had
a p p o i n t e d the Chief of its S o c i a l a n d O c c u p a t i o n a l H e a l t h Section to p a r t i c i p a t e
i n d i s c u s s i o n s w i t h o f f i c i a l s of ILO o n t h e s e i t e m s a n d s u g g e s t i o n s m a d e b y
WHO were taken into consideration in the preparation of the final texts. The
p o s i t i o n of ILO w a s n o w a s f o l l o w s
: it w a s w i l l i n g t o c o - o p e r a t e w i t h W H O
in t h i s m a t t e r , a l t h o u g h it m u s t n e c e s s a r i l y t a k e t h e f i n a l
responsibility
for texts which it adopted; if WHO should wish to appoint an expert committee
to co-operate with ILO by studying the relevant sections of draft texts which
I L O w a s t o p r e p a r e on t h e b a s i s o f t h e c o n c l u s i o n s a d o p t e d a t t h e p r e s e n t
s e s s i o n of its c o n f e r e n c e , s u c h a c t i o n v o u l d b e w a r m l y w e l c o m e d Ъу I L O .
The CHAIRMAN thanked M r . R a o for his s t a t e m e n t , which was a further proof
o f t h e g o o d r e l a t i o n s b e t w e e n I L O a n d W H O . T h e r e m u s t Ъе e v e n c l o s e - co-operation
b e t w e e n t h e t w o o r g a n i z a t i o n s in t h e s p h e r e o f s o c i a l security.. F r o m 1927
onwards, there had b e e n a joint expert committee r e p r e s e n t i n g the Health

The proposal of M r . Rao concerning the setting up of an expert committee

It h a p p e n e d t h a t one o f t h e e x i s t i n g

w o u l d therefore b e b u d g e t a r y p r o v i s i o n for an expert committee^ if this v e r e
d e c i d e d . In r e p l y to D r , HYDE> he said that if the expert committee w e r e
i n D e c e m b e r > i t s r e p o r t c o u l d b e s u b m i t t e d to t h e B o a r d a t i t s n i n t h

for t r a n s m i s s i o n to I L O . The report w o u l d thus have the n e c e s s a r y l e v e l of

D r . H O J E R e x p r e s s e d h i s a p p r e c i a t i o n of t h e p r o p o s a l f r o m I L O t h a t t h e r e
should b e closer co-operation on q u e s t i o n s of m e d i c a l c a r e . He suggested
that

T h e e x a m p l e g i v e n in this m a t t e r b y the U n i t e d K i n g d o m w o u l d p r o b a b l y Ъе
f o l l o w e d g e n e r a l l y ^ s i n c e it w a s in a c c o r d a n c e w i t h t h e s p i r i t of the
C o n s t i t u t i o n o f W H O t h a t p r o t e c t i o n of h e a l t h w a s the r i g h t of e v e r y c i t i z e n ,
a n d t h a t t h e i m p r o v e m e n t of h e a l t h c o n d i t i o n s t h r o u g h o u t the w o r l d w a s
c o n d u c i v e t o t h e m a i n t e n a n c e of p e a c e . He d e e p l y a p p r e c i a t e d the s t a t e m e n t of

M r . Rao regarding the co-operation between ILO and WHO. He hoped this would
l e ü d to a c o m p l e t e u n i f i c a t i o n of a c t i v i t i e s on h e a l t h a n d w o u l d p r e v e n t
o v e r l a p p i n g . H e h o p e d t h a t c o - o p e r a t i o n w o u l d n o t s t o p w i t h t h e c r e a t i o n of
a joint expert committee but that concrete proposals would be made which
could serve as an example to national health
services.
T h e D I R E C T O R - G E N E R A L s a i d . t h a t the q u e s t i o n of c o - o r d i n a t i o n b e t w e e n
ILO a n d W H O h a d b e e n of g r e a t c o n c e r n to b o t h o r g a n i z a t i o n s . D u r i n g t h e last,
y e a r c o - o r d i n a t i o n h a d i m p r o v e d greatly; t h e r e h a d b e e n a l m o s t d a i l y c o n t a c t s
o n v a r i o u s l e v e l s . T h i s w a s p a r t l y due to the t e c h n i c a l a s s i s t a n c e
programme.
T h e r e w e r e m a n y a r e a s w h e r e the i n t e r e s t s of b o t h o r g a n i z a t i o n s w e r e
contiguous
b u t t h e r e h a d b e e n n o o v e r l a p p i n g . It h a d b e e n a v o i d e d b y d a i l y a r r a n g e m e n t s

made b y Dr. Sokhey, Assistant Director-General, Department of Central Technical
S e r v i c e s , a t the f i f t h m e e t i n g of the B o a r d , b u t n o m e n t i o n h a d b e e n m a d e of
t h e o b l i g a t i o n of WHO to p r e n o t e a n d c o - o r d i n a t e the w o r k of r e s e a r c h
i n s t i t u t i o n s . C o - o r d i n a t i o n w a s u r g e n t l y r e q u i r e d a n d h e r e q u e s t e d the
Director-General, therefore, to repeat the remarks he had made to the Standing
C o m m i t t e e o n A d m i n i s t r a t i o n a n d F i n a n c e on t h i s
subject.
T h e D I R E C T O R - G E N E R A L s a i d t h a t t h e p o l i c y of W H O h a d b e e n in g e n e r a l
to co-ordinate and stimulate research; research had been subsidised directly
o n l y in a f e w s p e c i f i c s u b j e c t s . T h i s p o l i c y h a d b e e n e s t a b l i s h e d d u r i n g the
p e r i o d of the I n t e r i m C o m m i s s i o n a n d c o n t i n u e d ever s i n c e . T h e c h i e f p r o b l e m
f a c i n g r e s e a r c h i n s t i t u t i o n s t h r o u g h o u t the w o r l d w a s t h a t of
co-ordination,
r a t h e r t h a n o f p r o m o t i o n of r e s e a r c h . A l t h o u g h W H O h a d a l r e a d y a d o p t e d one

D r . H O J E S s a i d t h a t the s t a t e m e n t of the D i r e c t o r - G e n e r a l w a s m o s t
h e l p f u l . He s t r e s s e d , h o w e v e r , t h a t it v a s n e c e s s a r y t o h a v e h i g h l y
t e c h n i c a l p e r s o n n e l on t h e s t a f f of W H O , a s w e l l a s a d m i n i s t r a t i v e

largely self-explanatory, b u t he would like to draw the attention of the Board

to certain of the more important items Ï first, the resolution concerning the
Handbook of Resolutions and Decisions; secondly, the stress laid. Ъу the
Committee, in section

on the necessity for concentrating effort and resources,
co-operation with UNICEF and on the inclusion of fellowships as a component
part of projects; thirdly, the proposals of the co^iittee regarding arrears
of contributions (section 8); fourthly, the proposal regarding the time and
place of the next meeting of the committee (section 10); and fifthly, the
recommendations of the committee regarding the use of local personnel in
demonstration projects (section 1.1),

Assembly avay from Geneva would probably amount to between $200^000
and
$ 3 0 0 , 0 0 0 a n d the committee h a d d i s c u s s e d the p o s s i b i l i t y of setting aside
$50,000 a
y e a r i n a r e s e r v e f u n d i n o r d e r to m e e t t h i s e x p e n s e a t
intervals.
It h a d , however, been decided that technical programmes must have first priority
in the b u d g e t a n d that such a course was at present
impracticable.
D r . D 0 R 0 Î 1 E , D e p u t y D i r e c t o r - G e n e r a l , thought that the value of h o l d i n g
Health Assemblies away from Geneva was not contested. Under present
circum-
s t a n c e s it v a s i m p o s s i b l e t o f i n d a M e m b e r S t a t e w h i c h w o u l d b e p r e p a r e d t o
m e e t t h e a d d i t i o n a l e x p e n s e s . It w a s , t h e r e f o r e , f o r t h e B o a r d t o d e c i d e
w h e t h e r p r o v i s i o n should, b e m a d e i n the b u d g e t t o m e e t t h o s e
expenses;
o t h e r w i s e i t v o u l d Ъе u s e l e s s t o a d o p t a n y r e s o l u t i o n t o t h e e f f e c t t h a t H e a l t h
Assemblies should be held away from Geneva.

D r . BRÍ1.V0, Chairman of the Standing Committee, said that the report was largely
self-explanatory, but he would like to draw the attention of the Board to certain
of the more important items s
first, the resolution concerning the Handbook of
Resolutions and Decisions; • secondly, the stress laid b y the committee, in item 4,
on the necessity fo.r concentrating effort and resources, on со-operation with
UNICEF and on the inclusion of fellowships as a component part of projects;
thirdly,
the proposals of the committee regarding arrears of contributions j fourthly, the
proposal regarding the time and place of the next meeting of the committee;
and
fifthly, the recommendations of the committee regarding the use of local personnel
in demonstration projects,
Dr« PADUA, I ^ p o r t e u r of the Standing Committee, said that the committee had
met three times and had adopted its report at the last meeting, . He w c u M like to
draw attention to the re commendations of the coramittee regarding the place of the
Sixth World Health Assembly and of future assemblies.

