As we increasingly place citizens as central to public sector concerns, public servants must respond to the transformational forces that change society’s expectations. Inevitably, the shape of progress is ever evolving and public sector success will be determined by its ability to embrace reinvention, productivity and change as societal objectives and goals are determined. 2 The best intentions are not sufficient to drive the agenda for better public policy outcomes. It is the commitment of the public sector to look within, to transparently assess and improve capacity, effectiveness, efficiency and innovation; to reach out across and beyond government in order to encourage collaboration and partnership; and to focus beyond our shores from Asia to further afield for lessons, linkages and the global shape of best practice that will support successful policy-making and implementation. Correspondingly, these are the three major themes that will provide the key learning platforms at the IPAA 2014 International Conference. In the spirit of HG Wells ground breaking 1933 text “The Shape of Things to Come”, it is our capacity for ideas, our energy and our ability to work together to implement ideas that is critical to shaping successful society. @IPAA_2014 #ipaa2014 /IPAA WA www.ipaa2014.org.au Then we help you build it. Conference themes Looking Within Public administration should foster an internal environment that encourages the expression of ideas, learning from past experiences, sharing knowledge, avoiding past mistakes and a culture of discipline. Examining efficiency, effectiveness, leadership and encouraging innovation are important elements in promoting greater trust and confidence in the transparency of the policy-making and implementation process. Reaching Out Good process necessitates the involvement of people across and outside of government. Consulting with the right people at the right time is critical to taking what would otherwise be ‘good ideas’ and converting them into ‘great ideas’. Beyond Our Shores The pressure on governments is intensifying rapidly, driven by global market forces and the increasing public demand for performance and accountability. As Australia looks to develop its role in the Asian Century, the IPAA 2014 International Conference will provide delegates with lessons, linkages and the global shape of best practice from Asia and further afield. 3 Speakers The IPAA 2014 International Conference will reaffirm the dynamic nature of Australia’s public administration. Our nation’s most senior public sector leaders, international keynote speakers, public administration academics and leading influential thinkers will join together to inform and stimulate debate that will not only harness and energise emerging and current leadership but reinvigorate those at all levels of public administration. To finish add inspired political leadership as a tasty garnish. There are many occasions however when media exposure is essential to the success of a new policy or service initiative. • Getting ideas heard We have invited presenters with an impressive track record of managing public communication to share with you the inside word on succeeding with your next communication strategy. • How to deliver your message effectively • Knowing your audience • Organisational effectiveness • Policy development, implementation, and evaluation • Successful service delivery 7b Exploring Policy Development in Asia: Go it alone or learn from others? Theme: Beyond Our Shores Topics Asia presents a wonderful diversity of philosophies and approaches to life and government. From this diversity there are many things we may learn from each other as public administrators and policy professionals. How have some nations soared to dizzying economic heights? How are others positioning themselves for the opportunities they face? • The role of policy in economic and political development This session explores the processes of policy development and implementation within three of our important regional partners. Today there are many well supported initiatives underway attempting to improve the lives of Aboriginal Australians. Questions remain however as to whether the objectives can be attained and what role exists in the future for the public service to support and sustain these efforts. Aboriginal leader, Mr Noel Pearson, whose record of leadership in this area is without peer, will provide a significant statement on these and other questions in a timely address to IPAA2014. Theme: Reaching Out Topics The public sector of the future is certain to remain involved in joint service delivery arrangements with not-for-profit and business partners. It is highly likely that the level of engagement will only increase. How well are we working together now? Are we still treading awkwardly on each others’ toes? • Merits and failures on developing partnerships across industry and the independent sector Join leaders from all sectors to discuss what further lessons we all need to learn to enhance joint service delivery. • What can be learnt from business and the independent sector? • Building connections with the independent sector • Understanding different sectors • Building relationships • Working together 15c 17c Connecting with Growing Markets and Communities across Asia Theme: Beyond Our Shores Topics As Australia and the world prepares for the centre of economic activity to shift to Asia we find ourselves still asking many questions about how to successfully connect with the region. There are many positive initiatives underway and we are learning constantly as engagement increases. What are the lessons still to come? • The Asian Century Attend this session with an acknowledged expert on cooperation in the region and a leading Australian practitioner whose insights are certain to improve how your organisation next engages with counterparts in our neighbourhood. • Is the opportunity for connection real or imagined? • Opportunities for collaboration • Current areas of collaboration and learning The Future in One Hour: Regional and global trends shaping our world Theme: The Shape of Things to Come Topics It is possible that between them, our three presenters have considered every important idea that has ever existed; such is their capacity to get