MISSION
Provide the Navy an advancement
examination process that rank orders
fully qualified candidates for
advancement on the basis of raterelated/required knowledge and
performance.
ADVANCMENT EXAM
DEVELOPMENTCONFERENCE
• Develop exam test plans and test outlines (two
years)
• Verify, update, and review exam references
• Verify and update exam bank for each paygrade
• Develop new exam items
• Review, edit, and draft graphics
• Draft advancement exams for E-4 to E-7
EXAM DEVELOPMENT
• Written by CPOs (E-7 to E-9) – NETPDTC hosts an
Advancement Exam Development Conference for each
rating on a 2-year cycle. At least 6 Fleet SMEs from the
respective rating are invited to attend.
– Recent fleet experience
– From ratings (BM, SH, etc.) or
– From rating communities (EMN, AWA, etc.)
• Advancement exams are designed to test rating and
professional military experience and knowledge

• Make sure all eligibility requirements are met
• Make sure you understand sustained superior
performance on evals
• Ensure you know about the tools to help you succeed
(Bibliography, Rating topics/subtopics, schools, profile
sheets, etc.)
• START EARLY--don’t wait until the last minute!

Advancement Eligibility
Requirements
•Be recommended by CO/OIC
•Have minimum time-in-rate (TIR)
•Be in proper path of advancement
•Meet special requirements (citizenship, security, medical, ASVAB) for certain
ratings
•Successfully complete Service Schools; if required
•Evaluation completed within computation period for advancement cycle
•Not be a selectee for LDO or CWO
•Not have pending request for “voluntary” (not HYT-mandated) transfer to Fleet
Reserve (E7/8/9 candidates)
•Eligibility documented by electronic service record entry
•Performance tests
•Complete Leadership Development Course
•Enlisted Warfare Qualifications
•Pass Navy-wide advancement-in-rate examination
•Navy Reservists: Satisfactory drill participation in the Navy Reserve
•Physical Fitness per OPNAVINST 6110.1H
•Examination Participation for LDO Purposes

DISC means there is a Discrepancy with your advancement information and
your Final Multiple cannot be calculated until this error is corrected through
your ESO and the Navy Advancement Center (NAC) with supporting
documentation. An unclear discrepancy can keep an otherwise qualified Sailor
from being advanced.
Performance Mark Error - this means that your Performance Mark Average is
missing from your exam answer sheet. This is the number one discrepancy.
Insufficient Time in Rate - this means that your time in rate is less than the
required needed for the next pay grade and your PMA does not reflect a 4.00
(EP).
Wrong Path of Advancement - this means that the exam in the rating you took
did not match your current rating. (i.e. - a BM3 took a MA2 exam)
School Required - this means that your answer sheet did not indicate an "A"
or "C" school and the rating exam's prerequisite requires an "A" or "C" school
completion.
How to correct: Contact your Chain of Command and ESO.
