The Specialized Carriers & Rigging Association is pleased to publish this Oversize/ Overweight Permit Manual. Each
state analysis includes information in a standardized format: contact, legal limits, special permit limits, general
restrictions, types of permits available, fees, escort needs, fines, and restricted travel areas. Telephone numbers,
locations, and hours of operation are listed for ports of entry and permit branches. However, readers are always
advised to check with the state offices on current laws and procedures. This project could not have been completed
without the advice and consultation of many state officials. We thank all of those who provided permit manuals,

PERMIT RESTRICTIONS
General - Permits issued by the New York State Department of Transportation are only valid on routes
under the Department’s jurisdiction. The Department does not have jurisdiction over NYC roadways or
bridges into or out of NYC. A permit or permission is required from the individual municipality to travel on
their roads. A New York State or New York State IRP registered weight must not be less than your gross
permitted weight. If your registered weight is less than your gross permitted weight, enforcement action
may be taken.
Divisible load permits are available on an annual basis. Permit limits conditions and fees will vary from this
information. Contact the divisible load section for further information at 1-888-783-1685
Insurance — The carrier to whom Special Hauling and/or Divisible Load Overweight Permits have been
issued must maintain one of the following levels of insurance coverage in effect for the duration of the
issued permits: $750,000.00 bodily injury or death / $250,000.00 injury to or destruction of property.
* $1,000,000.00 combined single liability coverage for any one accident. Undertaking Government and
Municipal agencies only As of June 4, 2007, the Certificate of Insurance, Perm 17, is no longer a
requirement for Special Hauling and/or Divisible Load Overweight Permits. Permit applications contain
sections pertaining to the level of insurance coverage as mentioned above. This information must be
furnished at the time of application in order for a permit to be issued. Questions can be directed to
permitsdot.state.ny.us or by calling toll free 1-888-783-1685 locally at 518-485-2999.
Weekend/Night Travel - Trip Permits are valid for one trip over a five-day period. Travel is permitted onehalf hour before sunrise to one-half hour after sunset Monday through Friday. Travel is permitted until noon
on Saturdays if not exceeding 12' wide, 85' long, 13’6” high and must maintain travel speed. No travel on
Sundays or major holidays. The exception is Long Island where nighttime travel is permitted for certain
sizes and routes Sunday through Thursday if going through New York City.
No travel is allowed at night between the hours of one-half hour after sunset and one-half hour before
sunrise unless otherwise specified.
Night Moves in Westchester, Rockland, Dutchess, Putnam, and Orange Counties
Effective 12/21/2011 vehicles that are at or less than 14’-0” wide and 14’-0” high may use two Certified
Escorts in lieu of a police escort if moving at night in selected counties. Permittees must follow the
requirements as listed in the following section.
Night moves will only be allowed Monday – Thursday, unless such nights fall on any restricted holidays,
during the following hours:
 Monday from 12:01 a.m. – 5:30 a.m. Monday
 Monday from 9:00 p.m. – 5:30 a.m. Tuesday
 Tuesday from 9:00 p.m. – 5:30 a.m. Wednesday
 Wednesday from 9:00 p.m. – 5:30 a.m. Thursday
 Thursday from 9:00 p.m. – 5:30 a.m. Friday
Moves that take place on Friday night (after 9:00 p.m.) will require proper Police Escorts on all
routes.
2. Police escorts will be required at nights when loads exceed the following dimensions:
 14’-0” in width
 14’-0” in height
 All Superloads
3. All night moves under the program shall require a minimum of two New York State Certified Escorts. One
to proceed on all routes and one to follow on all routes.

RESTRICTIONS 2013
New Year’s Day: No oversize travel allowed Tuesday January 1. State offices are closed.
Dr. Martin Luther King Day: Manufactured/Modular homes over 14’-0” in width are not allowed to travel on
Monday January 21. All other oversize travel allowed. State offices are closed.
Washington’s Birthday/President’s Day: Manufactured/Modular homes over 14’-0” in width are not allowed
to travel on Monday February 18. All other oversize travel allowed. State offices are closed.
Memorial Day: No oversize travel allowed from 12 Noon Friday May 24 until 1/2 hour before sunrise Tuesday
May 28. State offices are closed Monday May 27.
Independence Day: No oversize travel is allowed from 12 Noon Wednesday July 3 until 1/2 hour before
sunrise Friday July 5. State offices are closed on Thursday July 4.
Labor Day: No oversize travel allowed from 12 Noon Friday August 30 until 1/2 hour before sunrise Tuesday
September 3. State offices are closed Monday September 2.
Columbus Day: Manufactured/Modular homes over 14’-0” in width are not allowed to travel on Monday
October 14. All other oversize travel allowed. State offices are closed.
Veteran’s Day: State offices are closed on Monday November 11. Oversize travel is allowed.
Thanksgiving: No oversize travel allowed from 12 Noon Wednesday November 27 until 1/2 hour before
sunrise Friday November 29. State offices are closed on Thursday November 28.

