Brief description of the Assignment: The overarching mission of Independent Development Evaluation (IDEV) at the African Development Bank Group is to enhance the development effectiveness of the Bank’s operations in its regional member countries (RMCs) through independent and influential evaluations of all aspects of the Bank’s work, oversight over selfevaluation processes and products, and proactive engagement in evaluation partnerships and knowledgesharing activities. IDEV.3, one of three IDEV divisions, is responsible for knowledge management, outreach and strengthening evaluation capacity at the Bank and in regional member countries. An essential part of IDEV’s job is communicating evaluation findings, lessons, and recommendations to the Bank’s Board and other stakeholders. To do so, it must ensure that its reports and other documents are written in a clear, concise and easy-to-understand manner. To this end, IDEV.3 is looking for qualified and experienced English editors who will be employed only on an as-needed basis. Introduction / Background Independent Development Evaluation (IDEV) at the African Development Bank assesses the Bank’s policies, strategies, and operations in order to draw useful lessons to help improve the Bank’s operations and promote accountability. An essential part of IDEV’s job is communicating evaluation findings, lessons, and recommendations to the Bank’s Board and stakeholders. To do so, it must ensure that its reports and other documents are written in a clear, concise and easy to understand manner. To this end, IDEV.3 is looking for qualified and experienced English editors who will be employed only on an as-needed basis. 2. Objectives of the Assignment: The assignment aims to enhance the quality of IDEV evaluation reports and related documents to ensure that evaluation results and knowledge are clearly communicated to AfDB staff and stakeholders. 3. Main activities and deliverables: The consultant will edit and/or proofread Department documents to ensure consistency in content, language, and style while maintaining the evaluator’s voice. This involves paying particular attention to logic, clarity, and ease of comprehension; readability, overall consistency and formatting of tables, lists, boxes, and figures, as set out in the IDEV Style Guide. The editor will check not only the quality of the English but also the accuracy of data and the internal consistency of statements and views expressed in the report. Assignments may involve any or all of the following: Substantive editing Stylistic editing Copy editing Fact checking, and Proofreading. The editor will provide the department with a publication quality document. 4. Administration/reporting The English Editor will report to IDEV.3 Knowledge Management Officers 5. Duration of the assignment The English Editor will be recruited for thirty (30) days on an as-needed basis. 6. Qualifications and Experience Required Given the content to be edited, the consultant should have at least a Master’s degree in the social sciences and/or additional qualifications in development work. He/she should also have a minimum of 10 years of post-qualification experience in editing, proofing and rewriting content in monitoring evaluation targeted for publication. Interested consultants should provide information indicating that they are qualified to perform the services (e.g. brochures, sample of work, description of similar assignments, and experience in similar conditions). Consultants will be selected in accordance with the procedures set out in AfDB Procurement Guidelines. 7.
