• A business layoff alternative – allows firms to reduce hours
for group of employees who can collect UI for up to 26 weeks
• Must reduce work hours/wages for a minimum of 2
employees between 20% and 60%
• Participation will not negatively affect a firm’s UI experience
rate
• No reduction in fringe benefits unless they are eliminated for
the entire workforce
• Allows businesses to retain trained, productive workers
during temporary business downturns
Special Projects
• Buffalo Billion
– NYSDOL has developed an ‘Advance Buffalo’ workforce
initiative to build/maintain pipeline of skilled factory
workers needed through 2020.
• New NY Bridge
– NYSDOL is working with contractors/subcontractors on
the $3.1 billion project to identify/recruit talent for the
various stages of the 5-year bridge construction
process.
Rapid Response Services
• Proactive services to businesses and workers under threat of
layoff or closing.
• Services are initiated by WARN notice (Rapid Response) or
other workforce intelligence (Expeditious Response)
• Goal is to help business avert layoff or to connect dislocated
workers to other job opportunities quickly after layoff
NYS WARN Act (Effective 2/9/09)
• Requires 90 days notice of a closure of a business with
50+ employees.
• Must also notify if 33% of workforce or 250 people at
one location will be laid-off.
• State Act provides for Civil Penalties of $500 per day of
violation.

• Learn of layoff aversion tools such as shared work
• Lower absenteeism among workers
• Lower unemployment insurance costs as impacted

• Better public relations for contracting business do to the
proactive services they are providing to impacted workers
Trade Adjustment Assistance
• Enriched benefits for job loss tied to foreign trade
• Can receive TRA benefits for up to 130 weeks while
enrolled in full time training
• Workers have up to 26 weeks (Regular UI) to enroll in
training after certification
• Eligible expenses for out-of-area job searches my be
covered
• Can receive tax credit for up to 72.5% of health insurance
premiums
• Wage supplements -older workers (50+) up to 2 yrs.
• Relocation expenses may be covered