Special Restrictions - Permits issued by NYS DOT are valid only for highways under DOT’s jurisdiction.
Permits for New York City must be obtained from the New York City Permit Office: 212-839-6341. Permits
for New York State Thruway must be Obtained from the NYS Thruway Permit Office: 518-436-2793.
PERMIT TYPES
Permit Information Required — Load description; tractor and trailer information; overall dimensions;
gross weight; axle weights; axle spacings; tire ratings per axle; axle ratings; origin and destination; routes
to be traveled; license and cab card numbers; effective dates.
To assist carriers with identifying potential restrictions to use of certain state highways, the Department has
made available a Prescreening Tool. This tool can be accessed from the Department's website at
www.nypermits.org and will allow the carrier to view their potential routes and identify restrictions such as
construction or low bridges. Where a trip routing involves the potential for conflicts with clearances, a route
survey must be performed by a NYS certified escort. Details on need for a route survey are listed below and
for performing a route survey are available from the Department's website- www.nypermits.org.
Carriers may apply for a permit using the NYDOT online permit application system that is available via the
New York State's One Stop Credentialing and Registration (OSCAR) website,
www.oscar.state.ny.us/OSCR/OSCRCarrierHome. Carriers may also apply using an authorized Permit
Service Company (PSC). Approved PSCs are listed on the Department’s website, www.nypermits.org.
Single Trip — For one trip only, statewide. Valid for up to Five (5) permissible hauling days. Limits 16’
wide, 160’ long, 15’11” high, and 199,999 lbs.
Superloads — For one trip only, statewide. Valid for up to Five (5) permissible hauling days.
Additional paperwork is required
Pre-approval applications are suggested.
Additional cumulative bonding requirements are required based on overall dimensions and weight.
Structures review of entire route is required for loads equal to or exceeding 140,000 pounds gross.
Allow a minimum of 2 weeks for approval.
Monthly — For vehicles with a gross weight of up to 116,000 lbs., limited to a 25-mile radius of municipal
limits in which the business is located; or for vehicles traveling within a 100-mile radius, but with other
dimensions limited to 12' in width, 79' 11" in length, and legal height and up to 135% of legal gross weight
and 125% of axle grouping.
Annual — Same as above, for a 12-month period. Fee is $360 per towing vehicle.

Blanket — Good on state highways of 20' or more in width, for vehicles with up to 125% of legal gross
weight and legal height, but no greater than 10' in width and 79'11" in length. Valid for a minimum of one
month up to a maximum of one year.
TYPES OF DIVISIBLE LOAD OVERWEIGHT PERMITS
A "divisible load" is any vehicle or combination of vehicles transporting cargo of legal dimensions that can be
separated into units of legal weight without affecting the physical integrity of the load. Examples of divisible
loads include: aggregate (sand, top soil, gravel, stone), logs, scrap metal, fuel, milk, trash/refuse/garbage,
etc.
Permit Information Required — Divisible load permits can only be issued to legally dimensioned vehicles
or combination of vehicles (Power Unit and one (1) Trailer. Doubles cannot be permitted). Tractor and
trailer information; gross weight; axle ratings; axle spacings; tire ratings per axle; copy of current power
unit registration or IRP cab card.
Annual — These permits are based on the number of axles and minimum wheelbase on the vehicle or
combination of vehicles. Further restrictions include routing.
FEES
Single Trip: $40 - $360 depending on commodity (plus $20 if permit is obtained at a NYSDOT regional
office). Mail In/CPO Walk In: $40, Regional Office: $60, Permit Service: $40 not including permit service
charges, and Amendment Fee: $10.
Monthly: $60 - $250 depending on commodity
Annual: $360-$750 depending on commodity
Divisible Load:
Annual: Varies from $360 to $1,000, Plus Trailer Fees up to $20 each.
Blanket Permit: Mail In/CPO Walk In: Monthly: $60/Annual: $360, Regional Office: $80/$380, Permit
Service: $60/$360 not including permit service charges, and Amendment Fee: $15.
ESCORTS AND SIGNS
Escort Requirements for Self-Propelled Cranes, effective 5/10/11 A non-Certified escort is required if any of the below apply:
Width is greater than 11’-0”
Length is greater than 55’-0”
Height is greater than 13’-6”
A front or rear overhang greater than 15’-0” Maximum
speed of 40 MPH on Interstate Highways Maximum
speed of 30 MPH on non-Interstate Highways
If permit requires any 5 MPH speed restrictions on non-Interstate Highways
A Certified Escort is required if any of the below apply:
A front or rear overhang that exceeds 50’-0”
Vehicle exceeds pavement lane width by greater than 2’-0”
Opposite direction traffic must be controlled to allow for crane movement
Road closure necessary due to highway geometry
A police escort is required if any of the below apply:
If permit requires any 5 MPH speed restrictions on Interstate Highways or other controlled
access highways with speed limits over 55 MPH. Permits with 5 MPH speed restrictions on
these highways will not be approved unless there are no suitable alternative routes.

