Who we are
Oxfam has been involved in Afghanistan since 1962, with an in country presence since 1990. Oxfam initially
started by supporting partners and from 1990 directly provided emergency relief and development work
including WASH (Water, Sanitation and Hygiene), agriculture, livelihoods, governance and gender, and has
played a key role in advocacy. Oxfam is a leading aid, development, and campaigning charity with a worldwide
reputation for excellence and over 60 years of experience.

Consultant –Interim Review
1. Background
Funding Leadership Opportunities for Women FLOW is a cross countries (Afghanistan and Yemen) initiatives,
funded by Dutch government which will implement in six districts of two provinces in Afghanistan and two
governorates in Yemen.
Project in Afghanistan will implement by Oxfam GB and three other partners Afghan Women Network (AWN)
and Afghan Women Education Centre (AWEC) and its main focus on improve women leadership and political
participation, access to formal justice and civil society capacity building.
The FLOW Project has the following specific objectives:
1.
Women’s Leadership and Political Participation (Afghanis tan)
1.1 To Increase in women’s representation in various levels of the peace and political processes
covering national to community level structures in both civil and political spheres.
1.2 To improve women representatives capacity to actively participate and take decisions in the peace
and political process at the national and sub national level.
1.3 To Increase in women’s leadership and participation in governance structures at local and
governorate/provincial levels.

Access to the formal justice system (Afghanistan)
2. 1. To improve women access to formal justice systems and legal support
2. 2. Advocate for women rights to implement of existing laws are more equitable to women in their
access to justice through civil society advocacy.
2. 3. To improve in understanding and implementation of EVAW and CEDAW at all levels covering
national to community, civil society, judicial structures and the government.
3.
Partner organisations and women civil society networks have increased capacities and cross country
learning (Afghanistan and Yemen)
3.1 To improve in women partners capacity to influence the project outcomes
3.2 To improve in partner capacity to form and lead larger women’s civil society networks on the
thematic areas and influence structural poverty reduction strategies and policies.
3.3 Partner organisations have improved organisational and technical capacity to influence the project
outcomes
3.4 To establish regional and cross country collaboration, participation and relationships between
women parliamentarians, political leaders, women’s civil society organisations and networks in
Afghanistan and Yemen on issues related to women’s leadership and political participation
Consultancy Specific Objectives:
To conduct interim evaluation and collect information about project progress and achieved results in Paghman,
Bagrami and Dehsabz districts of Kabul province and Nahri Shahi, Didadi and Sholgara districts of Balkh
province and

Identify potential implementation problems and assess progress towards/against the achievements of
the project objectives/results,
Identify and document lessons learned (including lessons that might improve next phase project
implementation process include planning),
Make recommendations regarding specific actions that should be taken to improve the project next
phase planning and implementation process.
To assess early signs of project success and/or failure and identify the necessary changes to be made
to increase further the effectiveness of the project activities.
To measured project performance based on the outputs and outcomes indicators of the project’s logical
framework (see Annex1) and various tracking tools.
Deliverable/outputs of interim review:



A report of interim evaluation the findings to show project success, learning and progress, based on
project indicator and measure success of projects.
A presentation for Oxfam gender unit staff and partner’s relevant staff to share the findings and
recommendation for achieve 100% purposed objectives
Develop project outcomes and outputs measurement tools based on approved logical framework.
Methodology:
The interim review will be conducted by questioners, interviewing, group discussion and direct observation from
intervention of women in development and women leaded civil society network roles to decision making, in the
local and national levels. Implementing Partners needs to cover the following group and organizations.
1- Review Oxfam GB and IPs documentation relevant information.
2- Conduct survey through partners and collect data on targeted areas.
3- Conducting group discussion with the targeted beneficiaries, implementing partners, Oxfam staff..etc
Proposed Timeline:
The interim review consultant is expected to complete review on six district of Kabul and Balk provinces. The
mid-term review should conduct within 30 days.
Fees
Payment for the consultancy will be made upon agreed instalment. An invoice and bills must be submitted for all
payments. All payments under the agreement will be made through account payee cheques / bank transfers .
Key Responsibilities of the Consultant:
The interim review Consultancy will have the following key responsibilities:






Review and analyze of the project document, report and other relevant materials
Develop a detailed plan for carrying out the review and writing report plan.
Inform and contribute to the consultations with key stakeholders, including line departments, civil society
organizations, national and local authorities on the progress of activities implemented in the area of
women Empowerment.
Draft report of review and share it with the project team.
Prepare and finalize the project review report.
Present findings and support Oxfam and partners project team and develop appropriate plan to
response the challenges.
