Shipowners can utilize the services for crew changes, deliveries of spare parts and whatever services their vessel might need during the port call. ■ 21 LNG will arrive in the market L iquefied natural gas (LNG) is a logistical solution to the transportation and supply of natural gas. Environmentally, gas is a cleaner fuel than, for example, oil. Because of stricter environmental regulations, the use of LNG is becoming more prevalent as a fuel in new ships. The use of LNG is also becoming widespread as a fuel for heavy goods vehicles. At the moment, small quantities of LNG are being produced at Skangass’ production plant in Porvoo and thus, LNG is already available in Finland. LNG terminal projects initiated in Finland and in the other Nordic countries have remained in the headlines this year. Terminals on the coast Gasum's subsidiary Skangass is building Finland's first LNG import terminal in Tahkoluoto, Pori. When completed in 2016, the Pori LNG import terminal will serve the LNG requirements of the whole of Finland. Skangass is also a shareholder in ManGa LNG, a company which is to build an LNG import facility in Tornio. Cleaner fuel at sea Under the EU Sulphur Directive, vessels operating on the Baltic Sea have had to cut sulphur emissions in their exhaust gases to nearly non-existent levels since the beginning of 2015. Use of LNG will ensure full compliance with increasingly tighter emissions standards long into the future. Two new LNG-fueled vessels are already operating on the Baltic Sea: the passenger ship Viking Grace operates between Turku and Stockholm, and an offshore patrol vessel, Turva, was delivered to the Finnish Border Guard in May 2014. Additionally, an LNGfueled ice breaker ordered by the Ministry of Transport and Communications is being built at Arctech Helsinki Shipyard. Also AS Tallink Grupp has placed an order for a new LNG-fueled passenger car ferry for scheduled traffic on the Tallinn-Helsinki route. Skangass and North European Oil Trade (NEOT) have entered into an agreement on the delivery of LNG to NEOT's time-charter vessels that will enter service in 2016. This is one of the first contracts on ship-to-ship LNG bunkering in the whole of Europe. In Norway, LNG is already used as fuel in tankers, oil and gas platform supply vessels, ferries, passenger ships, and Norwegian Coast Guard vessels. The use of LNG in shipping will most likely increase significantly because of the intention to enforce strict emissions limits in all sea areas of the world by 2025. In the first phase, the EU Sulphur Directive applies to Sulphur Emission Control Areas, known as SECA areas, or which include the Baltic Sea, the English Channel, parts of the North Sea and the coasts of the United States and Canada. A positive aspect of liquefied natural gas is that it is environmentally friendly. LNG contains no sulphur and causes no harmful particulate matter emissions in combustion. The use of LNG would reduce CO² emissions by around 25% compared to heavy fuel oil (HFO). LNG already meets future environmental standards as well as SOx and NOx restrictions to be imposed on shipping on the Baltic Sea. ■ Photo: Norilsk Nickel World-class specialist of nickel production I n Norilsk Nickel Harjavalta Oy we are constantly developing our processes and the technology we use. Most of the production is nickel metal products and about 10 percent is nickel chemicals. ■ 24 www.portofpori.fi 25 A safe port The Port of Pori complies with the regulations that have ben set in the criteria of quality management standard ISO 9001, environmental management standard ISO 14001 and occupational health and safety management standard OHSAS 18001. I n addition to the demands of customers and other stakeholders, the operations of the port also have to comply with legislative demands, such as the requirements of the International Ship and Port Facility Security (ISPS) Code of the International Maritime Organisation. Special attention has been paid to the access to the port area, traffic arrangements and rescue equipment as well as to the safe working conditions and the equipment of the personnel. HAZARDOUS SUBSTANCES Hazardous substances are stored in the port area in the appropriate facilities in a special area set aside for them. In storing hazardous substances, the combined effect and careful separation of substances in the storage facilities has been taken into account. OPERATIONAL POLICY AND QUALITY SYSTEM The Port of Pori follows the statement that "the infrastructure and services of the Port of Pori enable the active operations of customer companies”. We prepare our solutions and investments according to the needs of the customer. Our objective is to develop efficiency, operations and safety. ISPS The Finnish Transport Safety Agency TRAFI continuously audits the ISPS safety plan and actions of the port. As a result, the safety procedures of the Port of Pori meet the international standards. ISPS (International Ship and Port Facility Security Code) is a set of norms whose goal is to increase safety on vessels and in ports. The ISPS Code has been complied by the International Maritime Organisation, and the code has been added to the international SOLAS treaty. 26 www.portofpori.fi ► Men handling Windmills in Mäntyluoto. The customers of the port must take into account the influences of the ISPS code, which include: - Access to the fenced port area subject to licence and observation of traffic and people - Obligation to disclose port visit staff and safety level of the vessel - Presenting a list of goods of transport units and hazardous substances in the port of loading - The authorities’ right to carry out random checks of all cargo units The ISPS code is based in structural requirements and so-called safety levels. An authority determinates the safety levels depending in the safety situation and possible threats. ACCESS PASSES The port area has automatic gate systems functioning on cameras and identification equipment. Accessing the area requires a separate access pass, which is based in the registration number of a vehicle or an identification to be attached to the vehicle. STAFF ON VESSELS AND GUESTS A vessel must send a crew list to the port and give notice of all changes in crew. A visitor can access a vessel if the vessel has arrived are the dock and the visitor can identify the person he or she is going to meet.
