Issues for Deliberation
5.1 Status review of action plan of all points discussed in OCC. (Annexure-5A)
5.2
ATC/TTC issue raised by KSEB
KSEB vide letter dated 10.10.2014(Annexure-5B) pointing out that the margin
released for PX for 11.10.2014 had not considered the additional 100 MW
corridor which was available due to non scheduling of 100 MW power to KSEB
on MTOA basis and had requested that the above margin for STOA/PX
transaction till the MTOA is operationalised.
Also it was informed that the margin released for collective transaction to S2
region on 15.10.2014 was not taken into account the outage of Simhadri Units. It
was noted that Simhadri Units (2x500) MW were out since 12.10.2014. S1-S2
Agenda Notes for the 101st OCC Meeting to be held on 11.11.2014
Page 2
corridor was split on all these days during peak hours and the quantum cleared
to S2 for 15.10.2014 was only 188 MW @ Rs. 10.53 as against Rs. 6.15 in S1
region. The LTA quantum of S2 constituents from Simhadri is around 330 MW.
Margin of around 450 MW(330+128) was available between S1-S2 on all these
days. KSEB requested that the above margin for PX transaction till Simhadri
units are back in service.(E-mail sent by KSEB in this regard is at Annexure5C)
SRLDC response in this regard is at Annexure-5D.
The LTA allocation to SR issued by the CTU on 22.09.2014 had been kept in
abeyance as per the RoP of Hon’ble CERC dated 15.10.2014. Further hearing
was scheduled for 27.10.2014. KSEB vide letter dated 25.10.2014(Annexure5E) informed that KSEB had contracted power from S1 generators to the extent
of 300 MW. Advance/FCFS applications to the generators were rejected by
SRLDC quoting no margin in S1-S2 corridor and the available margin was being
released for PX transactions. It was requested by KSEB that the STOA
transactions may be allowed through S1-S2 corridor on FCFS basis till a final
decision on LTA/MTOA was taken by the Commission.
KSEB vide letter dated 30.10.2014(Annexure-5F) had noted that no corridor
was being released for PX transaction to S2 region for past few days. On
29.10.2014 Ramagundam Unit 4 went on boiler tube leakage
at 0859 hrs.
The LTA margin to S2 region due to the above outage was not considered for
PX transaction on 30.10.2014. The corridor reserved for MTOA allocation of 100
MW to KSEB from 01.10.2014 was also not considered for PX transactions for
the past few days. It was requested that the above margins may kindly be taken
into account for the collective transaction for 31.10.2014.
5.3
Scheduling power to TANTRANSCO regarding:
TANTRANSCO vide letter dated 21.10.2014(Annexure-5G) had stated that
while analyzing the deviation of drawal schedule for the period April to
September 2014(Till September 28th) had observed that Kerala had been
permitted to overdraw 333 MU and Tamil Nadu was deprived of their due share
by 280 MU for the same period. It was noted that during the period from April
2013 to March 2014 Kerala had drawn 523 MU over their schedule while Tamil
Nadu had under drawn 465 MU.
It was informed by TANTRANSCO that SRLDC is continuously insisting Tamil
Nadu to reduce the deviation. TANTRANSCO requested SRLDC that the
deviation in schedule may kindly be monitored and regulated with reference to
the prevailing situation on holistic approach and do the needful without
depriving the due share to Tamil Nadu.
SRPC’s reply on this issue was communicated to TANTRANSCO vide letter