across the big issues. Wouldn’t you like to cheat and simply ask them the answers to questions about the future? • Macro trends shaping the environment in which you work You’re in luck as they are also skilled communicators and with particular emphasis upon the fields of science, security, and public policy this session will paint a picture of the likely future in which we will live and work. @IPAA_2014 #ipaa2014 /IPAA WA www.ipaa2014.org.au • Science • Security • Public Policy 9 What do you believe is the “Shape of Things to Come”? Australia is set to deal with two great changes in the decades to come, demographic change and the rise of Asia. As public service professionals we will be called upon to address Australia’s ageing population and assist in positioning the country for the global shift in economic activity to Asia. A properly functioning civil society underpinned by sound public administration is key to addressing both challenges and making Australia a competitive and prosperous place for all. Sue McCarrey President, IPAA WA I see it as more challenge; more rigour and more change! Susan Hunt PSM Chief Executive Officer, Perth Zoo In a world of ever increasing complexity as well as increasing competitiveness, our ability to create a career advantage depend largely on three key factors: 1. Personal Clarity of Purpose; 2. Processing Speed; & 3. Right Brain Thinking. Gregory Bayne Director / Leadership Capability Consultant, Total Leader & Coach Solutions Australia 10 Recovering the craft of public administration. Professor R.A.W. Rhodes Professor of Government (Research), University of Southampton (UK) and Griffith University The success of the human race directly correlates to living and working in the community. David Flanagan Non Executive Chairman, Atlas Iron Limited; Chancellor, Murdoch University; 2014 Western Australian of the Year Partnership is not about government saying ‘how about this?’ and community stakeholders responding with ‘warmer’ or ‘colder’. Shaping the sort of community we all want to live in requires true collaboration - communities, governments, business and not-for-profits owning ideas about our future and driving their implementation. An economic environment of fiscal constraint and a consequential drive for productivity improved outcomes = contested policy advice; contested service delivery and contested innovation. Penny Armytage FIPAA Lead Partner, Victorian Government Account and the National Sector Lead for Justice and Security KPMG Tom Leeming Executive Director, Department of the Premier and Cabinet WA The Australian economy is undergoing a major structural change putting real pressure on our old norms. How we adapt and change now will determine our economic fate for decades to come. What will define the future of society and public administration is increasingly decentralised values contestation. Prof. Michael Wesley Professor of National Security; Director of the School of International, Political and Strategic Studies, Australian National University Innes Willox Chief Executive, Australian Industry Group I think we’ve had seven years of plenty and we’re about to have seven lean years. One of the confidences of plenty is you stop making hard decisions. One of the consequences of scarcity is you start to make much more difficult decisions. That has big implications for the public sector as there hasn’t been a particularly high premium on difficult policy analysis. How do you make the case for really difficult reform? I think there is going to be a lot more priority on that over the next 10 years and for me that is probably the biggest shift we will see both in Australian policy making and for Australian policy makers. The fuel source for an advanced economy is ideas. For Australia and the OECD this fuel source is running low as evidenced by productivity decline. We desperately need to refuel our economy with new ideas and fresh innovation to ensure our children have a prosperous and happy future. Stefan Hajkowicz Leader, CSIRO Futures John Daley Chief Executive, Grattan Institute For the public sector to function effectively and efficiently, we need to be ‘fit for purpose’ in the context of our operating environment. To do this, we must have a sense of the possibilities and probabilities we must deal with in the future. Investing to ensure the right skills are in place, in the right way, at the right time and for the right cost is critical for our success. In the next 10 years, Australia’s public services could profoundly reposition the value they provide – to governments, to citizens and to the nation. But it will take courage, imagination, and persistence. Garran Oration The pre-eminent lecture on public policy and administration in Australia Each year the IPAA invites an eminent Australian to address a matter of outstanding importance to public policy and administration in this respected oration. In 2014 we have invited Mr Noel Pearson to address the future role of the public service in addressing the inequality that exists in many Aboriginal communities around Australia. Mr Pearson delivers thoughtful, compelling presentations and in his delivery of the 2013 Gough Whitlam Oration, identified a source of such inequality as being “..two problems with our Constitution...non-recognition of Indigenous peoples and racial discrimination”. Beyond this fundamental problem how can the public service assist the Aboriginal community in achieving a better future?” Noel Pearson, Chairman of the Cape York Group (CYG), will provide a significant statement on this and other questions in his delivery of the IPAA’s 2014 Garran Oration on 30 October 2014. Mr Pearson has been strongly involved in campaigning for the rights of Cape York Aboriginal people and played a pivotal role in the establishment of the Cape York Land Council in 1990. The Land Council was the first organisation established by Cape York Aboriginal people to work with and fight on behalf of Traditional Owner groups for the return of their homelands. Successful outcomes from this include the return of traditional lands known as Starcke and more recently Silver Plains. He was elected Chairman of the Cape York Land Council from 1996-1997, before resigning. He still acts for the Land Council in an advisory capacity from time to time.
