INTRODUCTION
Camo2Commerce is a project of Pacific Mountain Workforce Development Council and
Workforce Central, in partnership with the Thurston Economic Development Council,
Thurston Chamber of Commerce and Morningside. We are funded by a US Department of
Labor emergency grant, and charged with assisting the over 9,000 Service members who
are transitioning out of the military each year at Joint Base Lewis-McChord, WA. We
provide one-on-one counseling; on-the-job training programs, and develop and provide
industry specific education and training initiatives that not only prepares Service members
for future civilian employment, but provides an interview opportunity with a company
partner for a job.
Camo2Commerce has developed a 13-week fellowship program for its’ transitioning
Service member clients. By design, the program includes corporate education and
training called the Business Prep Track. It starts with 32 hours, Monday - Thursday of
training, prior to the fellowship phase within the designated business; followed by 11 more
modules of Business Prep training one full day a week during the fellowship phase. There
is no training in the final week. C2C is seeking qualified providers for the training,
syllabus, and schedules, as well as providing instructors, fellowship education
coordinator/counselor, and facilities with *Smart Classrooms to conduct the training.
SCOPE OF WORK
Provide a Max of 15 fellows in two consecutive cohorts, enrolled in the Heroes
Corporate Fellowship Academy with:
Week 1 (Monday – Thursday)– 32 hours of in classroom training, hosted on JBLM, WA. It
will need to be designed to prepare the fellows for their transition, and ultimately
maximize their experience with our corporate partners. The week will need to include
further development of their skills in networking, interviewing, resume development, and
other topics such as Lean Six Sigma white belt certification Part 1 (Part 2 later).
*A Smart Classroom is a traditional lecture style teaching space that has available technological equipment that can
be used to aid and enhance instruction of a course. Room would need, at a minimum, individual computer workstations
w/internet connection, and projector or flat screen connected to the internet for live video chat.

Week 2 through 12 – Each four-day week will culminate on Thursday with an additional
full day in a Smart classroom. Each training module can be off the shelf, and will need to
provide the opportunity for fellows to tackle the following additional disciplines:

4. Microsoft Office- Excel &
PowerPoint
5. Lean Six Sigma White Belt Part 2
6. Influencing without Authority
7. Building Trust and Agreement
8. Decision Making

11. Project Management
Additionally, prior to the training module that day in the Smart classroom, the U.S.
Chamber Foundation will host a “fellowship huddle” with senior level guest speakers. This
will be either in person or via live web video chat.
OTHER CONSIDERATIONS



There is a high probably that this program will become a national endeavor,
therefore the Business Prep Track provider must have the ability to manage this
on a national scale across multiple military installations.

Program in two consecutive cohorts is expected to commence no later than
January 12, 2015, and run through late summer 2015.
EVALUATION AND SELECTION OF SERVICE PROVIDER
Primary consideration in selecting the successful proposal to deliver services will be
based proportionally on the following:

National Capabilities evaluated on the following criteria:

Ability to provide examples of partner locations with similar facilities and
organizational capabilities in various states near key military installations that
could replicate the training.

Examples of expertise in providing this type of training in other areas, with other
organizations around the country.
Technical Proposal evaluated on the following basis:





Demonstrated expertise in these particular areas of services.
Proposers experience in providing equal or similar services.
Overall quality and completeness.
Clarity and comprehensiveness of integration of services.
Ability to show how their services can enhance the success of PacMtn.
Financial Accountabilities evaluated on the following basis:




Cost reasonableness/value for services.
Costs proposed align with requested services.
Other associated costs are needed and add value.
Financial systems in place to provide accurate and detailed invoices for services.
Organizational Capability evaluated on the following basis:



Adequate number of experienced personnel available to accomplish the
deliverables.
Administration and oversight abilities to manage the program and produce
quality services.
Related parties or subcontracts are clearly defined and show relevance.
AWARD OF CONTRACT
The contract award will not be final until PacMtn, and the prospective contractor have
executed a mutually satisfactory contractual agreement. PacMtn reserves the right to
make an award without providing specific feedback or responding to inquiries regarding
funding decisions.
PacMtn reserves the right to offer an award to the second highest rated proposal if a
contract cannot be successfully negotiated, or to renegotiate or reissue an RFP should an
appeal for non-award be upheld.

A syllabus with suggested modules. In excel converted to .pdf
*Two detailed budget estimates with an estimated price point per student for up
to 15 students max, in two consecutive cohorts. In excel converted to .pdf
o One budget will include an estimate with an education coordinator.
o One budget will include an estimate without an education coordinator.
A brief description of your process to hire qualified instructors and an education
coordinator, organize boards, and acquire local facilities, and key timeline items.
A plan for obtaining process measurables, and tracking/reporting fellow
progress.
Any in-kind contributions that would give us an understanding of your
commitment to partner on this project.

MISCELLANEOUS
1. PacMtn reserves the right to reject any and all proposals for failure to meet the
requirements contained herein, to waive any technicalities, and to select the
proposal which, in PacMtn’s sole judgment, best meets the requirements of the
project.
2. The RFP creates no obligation on the part of PacMtn to award a contract or to
compensate the proposer for any costs incurred during proposal presentation,
response, submission, presentation, or oral interviews (if held). PacMtn reserves the
right to award a contract based upon proposals received without further discussion
or negotiation. Proposers should not rely upon the opportunity to alter their
qualifications during discussions.
3. PacMtn further reserves the right to make such investigation as it deems necessary
to determine the ability of proposers to furnish the required services, and proposers
shall furnish all such information for this purpose as PacMtn may request.
4. PacMtn will select the proposal which is most qualified to provide the services which
will achieve the overall objectives of this RFP.
5. Appeals can be sent in writing within seven (7) calendar days after the publication of
the successful bidder to:
