WELCOME AND INTRODUCTION
Congratulations on your appointment as a member of the School Games team staff for the Sainsbury’s
2014 School Games.
You will be part of a team staff of just under 500 people to assist in delivering a high quality and positive
athlete experience for approximately 1600 athletes at the School Games, and we are truly grateful for your
time and expertise in making this happen.
This Games Services Manual has been developed to provide all essential pre-Games information and assist
you in planning and preparing for your role. In addition, the following resources are also important to read
in preparation for the Games:

THE GAMES SERVICES TEAM
The Games Services Team are a central team who are in place to plan all Games Services functions both
pre-Games and Games time, and ensure accurate Games time information, communication and support to
assist you in your role.
Here is the core Games Services Team who will be based mainly at the Athletes’ Village, but will have team
members based at the City Hub at agreed times.

SECTION 1:
SAINSBURY’S 2014 SCHOOL GAMES INFORMATION
The Sainsbury’s 2014 School Games:
 includes 12 sports of: athletics, badminton, cycling, fencing, gymnastics, hockey, judo, rugby sevens,
swimming, table tennis, volleyball and wheelchair basketball
 disability sports of: athletics, cycling, fencing, swimming, table tennis and wheelchair basketball
 aims to create an inspirational and motivational setting for elite young sports people to perform at the
highest levels
 is the overall responsibility of the Youth Sport Trust, and delivered by an Event Management Company,
Sport Event Solutions (SES) in partnership with Manchester City Council and other key stakeholders
 aims to re-enforce the experience of Olympic and Paralympic Games, through experiences such as
Opening and Closing Ceremonies, accreditation, team kit and an Athletes’ Lounge area
 will have approximately 1,600 athletes competing
 will have approximately 700 coaches, support staff and volunteers giving round-the-clock support and
advice, collectively committing more than 22,000 hours of their time.

planning (details on the Games Services Resource Area are to follow).

SECTION 2:
CODE OF CONDUCT FOR TEAM MANAGERS, TEAM STAFF AND THE SAFEGUARDING TEAM
Everyone involved in the Sainsbury’s 2014 School Games has a Code of Conduct to adhere to. These Codes
of Conduct form the responsibilities and high standards and behaviours for people to work to at the
Games. Whilst you will be familiar with this through completing the School Games database – the
Electronic Management System (EMS), the below is a reminder of the standards that form the Code of
Conduct for team managers, team staff and the Safeguarding Team for this year’s Games:
You are:
 an ambassador for your organisation
 to respect the rights of the athletes, officials and promote their welfare and individual needs
 to promote relationships with athletes, officials and others that are based on openness, honesty, trust
and respect
 to wear accreditation (outside clothing) for the duration of the Games and to only remove when in
your room
 to wear official Games clothing at all times (including time in the Athletes’ Village and City Hub)
 to demonstrate proper personal and professional behaviour at all times, providing a positive role
model for the athletes and young officials (including social networking sites)
 to respect the differences between everyone at the Games in terms of age, gender (including
transgender), ethnicity, religious beliefs, sexual orientation or disability
 to promote yourself and your sport in a positive light by not smoking; possessing, consuming or
supplying alcohol; possessing, consuming or supplying illegal and/or performance enhancing drugs for
the duration of the Games
 not to knowingly select an unfit or injured athlete for the Games
 to respond to any concerns about a child’s or young person’s welfare, working in partnership with
others in the young person’s best interests
 to listen, stay calm, not make judgements or false promises and to inform the correct person in line
with the Safeguarding Plan 2014 should a child or young person share their concerns with you
 to uphold the policies and regulations of your organisation/National Governing Body in relation to your
role at the Games
 to reside in the allocated accommodation at the Athletes’ Village or City Hub, and attend the
competition or training venue during the Games (as required) and not to leave until the official
departure of your sport
 to read the Safeguarding Plan 2014 prior to the start of the Games and abide by it
 to understand that any breach of this code of conduct could result in being dismissed from the Games
and subject to disciplinary action from your organisation/National Governing Body of Sport which could
jeopardise any future participation within the sport and/or at the Games.

SECTION 3:
GAMES SERVICES GENERIC INFORMATION
ACCOMMODATION & ACCOMMODATION POLICY
The Sainsbury’s 2014 School Games accommodation will be split across 2 venues:
 The main Athletes’ Village (The University of Manchester, Fallowfield Campus)
 A City Hub which comprises of 3 high quality hotels in Manchester City Centre
Please see separate information in this document with further information on both the Athletes’ Village
and City Hub accommodation provision.
An Accommodation Policy has been developed for the Games with the aim of accommodating sports and
teams together. Where this is not possible due to the layout of the venues being used, and to ensure that
no one room is isolated, a small number of rooms will always be kept together so sports can allocate team
members with team staff as appropriate.
All accommodation allocations will follow these guidelines:
 Allocations will be made by the Games Services Accommodation Team, in partnership with each sport’s
Single Point of Contact
 All teams will be pre-allocated a number of rooms in accordance with the number of attending athletes
and team staff registered on the EMS
 Each TM will be given an Accommodation Record Sheet, and it will be the TM’s responsibility to
assign/allocate specific athletes within the room allocations given. The exceptions to this are that the
following rooms will be pre-allocated and shown on the Accommodation Record Sheet:
o Team Manager rooms - to assist the delivery all team room keys, kit and accreditations for
distribution by TMs
o Wheelchair users rooms (as identified on the EMS) - to ensure accessible rooms are allocated
where needed (please note, the number of rooms adapted for people with disabilities is
extremely limited on the Athletes’ Village, and an allocation of such rooms is not guaranteed)
 Teams will split amongst the least number of floors possible. Where a team is split over more than one
floor, rooms will be as close as possible
 All rooms are single occupancy at the Athletes’ Village. Rooms at the City Hub will be a mix of single
and twin occupancy
 For teams comprising of both males and females, when allocating individual rooms the TM must ensure
where possible, rooms within flats at the Athletes’ Village are allocated to the same gender
 All room keys will be packed per team for team managers to distribute on arrivals day
 Safeguarding team staff will be accommodated with athletes and team staff
 On call rooms for medical, safeguarding and Games Services team will be situated at all locations
 There will be an accommodation desk based at the Athletes’ Village and the City Hub to assist with
accommodation queries.
TEAM MANAGERS ARE RESPONSIBLE FOR:
 ensuring necessary details and requirements are completed on EMS with regards to disability
provision requirements e.g. disability equipment, shower chairs or provision for medical waste
 allocating team staff and carer accommodation appropriately to suit the needs of their team in
accordance with safeguarding ratios detailed in the Safeguarding Plan
 allocating athletes to rooms within the given allocation, and recording this information on the
“Accommodation Record Sheet” and submitting this either pre-Games or, at the latest, to the Games
Services Team prior to 18:00 on Thursday 4th September.

ACCREDITATION
A Games specific accreditation system will be in operation for the Games, to act as identification
throughout the Games, and to ensure appropriate restrictions are in place to ensure only appropriate
personnel are able to gain access to specific areas. All accreditations will be issued from the information
supplied on EMS.
Accreditation must be worn at all times, except in your own room, as per the Code of Conduct. All
accreditations will be placed in Team Manager’s rooms in advance of arrivals day for team managers to
check and distribute to athletes and team staff.
Sainsbury’s 2014 School Games security will check all accreditations into secure areas at all times.
Any accreditation issues, such as lost accreditations, will be managed via Games Services.
Hotel staff at the City Hub, and University staff at the Athletes’ Village will have their own respective hotel
or University accreditation, which staff will wear at all times during the Games.
TEAM MANAGERS ARE RESPONSIBLE FOR:
 checking all athletes and team staff have accreditation and correct access requirements
 educating athletes and team staff about the importance of wearing accreditation
 being vigilant in checking accreditation of team members and other
ARRIVALS AND DEPARTURES
ARRIVALS PROCESS TO THE SCHOOL GAMES
In partnership with each sport’s Single Point of Contact, CSE (the appointed national transport company)
will make contact with each team manager to agree a designated hub location for picking up team
members and team staff for transporting to the School Games. CSE will confirm all locations for timings
and arrangements for transport pick-ups, or train/flight information to all team managers and Single Points
of Contact.
Arrivals into the Athletes’ Village/City Hub will be into designated transport areas (shown on maps), and
each sport’s Single Point of Contact (or nominated other) will meet and greet every team. In addition, the
Games Services Team and arrivals volunteers will be on hand to assist with the arrivals process.
TEAM MANAGERS ARE RESPONSIBLE FOR:
 ensuring that their teams are fully registered on the EMS by the agreed deadline dates for each sport
to ensure all arrival and departure information is accurate
 confirming national transport information with CSE
 communicating all national transport information, locations and timing to athletes and team staff
 ensuring appropriate duty of care transfers at any transport locations
 ensuring sufficient athlete : staff ratios for transport to the School Games as defined in the
Safeguarding Plan
 ensuring all team members (apart from exceptional circumstances) travel together and arrive at the
Athletes’ Village/City Hub as a team. There should be no independent arrivals into the Athletes’
Village/City Hub (alternative meeting points must be agreed).

