 Following the completion of the Semi Final matches, there will follow positional play off matches and Finals

5.4.18 During the Knock-out Competitions
When there is a drawn match and extra time is required, after a break of one minute the extra time is played in
periods of five minutes. After each period, the teams change ends without an interval. The principle of sudden
death is applied. The first scores wins the game.
Extra Time - Toss.
Before extra time starts, the referee organises a toss. One of the captains tosses a coin and the other captain
calls to see who wins the toss. The winner of the toss decides whether to kick off or choose an end. If the winner
of the toss decides to choose an end, the opponents must kick off and vice versa.
EXTRA TIME – THE WINNER
In extra time, the team that scores points first is immediately declared the winner, without any further play.
5.4.19 The duration of Matches, other than the final of the Cup, matches will be 7 (seven) minutes each half
with a one-minute half time interval. The duration of the Cup Final will be 10 (ten) minutes each half with a
two-minute half time interval.
5.4.20 Apart from the wilful abandonment of a match and subsequent expulsion under 8.2 in the event of a
Match having to be stopped after its commencement under the provisions of the Laws of the Game, then subject
to confirmation by the Disputes Committee, the following procedure shall apply:
a) Pool Matches
a. Where a pool Match has been abandoned either at half-time or at any time in the second half the
result and any points and tries scored by each team in the match shall stand.
b. Where a pool Match has been abandoned during the first half the result shall be declared a draw.
c.
Where a pool Match has been declared a draw then for that Match each Team will be awarded
two Match points and any points and tries scored will count towards the total points and tries
scored by each Team in all their pool matches
b) Knock Out Matches
a. Where a Match has been abandoned either at half time or at any time in the second half the
result shall stand. If both Teams are tied then the Team having scored the most tournament
points shall be declared the winner. If this does not produce a winner then the provision within
the concerning clause shall be used to ascertain a winner. However, if one of the Teams
participated in a Pool where a Team was expelled, for whatever reason, then the matter will be
referred to the Disputes Committee, which shall decide the most appropriate method for
determining the winner of the tied knock out Match.
b. If a Match has been abandoned during the first half the result shall be declared a draw and the
provisions within the concerning clause shall be used to ascertain the winner. However, if one of
the Teams participated in a Pool where a Team was expelled, for whatever reason, then the
matter will be referred to the Disputes Committee, which shall decide the most appropriate
method for determining the winner of the tied knock out Match.
5.4.21 A match shall be played by no more than seven players in each team on the playing area. A player may
be replaced on account of injury or substituted. A team cannot nominate more than five replacements/substitutes
up to five players may be replaced or substituted. Temporary replacement for a blood injury to a player is
permitted. A player who has been replaced through injury may not resume play in the same. A player who has
been substituted may not resume play in the same match except as a temporary replacement for a player with a
blood injury. No replacement or substitution may be made except with the permission of the Referee, and only
during a stoppage in play.
5.4.22 Only players, the referee, touch judges and medically trained persons in order to tend to an injured
player may enter the playing area. During the interval coaches, water boys and camera crews may enter the
playing area but they must leave it before resumption of play and must not do anything to delay the punctual
resumption of play.
5.4.23 The Tournament will be played in accordance with IRB seven a side variations. Teams are reminded to
familiarise themselves with all applicable Laws in advance of the Tournament and are requested to refer to the
attached link.

5.4.24 A player sent from the field, under Law 10, will not be permitted to play again until the matter has been
dealt with, in accordance with the applicable Tournament Disciplinary rules.
5.4.25 Team Jerseys – Color Clashes
The teams must have 2 sets of jerseys in colours predominantly distinct from one another.
Every endeavour will be made to avoid clashes; however the participating Unions acknowledge that the issue of
colour clashes between Team Kits normally worn by Participating Unions is of critical importance.
Teams must play all matches in the registered jersey/shorts colours. No variations to these will be permitted
except in the case of a pre-determined colour clash.
For all matches where there is a colour clash, the team wearing the alternate kit will be determined by coin toss.
NOTE: Please ensure that both sets of your playing jersey are brought to the Team Managers Meeting the
evening before the matches
5.4.26 Toss
The toss to decide who will kick off and to choose ends will take place at half time during in the preceding match
at the Match Officials table at the halfway line.
When there is a break between matches, the toss for the match following the break will take place 10 minutes
before kick off.
The toss shall be conducted by the match referee with a representative of each team in attendance. It is not
essential that the Team Captain conduct the toss on behalf of the Team.

Tournament Officials
Tournaments Officials will officiate at the Tournament.
Tournament Officials are representatives appointed by FIRA-AER to be responsible for the conduct of a
Tournament according to the IRB Laws of the Game, including referees, assistant referees, playing enclosure
referees (4th official) and/or as may be otherwise specified in writing by FIRA-AER