Labeling — Flags must be red or fluorescent orange and at least 18" square on staffs; placed on all loads
over 8'6" in width on the front and rear of the load and the vehicle on the widest protrusions.
Oversize load signs 7 foot long must be displayed on the front and rear of all vehicles over legal length and
8'6" in width, and must have 10" black letters on a yellow background.
Certification - Escorts must be New York State certified and have card in their possession for any moves
within New York State.
In order to qualify as a certified escort you must:
Be 21-years old;
Have a valid New York State driver license or valid license in the state or jurisdiction in which
you are a resident. (Those out of state drivers who do not have current New York State
driving privileges are not eligible for escort certification);
Comply with all terms, conditions, requirements and/or regulations set forth by the permitting
agency in the State of New York;
Pass the New York State Escort Drivers Certification Test

Certified Escort Vehicle to precede when front overhang is greater than 10 feet.
Greater than 15’0” Self-propelled cranes require an escort vehicle to follow.
Front overhang may not exceed 15 feet.
New York Bridges
Escort Services will be $150 per crossing during regular business hours. Holidays and week-ends the fee is
$350 (May depend on bridge, advise checking w/ NYCDOT)
Police Escort Requirements
A. Whenever a vehicle/load must cross the centerline of a bridge or highway
B. Whenever a vehicle/load must travel the wrong way on a one-way street or ramp.
C. Width of vehicle/load is greater than 16 feet on all highways
D. Vehicle/load length is greater than 160 feet on all highways
E. Vehicle/load height is 16 feet or greater
F. Vehicle/load at or exceeds 200,000 pounds
Notes:
Lighting on the towing vehicle must be in conformance with the New York Code of Rules and Regulations,
Title 17, Part 154-1.14 Warning Lamp Requirements.
•
Towing vehicle must have the minimum of one amber revolving light located on top of the vehicle visible
in a 360 degree radius.
The requirements shown in this section are only guidelines. Actual special requirements will depend on the
highway geometry, size and weight of load and location of movement.

Escort vehicle drivers must be New York certified and the vehicle and equipment must be as stated in the
Certified Escort Manual. For copies, call 1-888-783-1685
Route Surveys: Effective January 1, 2009, only New York State Certified Escorts can perform route
surveys. Reasons for this requirement include: 1) Certified Escorts will have a better understanding of the
Department’s requirements for oversize moves. 2) Certified Escorts will have the necessary equipment to
perform these surveys properly. One example of this is having a height pole, which is needed to
perform an over-height route survey. 3) Requiring a Certified Escort to perform route surveys will allow the
Department to track the number of inaccurate route surveys done by a particular individual, and if
necessary, take action against a poor performer. These actions can range from fines to the loss of
escort and route survey privileges. The route survey form has been modified to include the route
surveyor’s NYS Certified Escort number and their driver’s license number. If there are any questions on this

FINES
Overdimension Only: $200 minimum per New York State Vehicle & Traffic Law. Violations of the
regulations will cost between $500 and $5,000 (depending upon severity and other factors) and this is in
addition to whatever the tickets may cost.

There is an additional $30 surcharge per ticket. Operators may be fined for either over-gross or over-axle,
whichever is greater. Fines may not be reduced, and are calculated from legal weight. Drivers may not shift
load to avoid an over-axle citation. Fines may vary from the above in New York City. The Department may
issue civil penalties up to $5,000 in addition to the above fines.

Operators of nondivisible load vehicles over 80,000 lbs. GVW must obtain an “A number” to operate on the
thruway. Maximum limits are generally 120,000 lbs. GVW, width depending on number of lanes (4-lane
roads, 12'6"; outside New York City to Buffalo, 13'; I-95 into Connecticut, 14'), with height and length limits
depending on origin and destination.
Escorted loads under NYC permit must have a back-up vehicle. Police escorts are required across bridges.
Certain vehicles must stop at all railroad grade crossing.
(a)The driver of any bus carrying passengers, of any school bus, of any motor vehicle with a gross vehicle
weight rating of greater than ten thousand pounds that transports Division 2.3 Chlorine or is a cargo tank,
whether loaded or empty, used to transport hazardous materials, as defined in Section 501a of this chapter,
of any motor vehicle required to be marked or placarded by either the United States DOT or the New York
State DOT regulations or any vehicle carrying explosive substances or flammable liquids as a cargo or part
of a cargo, of any crawler-type tractor, steam shovel, derrick, roller, or of any equipment or structure
having a normal operating speed of ten or less miles per hour or a vertical body or load clearance of less
than one-half inch per foot of the distance between any two adjacent axles or in any event of less than nine
inches, measured above the level surface of a roadway, before crossing at grade any track or tracks of a
railroad, shall stop such vehicle within fifty feet but not less than fifteen feet from the nearest rail of such
railroad and while so stopped shall listen and look in both directions along such track for any approaching
train, and for signals indicating the approach of a train, except as hereinafter provided, and shall not
proceed until he can do so safely. After stopping as required herein and upon proceeding when it is safe to
do so, driver of any said vehicle shall cross only in such gear of the vehicle that there will be no necessity for
changing gears while traversing such crossing and the driver shall not shift gears while crossing the track or
tracks.
(b)No stop need be made at any such crossing where a police officer or a traffic-control signal or sign directs
traffic to proceed.
(c) Every motor vehicle used in commerce with a gross vehicle weight training of greater than ten thousand
pounds not subject to the requirements of subdivision (a) of this section shall upon approaching a railroad
grade crossing, be driven at a rate of speed which will permit said motor vehicle to be stopped before
reaching the nearest rail of such crossing, and shall not be driven upon or over such crossing until due
caution has been taken to ascertain that the course is clear.
(d)In addition to the requirements of subdivisions (a) and (c) of this section, the driver of a commercial
vehicle must check street-railway grade crossing within a business or residence district.
R–Posted Bridges: Effective January 1, 2009, Special Hauling trip permit applications over legal weight will
be rejected if the requested route is crossing an “R-Posted bridge”. All annual permits over legal weight will
be issued with a restriction that R-Posted bridges cannot be crossed. If there is no reasonable alternative, a
thorough structural review will be required to determine if it is possible to cross the bridge in question. If
approved, additional conditions such as the presence of a Certified Escort, police escort, or Department

Use of Parkways for Routing: New policy effective 1/19/12
Applicants
If you propose to route your trip over a Parkway, prior to submission of your Special Hauling Permit
application, you will need to contact the appropriate agency (noted below) for approval. Once
approval is obtained and a permit or written approval is issued, you can submit the permit/approval
with your Special Hauling Permit application. Failure to submit an approved Parkway permit or
written approval with your Special Hauling Permit application will result in a disapproval of your

All vehicles that have a lift axle(s), must be retrofitted such that the lift axle(s) meets one of the
following:
Steerable – Axle will steer as the driver turns the steering wheel.
Trackable – The axle will pivot/turn from friction with the surface, when down and in contact
with the surface.
The air pressure control valve for the lift axle(s) is located outside of the cab beyond the reach of
the occupants of the cab, while the vehicle is in motion.
All axles other than steerable or trackable axles must be equipped with two tires on each side of the
axle.
If an existing permit renews and takes effect during the 2014 calendar year, on or before
December 31, 2014, the vehicle(s) must meet the 2015 requirements when the permit renews in
the 2015 calendar year.