DEPARTURES FROM THE SCHOOL GAMES
Departures from the School Games will be in 2 stages:
• Departure from the Athletes’ Village/City Hub on the morning of Sunday 7th September
• Departure from the Closing Ceremony back to transport hubs/end locations
Upon arrival at the School Games, all team managers will be provided with detailed departure information
from the School Games.
ATHLETE EXPERIENCE PROGRAMME: WHO’ S NEXT?
The Athlete Experience Programme is designed to help prepare athletes for future sporting success at
major multisport events such as the Youth Olympic Games, Commonwealth Games, Olympics and
Paralympics Games through performing when it matters most, getting athletes’ training right and learning
to cope with the daily pressures of living and operating in an Athletes’ Village.
The Athlete Experience Programme theme for this year is “Who’s next?”, and is based on inspiring,
enthusing and motivating the athletes about moving to the next level in their sporting journey and
achieving their sporting best. The “Who’s next?” theme is about creating a 4 day learning experience to
help athletes understand:
 ‘Can they make it’?
 ‘Can they perform when it matters most’?
 ‘Can they achieve when it matters’?
THE OUTCOMES OF THE ATHLETE EXPERIENCE PROGRAMME:
These are to:
 to create a safe learning environment for young athletes - exposing them to the distractions (and
understanding the importance) of a major multi-sport event to allow them to make and reflect on their
own performance choices
 to inspire, enthuse and motivate the young athletes about moving to the next level in their sporting
journey - achieving their potential
 to extend the young athlete experience beyond the event itself, equipping them with the knowledge
and skills to help achieve their future sporting potential - understanding what it takes to be the best
and how to perform when it matters most.
The theme tune for this year’s Sainsbury’s 2014 School Games is Katy Perry “Roar”.
The Athlete Experience Programme will be available at both the Athletes’ Village and City Hub (on a
reduced scale) and feature:
 Athlete Packs: these dedicated packs provide essential Games information via a Sainsbury’s 2014
School Games Athlete Handbook, written specifically for athletes, as well as goodies and resources
donated by key sponsors and partners to the Games. These packs will be distributed to Team Manager
Rooms ready for distribution to athletes on arrivals day
 A fully equipped Athletes’ Lounge at the Athletes’ Village with space to chill out, meet other athletes,
play electronic games, visit a nail bar, do puzzles and read magazines or use the internet (with
restricted access)
 An Athletes’ Lounge area at the City Hub with space to chill out, meet other athletes and some athlete
activities (to be confirmed via Games Services)
 Athlete Workshops: music and arts workshops will take place at the Athletes’ Village. A booking form
and details of timings will be available via Games Services
 An Evening With – Question of Sport (at the Athletes’ Village): a specialised education session with a
spin, involving high profile athletes who will inspire athletes and team staff through real life stories,

challenges and young athlete interactions. Spaces for these sessions are to be booked through Games
Services
Athlete Mentors: these have been specifically appointed for each sport. These mentors are elite
athletes chosen for each sport, and will work with the team managers to ensure a great Games
experience and provide education and learning throughout the Games
Athletes’ Village Leaders: these volunteers have been specifically recruited for the Games to provide a
warm and friendly welcome to athletes in the Athletes’ Lounge area and to help athletes find their way
round the activities and athlete information available
Spirit Of The Games Award: sponsored by UK Anti-Doping (UKAD), there will be 2 awards for athletes
who have been nominated as demonstrating fair play to the highest level at the Games.
TEAM MANAGERS ARE RESPONSIBLE FOR:
 informing the athletes and team staff of the principles of the Athlete Experience Programme
 booking athletes and team staff onto workshops and the Evening With- Question of Sport
 making contact with the Athlete Mentors pre-Games or on arrivals day and introducing them to the
team, working with the Athlete Mentors to agree a great Games experience involving the Athlete
Mentor
 showing the athletes and team staff round the Athletes’ Lounge area
 introducing athletes and team staff to the Athletes’ Village Leaders in the Athletes’ Lounge area
ANTI-DOPING
UK Anti-Doping (UKAD) is a partner at the Sainsbury’s 2014 School Games and will have a presence at the
Games, at both competition venues and the Athletes’ Village.
UKAD’s education programme for athletes is called “100%ME” and is focussed around helping athletes be
the best athletes they can be – cleanly and fairly, and to avoid making mistakes through learning what it
means to be a ‘clean athlete’. UKAD will have stands, activities and information available at competition
venues and the Athletes’ Village (with goodies too!), and will be working through the sports to arrange
sport specific workshops and briefings.
Team managers are asked to ensure that athletes know about the 100%ME programme and are
encouraged to visit the stands either at competition venues or the Athletes’ Village.