6.
Tournament Arrangements
6.1
Travel & Transport
6.1.1
International Travel Organisation
Teams will travel directly from their assembly location within their own country to the Tournament, so as to arrive
at the Tournament location, no later than the afternoon before the Tournament. The costs of the International
Transport are for the account of the participating Unions. Approximately 40% of the costs (12 players + 3 staff)
will be covered by FIRA-AER.
Attendance in Team Managers’ Meeting is compulsory at the risk of paying a financial sanction. (see
section 13.3)
A coach pick up will be made available to teams to transport them from their arrival airport to their designated
accommodation. Except for the teams travelling from their country of origin by bus.
Teams wishing to arrive earlier than May 9th may do so, however Participating Unions will be responsible for all
such organisation and costs including (though not limited to transport), accommodation and meals associated
with their early arrival in Lisbon. They are to organise their journey with the Organisation Committee in advance.
6.1.2
Internal Travel
A program of transport will be set up by the Organising Committee for the duration of the competition according
to their timetable.
6.2
Accommodation and Meals
Participating Unions will be accommodated according to the following principles, and Participating Unions are not
entitled to make their own accommodation arrangements.
6.2.1
Standard Accommodation Provision
All hotels are booked by the Organising Committee.
Each team will receive €20 per person, per day from FIRA – AER towards accommodation costs.
Each participating Team must pay the costs of accommodation to the Organising Committee
Accommodation based on arrival on the day before the tournament in the afternoon and
Departure on the morning of the day after the tournament after breakfast.
All accommodation payments to the Organising Committee should be made on or before the date of arrival.
Each Team will receive 3 nights’ accommodation for 12 players and 3 Team Officials. All the Team Members will
be accommodated in the same hotel if possible (6 double rooms and 3 single rooms).
6.2.2 Extra Team Members and VIP Officials Accommodation
Each Team is responsible for arranging accommodation at its own cost for its extra Team Members and VIPs.
6.2.3 Hotel House Rules and Compliance
The Team Officials are responsible for conduct of their Team to ensure all house rules’ are complied with at all times for the duration of their stay.
No improper behaviour will be accepted during the Tournament at the Team Accommodation compound and in
particular on the last day. Any incident will be treated with highest severity and misconduct charges may be
decided by the Tournament Director in case of incident. (see section 13.3)
By the way, the Organisation Committee will organise an inventory of fixtures both on the arrival day and
departure day.
6.2.4 Visitors
Persons requesting to visit Team Members should be referred to the Team Manager or Team Liaison Officer.
6.2.5
Laundry
The Hotel will offer special laundry conditions for the teams. This service will be paid by the team. Managing by
Liaison Officer.
6.2.6 Meals
Meals will be provided for the 15 Team Members. Buffet style breakfast, Rolling Buffet at the stadium and a final
dinner will be provided by the Organising Committee after the tournament.
6.2.7 Water
Each member of the playing and management staff will be provided with 3 litres of mineral water per match day.
6.3
Accreditation
Tournament accreditation passes will be supplied to 15 Team Members as nominated on the Player’s List submitted to FIRA-AER.
The accreditation passes will be provided to the Team through the Team Liaison Officer on the Manager meeting.
Team Managers must ensure that official accreditation is worn by all Team Members when accessing training
pitches, Match Venues and other notified areas. All non-playing Team Members not on the playing enclosure
must wear their accreditation at all times within Match Venues, otherwise access to secure areas within the
Match venue may be denied.
6.4
Ticketing and Match Programmes
6.4.1 Tickets
The Participating Union will be entitled to receive an allocation of complimentary tickets for each Pool Match in
which the Team participates.
Teams who wish to purchase tickets may do so by contacting the Ticket Office of the Organising Committee.
The Team Manager will be responsible for distributing the above tickets amongst the Team in an equitable
manner. Tickets are for Team use only and may not be transferred or sold on, under any circumstances.
6.4.2 Programmes
Each Team Manager will be provided with 30 programmes for the Tournament. The Team Manager will be
responsible for distributing such programmes amongst the Team.
6.5
Match Operations
6.5.1
Warm-Up
Pre-game warm-up
Before the Matches, a dedicated warm-up area outside of the Match pitches/stadium will be assigned to each
Team.
For the first Matches of each Match day, the Teams will be entitled of warm-up on the Match pitch before the
Match.
Warm-up after kick-off
All access to the field is monitored by the Match Officials to limit the number of persons on the field and possible
disruptions.
Substitute Players are authorised to warm-up in the opposing Team’s in-goal without balls or tackle bags. They
must wear the bibs provided to the Teams.
6.5.2 Technical Zone
6.5.2.1 Dimensions of the Technical Zone
a. For International Matches two technical zones shall be provided within the playing enclosure on the
same side of the pitch, each one on either side of the half-way line and outside the field-of-play.
b. These technical zones must be marked on the ground.
c. The line nearest the touch line must be parallel to the touch line.
d. The technical zones commence a minimum of five metres from the halfway line. The technical zones
must not exceed ten metres in length and three metres in width and must not be less than two metres
from the touch line when it’s possible.
e. Wherever practically possible the zones should be behind advertising hoardings with easy access to
the field of play.
6.5.2.2 Personnel permitted in the Technical Zone
a. Four persons and the substitutes (5) are permitted to operate from the technical zones.
b. No other person is permitted in the technical zones.
c. One of the medically trained personnel permitted to operate from the technical zone, as listed in (a)
above, may be positioned on the far side of the playing area on the touch line opposite the technical
zone.
d. The second medically trained personnel permitted to operate from the technical zone as listed in (a)
above may be positioned on the near side of the playing area on the touch line.
e. Where practically possible the medical personnel must stay outside the advertising hoardings. The
medical personnel may keep up with play, but must pay due regard to the needs and rights of players,
match officials, spectators, broadcasters and commercial partners.
f. The medical personnel may enter the field of play in accordance with Law at any time a player is
injured. They must not obstruct, interfere or aim comments at match officials.
6.5.2.3 Roles of personnel in the Technical Zone
a. Water may only be taken on the field during stoppages in play for injuries in the playing area and when
a try has been scored.
b. The two water carriers are not permitted in the playing area during penalty kicks at goal.
c. The water carriers must remain in the technical zone at all times unless they enter the playing area to
provide water or when ONE enters to provide a kicking tee to a kicker at a penalty kick.
d. Players may come to the touch line adjacent to the technical zone to receive water.
e. Water bottles must not be thrown on to the field of play.
6.5.2.4 Management of the Technical Zone
a. All personnel permitted in the technical zones must have some distinguishing mark (e.g. vests). FIRAAER provides 4 bibs by bench.
b. The fourth and fifth officials will manage the technical zones. If there is a transgression of the protocol,
the matter will be reported to the match referee or match commissioner.
c. The match referee may caution any offender or at his discretion expel the person(s) from the playing
enclosure for any breach of the protocol.
d. Any breach of the protocol may be reported to the Designated Disciplinary Official who shall be entitled
to undertake investigations and lodge Misconduct Complaints pursuant to IRB Regulation 17.21 against
the Union(s) and/or person(s) concerned.
e. Should any person be expelled from the playing enclosure for a breach of the protocol they must be
reported by the match referee to the Designated Disciplinary Official, who shall be entitled to undertake
investigations and lodge Misconduct Complaints pursuant to IRB Regulation 17.21 against the Union(s)
and/or person(s) concerned.
6.5.2.5 Personnel outside of the Technical Zone
a. The replacement bench and the location of the head coach should, wherever possible, be outside the
playing enclosure.
6.5.2.6 Players temporarily suspended
a. When a player has been temporarily suspended (sin binned) that player is to be situated in the
designated sin bin area and must remain there for the duration of the Temporary Suspension. The
Temporary Suspension begins at the moment when the player is seat down in the Sin Bin area.
