The maritime environment has always played a significant role in the
development of the Pori city region. Pori was founded in 1558 as a port as the
rising land had taken the harbour too far away from the medieval City of Ulvila.
Even in the early days, the development, growth and welfare of Pori was based

leads to Tahkoluoto deepwater harbour. The fairways are easy to navigate and
ice conditions in the winter are the most favorable in Finland.
In fact, the Port of Pori is the only harbor in Finland that has room to grow. The
area offers an excellent location for companies that need space and perfect
connections. M20 Industrial Park is the most extensive industrial park in the
Baltic Sea Region. For instance, it offers all forms of energy for industry, ranging
from wind power to LNG. Tahkoluoto will be the site of the first major LNG

As writing this, Finland has just voted a new government. Expectations are high up,
are these policymakers able to make the change which Finland really needs after
these years of depression. Luckily there are some beams of light such as a large
investments to build a new pulp factory in Äänekoski, maybe even more in other
places in Finland. This kind of actions are relevant for the whole economy of this
country, to lift us back among the top of the industrial countries in Europe. Actions
are needed desperately.

that investments are an important prerequisite for the port’s

port with adequate resources and equipment can be developed further.
The port must have sufficient infrastructure and it has to be able to offer
extremely versatile services to stay ahead of the competition. The Port
of Pori is highly versatile. Continuous development, improvement and
renewal are the foundation for our entire business, Heinonen stresses.
Port of Pori Ltd has the infrastructure that its customer companies need to function
actively. The port has e.g. conveyor systems that minimize dust and make it easier to
effectively meet the conditions of the environmental permit.
The most recent major investment in the Port of Pori is the extinguishing water
pump station in the chemical port. It was built due to the new standards imposed
on ports by new legislation.
The 1.8 million EUR system was built so that the port’s operation can be continued
and the new regulations met. This investment enables the continuity of operations
and improves the safety of the port.
Major projects
For the Port of Pori Ltd, the LNG terminal being built in Pori is an important project.
With the cooperation of the Port of Pori, the City of Pori and the customer the
project could be brought to the implementation phase quickly. The LNG terminal
will also support the development of the nearby M20 Industrial Park. By being
located next to the gas pipeline coming from the terminal an industrial facility
gains more options in terms of energy solutions.
The LNG terminal is an excellent example of how the Port of Pori works for our
customers – we support the customer’s goals in terms of legislation and zoning
matters and take other operators and the environment into account.

Port of Pori Ltd takes also into account the environmental regulations of
international shipping. There are rigorous guidelines for ship waste and
hazardous waste. The Port of Pori’s infrastructure gives excellent prerequisites
to accomplish the obligatory and voluntary environmental actions with the

Large vessels have less emissions per transported cargo tons. Deep fairways,
15.3 m to Tahkoluoto harbour and 12.0 m to Mäntyluoto harbour, ensure
that large Capesize and Panamax vessels can be used. Also new generation’s
container ships with the capacity of 3,500 TEUs are able to call Mäntyluoto.
Port of Pori is one of the best winter ports in Finland. Ice breaking assistance
is seldom needed, which means lower bunker cost. Uncongested land
transport connections to the main industrial cities guarantees the Port of Pori
Ltd’s position as an environmental friendly logistic hub combining both land
and sea transport.
Shipping is looking for new energy forms. LNG terminal in Tahkoluoto
harbour will be ready in 2016. Also manufacturing industry in the M20
Industrial Park can take advantage of the gas delivered from the LNG terminal.
Several companies in the M20 Industrial Park are dealing with environmental
business from renewable energy to re-cycling of various materials. The Port of

