Welcome from the IASA President
The IASA mission statement
reads "To support school
leaders in the pursuit of
educational excellence through
continued school improvement.”
As president of IASA, it is
my privilege to welcome
you to the IASA Annual
Conference, where the pursuit
of educational excellence is the
reason we gather.
I encourage you not only to take advantage of the
top-notch lineup of speakers and breakout sessions
at the conference, but also to avail yourself
of the tremendous networking opportunity
with superintendents from all over the state.
Illinois is a large and diverse state, but we share
many of the same challenges we face in public
education. So we use this opportunity to learn more
about how we can better support each other and
better solve some of these common problems.
I hope you enjoy the conference and are able to return
to your communities armed not only with knowledge
from our presenters, but also with insights from each
other.
Yours for better schools,
Scott D. Kuffel
IASA President
2014 IASA Annual Conference
1
Welcome from the IASA Executive Director
It is my pleasure as Executive
Director of IASA to welcome
you to this year’s conference,
where we are celebrating our
Golden Anniversary -- our
50th year as a stand-alone
association
representing
school superintendents and
administrators.
To commemorate this special occasion, conference
attendees will receive a special coin as a keepsake.
We hope the coin reminds you of the IASA vision
“Maximum Educational Success for All Students” and
of the knowledge, information and perhaps even new
perspectives that come out of this conference.
We have what I believe is our most outstanding group
of nationally known speakers yet, covering topics
that include education in the digital age, leadership,
connecting with your community, and high achievement
in a poor community. Each year, the challenges in
public education seem to get more complex and
difficult. This conference was designed to help you
address those challenges.
I hope that these three days prove to be a valuable
learning experience, and that you are able to enjoy being
around your peers and colleagues in a setting that
promotes discussion and the exchange of ideas.
Yours for better schools,
Brent Clark, Ph.D.

Suhail Farooqui
Suhail Farooqui is the founder and
CEO of K12 Insight, the leading
provider of technology and expertise
that helps school administrators
effectively engage their stakeholders
and build a culture of trust based
on authentic two-way dialogue.
K12 Insight’s solution is predicated on the fact that public
schools face a deficit far worse than one of fiscal resources —
and that is the deficit of trust. With social media and school
choice disrupting the world of K-12 education, educational
leaders and school boards nationwide are struggling to find
their footing.
Farooqui presents regularly at conferences and seminars
nationwide, including those sponsored by the American
Association of School Administrators (AASA) and National
School Boards Association (NSBA). His essays on key public
education issues have been published in journals such as
AASA’s School Administrator, TASA’s INSIGHT and
NYSCOSS’ CouncilGram.
Farooqui holds a Bachelor of Science in Electrical Engineering
from Rensselaer Polytechnic Institute.
MISSION STATEMENT:
The Illinois Association of School Administrators
will support school leaders in the pursuit

Rafe Esquith
Rafe Esquith may be the most
inspiring school teacher in
America. He’s been called “a
modern day Thoreau” by Newsday,
“a genius and a saint” by The
New York Times, and “the most
interesting and influential classroom teacher in the country”
by The Washington Post.
For the past two decades, he has taught fifth graders at a
public school in a Los Angeles neighborhood plagued by guns,
gangs, and violence. His students are mostly immigrants or
children of immigrants, living in poverty and learning English
as a second language. Yet, under his tutelage, they voluntarily
come to class at 6:30 a.m. and often stay until 5 p.m. They
learn math, reading, and science. But they also play Vivaldi,
perform Shakespeare, often score in the top 1 percent on
standardized tests, and go on to attend the best universities.
Esquith is the only teacher to be awarded the President’s
National Medal of the Arts. He’s also written four books,
including the critically acclaimed “Real Talk for Real Teachers,”
and “Teach Like Your Hair’s on Fire.” Esquith has also been
featured, along with his students, in the PBS documentary The
Hobart Shakespeareans.

Leading, Learning, Achieving: The
Realities of the Digital Age for
Administrators
What does effective leadership mean when technology changes
the game? New digital ‘techbooks’ arrive on tablets (iPads
and others) with cloud-based media DNA: differentiated,
embedded and rich as the web. When administrators work to
move a site or district to digital, it helps to see what ‘digital’
really means. The inevitable smarter ‘books’ have profound
implications because when the textbook goes digital, the
whole game changes. Learning resources not only touch the
cloud, they also become their own backpack with cameras,
sensors, encyclopedias, and much more. BYOD and new
assessment models suddenly make more sense. Evaluating
teaching and learning gets new legs. Wrap your mind around
these powerful tools.

What Are These New Realities and What Happened to the

Glass, Leap Motion, augmented reality, 3D crafting and

If We Don’t Stand Up for Public
Schools, Who Will?
Public school systems face two
serious deficits — fiscal and trust.
While everyone understands a lack of money, it’s difficult
to communicate a lack of trust. As social media empowers
vocal naysayers, district administrators lose ground,
ultimately risking the very future of education. To build
public trust — and gain support for difficult decision-making
— superintendents must promote authentic dialogue with all
stakeholders. K12 Insight’s solutions engage parents, teachers,
staff, students and taxpayers in seamless conversations that
yield positive, compelling results — including deep reserves
of community trust.

Breakout Sessions
Finding Your Focus in the Midst of Chaos
As state mandates pile up, funding cuts continue, and
demands from constituents increase, school leaders can often
feel overwhelmed and unable to focus on the activities that
are vital to their success. This session will include practical
tips and tools to help you “find your focus” and to avoid
the productivity sinkholes that often distracts leaders from
their goals. Walk away from this session with practical tips,
strategies, and tools to maximize your productivity and to
minimize distractions.

Bullying: It’s Not Just for Kids Anymore!
A common problem in today’s diverse school settings is
adult bullying. The Workplace Bullying Institute states that
up to a third of all workers may be victims because of the:
1) actions of a single individual acting as a bully; 2) actions
of a group mob; or 3) toxic culture present that allows or even
encourages that negative behavior. Numerous studies have
shown that positive organizational culture is critical to any
success (Deal & Peterson, 2009). In this session you will learn
how to recognize adult bullying and take steps to prevent and
eliminate it in your school district.

Using Individualized Learning Plans to Support Students’
College and Career Readiness
Individualized Learning Plans (ILPs) are the result of a
student-centered advising process that typically is initiated at
the middle level, continuing into high school and ultimately
into postsecondary education. ILPs facilitate students’
career exploration and help ensure that they complete rigorous
course sequences that fully prepare them for college and
career success. This session describes the ILP process, shares
ILP examples, and explains how school district personnel can
use disaggregated data from ILPs to identify emerging career
interests of students, determine future course needs, and assist
the faculty with adjusting the curriculum and instructional
practices to support students’ career interests.

Retirement Plans: The Need and the Risks
The changing retirement landscape is creating a greater need
for 403(b) and 457(b) retirement plans. These types of plans
have risk associated with their regulation and administration
for which schools are ultimately responsible. This session will
help school administrators understand the clear need for these
types of plans and the administrative issues for employers.

This one still is in pencil and may remain so right up to the

that are involved, but we have been given indications that both
candidates might take advantage of the opportunity to come
and talk about one of the most important issues facing our
state.

A Salary Schedule Designed for Flexibility, Practicality and
Sustainability
LeRoy CUSD #2 was able to design a hybrid between a
traditional indexed salary schedule and an individual
compounding “off the schedule” model. The model sets up a
system of rewards for our desired learning behaviors, slows
middle career growth within the schedule, and matches
the current economic trends in salary growth. The exact
schedule that we developed may not be a perfect match for
your district, but the principles behind the concept may be
replicated in nearly any district. The design concepts are
flexible enough to match a wide degree of uniqueness.

Filling Key Administrative Positions – the IASB Process
The Illinois Association of School Boards (IASB) knows that
hiring key administrators such as assistant superintendents,
business managers, principals and other administrative
positions is a crucial component of the Superintendent’s
function. Identifying and finding the right person can
consume a considerable amount of time and effort. IASB staff
is acquainted with the business of how boards and school
districts function; this detailed knowledge is a powerful
tool in the evaluation of candidates for key administrative
positions. This session provides valuable information of the
comprehensive search process from start to finish in
cooperation with the sitting superintendent.

The New Science of Learning – Closing the Achievement
Gap
Educators not only teach content but they actually build the
human brain. However, some children, those raised in poverty
for example, are especially vulnerable to environmental
influences such as stress and lack of language exposure in the
home which alter brain maturation and readiness for literacy
and numeracy instruction. But the good news is that
neuroscience research is providing answers: effective teaching
methods can overcome these brain-based barriers to learning
and guide instruction. This review of the new neuroscience
research in education will conclude with best practices for
maximizing the achievement of struggling students.