b. The player may be given water and the provision of warm clothing.
6.5.2.7 Management of Protocol
The management of this Protocol will be the responsibility of the Number 4 and 5 officials or by the
appointed Match Commissioner or Match Manager.
6.5.3 Replacements and Substitutions
A team may nominate up to five replacements/substitutes.
A Team may substitute or replace up to five players.
They can take place when the team management:
Wishes to make a substitution,
or, is forced to make a temporary substitution because of a blood injury,
or, has to replace an injured player
That team management must complete the substitution document attached and give it to the Fourth Official.
The Fourth Official and the touch judges will be in radio contact with the Referee (when it’s possible). At the next
stoppage in play the Fourth Official will contact the Referee and inform him the number of the player who will
leave the playing area. The Fourth Official will complete the Summary Sheet and provide it to the Match
Commissioner.
6.5.4 Coin Toss
The toss to decide who will kick off and to choose ends will take place at half time in the preceding match. The
toss shall be conducted by the match referee with a representative of each team in attendance.
The winner of the toss decides whether to choose an end for the first-half or kick-off.
6.6
Use of Global Positioning System devices during Matches
GPS units are made of a rigid material which is contrary to Law 4.4 and Regulation 12. IRB Council has provided
a dispensation to Unions to use GPS devices subject to stipulated standard terms and conditions including
indemnifying the IRB and obtaining the consent of all persons participating in any Match where GPS devices will
be used.
Following requests from Participating Unions the IRB has incorporated these standard terms and conditions for
use of GPS devices into the Participation Agreement, the Team Member Consent Form and the dedicated form
in Appendix 1 where Players can indicate that they consent to the use of GPS devices in Matches and accept the
associated risks.
Participating Unions who wish to use GPS devices during Matches must:
(a) ensure that they and their opposing Participating Union (including all Players from both Teams) in each
Match have signed the consent form contained Section 15 of the Terms of Participation Agreement
confirming that each such person: (a) accepts that GPS is being worn and/or used by a person(s) involved in
that Match; and (b) accepts any risks associated with participating in the Match while a person(s) is wearing
and/or using GPS; and must provide copies of such consents to the IRB on request;
(b) provide written evidence to the IRB that the wearing of and/or use of GPS by any person in a Match(es)
does not affect the insurance cover of the Participating Union's Players;
(c) report any injuries associated with the wearing and/or use of GPS to the IRB Training and Medical Manager;
and
(d) provide a report to the IRB on the efficacy of data obtained through the use of GPS.
The IRB highlights to Participating Unions that acceptance of the use of GPS in Matches is not compulsory and
Participating Unions and Players are free not to consent to the use of GPS in which case neither Team may use
GPS in such Match. In such case please advise the Tournament Director as soon as possible in order to have
the relevant sections of your Team Member Consent Form amended prior to signature.
7.
Medical Arrangements
7.1
Match Venue Medical Facilities
The following medical facilities will be available at the Match Venue on Match days:
7.1.1 Players and Match Officials
An ambulance or an appropriate room for the use of Players (from both participating Teams) and Match Officials
(including referees and assistant referees) who are injured or ill. Such a facility will include (when it’s possible):
1. Resuscitation equipment, IV fluid and essential drugs;
2. Oxygen and suction;
3. Stiff neck collars;
4. Standard stretcher, Jordan Frame, Spinal Board or Scoop stretcher;
5. Readily available telephone with permanent listing of ambulance, rescue helicopter (where available)
and local hospital;
6. Adequate lighting including wall light for suturing;
7. Sink and hand washing facilities;
8. Facility for disposal of used needles, syringes and contaminated dressings; and
9. Facility for sterilizing instruments.
Access to all such medical facilities will be such that there is unobstructed access for a stretcher from the field of
play and ready access for an ambulance.
The game cannot start without ambulance.
All the medical facilities will be checked by the Local Doctor appointed by the Organisation Committee
to make sure that the players’, officials’ and spectators’ safety is optimal.
7.1.2 Dressing Rooms
A dressing room for each Team participating in the Match which will include reasonable access to a
Physiotherapist table and adequate disposal facilities for the disposal of used needles, syringes and
contaminated dressings.
7.2
Medical History
Each Participating Union shall:
1.
Ensure that its Players are suitably fit to participate in the Tournament and that its Players comply in all
respects with the medical requirements set out in the Participation Agreement.
2.
Be required to report any injuries sustained during the Tournament to the Match Doctor or Tournament
Medical Officer.
3.
Provide medical case notes relating to previous injuries / surgery.
7.3
Medical Fees and Costs
Costs of medical attention at a Match Venue on Match days and training days will be covered for the Players and
the Team Officials participating in the Tournament by FIRA-AER insurance. Any and all medical costs incurred
away from the playing grounds and not linked to training and playing activities will be borne by the Participating
Union.
The cost of treatment for Illness contracted or Injury sustained (including without limitation any dental treatment)
by a Team Member at any time during the Tournament Term shall be paid by the FIRA-AER insurance.
Arrangements for medical attention and treatment are to be made only through the Team Liaison Officer. The
Team Liaison Officer shall, at the conclusion of the Team's stay in the country of the Host Union, provide the Host
Union with details of the Medical treatment provided and costs incurred.
In addition to the costs described above the Participating Union shall be responsible for strappings, bandages,
mouth guards and similar items.
The accident reports (ENG and FR) will be given to the teams on the occasion of the Team Manager
Meeting.
7.4
Medical Insurance
Medical expenses insurance, including medical repatriation, is taken up by the FIRA-AER insurance for each
Team Member
The FIRA-AER insurance coverage starts after the Team Manager’s Meeting until the end of the last game
played.
A copy of insurance policy shall be provided to the Tournament Medical Officer.
The Participating Union is responsible for ensuring that its medical staff are properly qualified and insured to give
medical treatment in the host country.
7.5
Team Doctor
All Team Doctors should be fully registered medical practitioner Completed
Team Doctors and/or Physiotherapists must be aware of any Players who require specialist medical care, egg.
Diabetes, and be able to inform Match Doctors as necessary.
Team Doctors must ensure that Players are aware of the high risk associated with the use of recreational drugs
such as cocaine, ecstasy and caffeine.
Players must be made aware of their duty of care to other Players in relation to skin conditions, such as Herpes
Gladiatorum or scrum pox. This is a highly infective condition. A Player with this condition needs medical advice
and must not play while the rash is present, as he is putting others at risk.
All participating Teams should bring with them a supply of various sizes of (or adjustable) neck collars for use if a
Player is injured during training. Any Team requiring other specialized equipment must inform the Tournament
Director well in advance.
Cardiac disorders causing sudden death in sport are numerous but one group, cardiomyopathy can be detected
by ECG and Echocardiography (ECHO). The incidence of cardiomyopathy is 1 in 500. These investigations are
justified.
7.6
Role of Medical Team in Case of Injury
The medical Team will only attend to a Player who has been referred by the referee or the Doctor of either Team.
The Player is then under the responsibility of the Match Doctor. This responsibility ends when the Match Doctor
considers that the Player is in a fit state to rejoin his Team which he may do either on the pitch or in the dressing
rooms, but only once she has informed the Team Doctor of her team.
1.
All Players with serious injury, head, neck, back or lower limb injuries should be taken off the field by
stretcher. No Player should hobble off the field with the help of a Physiotherapist but should be taken off on
a stretcher quickly and efficiently by agreed protocols.
2.
Match Doctor will examine the Player off the pitch and will then decide to manage him in the medical room
or transfer him to hospital.
3.
If transfer to hospital is decided then the Match Doctor will send a medical person if necessary and certainly
a member of the Player’s Team with the Player to hospital.
4.
Match Doctor stays in contact with the ambulance and hospital to update the Player’s Team Doctor and family.
7.7
Medical Protocol - Match Day Signals

management of injuries to all competing Players.

Accident Report
The accident reports (ENG and FR) will be given to the teams on the occasion of the Team Manager
Meeting.

The FIRA-AER accident report is valid exclusively for competitions, which are organised by the FIRA-AER
2. The report must be signed by the injured person in all cases (barring an inability to do so due to the type of

In order to accelerate the procedure, the heading « Circumstances of the accident » must be filled in as
more precisely as possible. Example: do not write only « during a rugby match ».

may have noticed and must precisely fill out the different sections appearing on the form.
Poorly written or inadequately prepared documents will be returned to sender and will delay registration of the
accident accordingly.
5. The Sheet A of the report must be sent to the FIRA-AER secretary immediately, within five days from the date
of the accident (day of the accident included).
6. The Sheet B must be sent to the FIRA-AER secretary as soon as possible together with the documents
substantiating the disbursements (Such as statements of fees or expenses dated and paid) and / or the payment
reductions made by Social Security or any other insurance organization.
7. The Sheet C must be kept by the Union.
8. Generally speaking, the request for payment of the costs still borne must be submitted to the insurer only after
healing and within the maximum limit of one year.
Important Recommendations
If the injured person is a member or beneficiary (minor child, student) of a Social Security system and/or
of any other insurance organization:
- The full file must be immediately submitted to the concerned organizations, the coverage of which
will be supplemented by the insurer,
- The same process must be followed for care requiring a prior request for approval or cost
defrayment.

8.
Media Rules
Each Participating Union and each Team Member acknowledges the importance of co-operating with the media
to obtain maximum coverage and exposure for the Tournament. Any Team Member, with the approval of his
Team Manager or Participating Union, may communicate with the media and engage in radio and television
broadcasts, provided always that his comments do not bring the game of Rugby, the FIRA-AER, the Organisation
Committee or the Tournament into disrepute.
In order to ensure consistent media management and a balanced Team approach, any requests to the Team
Members from any member of the media for interview, filming or conference on non-Match days, must be
referred to the Media & Communications Manager for prior approval.
FIRA-AER accepts the use of social media by players during the Tournament, which must be in accordance with
the social media guidelines.
8.1
Communication Department
The Communication Department of the Host Union, in collaboration with FIRA-AER Communication Department
is responsible for all Tournament media and communications related activities (internal and external), including
media operations and services, media management and relations, issues management, public relations and
editorial Services.
The Communication Department can be contacted by e-mail to communication@fira-aer-rugby.com or

