Granting a Test Day Sanction
In order to be granted a Test Day Sanction, a club must agree to the following:
• Delinquent Fees - The Judges Bureau will not assign Evaluators to clubs who have been over 90
days delinquent in paying their Judges Bureau fees.
•
All EO Section clubs must apply to the Judges Bureau using the Test Day Sanction Application by
the closing date specified. Off-Season and Winter Season are separate applications.
•
All skaters should have equal access to testing opportunities within their grouping.
•
Although a test day is sanctioned it is subject to availability of Evaluators. (i.e. if a Gold Evaluator
is not available the skaters will have to test at the next test day or at a different location.)
•
If a test day is cancelled or the date changed the Judges Bureau must be contacted immediately.
All requests for changes must be in writing.
•
Note: If the test day is a High Test day that is cancelled for any reason, due to the lack of
availability of Judges, the Test Day will not be rescheduled. The test (s) may be moved to
another sanctioned test day by the club or to another club with their permission as long as the
additional skaters – ice time can be accommodated.
Number of Test Days
Winter Sessions
(September 1 to March 31)
Low Test Days – maximum of 3 test sessions
High Test Days– maximum of 3 test sessions within designated grouping
Off Season Sessions
(April 1 – August 31)
***Important Note: Maximum of 1 test session (high or low) per six week skating session.
***Where the Test Chair is not available to administer or co-ordinate a Test Day, another named
volunteer shall be utilized to act as a substitute, preferably another Club Board Member of the host club
or Test Chair from within the grouping where High Tests are being conducted. The name and contact
information of the substitute Test Chair shall be provided to the Judges Bureau from the earliest point of
substitution. Coaches may not be utilized to conduct and administer test days. ***

Out of Section Evaluators
Clubs are not permitted to contact out of section Evaluators without the permission of both the EO
Section and the associated Section Judges Bureau.
Out of Section Skaters
Every effort will be made to accommodate out of section skaters, however, if space is limited, EO
Section skaters will take priority.
Budget
Applicable for high test only. To submit an explanation of the cost sharing process signed by each club in
the grouping.
Groupings **
Skaters are only permitted to skate within their grouping assigned by the Section, unless written
permission is granted from the Test Chair of the skater’s home club. (i.e. it is strongly recommended that
skaters not test the same discipline in two different groupings)
Scheduling
When applying for test days, consider special events and schedule around them, (i.e. local school exams
schedules, competitions including Section-partnered events, holidays, EO Section AGM, etc.)
All test days will not begin before 8:00 am and no test will be scheduled to be completed later than
10:00 pm.
Low Test Days
Preliminary to Senior Bronze (Free Skate, Dances, and Skating Skills only)
Note: Only tests that are ready to be tried should be submitted for the preliminary list, not a “wish list”,
this allows both the test chair and the Judges Bureau to better organize their test day.
•
To evaluate Low Test days, clubs may call Evaluators up to the Senior Bronze Skills, Senior
Bronze Dance, and Senior Bronze Freeskate levels, only.
•
Should you wish to call Evaluators above this level, you must get permission from the Judges
Bureau first. It is important that Evaluators receive experience as it is a requirement for
promotion.
•
Preliminary & Final numbers are not required to be submitted to the Judges Bureau for Low Test
Days, but it is recommended that coaches and test chairs use the same time frame as for High
tests.

It is strongly recommended that clubs use different Evaluators throughout the season wherever
possible.
High Test Days
Junior Silver to Gold (Freeskate, Dances, and Skating Skills)
All levels of Interpretive (Intro to Gold)
Note: Only tests that are ready to be tried should be submitted for the preliminary list, not a “wish list”,
this allows both the test chair and the Judges Bureau to better organize their test day.
•
The Judges Bureau is responsible for securing Evaluators/Judges for these tests.
•
Test chairs must provide the Judges Bureau 4 weeks prior to their test day with their preliminary
numbers and final numbers 2 weeks prior to their test day.
•
Assignments of Judges/Evaluators to High Test days are not to be altered in any way by the clubs
after the names are given to the test chair.
•
As soon as your Evaluator is assigned, please contact them immediately to confirm their
attendance and availability. Once the test day schedule is in place, the test chairperson should
contact the Evaluators again to confirm the specific details. Please contact and confirm the final
schedule with the Evaluators at least 1 week prior to the test day. If the Evaluator does not
receive contact from the club they will assume they are not needed.
•
A charge of $10.00 for each Evaluator/Judge that attends a High test day is applicable. The
Section will issue the host club an invoice with the Evaluator/Judges names and amount owing
for the designated test day.
Diamond Test Days
•
As per the grouping chart, the Section has designated Ottawa and one (1) of either Whitby,
Oshawa or Bowmanville to host diamond test days twice (2) during the regular season in
conjunction with a high test day and once (1) during the off-season summer sessions .
•
Mutual dialogue is encouraged between clubs (host and non-host clubs) in order to proactively
determine dates for Diamond tests.
•
As with all Test Days, a test day is sanctioned it is subject to availability of Evaluators.

During a test day if an emergency arises, after business hours please contact the Judges Chair or Section
Chair (in that order).
Reports
Within three (3) weeks of your test day, mail the documentation as noted below to the National and
Section office. It is advisable for clubs to keep copies of all documentation.

Trial Evaluators
The training of our Evaluators is an important part of test, in order for Evaluators to upgrade. Test sheets
and trial judging summaries should be provided and there is not any limit to the number of trial
Evaluators that may attend a test session. Test Chairs are required to ensure there are enough copies of
the test sheets made available for the assigned Evaluator and the trial Evaluators attending the session.
Test Chairs may also expect to provided “hospitality” to the Trial Evaluators respecting meals and
beverages as required but are not required to provide an honourarium, gift or mileage for attendance at
the test day.
Supervised Evaluations
Supervised evaluations are required for an Evaluator’s promotion. Throughout the procedures noted
below, the assigned Evaluator is the supervisor of the candidate and terms are used interchangeably.

The term candidate refers to the person who is being assessed in the supervised evaluation. When a trial
Evaluator (candidate) is ready for their supervised evaluation, the following procedures will occur:
•
The candidate will notify a member of the Judges Committee when they believe they are ready
for a supervised evaluation
•
Respecting High Test candidates, the Judges Committee will contact the Judges Bureau to
arrange for a Supervisor of the candidate and determine if the assigned Evlauator will be
qualified to do so and will determine projected types and number of tests from the preliminary
numbers submitted. Where a change in assigned Evaluators is required the Judges committee
will advise the Judges Bureau and provide assistance or direction in this regard.
•
Respecting Low Test candidates, the Test Chair will then be notified by a member of the Judge’s
committee . For this season, usually, but not exclusively, Nicole Keicks. The Judges’ Committee
member will provided the Test Chair with the contact information for the candidate and advise
the Test Chair of the supervised evaluation. At this time, the assigned Evaluator will be
identified to the Judges Committee as well as the type and number of tests that will be reviewed
to determine if the criteria for the supervised evaluation will be able to be met.
•
The Test Chair will already have the contact information for the assigned Evaluator and should a
change in Evaluator be required for the purposes of the supervised evaluation, the Test Chair
will be advised at that time as well. Should a change be required for a low test date, the Test
Chair shall cancel the initially secured Evaluator only after an alternative supervisor has been
secured. The Test chair will be advised by the Judges Committee when this has occurred.
•
The candidate will be included in any e-mail or other form of dialogue with the assigned
Evaluator respecting scheduling and availability.
•
The candidate must also receive the finalized test schedule.
•
Test sheets are to be prepared for the assigned Evaluator who is also the Supervisor of the
candidate as well as test sheets being prepared for the candidate.
•
The candidate shall conduct the Test Day under the supervison of the assigned Evaluator.
•
The candidate shall be responsibe for tasks directed by the assigned Evaluator.
•
Only the assigned Evlauator’s result for a skater and test sheet(s) shall be the final result of the
Test.
•
Only the assigned Evaluator shall enter the records of the test on the official summary
•
The candidates test sheets shall be viewed at the Test Day only by the assigned Evaluator

(candidate’s Supervisor) and the candidate. The candidate’s test sheets must not be viewed by
others.
•
Hospitality is extended equally to the Evaluator candidate as any Skate Canada official. However
the candidate is not entitled mileage reimbursement or gift of appreciation.
Judges Test Fees
The Section office will invoice the club for test days with the exception of Low Test Days. The Judges
Bureau will not assign Judges to clubs who have been over 90 days delinquent in paying their Judges
Bureau fees.

Develop a draft schedule ensuring enough ice time has been established.

Divide envelopes by test and determine the number of tests that will actually take place.
Contact the Judges Bureau with the final numbers for your test day (Except for Low Test Days).
This will allow the Judges Bureau the opportunity to finalize the Judges assignments.
Start developing your schedule taking into consideration the availability of the Judges, partners,
conditional tests and skaters who are trying multiple tests.
Once the club has received their Evaluators Assignments please contact them immediately to
confirm time availability, directions, your contact information, etc. If Evaluators do not receive
contact from the Test Chair they could assume they are no longer required.

Post final schedule for viewing by skaters/coaches/parents.
Work on completing your Judges sheets and summary sheets.
If a Trial Judge wishes to attend your test day please ensure that you have additional test sheets.
Trial Judges should notify the Test Chair of their attendance in advance.
Confirm the start and finish times with your Evaluators as well any hospitality requirements.
When you confirm your Judges, recheck their qualifications against what you have assigned
them.

Ensure that all the sheets are available when your Judges/Evaluators arrive.
Complete summary sheets as tests are completed (verify that Judges have completed the full
sheet and that the result on top matches the one on the bottom, check with the Judges to
confirm result). The summary sheets are not to be released until they are signed.
Verify checkmarks (  ) and final results on Summary Test Sheets.
Once the summary sheet is signed by the Judge/Referee hand out the bottom half of the test
sheet to the skaters.
Prepare the expense monies for the Judges (mileage).
Make sure the test day is running on time and that floods are done as scheduled.
It is a good practice to have the summary sheet number on all the test sheets.
Coaches and parents are not to approach Evaluators/Judges during a test session. Parents
and/or coaches may respectfully approach an Evaluator for questions during a break or
preferably after the Evaluator has completed their testing session.

Test Retry Policy
The following guidelines have been instituted to assume control and fairness over the availability of
testing for our Skaters in Eastern Ontario.
Evaluated Tests
•
Evaluated tests may not be tried more than once in a test session (one test session may be 2-3
days in length).
•
The 2 week pull date rule still applies. As such, if a skater registers for a number of different test
dates within a 2-week period, they are still liable for the test fee on subsequent test days if they
pass the test on the first test day. All tests must be submitted as per the club hosting the test
day’s guidelines.
•
Home club permission is required if trying a test outside of clubs which have been grouped
together. Home club permission is also required for tests taking place at a competition.
•
An evaluated test can only be tried once during a test session.
•
A freeskate or dance test may be retried within a test session in order to qualify for Sectionals
ONLY when the following criteria is met: ***
•
It is the last test day available in the section prior to the cut-off date identified for Sectionals
and the skater itends to compete at Sectionals.
•
The closing date for Sectionals has not lapsed and the passing of the test would result in the
skater’s elgibility to compete in the desired category
•
The Evaluator determines the request to be reasonable and that the skater would
reasonably be capable of passing the test with the second attempt.
***Note that the discretion in permitting or denying the request is left to the assigned Evaluator
who conducted the first attempt and is final. As the opportunity is considered to be a privilege
and not a right, the Evaluator’s decision is not able to be appealed.

A candidate who withdraws within fourteen days of the time announced for the test shall be liable for
the test fee. This fee shall be submitted with the fees for the test tried. This applies to all tests including
competition tests
Candidates Withdrawal Procedure
The candidate's name shall be entered on the summary sheet and marked as "not tried". The test
shall be considered as a failed test.
Exceptions: The above shall not apply if the Test Chair at the relevant session is satisfied that illness
or accident necessitated the withdrawal. (Medical not required)
Please note: The numbers on the summary sheet should match the numbers submitted by the Test
Chair two-weeks prior to the test day.