CATERING
Please see section 4 for specific information for catering provision at the Athletes’ Village and City Hub.
The catering provision offered for the School Games:
 has flexible catering times to balance all sports’ competition timetables
 has menus developed in association with the English Institute of Sport (EIS) to ensure a balanced and
athlete centred menu plan. All menus are shown in the Games Services Resource Area. TMs are
encouraged to share these with athletes as part of a learning experience to inform meal choices and to
assist in minimising food queues and waiting times where possible

will have all menus displayed in the entrance areas to the Catering Halls to assist athletes making food
choices prior to arriving at the serving stations and minimise queuing/serving time
will have bottled water, a water cooler, milk and fruit juice available at all meal times
will have bottled water available at the Athletes’ Lounge areas
will have tea and coffee available for team managers and team staff via:
o serving at breakfast
o the Team Staff Room in the Athletes’ Village and City Hub
TEAM MANAGERS ARE RESPONSIBLE FOR:
 ensuring all athletes and team staff have listed any special dietary requirements onto the EMS
 ensuring all athletes and team staff have their accreditation to access catering and are all wearing kit
 ensuring that the team arrive together at the Catering areas
 ensuring that no athlete bags and equipment (with the exception of medical equipment) is taken into
the Catering areas as space will be tight
 ensuring all athletes are briefed that snacks are not provided as part of Games catering provision and
any snacks required will need to be purchased (from the Source Café at the Athletes’ Village) or
brought to the Games.
DAILY GAMES BRIEFINGS
These meetings are intended to fully brief all Single Points of Contact (and Chef de Missions where
appropriate) on all Games time matters. These meetings will be led by the Games Services Team and be
very brief with the purpose being to update each sport on any Games time issues and communication, and
also to ensure that sports have the opportunity to raise any Games times concerns through a formal
method. Each Single Point of Contact only is requested to attend, and they are then responsible for
disseminating information within the sport. In addition, meeting notes will be recorded each day and
posted in all pigeon holes. Team Managers and Safeguarding Co-Ordinators are not required to attend this
meeting, but are welcome should you like to attend.
DUTY PHONE
An out of hours emergency contact number is available for any athlete or team staff member to contact in
an emergency situation only. The duty phone will be in operation between 22:00 and 07:00. The number
will be on the back of every accreditation.
GAMES SERVICES
The Games Services Team is the first point of contact for any non-technical/non field of play Games time
information or queries you may have, such as checking catering times, processing a booking for the Athlete
Experience Programme, collecting a birthday cake for any athlete that has a birthday during the Games,
getting photocopying done, finding out where to get ponchos from, clarifying transport pick up and drop
off points, collecting a fresh towel, pretty much anything and everything. If the Games Services Team don’t
know the answer, they will find a person that does!

GAMES TIME COMMUNICATION
The Games Services Team will provide all Games time communication to Team Managers, Safeguarding Coordinators and Officers, Single Points of Contact and Games Services Team members. Games time
communication will be channelled through the following:
 pigeon holes: every Team Manager, Safeguarding Co-ordinator, Single Points of Contact, Chef de
Mission, and the Athlete Mentor Manager will have a designated pigeon hole to receive hard copy
information such as daily schedules, information on departures, any changes to timings during the
Games, confirmation of bookings for either meeting rooms or the Athlete Experience Programme. All
team managers and safeguarding teams are requested to check their pigeon hole on a regular basis e.g.
before leaving for competition and when returning back to the Athletes’ Village or City Hub
 text message service: for any urgent information or follow ups to specific queries, or reminders about
key timings

FIRE ASSEMBLY POINTS
Fire assembly location points are posted in every room. A map of assembly points for key buildings e.g.
catering halls will be available upon arrival to the Games in every team manager and safeguarding team
pigeon hole.

A kit swap shop will be available in the Athletes’ Village and City Hub for leisure kit only. Opening times are
shown in the section 4. Any leisure kit requiring swapping must be bought to the kit swap shop and will be
replaced on a like for like basis e.g. a polo shirt will be swapped for a polo shirt, not a T- shirt. All kit swaps
are subject to sufficient stocks being available.

TEAM MANAGERS ARE RESPONSIBLE FOR:
 checking that all team members have supplied kit sizing via EMS
 arranging for a team staff member to accompany any athlete to the kit swap shop if any leisure kit is
incorrect
 educating athletes and team staff on the different colours of kit for different groups, with particular
reference to the safeguarding team colour
 ensuring that kit is worn at all times during the Games, except when in own accommodation
 ensuring the correct kit is worn for medal ceremonies, and Opening and Closing Ceremonies.

MEDICAL SERVICES
The medical team provides all athletes, team managers and team staff 24-hour medical support to ensure
their health and welfare are supported throughout the duration of the Games.
The Sainsbury’s 2014 School Games Medical Team are as follows:

SPORT REQUIREMENTS
Prior to the games, the medical team will contact each sport’s Single Point of Contact to agree medical
cover requirements at each competition venue such that they meet the needs and demands of each sport,
including NGB requirements for competition phases.
Team Managers are requested to provide feedback to your Single Point of Contact on any specifics or
additions to cover you might require, for these requests will be passed onto the medical team prior to the
School Games.
MEDICAL CENTRE - ATHLETE VILLAGE AND CITY HUB
The Medical Centre in the Athletes’ Village is located in the Chancellors Hotel along with Games Services.
At the City Hub, the Medical Centre will be located at the Park inn Hotel - transport will be arranged so
athletes can be transported from the other hotels as required.
Opening times for the Medical Centre will be:

from overnight night call OR if treatment is required pre-travel to competition venue by

MEDICAL SERVICES – COMPEITITON VENUES
Each competition venue has an Athlete Medical Area and a Spectator Medical Area. Athletes and team
staff should always seek assistance from the Athlete Medical Areas when at the sport venues in the first
instance. The medical team endeavour to treat all injuries and medical problems at the venues; evening
clinics are available if an athlete or team staff member has been unable to complete their
assessment/treatment at the venue or requires further assistance.
ATHLETE & GAMES FAMILY COVER
24 hour medical support will be provided at the Games through the following means:
 at competition venues as agreed with each sport
 at the Athletes’ Village via a Medical Centre and at the City Hub via a smaller medical centre with
reduced opening times, but sufficient to cover the number of athletes)
 overnight for emergencies only via an out-of-hours on-call doctor

DENTAL COVER
Emergency dental cover will be provided at the Games. This cover is specifically for new dental injuries
occurring during the School Games. In general the sport dentist will be allocated around the more high risk
sports, but can be moved to any venue as need requires. Contact should be made via the duty phone, who
will then liaise with the medical team.
ON CALL AND OVERNIGHT COVER ARRANGEMENTS
Any overnight emergencies are covered by the on-call doctor service. There will be an individual
practitioner for the Athletes’ Village and one for the City Hub. Contact is via the duty phone number listed
on the back of all accreditations. The on-call doctor will be available for consultation and if needs be, can
visit in person, to aid decision making on the best management for the athlete or team staff member taken
ill.
CONFIDENTIALITY & PATIENT AUTONOMY
All members of the medical team are bound by a duty of confidentiality, in caring for any patient, and this
includes for all athletes and team staff during the School Games. This may mean they are unable to
disclose any information unless given specific consent to do so by the patient.
Based on previous School Games experience, most athletes are happy for a team staff member to be
present during consultations, but please note athletes are able to request a confidential consultation
without a team manager or team staff member present, should they wish. Consent to disclose personal
information is documented on medical notes and an athlete can retract this consent at any time as their
right.
Team managers are asked to respect the decision and wishes of an athlete, and to raise any queries or
concerns with the Chief Medical Officer, Chief Physiotherapist or the Safeguarding Manager.
HOSPITAL TREATMENT AND TRANSPORTATION TO HOSPITAL
Two adult members from the team should accompany athletes, if transfer to hospital is required. This is
the team manager’s responsibility to manage this, but those accompanying an athlete can include coaches,
welfare staff and Team Attachés (who must be over 18 years of age). The medical team does not have
resource to spare a team member to carry out this supervisory role.
The following transport protocols are in place for any athlete or team staff member requiring hospital
treatment:
 999 emergencies: the medical team will arrange an ambulance to transfer the patient to the most
appropriate Emergency Department. Normally only one other adult can accompany a patient. The
other adult will need to arrange transport. The ambulances situated at competition venues will not
transport patients to hospital unless it is a life or limb threatening situation determined by the School
Games medical staff at the venue
 Urgent transfer: athletes or team staff members will be transferred to the Emergency Department
within 2 hours, dependent upon the availability of non-emergency ambulances. The medical team will
work with the venue staff and team manager to ensure the athlete or team staff member is located in a
suitable area prior to a hospital transfer
 Non-urgent transfer: when an athlete or team staff member needs to go to hospital but there is no
sufficient clinical need to warrant an ambulance, the team manager will need to arrange transport for
the athlete. The medical team will work with the venue staff and the team manager to ensure the
athlete or team staff member is located in a suitable area prior to a hospital transfer.