8.2
Media Host
The media hosts are needed in order to serve the accredited media during the game. The amount needed
depends on the game and the amount of expected press persons and planned press services, press conferences
etc.
The accredited press must receive the assistance and tools needed during the game in order to communicate the
game outwards. The level of services received by the accredited media affects the image of the event and
therefore the task of the media hosts is to secure that everything runs smoothly in the press facilities at the FIRAAER events.
The media hosts are the link between the media and the game, ensuring a smooth co-operation between the
media and the whole event resulting in a lot of positive media visibility.
Good language skills (English preferably) are essential for the media host in order to be able to help media from
different countries.
8.3
Accreditation
The host union is responsible to manage the press accreditation passes and could reserve the right to approve or
deny any Press accreditation request. In this case, the host union must inform the FIRA-AER communication
Department and motivate the decision.
The FIRA-AER logo must appear on the first side of the accreditation.
8.4
Press Centre
It is recommended that Unions must provide, for a Tournament a Press Centre which functions as a media
working area with desks, chairs, fast internet connection and an area where catering is provided (when possible).
The Press Center should provide easy access to and from other media-related facilities such as the media and
the press conference room and adequate toilet facilities. The Press Center shall be open at least 2 hours before
the game and closing 3 hours after the end of the Tournament.
The accredited journalists will receive the programme of the Tournament.
If it’s impossible to have an independent room for the Press Center, the press conference room could be an alternative.
8.5
PressTribunes
Each Tournament venue shall have a press stand in a central position in the main grandstand that offers working
conditions for accredited journalists.
The writing journalists are to have reserved seats with desks including electricity and internet access. The media
tribune must be marked, be well-lit and must provide easy access to the media working area and the press
conference room. The media tribune must include separate areas for “TV and radio broadcasters”, commentators, the written press and TV observers that meet the particular requirements.
The Host Union is to define the seating order in the media tribune in accordance with the earlier defined
accreditation priority and the planned presence of the journalists. Host Union further has responsibility to ensure
that unauthorized persons may enter the press.
8.6
Photographers
Each Tournament venue shall provide a working area for accredited photographers with adequate desks and
high speed Internet connections. The photographers’ working area may be combined with the Press Center or
may be separate, but in either case, should provide easy access to the pitch and photographer zone in the
venue.
The photographers shall have the possibility to take match photos from different sides of the stadium during the
match, giving them easy accessibility around the pitch. The photographers shall also have the possibility to take
pictures during the post Match press conferences and in the mixed zone.
There are many journalists working as both photographers and reporters, which need to be taken into account
when planning the accreditation and access zones.
The color of the photographer’s vest shall be identifiable.
At the end of the Tournament, should the Host Union organize a particular protocol (ceremony), details should be
provided to the photographers.
8.7
TV Production - NOT APPLICABLE
Television transmissions should not interfere with the playing schedule unless previously advised. In addition
where extreme weather conditions prevail teams should not be asked to play to accommodate television.
8.8
Mixed Zone or Press Conference Room
Each Tournament venue shall have a mixed zone between the pitch and the dressing rooms where accredited
press can interview the players and staff after the games. Each mixed zone should be easily accessible from the
dressing rooms and the pitch, the media working areas and the media tribune.
Players and coaches shall be available for the mixed zone area.
If it’s not possible to find a place for the mixed zone, the Press Conference room could be used.
8.9
Pre Tournament Press Conference
The Captains and the coaches of several teams will make themselves available. Another player or staff member
could be invited according with his past or his availability to speak the host union’s language.
8.10
Post-Match Interviews
The Captain, Coach or any significant Player identified by the Communication Department or Commissioner may
be required to attend a television interview immediately after the final whistle of each Match. This interview is
usually conducted on the pitch or in the mixed zone.
The above Team personnel may also be required to attend a post-Match interview, five to ten minutes after the
final whistle.
Any interviews given by any Team Members within a Tournament Venue or the Training Venue shall be given
only to a duly accredited media representative or broadcaster.
8.11
Filming of Matches
When the Tournament is broadcasted, the Host Union and FIRA-AER will receive 1 DVD for each match after the
Tournament.
Teams wishing to film their matches should make this clear at the Team Managers’ Meeting and you will be advised as to the best position within the Stadium.
9.
Commercial Rules
9.1
Commercial Guidelines
1.
The Commercial Rules apply equally to Participating Unions, Teams and Team Members. The
Commercial Rules will be in force from the time of distribution of these Terms of Participation to
Participating Unions. Only the FIRA-AER and the Organisation Committee may present or position itself in
such a way as to imply for any commercial purpose any direct association, affiliation or partnership with the
Tournament.
2.
The participating Unions teams and team’s members can display their local sponsorship on their equipment and shirts.
3.
These Commercial Rules cover all forms of media, including but not limited to print, advertising media,
broadcast media, mobile telephony communications, wireless data services, and any and all Internet
media.
4.
The Participating Union for itself and for each of its Team Members hereby agrees that the Participating
Union will not assert, and shall procure that no Team Member asserts, any claim to use, sell or exploit any
of the Commercial Rights in connection with the Tournament and the Participating Union will not develop or
acquire any rights in relation to the Tournament which are similar to and/or compete with the Commercial
Rights.
5.
The Participating Union must use the process by which it approves the commercial, advertising and/or
promotional materials of its commercial partners or other entities to ensure compliance with the
Commercial Rules.
6.
All requests for use of any trademarks of the Organising Committee must be presented to the FIRA-AER
for consideration and prior written approval. The FIRA-AER has absolute discretion over whether to grant
such requests or not. Any use of such trade marks by the Participating Union which is allowed by the FIRAAER shall be subject to such terms and conditions as the FIRA-AER shall determine in their absolute
discretion.
7.
The Participating Union and Team Members thereof shall not undertake any commercially related activities
in connection with the Tournament in or receivable in the territory of France without the prior written
approval of the FIRA-AER, which will not be unreasonably withheld.
8.
The Participating Union and each Team Member thereof agrees that all of the Commercial Rights are the
sole property of and are reserved exclusively to the FIRA-AER. Further, the Participating Union, for itself
and for each Team Member, agrees that it shall procure each Team Member shall sign, without demanding
any fee or expense, a full release in respect of the unlimited and worldwide exercise of the Broadcast
Rights in the form specified by the FIRA-AER.
9.2
Commercial Rights
Advertising Rights
The right to license companies to advertise their products and services in relation to the Tournament save for
those advertising rights granted to the Organisation Committee as part of the Local Rights.
Broadcast Rights
Shall mean the right to broadcast nationally and internationally the Tournament, Team training sessions, and
all other events and activities taking place in relation to the Tournament and the exclusive right of access to the
Match Venues and the Training Venue for the purposes of producing a live television and/or radio signal and/or
recordings, including (without limitation) so-called official film rights, theatrical and non-theatrical rights, in-flight
and ship-at-sea and all other transportation exhibition rights, Library Rights, Magazine Rights, Big Screen
Rights, Trans-national Rights, Fixed Media Rights and/or Pay per View services, in any form of audio and/or
audio-visual medium, and the right to license the right to exhibit and distribute such live signal and/or
recordings (whether on a live or delayed basis) by all forms of linear broadcast television diffusion delivered by
terrestrial, cable, and/or satellite television means free and/or on pay basis, digital and/or analogue and/or any
form of radio (including digital) and any other audio and/or audio-visual communications (including, without
limitation, any so-called pod-cast) and/or other electronic media now existing or as may be developed in the
future (including, without limitation, video (on demand and new video on demand) CD Rom, DVD, CD-I,
interactive, and/or two way television, on-line electronic or satellite based picture and/or sound and/or data
transmission and other similar systems including the Internet, Interactive Functionality and other so called new
media rights) throughout the world, whether now known or hereinafter invented and all forms of mobile
telephony and mobile communication devices, whether now know or hereinafter invented such as, without
limitation, Mobile Broadcast Technology and mobile telecommunications technology and/or any other
broadcast to mobile technology and any and all other services delivered by any means of mobile telephony
device or communication device whether for audio-visual data or other transmissions and/or exhibitions and/or
communications, live or delayed and/or any other communication and/or device now known or hereafter
developed.
“Internet” shall mean the network of interconnecting computer systems known as the Internet whereby content and/or data is delivered, transferred and/or accessed using Internet Protocol.
“Interactive Functionality” shall mean a service or services and/or facilities using a return path or other interactive functionality in relation to the exhibition of the Matches and/or any other programming relating to the
Tournament and/or which has any association with the Tournament and which shall include, without limitation,
the provision to viewers of coverage of a Match or part thereof, with the capability in the course of viewing such
transmission to (i) access on demand and/or select a range of viewing and commentary options and enhanced
or specific viewing experiences (including, but not limited to, dedicated cameras, choice of camera angles,
replays of a particular incident, alternative commentaries); (ii) access on demand in relation to any exhibition
of the Broadcast Rights to additional data and/or information in textual form; (iii) the opportunity to take part in
any game or competition or similar product or service during the Match and/or Tournament and/or in
association therewith; or (iv) the opportunity to place order for and/or carry out a revenue generating activity
including the sale, licensing or supply of goods and/or services; (v) the provision of games, polling or voting
mechanisms; (vi) the sale or supply of gaming or betting services; and/or (vii) any other such service as
determined by RWCL in its discretion from time to time.
Data Rights
All information and data relating to the Tournament howsoever arising, including, without limitation,
performance tables, Sports Performance, database rights, results, player details, market research, customer
information, telemetry, on screen visual aids, graphics and Match information, and including the right to
reproduce, compile, store, or disseminate and/or provide access and/or to interact with the same, whether in
combination with Broadcast Rights, Games Rights, Internet Rights or otherwise, in any form and/or via any
current or future medium.
Film Rights
The right to exploit cinematograph films of Matches, training sessions, Other Events, all events and activities
taking place in relation to the Tournament and all other data, information and results relating to the Tournament
by all means now known or hereafter discovered throughout the world.
Fixed Media Rights
The right to license the exploitation of the whole or any part of the Matches or any other material of any kind
relating to the Tournament including without limitation any derivation thereof or any animation or other graphic
reproduction, by way of home video, DVD and/or any other electronic storage and playback system including
without limitation laser disc, optical disc, CD-I and/or CD-Rom and expressly including so-called download-toown, so-called pod-casts, and/or any other related systems whether now known or hereafter invented.
Internet Rights
The right to license the exhibition by way of transmission and/or making available of the Matches or any other
material of any kind relating to the Tournament, including without limitation audio only, visual and/or audiovisual coverage or reproductions and/or text commentary and/or scoring and/or reporting and/or summary
and/or data and/or results services and/or animation, simulation or other representations of the Tournament via
the Internet and/or any other computer network using Internet protocols or other protocols howsoever
distributed and including without limitation and for the avoidance of doubt any IPTV Delivery and/or broadband
streaming or other exhibition.
Merchandising Rights
Save for those merchandising rights granted to as part of the Local organiser the Local Rights, the right to use
and exploit licensed logos, designs, words, designations (for example, without limitation, official status) and the
Tournament Marks in connection with the manufacture, packaging and distribution of goods and services in
relation to the Tournament.
Radio Rights
The right to license the audio exhibition of the Matches / Tournament or any other audio material of any kind
relating to the Tournament by way of analogue and/or digital radio and/or any other form of radio device
whether now know or hereinafter invented.
Sponsorship Rights
The right to appoint a title sponsor of the Tournament and a principal partner of the Tournament (all other
sponsorship rights having been granted to as part of the Organisation Committee cal Rights), which may be
granted to Suppliers and/or Licensees.
Suppliers and/or
Licensees
The right to license and/or appoint official suppliers in relation to the Tournament, limited to the official Match
and training ball rights and the official referees’ and other Match Officials’ and ball boys’ and FIRA-AER staff
clothing rights.
Tournament Marks and
Title
The right to the Tournament Marks, the Tournament title “7’s U19 European Championship” and any association therewith are owned and retained by the FIRA-AER.
Trans-National Rights
The right of to licence exhibition of the Matches or any other material of any kind relating to the Tournament, in
any language by any means of television diffusion to a network the broadcast territory of which encompasses
multiple territories.
Website Rights
The right to create a unique website of and for the Tournament serving the interests of the Rugby community
and licensees of commercial rights and existing within the general environment of the official FIRA-AER
website, being currently situated at the URL www.fira-aer-rugbycom (or as amended from time to time).
Other Rights
Any and all other rights of a commercial nature relating to the Tournament.
9.3

10. Anti-Doping Operations
10.1
Team Member Acceptance
Each Player nominated in the Participating Union’s player list scheduled to participate in the Seven U19
European Championship Tournament are required to read and accept all the IRB anti-doping rules and sign the
Team Member Consent Form located in Appendix.
IRB Regulation 21 shall be the applicable anti-doping regulations for this tournament and can be found at

10.2
Therapeutic Use Exemptions (TUEs)
This is the process whereby a Player can apply to the Board in conjunction with his prescribing physician to take
a specific Prohibited Substance which is required to treat a legitimate medical condition the Player has. All Team
doctors are urged to consult with every individual Player in a preliminary training squad and discuss what
medications they have or are currently taking to ensure that this process is complied with and where necessary
the relevant TUE is applied for. An Adverse Analytical Finding for a Prohibited Substance that was used to treat a
medical condition which does not have a valid TUE in place is considered an Anti-Doping Rule Violation and is an
offence that may result in a sanction.
10.2.1 TUE Application
A TUE application requires supporting medical information to be provided along with the application form. This
includes a comprehensive medical history, results of all examinations, laboratory investigations, specialist
medical reports and if relevant imagery studies to support the application.
The application will be reviewed by the Board TUE Committee against the WADA International Standard for
Therapeutic Use Exemptions to determine if the application receives approval. This process must occur before a
Player is authorised to take the Prohibited Substance that he has applied for to treat his medical condition unless
emergency situations or exceptional circumstances occur preventing this in which case the Player must apply for
retroactive TUE approval. A retroactive TUE application must be lodged to the TUE Committee within 48 hours of
such circumstances occurring this includes pre- or during the Tournament.
Any TUE application for Players participating in the Tournament must be received by the Board TUE Committee
no later than 30 days prior to the start of the Tournament to allow the Board TUE Committee time to review
the application.

