It has announced a number of initiatives in this regard, including the promise of high-speed rail. z At the same time, it has acknowledged that Indian Railways (IR) will need to mobilise more funds from external resources than it has done so far. It has approved 100 per cent foreign direct investment in some segments. It has also promised an investor-friendly public-private partnership model for projects in locomotive manufacturing, port connectivity, station development and freight terminals. It will also try to engage other stakeholders like state governments and Coal India Limited in some of its projects. z IR has indicated that it will focus more on completing key existing projects rather than on announcing more new projects or trying to complete many more smaller projects. Completion of Dedicated Freight Corridors on a timely basis has been accorded the highest priority. z Consumer convenience and comfort has been marked as a major thrust area. The initiatives in this regard range from catering to sanitation requirements to providing internet services. Other new key priorities include green technologies, rail tourism and agri-networks. Safety remains a focus area. z Achieving these objectives will not be easy. It will require new approaches and practices in some cases and even organisation-wide structural reforms, though it can be argued that IR has done reasonably well under its current structure. Modernisation of rolling stock, tracks, bridges, stations and terminals is critical. These are challenges that can also be seen as opportunities. z The mission of this conference is to highlight the focus areas of the new government, with a discussion of key requirements, strategies and opportunities.