Any athlete or team staff that attends hospital should return with a "Communication Feedback" form, such
that the School Games Medical staff can be informed of any results or pertinent information to aid ongoing
care.
INFECTIOUS DISEASES
We ask all team managers remain vigilant and make the medical team aware of any communicable illness
or symptoms of an infection experienced by their team members during the games. This allows us to make
sensible decisions in reducing spread of communicable illness in an environment where many people are in
close contact. These scenarios could have serious implications for the School Games, and so team
manager’s and team staff co-operation is welcomed and appreciated.
FOLLOW UP & POST GAMES
For any athlete receiving treatment during the School Games, the medical team will provide a letter for the
athlete or team staff member to pass onto their regular practitioner, or their regular medical support
team.
TEAM MANAGERS ARE RESPONSIBLE FOR:
 Reminding athletes to bring sufficient supplies of medication and disability supplies as required e.g.
spare asthma inhalers, catheters
 Familiarising themselves and their athletes with the location of the medical areas at the Athletes’
Village/City Hub, and competition venues
 Ensuring 2 members of team staff are available to accompany an athlete, should they need to go to
hospital
 Respecting the athlete’s right to a confidential consultation should they request this
SAFEGUARDING
The NSPCC Child Protection in Sport Unit (CPSU) are a partner at the Games and play an essential role in
guiding on the safety and well-being of all athletes participating in the Games. The Games has a
Safeguarding Manager, Helen Murdock, and each sport has a Safeguarding Co-ordinator as well as either 1
or 2 additional Safeguarding officers.
The Games has its own Safeguarding Plan to ensure that all those responsible for the welfare of children
and young people understand their safeguarding role and responsibilities, are suitably recruited, selected
and trained to fulfil their role, understand the procedures for responding to concerns about children’s
welfare and are able to act on these appropriately and effectively.
Please see the Sainsbury’s 2014 School Games Safeguarding Plan for full details of safeguarding provision
for the Games.

TEAM ATTACHÉS
Team Attachés have been appointed to support team managers in their role, via an agreed role
description.
The primary role of a Team Attaché is to provide practical and/or administrative support to a Team
Manager where required. This is down to the team manager to plan and manage their Team Attaché
during the Games, including their time commitments, depending on where you feel help and support is
needed most. This could include duties such as providing tours, assisting with distribution of kit and
accreditation on arrivals day, being a runner doing errands around the Athletes’ Village/City Hub and/or
competition venue, doing head counts in Catering Halls, accompanying the team to training and
competition as an extra pair of hands etc, etc.
In order to provide a meaningful experience for these volunteers that have given their time, Team
Managers are asked to carefully plan where and how best a Team Attaché can add value to the work of the
team and have a great Games experience.
In some sports, it may be that Team Attachés are doubled up across teams. Team Managers are asked to
work together here to ensure adequate rest breaks are built in and their time is meaningful and managed
appropriately.
There will be a Team Attaché Manager based within Games Services for any further information or
guidance about the team attaché you have been appointed.
TEAM MANAGERS ARE RESPONSIBLE FOR:
 making contact with their Team Attaché in advance of the Games to ensure they feel welcomed and
a part of the team
 arranging a time and location to meet at the Athletes’ Village or City Hub on arrivals day
 agreeing the times and tasks that a Team Attaché can assist with during the Games
 working with other team managers where Team Attachés are “doubled up” to ensure their time is
managed and they are able to work as effectively as possible across 2 teams
 reporting any great practice or concerns with the Team Attaché with the Team Attaché Manager
within Games Services
TEAM STAFF ROOM
Based in the Athletes’ Village (Chancellors Hotel) and City Hub, the Team Staff Room is a dedicated room
for team staff to go to as a quiet area away from the athletes (although still in the same building) it will be
a place to meet and chat with other team staff at the Games, do some work or go on the internet via the
desktop computers (AV only), do photocopying (AV only), print up some documents (AV only) or to just
have a cup of tea and chill out.
TRANSPORT - NATIONAL
Official Games national transport will be provided through CSE. CSE are working with sports to agree
national transport hub pick up points and drop offs for sports and teams and to discuss disability
requirements, equipment requirements and timings.

TRANSPORT - LOCAL
Official local transport will also be provided to transport all athletes and team staff between the Athletes’
Village and/or City Hub to and from competition venues (with the exception of gymnastics). The local
transport provider will work through agreed plans with the Single Point of Contact to agree Games time
requirements, including disability provision and any transport requirements to spectate at another sports
venue as part of the School Games experience.
There will be 1 transport pick up and drop off point at the Athletes’ Village, which is located at the main
entrance to the University off Chancellors Way. All teams will arrive and depart from this transport area.
Safe and accessible pick up and drop off points will be notified to sports staying at the City Hub.
TRANSPORT - CEREMONIES
Official transport will also be provided to transfer teams from the Athletes’ Village to the Opening
Ceremony at the Phones 4 U Arena. For sports based at the City Hub, further transfer details to the
Opening Ceremony will be issued via your Single Point of Contact and/or CSE once fully confirmed.
Transport will also be provided (where needed) from competition venues to the Closing Ceremony at the
National Cycling Centre. All information, timings and locations will be provided to all team managers upon
arrival at the School Games.
TEAM MANAGERS ARE RESPONSIBLE FOR:
 liaising with Single Points of Contact and CSE to confirm national transport requirements to and from
the School Games, and any specifics relating to timings, equipment, and any disability requirements

SECTION 4:
ATHLETES’ VILLAGE SPECIFIC INFORMATION
THE ATHLETES’ VILLAGE
The Sainsbury’s 2014 School Games Athletes’ Village is based within The University of Manchester
(Fallowfield Campus), which was the venue for the Athletes’ Village for the 2002 Commonwealth Games.
The Athletes’ Village is intended to create a similar environment to that of an Olympic and/or Paralympic
Games Village, albeit a scaled down version. It is a base where athletes and team staff from 7 sports will be
accommodated throughout the Games with entertainment and catering provision, and a place where
athletes and team staff will have down time, experience the highs and lows of being around others 24/7,
including medal winners, people who have not performed to the level they wanted to, people who have
finished competing and others who have still to compete.
Team Managers are encouraged to prepare athletes for the Athletes’ Village environment pre-Games, and
agree any sport specific protocols for the Athletes’ Village e.g. quiet time, use of mobile phones etc, and to
also work with and through the staff available at the Athletes’ Village during the Games to ensure a great
Games experience for all athletes and team staff.

ACCOMMODATION
All accommodation at the Athletes’ Village is in single occupancy in flat / storey combinations and
accessible via either a swipe card or key entry.
Each room will have full bed linen, 1 x hand towel and 1 x bath size towel. Towels and bed linen will not be
changed during the Games, but should this be required, additional stocks are available from the
Accommodation Desk in Games Services if required and will need to be swapped in and out e.g. dirty
towels and linen bought in to be swapped for fresh supplies.
Each block of flats has a communal kitchen area (some with sofas/seated areas), kitchen units, a kettle, a
sink and a fridge/freezer, an iron and ironing board. Please note that no crockery or cutlery is provided.
Not all communal kitchens have toasters.
Tea and coffee will be available at breakfast times in the Catering Halls, and also in the Team Staff Room
situated within the Chancellors Building.
University accommodation cleaning staff will not enter any individual rooms to clean or empty bins during
the Games, but will empty bins in the communal kitchen areas on a daily basis. Team Managers are asked
to remind athletes to note any special provision required for medical and clinical waste on the EMS, and
for TMs to discuss this Games time with the Games Services Team.
Lost swipe cards and keys are charged at £30. Any lost keys/swipe cards will need to be reported to the
Accommodation Desk within Games Services. Should a key/swipe card be lost outside of Games Services
opening times (e.g. after 22:00 and before 07:00), this will need to be reported to the University Reception
based on campus.
CATERING
Catering will be provided across 4 Catering Halls across the Athletes’ Village providing breakfast and
dinner. Please note that only 2 Catering Halls are suitable for some athletes with a disability as outlined
below. Via a central point in Owens Park, Catering Staff (who will be in contact with catering staff at each
of the 4 Catering Halls) will direct team managers to the Catering Hall with the least queues in place. Team
Managers will need to report into the Catering point in Owens Park with their full team in order to be
directed to the appropriate Catering Hall.