10.2.2 Players that currently have a valid TUE from the IRB
Any Player that has a current and valid TUE issued to them from the Board TUE Committee which is valid is not
required to apply for a new TUE specifically for the Tournament provided the current TUE is valid for the duration
of the Tournament and the conditions (such as the substance, route of administration and/or dosage etc.) have
not changed.
10.2.3 Mutual Recognition of TUEs
Any Player who has been granted a TUE approval by another Anti-Doping Organisation’s TUE Committee (i.e a National Anti-Doping Agency) that is current and valid must submit a copy of the application and the certificate of
approval to the Chairman of the Board TUE Committee. This must be submitted in accordance with the timeline
set out above i.e. 30 days prior to the start of the Tournament. The Board TUE Committee reserves the right to
review any TUE application where prior approval has been made by another Anti-Doping Organisation’s TUE Committee.
10.3
Nutritional Supplements & Medications
Following a number of recent Adverse Analytical Findings from Players involving nutritional supplements
containing Prohibited Substances, all Participating Unions are urged to advise their Players of the dangers and
risks of Prohibited Substances appearing as part of a mixture within nutritional supplements and to check the
supplements their Players are taking. Participating Unions are reminded of the strict liability principle that applies
to the Series Anti-Doping Programme, the effect of which is that Players are responsible for any Prohibited
Substances found in their system. All Players and Team management are referred to the IRB's policy on
nutritional supplements and a fact sheet on MHA contained within the IRB anti-doping educational handbook or
on the IRB's anti-doping website www.keeprugbyclean.com
This also applies to the use of medications and all Players should be consulted by the Team physician prior to
taking any medication (whether over the counter or prescribed) to ensure such medication does not contain
Prohibited Substances which may result in an Adverse Analytical Finding or that requires a Therapeutic Use
Exemption. The WADA Prohibited List can be found under Schedule 2 of the IRB Regulation 21 or via
www.keeprugbyclean.com
10.4
In Competition Testing
In Competition testing takes place immediately after a Match. Testing may occur after any Match during the
Tournament. Normal practice is that the IRB Anti-Doping department will make the selections including reserve
any reserve selections.
The reserve selections may be used in the case of a selected Player being seriously injured and requiring
immediate hospitalisation or not being in a fit physical or mental state to complete the process as determined by
the Tournament medical officer. For the avoidance of doubt, if a selected Player is injured or is replaced for any
reason prior to the start of a Match i.e injured in a previous Match or in the warm up, he shall remain selected for
testing unless he requires immediate hospitalisation.
The selections will not be made known to the Player's Team management until the end of the Match. The Doping
Control Officer or IRB Anti-Doping Commissioner is not required to justify why a Player/s have been selected for
testing.
10.5
Out of Competition Testing
Any Player that is selected or scheduled to participate at a Tournament may be tested Out of Competition at any
time or place during the Tournament. (i.e. prior to 12.00am on the day of the commencement of a Tournament or
more than 24 hours after the conclusion of a Tournament).
Those Players who are also part of the IRB’s Registered Testing Pool or Testing Pool for the purpose of Out of Competition Testing remain subject to the whereabouts requirements and consequences as set out in IRB
Regulation 21.10 during a Tournament. All such Players must keep their Player whereabouts information up to
date at all times including while travelling on the Series and competing at Tournaments.
All Testing shall be conducted with No Advance Notice by an authorised Doping Control Officer. A Player may
be selected for Out of Competition testing by either random or target selection.
10.6
Provision of the Sample
The Player shall be required to provide a minimum urine Sample of 90ml; however, the Player should attempt to
provide a greater amount if possible.
Once the Player has provided his Sample, he shall keep control of the Sample at all times until the Sample is
sealed. The Doping Control Officer shall keep the collection vessel in sight at all times. Additional assistance
may be provided in exceptional circumstances to any Player by the Player’s representative or Doping Control Officer during the Sample collection session where authorised by the Player and agreed to by the Doping Control
Officer / Anti-Doping Commissioner.
Blood testing may also be conducted in conjunction with urine testing on its own. A qualified blood collection
official will be responsible for the collection if the blood testing is conducted. Further information of sample
collection can be found in Schedule 1 of the IRB Regulation 21 or within the IRB anti-doping educational
handbook.
10.7
Player Representative and interpreters
Any Player selected for doping control during the Tournament must have a representative present with him
during the doping control process in the doping control station. All Participating Unions must ensure a
representative is available to sit through the process (except the Sample provision) with their Players.
If the Player does not speak English, then his Team will be responsible for the provision of a person who can
interpret and assist in the communication of the doping control process between the Player and the doping
control staff.
This may be the same person who acts as the Player representative or an additional person to the
representative.
10.8
Anti-Doping Education
IRB anti-doping educational information and resources are available in English, French, Spanish and selected
other languages in the resources section of the IRB Anti-Doping website www.keeprugbyclean.com. It is the
responsibility of each Participating Union to ensure that each Player, Team Manager, Team Coach and medical
support personnel who participates in the Series has either received or been given access to (in hard copy,
electronic, or any other means) the IRB Anti-Doping educational resources in particular the IRB Anti-Doping
Handbook.
The Participating Union is responsible for ensuring that any new Players, Team Managers, Team Coaches
and/or medical support personnel who join its squad during the Series also receive a copy of the handbook
Further to the IRB Anti-Doping Handbook, an Anti-Doping e-learning programme is available on
www.keeprugbyclean.com and it is the expectation that all Players, Team Managers, Team Coaches and
medical support personnel who participate in the series complete this programme prior to their participation in the
Series. Unions must ensure that all of their Team Members access the website, register and complete the
programme which should take about half an hour. The website is presently in three languages with more to be
added. Unions are requested to assist Teams which do not speak one of those languages to complete the
programme.
10.9
Outstanding Anti-Doping Matters
In accordance with Clause 34 of the Programme, it is the responsibility of each Participating Union to ensure that
there are no outstanding Sample results, anti-doping rule violation cases and/or ongoing investigations in respect
of Players or Persons (relating to possible anti-doping rule violations) who form part of or are intended to form
part of the Participating Unions Team in respect of the Tournament.
All Participating Unions shall not select a Player or Players to participate in the Tournament if they are aware of
any of the following in relation to the Player or Players:
(a)
The existence of any Samples provided pursuant to drug tests in respect of which analysis
results have yet to be provided. Participating Unions should contact their National Anti-Doping
Organisation to avoid where possible any outstanding results prior to the departure of a Team
to the Tournament. Participating Unions are encouraged to arrange for expedited analysis of
any Sample/s collected by a National Anti-Doping Organisation in relation to Players scheduled
to participate in the Tournament in the weeks prior to the departure of a Team to the
Tournament where possible;
(b)
The existence of any outstanding disciplinary proceedings in respect of any anti-doping matters
including but not limited to anti-doping rule violations and/or investigations;
(c)
The existence of any outstanding appeal proceedings in relation to the proceedings referred to
in (b) above;
(d)
Any period of suspension from the Game in force during the Tournament Term as a result of
any anti-doping rule violations.
If a Participating Union selects a Player or Players and subsequently discovers any of the items listed in (a) – (d)
above the Participating Union shall advise the IRB Anti-Doping Manager immediately. In circumstances where
such advice is not provided or not provided immediately the Board shall be entitled to take such steps as it
deems appropriate including but not limited to requiring that the relevant Participating Union(s) and/or the
relevant authority expeditiously has the matter dealt with and/or provisionally suspends the Player(s) or other
Person(s) from any involvement in the Tournament and/or the Game pending the final determination of the
matter. The Board may bring disciplinary action against a Participating Union under this Clause where
appropriate.

When a player is ordered off:

Referee and where applicable, Touch Judge or in-goal TJ, prepare a written report of the incident. Such
Reports shall ordinarily be provided to a Designated Disciplinary Official within 2 hours of the conclusion
of the Match.

The Player Ordered Off will be provided with a copy of the applicable report (s) and notified of the date,
place and time of the Judicial Officer hearing.

The Judicial Officer hearing will take place as soon as reasonably practicable following the Match. The
Player and witnesses will attend the hearing to give evidence.

The Judicial Officer shall consider the evidence. He may decide to impose a sanction or take no further
action. Judicial Officers shall apply the IRB’s recommended sanctions for Illegal and/or Foul Play subject to relevant aggravating and/or mitigating factors.

