Terms of Reference (TOR) for evaluating the project “Gender
Transformative Approaches for Improving Sexual and Reproductive
Health of Young People in Nepal”

1. Background
The project “Gender Transformative Approaches for Improving Sexual and Reproductive
Health of Young People in Nepal” aims to improve the sexual and reproductive health of
youth at the intervention sites in Nepal through “Gender Transformative Approach”. Gender
transformative approach to sexual and reproductive health education emphasizes gender roles
as well as perceptions of masculinity and femininity compared to traditionally used education
methods.
The project started in March 2010 and ended on 31st December 2013. The overall project
budget is 588.742,18 EUR.
The project approaches include structured group education activities and community-based
gender-focused “lifestyle” social campaigns better known as behavioral change
communication (BCC) campaign. The project has been implemented in three districts of
Kathmandu Valley; Lalitpur, Bhaktapur and Kavre by the local experienced NGOs: AMK,
FPAN and SOLID Nepal respectively. The project is funded by the Ministry for Foreign
Affairs of Finland and Physicians for Social Responsability Finland (PSR-Finland).
The project was expected to deliver following results:
1. Young men reached through the project interventions demonstrate gender equitable
attitude (measured by GEM scale) which is reflected in reduced partner violence, and
shared responsibility for sexual and reproductive health
2. Young women reached through the project interventions are aware that gender roles can
evolve, understand gender relationship and develop skills for communication and
decision making
3. Community receives the key messages about gender relationship through Behavioral
Change Campaign and a supportive environment for ”gender equitable attitude” of young
men is created
4. Health care providers provide youth friendly, gender sensitive, sexual and reproductive
health services, and have the knowledge and skills to screen and manage cases of gender
based violence
5. Evidences are documented and results shared with a wider audience nationally/
internationally, evidences are used for advocacy with stakeholders in the government

Development of a Management Information System to follow the project progress
The direct beneficiaries of the project include the 15 to 24 years old adolescents residing in
the the project area. The indirect beneficiaries include the local community members,
government official, teachers and law enorcement agencies, media, health workers, and
community based groups and local NGOs.
2. Overall Objective of the Assignment
The overall purpose of the final evaluation is to assess the achievements made by the project
in fulfilling its agreed objectives through the planned activities; to evaluate the process of
project preparation and design, its relevance to the community; and to assess the efficiency
and effectiveness with which resources have been used to generate results and achieve project
objectives. The evaluation will study signs of potential impact of project activities on the
beneficiaries as well as the sustainability of results, including the contribution to capacity
development. More generally, the evaluation will aim to indentify and document lessons
learned and make recommendations to help the project partners and stakeholders improve the
design and implementation of related future projects and programs.
3. Specific Objectives of the Assignment
The specific objective of the assignment is to assess the achievements and potential
challenges encountered in the implementation of the Project. The focus would be on
measuring achievements against the baseline data, assessing whether the envisaged outputs
have been achieved and the contribution of the project towards the overall objective. Based
on the project logframe, the evaluation report should capture the following:

The extent to which the project outputs have been achieved taking into account the
indicators given in the project documents.
Develop indicators in cases where they are lacking to be used in assessing the
achievements of the project so far.
Evaluate the level of contribution of the outputs towards the achievement of the expected
project objectives, goal and impact.
Assess the relevance, effectiveness, and cost-efficiency of interventions as well as, the
sustainability of the results, and the degree of satisfaction of the beneficiaries as defined
in the project documents.
Critically review the roles and responsibilities played by the various players and
stakeholders in project implementation. The review should also identify capacity building

measures put in place for the communities to effectively and efficiently implement the
project.
Assess the effectiveness and efficiency of mechanisms of coordination between the
partner organisations to plan, implement and monitor the project.
Identify major external factors that influenced or impacted on the implementation of the
project and evaluate their implication on future interventions.
Highlight lessons learned from the project and make recommendations for follow-up
actions as well as future projects and programs on sexual and reproductive health.
4. Scope of the Assignment and Methodological Aspects
The evaluator will be responsible for carrying out the entire process of the evaluation. The
evaluation should take into account and review the following:

The policies and strategies put in place by the partner organisations in implementing the
project;
The annual project plans developed during the project implementation period;
All monitoring and progress reports for the project;
The various responsibilities and roles played by the different stakeholders in
implementing the project;
It is also envisaged that the evaluation work would include field visits to assess the impact
made through the implementation of activities.
5. Deliverables

The final report should be a stand alone document that provides complete and convincing
evidence to support its findings. More specifically, the report should be:
• Analytical in nature (both quantitative and qualitative).
• Structured around issues and related findings/lessons learnt.
• Include conclusions.
• Include recommendations.
6. Expertise and qualifications required
The applicants must have as a minimum a degree in social/ economic science, development or
health related subject, or equivalent standard of education.

Familiarity with basic evaluation standards and principles and proven experience with
monitoring and evaluation of projects or similar frameworks.
Experience with and knowledge of project design and management cycle (design,
logframes, implementation, monitoring and evaluation)
Good management and co-ordination skills.
Strong analytical skills including analysis of both quantitative and qualitative data.
Excellent written communication skills, including report writing.
Excellent organisational and time management skills required to meet deadlines.
3 7. Supervision and Reporting
The successful candidate will work together with all partner NGOs and report to PSR Project
Coordinator Paula Tiittala (paula.tiittala@lsv.fi).
8. Renumeration
A fee will be paid for completing the Evaluation. The payment schedule is:
• 15% of total contract sum on submission and acceptance of work plan
• 35% of cost on satisfactory completion of the first one month of the assignment
• 50% of the cost on submission and acceptance of final report
All the evaluation costs e.g. transportation should be covered from the fee. Final payment will
be made after deducting all kinds of taxes according to Tax Act of the government of Nepal.
9. Application procedures
The application should contain:
1. Cover letter and CV explaining qualification, experience and competence of the
consultant.
2. Financial Proposal –The financial proposal shall show clearly the breakdown of costs
(professional charges, travel, per diems and any other possible costs).
Qualified candidates should submit their proposal by 28th February 2014 to the following

The proposals will be evaluated according to technical qualification and budget in 70:30%
proportion. PSR will only review financial proposals from agencies/consultants whose
technical proposals meet minimum 70% score.