CAR PARKING
All team staff are required to travel on official national transport to and from the School Games. For those
with agreed car travel to and from the School Games (agreed only via the Single Point of Contact), there is
very limited car parking at the Athletes’ Village. Any cars coming into the Athletes’ Village will require a car
parking permit which has to be signed off by the sport’s Single Point of Contact, and will only be issued via
the Games Services Team.
CASH MACHINES
There are 2 cash machines, with free cash withdrawals located at Owens Park.
LAUNDRY
Washing machines and tumble dryers are available on the Athletes’ Village campus as marked on the
Athletes’ Village map, and are open 24 hrs a day. Both washers and dryers operate on a pre-paid card
system, which are available to purchase from Games Services. A basic wash and dry is £2.50. Washing
powder is available via Games Services. Irons and ironing boards are located in each accommodation block
communal kitchen area within the Athletes’ Village.

SECURITY
The Athletes’ Village will have security cover provided through the University Security Team and an
external security firm working in partnership with the University. Security provision will be:
 on agreed “secure” buildings (i.e access only permitted with the correct accreditation):
o Chancellors Hotel (Athletes’ Lounge, Medical Centre and Games Services)
o All Catering Halls
o Richmond Park Amenity Block (volunteer base)
o The Source Café
o Armitage Centre (for an Evening With – Question of Sport)

As detailed above, the University Campus has a public right of way running through it, meaning local
residents do walk through the campus as a short cut, and walk dogs on the fields within the campus.
In addition, the campus has 32 CCTV cameras in operation. All security officers will work on a radio system
which is linked up to the University system and the Games Services Team.
WI-FI ACCESS
Wi-fi access is due to be available in all accommodation blocks from September (based on University
upgrades). Wi-fi access is also available within Chancellors Hotel (Athletes’ Lounge and all other ground
floor rooms in the building).
All codes to access wi-fi will be available from the Games Services Team and will only be issued to team
managers, team staff, safeguarding team, Single Points of Contact and other School Games staff. No wi-fi
codes will be issued by the Games Services Team directly to athletes at any point during the Games as this
will be the team managers responsibility to disseminate and manage wi-fi codes to athletes should they
wish for athletes to access during the Games.
Please note, there will be desktop computers available for athletes to use in the Athletes’ Lounge (with
internet restrictions in place).

CITY HUB SPECIFIC INFORMATION
KEY INFORMATION AND SERVICES AT THE CITY HUB:
 The City Hub will accommodate the 5 sports of: cycling, gymnastics, swimming, table tennis and
wheelchair basketball. Sport allocations will be made following selection date deadlines and confirmed
via the Single Point of Contact
 The Sainsbury’s 2014 School Games City Hub will comprise of 3 hotels:
o The Park Inn Hotel: Cheetham Hill Road, Manchester City Centre M4 4EW
o The Crowne Plaza Hotel: 70 Shudehill, Manchester City Centre M4 4AF

 The Crowne Plaza and Park Inn will have non-School Games guests staying in (i.e. not an exclusive hotel
to the School Games). The Holiday Inn Express is likely to be exclusive access
 All sport and team allocations to hotels will take place after the selection deadline of all sports (with
the exception of gymnastics who have been pre-allocated accommodation at the Park Inn Hotel)
 The City Hub site will offer similar services to the Athletes’ Village, but on a reduced scale. Through
working with the Single Points of Contact, all sports based at the City Hub Hotels will have access to all
services and support via the Athletes’ Village, and teams will be scheduled in to spend time at the main
Athletes’ Village to participate in the full Athlete Experience Programme, whilst complement the
demands of each sport’s competition schedule

entry, and all minibars will either be removed or locked for the duration of the School Games.
All accommodation will be single or twin occupancy as agreed with the Single Point of Contact.
Team Managers are asked to remind athletes to note any special provision required for medical and clinical
waste on the EMS, and for TMs to discuss this Games time with the Games Services Team.
All rooms at any of the hotels will be ‘no posted’, meaning that no-one will be allowed to sign anything to
their rooms or make phones call unless they have left a credit card at the front desk. Any charges on the
credit card would be the full responsibility of the card owner, and not the School Games.

CATERING
Breakfast and dinner will be served at City Hub hotels, unless agreed otherwise by each sport’s Single Point
of Contact. Menus have been developed in association with the English Institute of Sport (and are shown in
the Games Services Resource Area) and will be displayed in the designated catering areas. Additional
catering provision is available in all hotels via room service and lounge menus. The Holiday Inn Express has
vending machines also.
CAR PARKING
All team staff are requested to travel on official national transport to and from the Games. There is no car
parking available at the City Hub Hotels.
LAUNDRY
There are 2 options available for team managers to consider (please note that these costs will need to be
met by the team/sport and are not covered by the School Games:
 A pick up (evening) and drop back service (by 8am the following morning) for laundry by a company