A Player may appeal against the decision of the Judicial Officer provided such appeal is competent and
is made within 2 hours of the conclusion of that match, or prior to the player playing another Match in the
tournament (whichever the earlier). The appeal must state the specific grounds of appeal and a deposit
of no more than 300€ must be paid upon the lodgement of an appeal.

The appeal will be heard by an Appeal Committee as soon as reasonably practicable after the appeal is
lodged. Pending the appeal the Player is not entitled to play.

The Appeal Committee has the power to quash, vary or increase any decision and/or penalty appealed
against and/or refund any deposit lodged on an appeal.
When a player is cited:

Citing Commissioners (or Tournament Director or Referee Manager) may cite a Player for Illegal and/or
Foul Play, which in the opinion of the Citing Commissioner warranted the Player concerned being
Ordered Off, notwithstanding that the act of Illegal and/or Foul Play may have been detected by the
Referee and/or Touch Judge.

Citing Complaints must be made by the Citing Commissioner (or Tournament Director or Referees
Manager) to a Designated Disciplinary Official within 30 minutes of the completion of the Match in which
the Illegal and/or Foul Play is alleged to have occurred.

Participating Unions are not entitled to cite Players, but they may refer acts of Illegal and/or Foul Play
through a Designated Disciplinary Official to the Citing Commissioner for consideration, provided such
reference is made within 30 minutes of the conclusion of the Match. The Citing Commissioner decides
whether or not to pursue a citing complaint and his decision is final.

If a citing complaint is initiated by a Citing Commissioner a copy of the complaint is sent to the Player and
the matter will be referred to a Judicial Officer.

A Judicial Officer will hear the citing complaint as soon as reasonably practicable and will consider
evidence from the Player and other relevant witnesses.

The Judicial Officer shall consider the evidence. He may decide to impose a sanction or take no further
action. Judicial Officers shall apply the IRB’s recommended sanctions for Illegal and/or Foul Play subject to relevant aggravating and/or mitigating factors.

A Player may appeal against the decision of the Judicial Officer provided such appeal is made within 2
hours of the conclusion of that match, or prior to the player playing another Match in the tournament

In respect of offences not referred to above, appropriate sanctions may be imposed at the discretion of
the relevant Judicial Officer, Disciplinary Committee, Appeal Officer and/or Appeal Committee (as the
case may be).

Notwithstanding the recommended sanctions in Appendix 1 and/or the provisions of Regulation 17.14 in
cases where the player’s actions constitute mid range or top end of offending for any type of offence which had the potential to result and, in fact, did result in serious/gross consequences to the health of the
victim, the Judicial Officers and/or Disciplinary Committees may impose any period of suspension
including a suspension for life.
12.
Disputes Committee
12.1 Tournament Director
The Tournament Director shall deal with minor complaints and disputes relating to the day-to-day administration
and management of the Tournament but shall refer all complaints and disputes which are not, in the opinion of
the Tournament Director, of such a nature to the Disputes Committee in accordance with clause below.
12.2 Constitution of Disputes Committees and notification of complaints
Subject to clause above, the FIRA-AER shall appoint a Disputes Committee to deal with those disputes relating
to the Tournament. The Disputes Committee shall ordinarily comprise two representatives appointed by the
FIRA-AER (one of whom shall also act as Chairman) and one representative of the Tournament. The
Tournament shall provide and/or arrange such facilities as are necessary for the Disputes Committee such as
typing, meeting room, and interpreter.
Subject to the provisions of this Manual and the provisions of the Disciplinary and Anti-Doping Regulations, the
Disputes Committee shall conduct all of its activities in accordance with IRB Byelaws, Regulations Relating to the
Game and/or the Laws of the Game, FIRA-AER Byelaws and Regulations as may be appropriate.
Formal notice of any complaint and/or dispute and all relevant documentation and materials relating thereto
should be lodged with the Tournament Director with a copy to the Participating Union, within 2 hours after the
complainant becomes aware of the incident/issue giving rise to the dispute.
Subject to clause above, the Tournament Director shall pass copies of all such documentation and materials to
the Chairman of the Disputes Committee.
12.3 Powers of Disputes Committee
In relation to disputes handled by the Disputes Committee, the Disputes Committee shall have power to
determine all issues of any nature arising in connection with the conduct of the Tournament including but not
limited to disputes, disagreements or the interpretation or performance of the rules of the Tournament and
matters covered in the Tournament Manual between and among Participating Unions, the Host Union, FIRAAER, Members of the Teams, Referees, the Tournament Director and all other persons, institutions and
companies involved in the Tournament.
12.4 Procedures
The Disputes Committee shall have full discretion as to its procedures and as to what evidence it may require.
The Disputes Committee will not be bound by judicial rules governing the procedure or the admissibility of
evidence provided that the proceedings are conducted in a fair manner with a reasonable opportunity for each
party to present its case.
12.5 Sanctions
The following sanctions shall be available to the Disputes Committee:
a) To expel a Participating Union and its Team from the remainder of the Tournament; and/or
b) To expel any Member of a Team from the remainder of the Tournament; and/or
c) To suspend or otherwise discipline a Participating Union and/or its Team and/or any Member of a Team;
and/or
d) To require the payment or repayment of any sum by a Participating Union and/or Team and/or any
Member of a Team and to impose fines on the same; and/or
e) To cancel and/or vary the result of a Match and/or the points awarded in relation thereto; and/or
f)
To caution, reprimand and warn as to future conduct any Participating Union and/or Team and/or any
Member of any Team; and/or
g) To impose such other punishment, penalty, restriction or other terms as it considers appropriate sanction.
12.6 Miscellaneous
The Disputes Committee may also carry out the following functions:
a) Act as an Appeal Committee for decisions made pursuant to the provisions of the Disciplinary Manual
and the Anti-Doping Manual; and/or
b) Exercise such other powers necessary or incidental; and/or
c) Hear and decide such other matters as FIRA AER may from time to time refer to the Disputes Committee
for adjudication.
The decision of the Disputes Committee shall be final and binding immediately upon notification to the parties.
13. Financial Sanctions
13.1
Vicarious Liability
Participating Unions bear full responsibility for the actions of their Team Members.
13.2
Financial Sanctions
Without in any way limiting the discretion of the Disputes Committee and/or the Tournament Director to take such
action and impose such sanction(s) as it considers appropriate pursuant to Section 12.3.5, if a Participating
Union and/or any of its Team Members commits any of the following breaches of these Terms of Participation,
then the Disputes Committee may, in addition to any other sanction that it considers appropriate, impose a
financial sanction of between 100 € and 5 000 € on the Participating Union in respect of each breach:
