However,iftheconditionsfornoncompetitivepromotionarenotmet,thepositionmustbecompeted. Thiscommonlyoccurswhentheoccupationalseries ortitlechanges.Foranencumberedposition,the competitioncanbelimitedtothoseservinginidenticalorsimilarpositionsortotheorganization. Intheworstcasescenario,whereanemployeedoes notqualifyorisnotwithinreachforpromotion, someoptionsdostillexist,suchasreassignmentto anotherposition,detailuntilquali icationsaremet, delete/redistributethedutiesthatcausedtheupgrade,orpossiblyRIF.TheHRSpecialistwillfully adviseemployeesandsupervisorsinsuchsituations. Fitness Program In2003,AFapprovedtheuseofexcusedabsences forphysical itnessactivitiestofosterhealthylifestyles.Asworkloadpermits,supervisorsmayallow upto3hoursofexcusedabsenceperweekforappropriate itnessactivities,toincludetravel,dressing,andcleanup.Supervisorsmayrevokeparticipationforabuseoftheprivilegeandtemporarilysuspend/reschedulebasedonmissionrequirements. Other lexibilitiesarealsoavailablesuchas:alternativeworkschedules,credithours,compensatory timeoff,annualleave,orLWOP.Normally,overtime andcompensatorytimemaynotbeapprovednor earnedondayswhenexcusedabsenceisapproved underthisprogram. Toparticipate,employeesmustcompletearequest andprovidea itnessassessmentattheirownexpensefromtheirmedicalproviderforthedesired activity,withorwithoutlimitingconditions.The employee’s itnessprogramshouldaddresscardiovascular/aerobicendurance,muscularstrengthand endurance,and/or lexibilityandbodycomposition. AFhasstatedgolf,bowling,andsoftballarenotexamplesofaerobicactivities. Fitnessactivitiesmayincludeparticipationinintramuralsports,running,walking,useofthebasegym, etc.Supervisorsmustensurethisprogramisnot compromisedorabused.Individualrequestsare subjecttoapprovalbythesecond-levelsupervisor, witharecommendationfromthesupervisor. Participationinthisprogramisrestrictedtotheuse offacilitiesunderthedirectcontroloftheinstallationcommander.Employeesmustreporttowork beforegoingandaftertheworkoutandreportall PhysicalFitnesstimeinATAAPS.