Professor CANAPERIA said that the recommendation of the committee, from an
administrative and financial point of view, was judicious but he wondered whether
the committee had taken into account the advantages which would accrue from holding
Health Assemblies away from Geneva #
Dr<5 BRh.VO drew attention to paragraph 2 of the proposed resolution^
There
would be undoubted advantages in holding Health Assemblies away from Geneva д particularly in less developed countries, but it was precisely those countries that were
least able to contribute to the additional expenses and to provide adequate accommodationo
The additional cost of holding an assembly away from Geneva would probably
amount to between
200,000 and ñ;300,000 and the coinmittee had discussed the possibility
of setting aside 150,000 a year in a reserve fund in order to meet this expense at
intervals e
It had, however, been decided that technical programmes must have first
priority in the budget and that such a course was at present impracticable e
Dr。 DOROLLE, Deputy Director-General, said that it appeared that the value of
holding Health assemblies away from Geneva was not contested參

Darling _Pcmidation inward
Dr。GONZALEZ asked if the wording of the resolution was intended to mean that
the Standing Committee considered that neither the Peod of Foundation nor the Statute
of the Darling Foundation should be a丄ended or that, as the existing wording of the
relevant articles made it clear that the award could only be given to the author of
an original work, no modification was necessary.
D r , PADUA explained that during a Lengthy discussion b y the Standing Committee
it had been suggested that the award should not be restricted to authors of original
scientific works on malaria but should be given also to persons who had done exceptiona:
work in the field of malaria control t
After examining Article 2 of the Deed of
Foundation and 厶rticle 2 of the Statute of the Darling Founcation, however, it had
been decided that it was unnecessary to ask for any modification of either instrimient»
D r . HOJER added that the Standing Committee had also expressed the view that,
if the award were to be given for practical work, such work must be both original
and scientific.

Item 4i • Form and Presentation of the Programme and Budget for 1953
Dr# HÍÍYEK, referring to paragraph (3) of the proposed resolution, called
attention to the difficulties which would face the health departments of the governments concerned in connexion with their programmes as a result of the recent change
of policy by which in future UNICEF would only provide funds for supplies and equipment for joint WHO/UNICEF programmes and WHO would provide funds for fellowships•
He asked that in future such changes should not be made during the period of
implementation of programmes.
The SECRETARY said that the wording of paragraph (3) was intended to refer to
the funds expected to be made available by UNICEF for health progranmes which came
within the terms of reference of and were approved by the Executive Board of that
organization.
The amounts expected to be
forthcoming from UNICEF funds would be
included in the proposed budget estimates for 1953•

He added that WHO could give no assurance that the projects would be carried

Place and Date of t h e Ninth Session of the Executive Board
Professor De L4ET asked what "would be the cost of holding the ninth session of
the Board at a place not too far distant fron Geneva, and, secondly, whether it would
be possible to reduce the cost of preparing for a session of the Board by c o n s u l t a t i o n
by correspondence in advance »
The SECRETARY said that, in order to estimate the cost of holding a session
outside Geneva, the Secretariat must have some indication of the venues to b e considered.
He added that certain possible difficulties for the Secretariat 一 and for
the Board 一 must be taken into consideration in connexion with such a suggestion.
For example»
the Board, at its Januaiy session, would have to deal with a number of
different subjects, including one which would occupy much of its time - the programme
and budget estimates for 1953 一 and in connexion with which it usually wished to hear
statements from several staff members.
The Board also normally required a consider-
able amount of information supplementary to that contained in the documents issued in
advance, which it would be difficult to supply, if the session were held away from
Geneva, unless a relatively large number of the Secretariat was present.
Asked by the CHLIRMLN if he wished to suggest any particular places, Frofessor
De 1ЛЕТ mentioned the South of France and particularly M o n a c o .

of sending reports in connexion with the January session of the Executive Board to
Member States in time t o enable their delegates to study them before attending the
Fifth World Health Assembly, said it was hoped that, if the ninth s e s s i o n of the Board

began on 21 January, as suggested, it would be possible to supply most of the documents
in timc > but that would be the latest date i«4iich would allow of docmentation being
prepared and sent out to governments for the Fifth World Health assembly.
D r . HOJER, whilst agreeing with the suggestion for holding future sessions of
the Board in different places, said that, so far as he knew, no invitations had been
received and he thought it was too late in the present session to consider the q\iestion.
He therefore proposed that the draft resolution recommended by the Standing
Committee be adopted.

until the following day, to enable the Secretariat to prepare estimates of the