O
ne main focus of Hacklin services is on Project logistics.
Transportation of high and heavy cargoes is handled from
door to door all around the world. The company also
provides consulting and planning services for large scale
project transports including supercargo services during
the whole transport and on site. Pori has been one of the main ports
for project cargoes in Finland since decades. The combination of an
experienced and skilled operator with tailor made handling equipment
is a guarantee of successful operations.
The Bulk Unit is handling more than 2 million tons of bulk cargoes per
year. The services include discharging and loading of coasters as well
as cape size vessels. Furthermore, a wide range of added-value services
such as storage, terminal and weighbridge services, freight forwarding,
bulking and bagging are available.
The Seatrans and Container Unit, as its name indicates, is responsible
for sea transports and containers. Hacklin has been operating own
weekly feeder services for containers and break bulk cargo between Pori
and Hamburg already 30 years. The scope of business covers oversea
containers globally as well as short-sea door-to-door transports with
own containers. Reach stackers and container spreaders in the port
guarantee smooth and efficient operations. IMO-storage, stuffing and
stripping of containers among other services are also available.

Loading of Timber products has been one of the main activities in the
port of Pori for more than 100 years. Hacklin offers dedicated covered
storages for timber products with efficient timber handling gained by
years of experience.
Hacklin offers also Warehouse Services. The company has 130.000 m2
own covered storage space in the port of Pori. In addition, there is more
than 100.000 m2 open storage area which is frequently used especially
for oversized and heavy projects shipments passing through the port.
To meet the quality and environmental requirements tailor made
warehouse solutions can be built up in close cooperation with the
customers.
Hacklin offers also Agency Services for the vessels calling the port of
Pori. Shipowners can utilize the services for crew changes, deliveries
of spare parts and whatever services their vessel might need during the
port call. ■

LNG will arrive
in the market
L
iquefied natural gas (LNG) is a logistical solution to the transportation and
supply of natural gas. Environmentally, gas is a cleaner fuel than, for example, oil.
Because of stricter environmental regulations, the use of LNG is becoming more
prevalent as a fuel in new ships. The use of LNG is also becoming widespread as
a fuel for heavy goods vehicles.
At the moment, small quantities of LNG are being produced at Skangass’ production plant
in Porvoo and thus, LNG is already available in Finland. LNG terminal projects initiated
in Finland and in the other Nordic countries have remained in the headlines this year.
Terminals on the coast
Gasum's subsidiary Skangass is building Finland's first LNG import terminal in
Tahkoluoto, Pori. When completed in 2016, the Pori LNG import terminal will serve the
LNG requirements of the whole of Finland. Skangass is also a shareholder in ManGa LNG,
a company which is to build an LNG import facility in Tornio.
Cleaner fuel at sea
Under the EU Sulphur Directive, vessels operating on the Baltic Sea have had to
cut sulphur emissions in their exhaust gases to nearly non-existent levels since the
beginning of 2015. Use of LNG will ensure full compliance with increasingly tighter
emissions standards long into the future.
Two new LNG-fueled vessels are already operating on the Baltic Sea: the passenger ship
Viking Grace operates between Turku and Stockholm, and an offshore patrol vessel,
Turva, was delivered to the Finnish Border Guard in May 2014. Additionally, an LNGfueled ice breaker ordered by the Ministry of Transport and Communications is being
built at Arctech Helsinki Shipyard. Also AS Tallink Grupp has placed an order for a new
LNG-fueled passenger car ferry for scheduled traffic on the Tallinn-Helsinki route.
Skangass and North European Oil Trade (NEOT) have entered into an agreement on
the delivery of LNG to NEOT's time-charter vessels that will enter service in 2016. This
is one of the first contracts on ship-to-ship LNG bunkering in the whole of Europe. In
Norway, LNG is already used as fuel in tankers, oil and gas platform supply vessels,
ferries, passenger ships, and Norwegian Coast Guard vessels.
The use of LNG in shipping will most likely increase significantly because of the
intention to enforce strict emissions limits in all sea areas of the world by 2025. In
the first phase, the EU Sulphur Directive applies to Sulphur Emission Control Areas,
known as SECA areas, or which include the Baltic Sea, the English Channel, parts of
the North Sea and the coasts of the United States and Canada.
A positive aspect of liquefied natural gas is that it is environmentally friendly.
LNG contains no sulphur and causes no harmful particulate matter emissions in
combustion. The use of LNG would reduce CO² emissions by around 25% compared
to heavy fuel oil (HFO). LNG already meets future environmental standards as well as
SOx and NOx restrictions to be imposed on shipping on the Baltic Sea. ■

One very important factor is to increase the know-how and
expertise of the personnel. In our department of research
and development we have specialists of chemistry and
metallurgy who are creating new solutions for using the
nickel raw material. The solutions are aimed to be more
efficient and environmental friendly than before.
Main focuses in our department of research are:
- to support the production and the investment projects
- to reduce operating costs and to improve the recovery
- to estimate the suitability of the raw material
- to improve the flexibility of the raw material
- to develop new processes and products.
Nickel produced in Harjavalta has a good reputation which
has been caused by the excellent chemical purity and the
physical quality of the products. Our wide selection of
products creates an important competitive advantage as
well. Most of the production is nickel metal products and
about 10 percent is nickel chemicals. ■

The Port of Pori complies with the regulations that have
ben set in the criteria of quality management standard ISO
9001, environmental management standard ISO 14001 and
occupational health and safety management standard OHSAS
18001.
I
n addition to the demands of customers and other stakeholders, the
operations of the port also have to comply with legislative demands,
such as the requirements of the International Ship and Port Facility
Security (ISPS) Code of the International Maritime Organisation.
Special attention has been paid to the access to the port area, traffic
arrangements and rescue equipment as well as to the safe working conditions
and the equipment of the personnel.
HAZARDOUS SUBSTANCES
Hazardous substances are stored in the port area in the appropriate facilities
in a special area set aside for them. In storing hazardous substances, the
combined effect and careful separation of substances in the storage facilities
has been taken into account.
OPERATIONAL POLICY AND QUALITY SYSTEM
The Port of Pori follows the statement that "the infrastructure and services
of the Port of Pori enable the active operations of customer companies”. We
prepare our solutions and investments according to the needs of the customer.
Our objective is to develop efficiency, operations and safety.
ISPS
The Finnish Transport Safety Agency TRAFI continuously audits the ISPS
safety plan and actions of the port. As a result, the safety procedures of the
Port of Pori meet the international standards.
ISPS (International Ship and Port Facility Security Code) is a set of norms
whose goal is to increase safety on vessels and in ports. The ISPS Code has
been complied by the International Maritime Organisation, and the code has
been added to the international SOLAS treaty.

code, which include:

The ISPS code is based in structural requirements and so-called safety levels.
An authority determinates the safety levels depending in the safety situation
and possible threats.
ACCESS PASSES
The port area has automatic gate systems functioning on cameras and
identification equipment. Accessing the area requires a separate access pass,
which is based in the registration number of a vehicle or an identification to
be attached to the vehicle.
STAFF ON VESSELS AND GUESTS
A vessel must send a crew list to the port and give notice of all changes in
crew. A visitor can access a vessel if the vessel has arrived are the dock and the
visitor can identify the person he or she is going to meet. The vessel must send
to the gate a visitor list which lists, in addition to guests, possible maintenance
staff. ■

83,500 m³. Sizes vary from 2,000 m³ to 31,000 m³
West Tank on Suomalaisen Energiaosuuskunnan (SEO) tytäryhtiö ja sen omistuksessa
on varastointiyhtiö Länsi-Suomen Polttoöljy Oy (LSPÖ). West Tank Oy:llä on kaksi
terminaalia Porin Tahkoluodon Öljysatamassa. Terminaaleissa on kahdeksan
säiliötä, joiden kapasiteetti on yhteensä 83 500 m³ ja joiden koot vaihtelevat
2 000 m³:sta 31 000 m³:n. Säiliöissä varastoidaan SEO:n polttoaineita ja ulkopuolisten
säiliövuokralaisten nestekemikaaleja ja/tai öljytuotteita.
